MESSAGE FROM THE DIRECTOR


The 2011 Annual Report puts together the accomplishment of the Bureau. This document presents the outputs of all the operating units of the Bureau as they continuously strive towards achieving the targets set for the year. Following the Bureaus tradition, we make time to discuss the setting and assessment of the targets of all BAS operating units. This practice has guided us in enhancing our performance as a team working together to serve the interests of the agriculture sector. The line-up of activities and outputs delivered are offshoots of this semi-annual presentation of plans and accomplishments. The increase in the budgetary support last year has enabled the BAS to enhance its existing data systems. It has consequently allowed the Bureau to deliver more statistical products and services. We thank the Department of Agriculture (DA) for the recognition and provision of continuing support to the Bureau. The Bureau appreciates all the feedback and comments from the clients and stakeholders. All these motivate us to continuously improve our information dissemination support services. Our heartfelt gratitude goes also to our survey respondents. I would like to extend my appreciation to all the BAS staff for their continuing commitment towards the attainment of the Bureaus goals in 2011.

AGRICULTURAL ACCOUNTS AND STATISTICAL INDICATORS DIVISION (AASID)


The AASID is responsible for the development and maintenance of statistical frameworks that enhance the preparation of an integrated system of agricultural and fisheries statistics and generation of socio-economic statistics in the agriculture and fisheries sector. In 2011, the AASID continued to develop and maintain the Economic Accounts and Indicators System. Under the Economic Accounts for Agriculture (EAA) framework, the AASID updated the databases including statistical tables on: a. Production Accounts b. Supply and Utilization Accounts (National and International) c. Costs and Returns of Agricultural Commodities Under the Agricultural Indicators System (AIS), the AASID updated the following statistical reports: a. 13 AIS Modules (National) b. 4 AIS Modules (International) c. Commodity Fact Sheets The division was involved in the conduct of this regular farm economics survey:
SURVEY Agricultural Labor Survey (ALS) DESCRIPTION A semi-annual survey for palay and corn and annual survey for coconut and sugarcane to generate data on the daily wage rates of palay, corn, coconut and sugarcane farm workers in the country. SCHEDULE OF OPERATIONS January 4-18 and July 1-15

In 2011, the division has prepared the following statistical reports:


Performance of Philippine Agriculture Report Presents the performance of agriculture in terms of the sector's gross output. Contains five (5) data tables on Value of Production at Constant Prices; Value of Production at Current Prices; Percentage Distribution of Value of Production; Volume of Production and Weighted Average Farmgate Prices of Agricultural Commodities.

Trends in Agricultural Wage Rates, 2011 Presents the wage rates statistics on agriculture, particularly, palay, corn, coconut and sugarcane.

Costs and Returns of Palay Production Presents the survey findings on the costs and returns of palay production at the national and regional levels of disaggregation. Covers the period January to December 2009.

Costs and Returns of Corn Production Presents the survey findings on the costs and returns of corn production at the national and regional levels of disaggregation. Covers the period January to September 2009.

Updated Production Costs and Returns for Selected Agricultural Commodities Part I: Palay and Corn Presents the updated estimates of production costs and returns of selected commodities at the national and regional levels.

Updated Production Costs and Returns for Selected Agricultural Commodities Part II: Other Commodities Provides the updated estimates of production cost and returns for other selected commodities. Covers 26 selected commodities excluding palay and corn. The commodities are classified into Fruits, Nuts, Root Crops, Bulbs, Vegetables, Legumes, Commercial/Industrial and Fisheries. Supply and Utilization Accounts of Selected Agricultural Commodities, 2008-2010 Provides users with a framework for physical accounting of agricultural commodities. The commodity coverage is classified as Cereals, Rootcrops, Vegetables and Legumes, Nuts, Fruits, Commercial Crops, Livestock and Poultry, Non-food Crops and Selected Fish and Fishery Products.

Regional Agricultural Production Accounts, 2008-2010 Presents the performance of agriculture of the 16 regions. The performance of agriculture by major island grouping is also highlighted.

Costs and Returns of Palay and Corn Production (Inter-Provincial Comparisons) Presents the inter-provincial comparison of the costs and returns of palay and corn production. The data contained in this report are presented according to farm type, irrigated and nonirrigated for palay and yellow and white for corn.

Estimating Price and Income Elasticities of Demand for Selected Food Commodities in the Philippines Estimates price and income elasticities of demand for selected commodities in the Philippines. Utilized the panel data extracted from the results of Survey of Food Demand for Agricultural Commodities (SFD) conducted in 2008-2009.

Commodity Fact Sheets, 2010 Covers 50 commodities classified into food and non-food crops, livestock and poultry and fisheries. Each commodity contains the following information: number of farms, production, hectarage, yield, share in gross output in agriculture, prices, cost of production, exports, imports and domestic utilization.

