DEFINITION OF TERMS
Employer Firm Public Works Authority Government of the State of Qatar A single company that has the financial ability and experience to undertake the whole of the civil engineering works and mechanical and electrical works without partners. The Contract is between the Employer and the Firm. A company (either new or existing) formed by a group of companies to execute the project. Each partner of the joint venture takes joint and several liability with respect to the Contract. The Contract is between the Employer and the Joint Venture. A typical Joint Venture would comprise of a General Civil Engineering Contractor responsible for the construction of the tunnel works and a Plant & Equipment supplier responsible for the design and supply of tunnel excavation machine. Sub-Contractor A contractor employed by either a Firm or Joint Venture to execute a part of the work. The Sub-Contractor is liable to the main contractor but is not a party to the Contract.

(1) This Invitation for Pre-qualification follows the advertisement(s) published in the publications as per current Public Works Authoritys current practice. (2) The Public Works Authority, Government of the State of Qatar (the Employer) intends prequalifying firms and joint ventures to tender for the following contract: BUDGET TITLE: DOHA AND RAYYAN SEWERAGE PROJECT TITLE: ABU HAMOUR SOUTHERN OUTFALL ~ TUNNEL CIVIL PROJECT: 671R/1 BUDGET REF / CODE: 1460010/11320 (3) The Abu Hamour Southern Outfall Scheme is proposed to provide main trunk surface water drainage for the majority of the southern half of Doha covering an area of approximately 170 km 2. The scheme will incorporate the construction of a 9.5 km tunnel, 3.7m in internal, finished diameter, a coastal pumping station and sea outfall pipeline. The maximum flow in the tunnel is estimated to be 16.5 cu. m. per second. (4) This pre-qualification is for the tunnel element of the scheme only. (5) The main tunnel will run from Musaimeer St along the line of the proposed F-Ring Road to a Coastal Pumping Station located within the New Doha International Airport. The Works will also incorporate 23 No. access shafts and short adit tunnels. (6) A second tunnel will also be constructed, to collect surface water from Pumping Station SW5, this tunnel will be some 580m. long and 2.4m. in diameter. (7) The Works are to be constructed under a four (4) year Contract. Tender invitations will be expected to be issued in April 2011. INSTRUCTIONS TO APPLICANTS
1. 1.1 1.2 2. 2.1 2.2 General The Employer intends prequalifying firms and joint ventures to tender for the contract outlined in the Pre-qualification Data. The tendering schedule is outlined in Part 2 of the Pre-qualification Data. Eligibility and Qualification Criteria Pre-qualification is open to firms and joint ventures from any country or countries. Pre-qualification will be based on a pass/fail assessment of the applicant's general and particular experience, technology offered, capabilities of personnel, and financial position, specified in the Prequalification Data, as demonstrated by the applicant's responses in the forms attached to the Letter of Application and other requested documentation. Specific requirements for joint ventures are also set forth in the Pre-qualification Data. The Employer reserves the right to waive minor deviations from the criteria, if they do not materially affect the capability of an applicant to perform the contract. Applicants passing the pre-qualification requirements shall be invited to proceed to tender. No affiliate of the Employer shall be eligible to tender or participate in a tender in any capacity whatsoever. Preparation and Submission of Applications If specified in the Pre-qualification Data, a clarification meeting and/or site visit will be held at the time, date and place specified. Prospective applicants may request in writing clarification of the project requirements and the criteria for qualification at any time up to 10 days prior to the deadline set for the submission of applications. The written responses will be sent to all prospective applicants that have received the pre-qualification documents (including the query but without identifying the source). All information requested for pre-qualification shall be provided in the language specified in the Prequalification Data. Where information is provided in another language it shall be accompanied by a translation into the language of the pre-qualification documents. This translation will govern and be used for interpreting the information. Information should be submitted in the formats specified in the application forms in these pre-qualification documents. the Letter of Application the forms, documentation and references specified in the Pre-qualification Data.

