CAMPUS RECRUITMENT DRIVE-2013

HPCL is a Government of India Enterprises with a Navratna Status and a Fortune 500 and Forbes 2000 Company, with annual turnover of Rs.1,69,011 Crores and sales/Income from operations of Rs.1,88,130 Crores (US$ 36.975 Billions) during FY 2011-12, having about 20% Marketing share in India among PSUs and a strong market infrastructure. HPCLs Crude Thruput and Market Sales (including exports) are 16.19 Million Metric Tonnes (MMT) and 29.48 MMT respectively in the same period. HPCL operates 2 major refineries producing a wide variety of petroleum fuels & specialities, one in Mumbai (West Coast) of 6.5 Million Metric Tonnes Per Annum (MMTPA) capacity and the other in Vishakapatnam, (East Coast) with a capacity of 8.3 MMTPA. HPCL holds an equity stake of 16.95% in Mangalore Refinery & Petrochemicals Limited, a stateof-the-art refinery at Mangalore with a capacity of 9 MMTPA. In addition, HPCL has constructed a 9 MMTPA refinery at Bathinda, in the state of Punjab, as a Joint venture with Mittal Energy Investments Pvt. Ltd. HPCL also own and operates the largest Lube Refinery in the India producing Lube Base Oils of International Standards, with a capacity of 335 TMT. This Lube Refinery accounts for over 40% of the Indias total Lube Base Oil production. Eligibility Criteria:
1. Qualification: Final Year Engineering students passing out in 2013 from the following Discipline. Discipline Mechanical Civil Electrical Electronics &Telecommunication Instrumentation Prescribed full time degrees in Engineering Mechanical Civil Electrical, Electrical & Electronics Electronics, Electronics & Communication, & Control, Electronics & Telecommunication. Note : Candidates having any other degree/combination degree other than mentioned above are not eligible. 2. Marks: Candidates (belonging to General) should have secured minimum 60% aggregate marks up to last semester examinations. It is relaxed to 50% for SC/ST/OBC-NC, PWD candidates. Students with live ATKTs/ Backlogs are not eligible. 3. Age Limit: a. Maximum age for candidates to be eligible to participate in the campus recruitment process is 25 years for Engineering Graduates. b. Relaxation in upper age limit is accorded in terms of GOI rules in this regard which are as follows: i. Reservation of posts for SC/ST/OBC-NC (Non-Creamy Layer) / Persons with Disabilities in identified posts (degree of disability 40% or above) as per Government Directives. ii. Age relaxation by 5 years for SC/ST, 3 years for OBC-NC (non creamy layer) candidates and 5 years for Persons with Disabilities ( 10 years for SC/ST and 8 years for OBC-NC candidates belonging to PWD category)

iii. Age relaxation by 5 years for candidates domiciled in Jammu & Kashmir between 01.01.1980 and 31.12.1989. c. Maximum age is reckoned on as 31st July of the year of passing the qualifying degree.

Selection Criteria:
Basis of selection will be academic performance followed by a personal interview. Candidates will be shortlisted for interview based on their academic performance up to the last completed semester/year.

Probation & Training:


Candidates will be recruited as Officer Trainees and will undergo training for six months and will be absorbed in salary grade A as Officers on successful completion of training. The officer will be on probation for next 6 months. On successful completion of probationary period, the officer will be confirmed as regular employee of the Corporation.

CTC:
The CTC for the posts is around 9 lakhs at the entry level in S/G A, details of the pay package may be shared during pre-placement talks. Break-up of CTC is given below:

Students belonging to reserved category (SC/ST/OBC-NC) or PWD, have to submit valid certificates as per format (applicable for appointment to posts under GoI) to be eligible for various relaxations and concessions. Nature of service in HPCL is transferrable and also involves working in shifts. Candidates must be willing to be posted anywhere in India.

Brief Job Description of each functions are given below:

1. Operations:
Handle day to day operations related to supply and distribution of petroleum products. Determine loading schedule and coordinate logistics movement to meet customer requirement based on: o Customer indents o Product stock levels and expected product receipt Maintain optimum inventory of Petroleum Products. Ensure M & R of plant and equipment (routine and preventive) o Store optimum spares to meet emergency requirement o Maintain M&R expenses record o Develop History Card for plant and equipment (based on OISD standard) Overall safety and security of Plants and Personnel. Perform daily review stock variation, abnormal variation analysis, and monitor behavior of storage tanks. Initiate improvement to reduce operating cost such as through better preventive maintenance practices and enhance productivity such as through automation of various activities/processes. Control expenses to be within approved Marketing Expense Budget. Conduct regular training programs for: o Security staff on Fire& Safety matters o Heavy Vehicle Drivers on Road safety/ Safe driving habits o Other staff including casual/ contract labour on Firefighting & other safety measures.

2. Sales:
Maximization of Product Sales. Enhance Product brand value. Handle solicitation of new business; identification of requirement.(facilities, commercial terms etc.) Design and execute local campaigns and promotions based on guidelines from HQO and trading area analysis Conduct Trading Area analysis & surveys to assess additional business potential

Conduct periodic customer surveys; call on important consumer segments to solicit business. Conduct inspections at dealers & distributor premises as per MDG guideline. Attend to consumer grievances and suggestions. Handle launching of new products; track sales and take necessary corrective action Responsible for reconciliation of stocks, physical verification, adherence to proper billing, documentation; responsible for error free recording of stocks, sales & collection information. Maintain credit control of customers; handle collections from credit customers; handle refunds to customers. Monitor competitor activities, new business opportunities and provide feedback to RO/HQO. Develop customer contacts through periodic visits to sales areas and customer calls. Organise customer meets; prepare minutes, follow up on action points.

3. Engineering & Projects:


Adhere to project management standards including planning, monitoring, design, specifications, documentation and filing standards on all projects handled, as laid down by Head Projects. Work closely with site and the Purchase and Commercial arms of the division to ensure timely procurement, payments and capitalization. Undertake feasibility review and costing of various NPCB proposals. Adhere to quality standards on all projects handled, as laid down by Head Projects. Provide detailed cost estimates for new facilities proposed by Facilities Planning. Assist Project Execution Head- HQO in the preparation of overall time, cost and resource (especially manpower) budgets for specific projects. Undertake all pre-project activities (including soil investigation, land survey, appointment of architect, etc.) based on the project plan developed. Coordinate with site, consultant (if any) and vendors to finalize drawings and design parameters related to assigned project. Liaise with relevant authorities for preliminary approvals. Develop tender documents and initiate purchase action for all items/ services to be procured. Undertake technical evaluation of bids post tendering.

Assist Project Execution Head in coordinating with suppliers and project site team for expeditious execution. Undertake periodic reconciliation of appropriation ledger to ensure proper expenditure booking and capitalization. Ensure adherence to laid down purchase procedures as specified in the Purchase Manual. Oversee implementation of vendor development activity and vendor rating systems for the user departments mentioned above. Ensure adherence to lead time norms for various stages of the procurement process.