The division also maintains the Agricultural Indicators System and comes up with modules as follows:
Agricultural Structure and Resources provides indicators on the distribution of resources on the agriculture sector such as land utilization, agricultural holdings and inventory of livestock and poultry.

Agricultural Credit deals on the credit needs of the agricultural sector and the financial institutions providing agricultural loans.

Output and Productivity deals on the productivity of the different sub-sectors of agriculture.

Prices and Marketing of Agricultural Commodities contains information on the movement in the prices of agricultural commodities such as producer and consumer price indices and the price gap at the different stages of marketing.

Economic Growth intends to measure the economic growth and performance of the economy as well as the regional economy.

Population and Labor Force presents data on the countrys population by region and indicators relating to the labor market with emphasis on employment and labor productivity in the agriculture sector.

Redistribution of Land provides information on the accomplishment of the Comprehensive Agrarian Reform Program (CARP) relative to the hectarage of land redistributed and the number of farmerbeneficiaries.

Food Consumption and Nutrition contains indicators on supply and consumption of selected agricultural commodities as well as its nutrient equivalent in terms of fats, calories and protein contents.

Agriculture Exports and Imports provides indicators on the performance of agricultural sector with respect to trade.

Gender-Based Indicators of Labor and Employment in Agriculture deals with the indicators reflecting the extent of participation of males and females in the labor sector particularly in the agriculture sector.

Poverty and Income Distribution provides information on poverty and subsistence threshold and incidence, income and poverty gap, severity of poverty as well as percentage distribution of family income and expenditure by income decile.

Food Sufficiency and Security provides information on the extent of the countrys sufficiency in domestic production and dependency on importation and extent of food security.

Inputs include wage indices as indicators of progress and welfare of farm workers.

In addition, the following initiatives were started in 2011: 1. Rebasing/revision of Performance of Philippine Agriculture Report 1998-2009 (revised to 2000) 2. CROPS STATISTICS DIVISION (CSD)


CSD is responsible for the compilation, organization, analysis, maintenance and timely release of crop statistics. The division is heavily involved in the implementation of the following regular surveys:

Updates on Palay and Corn Forecasts Presents the monthly monitoring of standing crops for palay and corn.

Major Vegetables and Rootcrops Quarterly Bulletin Preliminary estimates of the recent quarter and final estimates of the previous quarter. Covers mongo, peanut, cabbage, eggplant, tomato, garlic, onion, camote and cassava.

Major Non-Food and Industrial Crops Quarterly Bulletin Preliminary estimates of the recent quarter and final estimates of the previous quarter. Covers abaca, coconut, coffee, rubber, sugarcane and tobacco.

Major Fruit Crops Quarterly Bulletin Provides the preliminary estimates of the recent quarter and final estimates of the previous quarter on production, area and number of bearing trees/hills. Covers banana, mango, pineapple and calamansi.

Major Crops Statistics of the Philippines - Provincial, 2006-2010 Presents the 2006 to 2010 annual data on volume of production, area planted/harvested and number of trees/hills of 21 major crops.

Rice and Corn Situation and Outlook Quarterly report on estimates of the previous quarter and forecasts of the succeeding two (2) quarters on area harvested, production by ecosystem and seed type for rice and corn.

Crops Statistics of the Philippines, 2006 2010 Time series statistics of the 21 major crops highlighted in the quarterly Report on the Performance in Agriculture. Contains data on production, hectarage, number of bearing trees, yield per hectare and yield per bearing trees.

Monthly Rice and Corn Stocks Inventory Monthly report on the rice and corn inventory held by households, commercial warehouses and NFA depositories as of the first day of the month.

In its aim to continuously effect improvements in the crops data system, the following activities were also started: 1. Revision of the Palay and Corn Production Survey (PCPS) questionnaire in tandem with the TWG on Cereals Statistics. 2. Harmonization of Crops Covered Under the Farm Prices Survey and Crops Production Survey. The activity was initially started for Regions IV-B, V, VI, VII and VIII. 3. Improvement in the format of the Rice and Corn Situation and Outlook Bulletin. 4. Data Collection for Palay and Corn Stocks Survey I through the application of Mobile Data Gathering System in all regions. 5. Development of a computerized processing system for the PCSS I. 6. Preparation of Handbook on Non-Food and Industrial Crops (Local, English Scientific Names and Photographs).

7. Disaggregation of onion production statistics for yellow granex and red creole. 8. Compilation of reports on monitoring of organic farming in the provinces, by quarter.

