Position Duties: This is a DCIPS position. The incumbent is the Collection Manager and Request for Information Manager. This position is located in the Office of the Director for Intelligence and Security, (J2), Joint Interagency Task Force South (JIATF South), Truman Annex, Key West, FL. JIATF South consists of representatives from each of the uniformed services within the Department of Defense, from Customs and Border Protection, the United States Coast Guard, the Federal Bureau of Investigation, the Drug Enforcement Administration, the State Department, the various national-level intelligence agencies, allied military and law enforcement, and the Partner Nations from Latin America. JIATF South is a fully integrated national task force organized to recognize the force multiplier effect of the various agencies whose goal is to effectively plan, direct and conduct detection and monitoring of illegal narcoterrorist activities. 1. Serves as the Collections Manager and Request for Information (RFI) Requirements Manager in the Joint Interagency Intelligence Operations Center (JI2OC). Manages, deconflicts and prioritizes all-source collection requirements and the allocation of tactical, theater and national collection assets. Also serves as the Human Intelligence (HUMINT) Requirements Manager and the Tactical Intelligence, Surveillance and Reconnaissance (ISR) Theater Requirements Manager. Monitors incoming requests for information (RFIs) from and outgoing responses to regional counternarcoterrorist (CNT) elements. Coordinates with aircrews, requesting organizations, functional area collection managers, higher headquarters, or validating authorities, and outside agencies to ensure clear articulation of requirements. Monitors RFI status and completion, and acquires customer feedback on satisfaction of requirements by product. Coordinates with functional area managers to ensure cross-feed and optimization of intelligence collection to maximize collection effectiveness against all intelligence requirements. Develops new methods, approaches, or procedures. 50% 2. Serves as the RFI Automation Manager, responsible for JIATF South's feedback/inputs on DIA's Automated RFI (ARFI) system. Exploits ARFI software capabilities to determine success/shortfalls in satisfying unique JIATF South requirements. Monitors, updates, and assesses statistical results from collection efforts and suggests solutions to difficult and complex collection issues revealed by analysis. Collects, reviews, interprets, evaluates, and integrates data from customers used in analyzing collection efficiency and results. Identifies problem areas, and initiates changes to collection plans to resolve problem areas. Develops, tests, and evaluates Collection Management tools. 30% 3. Maintains liaison with USSOUTHCOM counterparts, as well as peers in national intelligence agencies and DoD, LEA, and allied foreign government personnel involved in tactical CNT intelligence operations to discuss mutual collection problems and production requirements. Participates in interagency conferences and meetings on CNT Collection Management matters as required. 20% Performs other duties as assigned. FACTOR A ESSENTIAL KNOWLEDGES DEGREE A-7 80 points In depth knowledge of principles, concepts, methodologies and information channels of all-source collection requirements management; in-depth knowledge of intelligence issues and collector capabilities, and skill in applying this knowledge to the intelligence cycle. Detailed knowledge of the various collection sensors, platforms, and sources within each discipline including associated collection strategies and tasking procedures. Detailed knowledge of the activity/agency's intelligence

mission; full knowledge of the intelligence collection issues for major activity mission subject areas. Knowledge of DIAM 58-11, DIAM 58-12, AR381-10, AR381-15, AR381-100, EO12333, and National SIGINT (DCIDs) collection directives. In-depth, working knowledge of USSOUTHCOM ISR tasking orders and national intelligence community collection management systems, to include PRISM, COLISEUM and HOT-R. Skill in applying this knowledge to difficult and complex work assignments in collection management and developing innovative, multi-discipline, collection requirements strategies to deal with critical collection opportunities and satisfy intelligence gaps. FACTOR B GUIDELINES DEGREE B-4 70 points A wide range of collection management policies and procedures are available but are stated only in very general terms and are not completely applicable or are of limited use to unique collection opportunity. The employee uses initiative and resourcefulness in deviating from conventional practices to develop new collection methods, all-source collection strategies, or proposals for new policies and criteria. FACTOR C SCOPE OF AUTHORITY AND EFFECT OF DECISIONS DEGREE C-4/3 60 points Employee makes authoritative decisions concerning Theater collection needs and requirements. Incumbent bases decisions on the interpretation of regulations and practices, and initiates actions that affect various organizational units, many of which are at remote sites located throughout Latin America. Commitments that do not involve interpretation of policy or the setting of precedents may have an adverse effect upon the activities of the assigned element. Errors could prove costly in terms of delay and waste of time and resources within the element. FACTOR D WORK RELATIONSHIPS DEGREE D-4 55 points Person to person work relationships are for the purpose of giving or obtaining information on nonroutine problems requiring not only explanation or interpretation of facts but also discussion of implications and inferences in order to gain concurrence or cooperation to persuade to action. FACTOR E SUPERVISION RECEIVED DEGREE E-4 55 points Works under the supervision of the Chief, JI2OC Operations/Technology Branch/Joint Collections Manager. The supervisor sets the overall objectives and resources available. The employee and supervisor, in consultation, develop the deadlines and projects. The employee performs duties independently, exercises initiative and judgment in conducting operational tasks. Work is evaluated in terms of accuracy, effectiveness, and compliance with complex instructions and guidelines. Total Points: 320 Point Range: (295 - 339) = GG-13 CONDITIONS OF EMPLOYMENT: 1. Incumbent must be eligible to obtain within 90 days and retain a Top Secret Sensitive Compartmented Information (SCI) security clearance based on a Single Scope Background Investigation (SSBI). 2. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. 3.