Failure to provide information which is essential to evaluate the applicant's qualifications or to provide timely clarification or substantiation of the information supplied may result in disqualification of the applicant. Submission of applications for pre-qualification must be received in sealed envelopes, which shall be delivered either by hand or by registered mail, to the address specified in the Pre-qualification Data on the date specified in the Pre-qualification Data, and shall bear the identification specified in the Prequalification Data. The Employer reserves the right to accept or reject late applications, without assigning any reason thereof. Submission of documentation other than the above will not be considered and will count against the applicant. Submissions that are not clear or contain significant errors will also be marked down, accordingly. The name and mailing address of the applicant shall be clearly marked on the envelope. Pre-qualification and Tendering The Employer reserves the right to: (a) amend the scope and value of any contract(s) to be tendered, in which event only those prequalified applicants who meet the amended requirements will be invited to tender for the contract(s). reject or accept any application; and cancel the pre-qualification process and reject all applications.

The Employer shall neither be liable nor be under any obligation to inform the applicant of the grounds for such action. 4.2 Applicants will be advised in writing by facsimile, within the period specified in the Pre-qualification Data, of the result of their application and of the names of the prequalified applicants, without giving any reason for the Employer's decision. Only firms and joint ventures that have been prequalified under this procedure will be invited to tender. Firms can only apply to prequalify either individually or as members of a single joint venture. Submission or participation by a firm in more than one Pre-qualification application will result in the disqualification of the application in which the party is involved. A prequalified firm or a partner of a prequalified joint venture may participate as a tenderer in only one tender, either individually or as a partner in a joint venture, for the contract. Submission or participation by a tenderer in more than one tender for a contract (other than alternatives which have been permitted or requested) will result in the disqualification of all tenders for that contract in which the party is involved. However, this does not limit the inclusion of the same subcontractor in more than one tender.

At the time of submitting their tenders, prequalified tenderers shall update the relevant information used for pre-qualification to confirm that they continue to comply with the qualification criteria and verify that the information previously provided is still valid and correct. A tenderer shall be disqualified if it no longer meets the qualification requirements at the time of contract award. Joint ventures must comply with the following requirements:

Joint ventures that wish to pre-qualify shall provide a letter of intent from each of the partners of the joint venture confirming their intention to take part in the tender should the joint venture be invited to tender. The formation of a joint venture after pre-qualification, and any change in a pre-qualified joint venture, will be subject to the written approval of the Employer prior to the deadline for submission of tenders. Such approval may be denied if (i) partners withdraw from a joint venture and the remaining partners do not meet the qualifying requirements; (ii) the level of participation by partners or the structure of the joint venture is substantially changed; (iii) the new joint venture is not qualified; or (iv) in the opinion of the Employer, a substantial reduction in competition may result. Any tender shall be signed so as to legally bind all joint venture partners, jointly and severally, and any tender shall be submitted with a copy of the joint venture agreement providing for joint and several liability with respect to the contract.

The pre-qualification of a joint venture does not prequalify any of its partners individually or as a partner in any other joint venture or association. In case of dissolution of a joint venture, each of the constituent firms may prequalify if they meet all the pre-qualification requirements, subject to the written approval of the Employer prior to the deadline for submission of tenders. Prequalified tenderers will be required to provide a tender bond as outlined in the Pre-qualification Data. The successful tenderer will be required to provide a performance bond. Details of this bond will be specified in the tender documents. Acknowledgement of Intention to Pre-Qualify Firms or Joint Ventures that intend to submit a Pre-qualification Application shall confirm their intention by fax to the Manager of Contracts Department. Any subsequent information or clarification to the Pre-qualification Document will only be sent to registered firms or joint ventures. Project Description The southern areas of Greater Doha have expanded and developed rapidly in recent times and as a consequence there has been a requirement for increase in the capacity of the drainage system to accommodate additional surface water runoff. The Public Works Authority, Infrastructure Affairs have undertaken several studies and implemented major schemes to develop an integrated system of surface water drainage throughout Doha. The Abu Hamour Southern Outfall Scheme is proposed to provide main trunk surface water drainage for the majority of the southern half of Doha covering an area of approximately 170 km 2. The Abu Hamour Southern Outfall incorporates the construction of a tunnel that will run from Musaimeer St. , along the line of the proposed F-Ring Road at an average depth of approximately 25m, to the site of a coastal pumping station located within the New Doha International Airport. The Construction works shall include

3.7 m ID Tunnel, segment lined tunnel, 7.0 km long 18 No, Shafts variously for access/ maintenance/sewer connection. 3 No, 4.0m ID Sewer Connection shafts. 5 No, 5.0m ID Maintenance shafts. Option to extend 3.7m ID Tunnel by a further 2.5 km including 5 N o additional shafts. Connection to Musaimeer St Tunnel. Connection to the SW5 Pumping Station. 2.4m. ID tunnel, 580m. long.

