REVOLT 1DR

Make a Revolt 1dr for each province and ally in the Unrest Phase; they may also revolt when captured by a war due to a disaster, defeat or an unprosecuted war in the War Phase. 1 0 0 -1 -1 -1 -1/-2 -1/-2 -1/-2 Province or ally remains at peace. Provincial Revolt; +1 unrest, if Romanised the province becomes unromanised, if unromanised retreat the garrison to the nearest province of the governing factions choice and place its unromanised province counter on the map as a revolt. Allied Revolt; +1 unrest and replace its province counter on the map with a barbarian counter. For each legion (or walls if on the frontier) in a province < its required garrison. For each fleet in a province < its required garrison. For each Enemy Leader or war counter on the map with the province in bold on its counter. -1 if the province is on the frontier and there is a Barbarian Unrest event, -2 if Barbarian Migration. -1 if the province is unromanised and there is a Provincial Unrest event, -2 if Provincial Revolt. -1 if an ally and there is an Allied Unrest event, -2 if Allied Revolt.

RANDOM EVENT 3DR


If a Forum 2dr is 7 make a Random Event 3dr, placing random event counters in the Forum as required. If the counter is already in the Forum it is turned over as a doubled event, if already a doubled re-roll the 3dr. -1 in the Expansion of the Empire 54117 AD -2 in the Height of the Empire 117218 AD -3 in the Crisis of the Empire 218284 AD 4 5 6 7 8 9 10 11 12 13 14 15 16 17 Barbarian Unrest: Place the Migration counter in the Forum and -1 to the Provincial Revolt 1drs of all provinces bordering barbarians, -2 if doubled to Barbarian Migration. Provincial Unrest: Place the Provincial Unrest counter in the Forum and -1 to the Provincial Revolt 1drs of all unromanised provinces, -2 if doubled to Provincial Revolt. Allied Unrest: Place the Provincial Unrest counter in the Forum and -1 to the Provincial Revolt 1drs of all unromanised provinces, -2 if doubled to Allied Revolt. Natural Disaster: Remove 100 talents from the State Treasury and place the Gladiatorial School and Land Commission concession cards in the Curia. Famine: +1 famine. Terror: Remove 2dr Clientele from each faction without the same allegiance as the Augustus and draw 2dr mortality counters for factions without the same allegiance as Caesar. If there is no Caesar all factions are affected and +1 unrest for each faction that is affected. Conspiracy: Place the Conspiracy counter in the Forum and -1 to all Assassination 1drs, -2 if doubled to Widespread Conspiracy. Praetorian Unrest: Place the Praetorian Unrest counter in the Forum and -1 to all Unrest 3drs for each Praetorian Guard and Imperial Cavalry, -2 if doubled to Praetorian Revolt. Evil Omens: Place the Evil Omen counter in the Forum and -1 to all die rolls, -2 if doubled to Numerous Evil Omens. Usurper: Place the Usurper counter in the Forum and -3 to Rebellion 3drs, -5 if doubled to Multiple Usurpers. Inflation: +1 inflation Pax Romana: Place the Pax Romana counter in the Forum and create 2 provinces and allies after each triumph, 3 if doubled to Pax Augusta. Censor: Place the Censor counter in the Forum and remove 30 talents from the treasuries of factions with corruption or treason markers, remove another 20 talents and no faction may collect corrupt income if doubled to Great Censor. Enemy Leader Dies: Place the Enemy Leader Dies counter in the Forum and +1 to Enemy Leader 1drs in the Unrest Phase, +2 if doubled to Enemy Seeks Peace and Caesar may return one war that matches any leader who dies to the War Cup.
