BACKGROUND SUMMARY: Over 15 years of managing complex client projects in Defense and Medical Devices, built on a foundation of tested Marine Corps leadership. Professional certifications in Project Management (PMP) and Systems Engineering (CSEP) underscore experience in technical implementation projects. Demonstrated Skills: Management & Leadership: Responsible for total project success through effectively managing the experience, ability, and technical support of the multi-functional team for solutions in the software development environment. Effectively deal with conflicts to derive technical deliveries from plans, delegated tasks, prepared budgets, and vetted schedules. Manage all business communications. Facilitate/Lead weekly team meetings and executive briefings. Deliver on time. Conflict & Risk Management/Facilitation: Anticipate and resolve internal and external team conflicts to ensure adherence to project schedule and budget. Identify project uncertainties, alternative resource plans, and other risks for team, teams, and company. Formally document risk analyses; gather data, lead meetings and deliver presentations. Communicate through conflict, resolve issues, and follow through for team and customers. Regulatory Compliance: Work within the scope of QSR (Quality Systems Regulation) and ISO (International Standards Organization) requirements for medical products and information systems. Ensure regulatory requirements are met on all projects. Support project Design Controls efforts. Ensure IT system interface requirements are tested and satisfied. Agile Software Practices: Use tools and principles of project management from Waterfall to Agile. MS Project, JIRA, DOORS, MatrixOne, Microsoft Team Foundation Server and Visual Studio, Interface with customers and users. Iterate requirements, refine and prioritize product and sprint backlogs to produce incremental deliveries of software and IT products. Work product backlog issues with team, conduct daily meetings, develop the team, and remove roadblocks. Key Accomplishments: Tasked as an analyst to work with critical data for medical product defect remediation, tactfully took the project management initiative, and worked to support the over-tasked customer (PM with 2 hrs./week). The result was a rescued implementation of three hosted software tools, policies, and procedures and a transition to operations. Planned certain system elements to be replaced by ERP/SAP modules for detailed engineering data at a later date. Organized matrix assigned biotech team resources from systems engineering, technical operations, regulatory, quality, IT, and other stakeholders. Led them to implement a hosted lifecycle configuration management system projected to save countless hours of research through automation since over 200 components required redesign and test. Successfully delivered a series of transformational schedule, risk, and stakeholder management improvements to Defense customers for efficiencies within their $25-30M annual portfolio of meteorological and oceanographic (METOC) software models and databases. Introduced Agile Scrum methods of requirements gathering and planning. In the midst of poorly run waterfall projects, demonstrated Agile project management methodologies to government customers on several web-based, metric reporting dashboard prototypes. Incremental successes were realized. Applied agile methodologies in medical device Design History File development using DOORS and several other tools. On own initiative, attended IBM Rational information session on Team Foundation Server (TFS) integration with Rational Team Concert (RTC) and the collaboration platform Jazz. Achieved personal goal of continuous learning to stay up with collaboration technology. Continually stay up on Agile project management learning and applications. As customer-selected project engineer, provided key leadership during time of National crisis, resulting in complete turnaround of the critical program, from bill payer to U.S. Navy asset. Ensured that the requirements for 11 user groups were met. Conducted interviews to gain realistic assessment of their existing capabilities and deficiencies.

WORK HISTORY Requirements Analyst/Project Lead Hospira, Inc.; via Kelly Services, Engineering and IT Services 2/12-12/12

Led successful implementation of automated workflow (JIRA), requirements (DOORS), and Product Lifecycle Management (MatrixOne) applications for an integrated system to manage the design and development of a medical devices platform. Created procedures and processes to comply with ISO 9001, 13485 (medical device), and 14000. Developed DOORS-based Design History File (DHF) requirements specification data; hazard analysis, user and stakeholder needs, and other design inputs. Facilitated solutions to process, schedule and resource challenges. 11/03-4/11

Management Analyst, Requirements Analyst, Project Lead Booz Allen Hamilton, San Diego CA

Won funding and technical role on Increment 2 of Navys premier intelligence distribution system DCGS-N. Personally established DOORS information repository with over 600 primary user requirements, creating capability for tracing nine documents within tool-based architecture. Delivered project as set-up for Fiscal Year 2012 budget. Provided consultant services to Meteorology and Oceanography customers in three U. S. locations solving complex project management issues of resources, schedule, and strategic communications. Recognized by PMW 120 Program Manager to have Worked effectively with both government and contractor project managers to consistently and tactfully shepherd the program toward goals and milestones as part of this transformational effort. Modeled and developed Agile approaches on internal projects and improvements within larger high compliance Defense Acquisition programs--which otherwise require detailed, complete, but costly specifications. Introduced the concept of Agile Scrum to customers, derived incremental requirements with customers and team members for sprint, release and future release stories, themes and epics to produce several web-based metrics reporting software prototypes. Studied and applied UML and SysML modeling languages for project planning and communications. Led West Coast support team of the Airborne and Maritime-Fixed Station, Joint Tactical Radio System during tool and process implementation. Revitalized Management Teams requirements process, resulting in reduced change incorporation from initial specification at 1100 person hours to final with small team 24-hour turnaround. 9/98 10/03

Program Support Specialist Titan Corporation, San Diego, CA

Selected by government Portable Radios Program customer to manage the next echelon of civil service managers based on his excellent performance and rapid learning curve for Department of Defense acquisition operations. Provided tactical direction through $23.6M program budget reconciliation resulting in full accountability of funds and identification of excesses. Procured over $500K of tactical communications gear from multiple sources.