Type of Contract The Form of Contract shall be based on the General Conditions of Contract prepared by the Public Works Authority PO Box 22188, Doha, The State of Qatar, dated May 2007. A copy of the General Conditions of Contract will be included within the tender documents. The General Conditions will be supplemented by Conditions of Particular Application (Part 2) specific to Civil Project 671R/1.

Contract Submissions The tender will comprise a Technical Submission and a separate Financial Submission. The Technical Submission will include completed pro-forma sheets, drawings, preliminary method statements and temporary works design and a programme. Prequalifying firms or JVs must expect to undertake and submit significant preliminary method statements and drawings including major plant, materials and resourcing schedules to demonstrate that they have fully considered all aspects of the requirements of the contract and that their tender is robust. The Financial Submission will include fully priced Bills of Quantities including the requirement for the tenderer to insert specific Method Related Charges.

Qualification Criteria To be prequalified an applicant must demonstrate to the Employer that it substantially satisfies the requirements regarding experience, personnel, financial position and litigation history, specified below:

General Experience The applicant shall meet the following minimum criteria:
(a)

Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last five years of Qatar Riyals 1,500,000,000 equivalent. Minimum 10 years as a prime Civil Engineering Contractor in the construction of underground structures. Tunnel construction projects by Closed Face Type Shield TBM (Tunnel Boring Machine) method (Slurry or EPB), in rock., and or by pipejacking Minimum four (4) projects

Experience in the management of the procurement and production of precast concrete elements, this can include management of Sub-Contractors for the supply of precast units. Minimum three (3) projects. Experience of operating TBMs in varying ground conditions including inflowing groundwater. Minimum two (2) projects Shaft sinking and construction to depths exceeding 20m. - Minimum five (5) projects Underground excavation with Sprayed Concrete Lining (SCL) with shotcrete and rockbolt supporting systems. Minimum two (2) projects Experience in excavation & earthworks construction where groundwater inflow has occurred requiring dewatering Minimum four (4) projects Successful experience completing a minimum of five (5) civil engineering tunnelling projects each of minimum value Qatar Riyals 500,000,000 in the last ten years. Personnel Capabilities. The applicant shall provide suitably qualified personnel to fill the following positions. For each position the applicant will supply information (in Form 5) on a first choice candidate and an alternate, each of whom should meet the experience requirements specified below:

Financial Position. The applicant shall demonstrate by means of bank or other financial references that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of five months, estimated and not less than Qatari Riyals 50,000,000 equivalent, taking into account the applicant's commitments for other contracts. There will be an advance payment of 10% of the contract value. The audited balance sheets for the last five years shall be submitted and must demonstrate the soundness of the applicant's financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the applicant's bankers.

2.1.4

Litigation History. The applicant shall provide accurate information on any current or past litigation or arbitration resulting from contracts completed or under execution by him over the last five years. A consistent history of awards against the applicant or any partner of a joint venture may result in failure of the application.

2.2

Clarification Meeting or Site Visit A Clarification Meeting / Site Visit will not be held for the Tender pre-qualification. The general location start point and end point of the tunnel can be viewed on Google Earth the north east coordinates being N 25 13 33 E 51 30 36 for the start point and N 25 14 17 E 51 35 56 for the end point.

This application is made in the full understanding that: (a) (b) tenders by prequalified applicants will be subject to verification of all information submitted for pre-qualification at the time of tendering; Public Works Authority reserves the right to: amend the scope and value of any contracts tendered under this project; in such an event, tenders will only be invited from prequalified applicants who meet the revised requirements; and reject or accept any application, cancel the pre-qualification process, and reject all applications; and (c) Public Works Authority shall not be liable for any such actions and shall be under no obligation to inform the Applicant of the grounds for such actions.

To prequalify, the Applicant shall be required to pass the specified requirements set forth in this form, as set out in the Pre-qualification Data. On a separate page, using the format of Form (3A), the Applicant is requested to list all contracts which meet the criteria set out in clauses 2.2.1. The partners of a proposed joint venture should provide details of similar contracts proportionate to their share in the joint venture. The value should be based on the currencies of the contracts converted into Qatar Riyals, at the rates given on Application Form (2).