LIVESTOCK AND POULTRY DIVISION (LPSD)


LPSD is responsible for the compilation, organization, analysis, maintenance and timely release of livestock and poultry statistics. The LPSD was involved in the implementation of the following regular surveys:
SURVEY DESCRIPTION SCHEDULE OF OPERATIONS Backyard/Commercial Generates data on inventory of animals by farm type, First week of April, July, Livestock and Poultry Survey by age and by classification; chicken by type; October and December (BLPS/CLPS) disposition of animals; and volume of egg produced. Survey of Abattoirs and Dressing Plants (SADP) Covers major types of livestock and broilers for chicken. Data is obtained from accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities. Covers 46 provinces where dairying activities exist. Covers carabao, cattle and goat raised for dairy purposes by cooperatives, commercial farms and institutional farms, private and government-owned institutions. First week of April, July, October and December.

Dairy Production Survey (DPS)

Fourth week of June and December.

Chicken Industry Performance Report, January December 2010/January June 2011 Presents the industry situation in terms of inventory by type of chicken; volume of production; supply and utilization accounts; and monthly average prices at farmgate, wholesale and retail levels.

Duck Industry Performance Reports, January December 2010/January June 2011 Presents the industry situation in terms of inventory by farm type and and classification; by top producing regions; volume of production; supply and disposition; supply and utilization accounts; and average monthly farmgate and retail prices.

Carabao and Goat Industry Performance Reports, January December 2010/ January June 2011 Presents the industry situation in terms of inventory by farm type and age classification; volume of production; supply and disposition; supply and utilization accounts; and monthly average farmgate prices.

Dairy Industry Performance Report, January December 2010/January June 2011 Presents the industry situation in terms of total inventory of dairy animals by classification; milk production by animal type and by source; disposition of milk production, total supply and utilization of dairy products; and volume and value of dairy imports and exports.

Swine and Cattle Industry Performance Reports, January December 2010/January June 2011 Presents the industry situation in terms of inventory by farm type, age classification, and by top producing regions; volume of production; supply and disposition; supply and utilization accounts; and average monthly farmgate, retail and wholesale prices.

Broiler and Swine Situation and Outlook Bulletin Presents quarterly forecasts of production of marketable broiler/hog, and supply and demand for pork/broiler meat.

Survey on Liveweight Factor for Livestock and Poultry Contains statistical tables on average liveweight of livestock and poultry disposed for slaughter by animal type, farm type, by province and by region.

Broiler and Swine Statistical Handbook, 2011 Presents a compilation of data series on broiler and swine from the data holdings of BAS, BAI and NMIS.

A Situation Report on the Gamefowl Industry in the Philippines Attempts to situate the gamefowl industry in the Philippines by presenting the gamefowl population, highest producing regions/provinces and the list of farms in the country.

The division wrapped up the activities on the Livestock Population Survey (LPS). The Volume 1 of the report presents the national data with regional and provincial levels of disaggregation. Six (6) publications were produced, namely:

It started the conduct of consultative meeting with NMIS re-Collection of Slaughter and Frozen Meat data in collaboration with LGUs and DA RFUs. The division has also made incessant efforts to improve the livestock and poultry data review processes through enhancements in their compilation system down to the provincial level.

FISHERIES STATISTICS DIVISION (FSD)


The FSD is mainly responsible for the compilation, organization, analysis, maintenance and timely release of fisheries statistics. The division was heavily involved in the following surveys:
SURVEY Quarterly Commercial Fisheries Survey DESCRIPTION Covers fishing operations that make use of boats of more than three (3) gross tons. The survey generates data on volume and value of production by species by province, by region. Quarterly Municipal Fisheries Covers fishing operations carried out without the Survey use of boat or the use of boat of three (3) gross tons or less. Quarterly Inland Municipal Covers inland fishing households; generates data on Fisheries Survey volume and value of all species. Fisheries Statistics of the Philippines, 2008-201 Contains a three-year data series on volume and value of fish productions, imports and exports of fisheries products and producers prices by species. The data on fish production are presented by sub-sector: commercial, municipal and aquaculture at the provincial, regional and national levels. The foreign trade data include the countries of origin and destination.

Fisheries Situationer (by quarter) This is a quarterly report on fishery production of the three sub-sectors namely: commercial, municipal and aquaculture by region. Producers and landed prices of some fish species are also included in the report.

Catch and Fishing Effort in Municipal Fisheries in Selected Provinces in the Philippines, April June 2009 The report highlights information on the monthly volume of fish catch by fishing ground, by fishing gear and by species at the provincial level import/export.

Inventory of Municipal Fish Landing Centers in the Philippines, 2010 The report provides information on the distribution of landing centers in 67 coastal provinces in the Philippines.

Commodity Situation Reports for Tiger Prawn, Seaweeds and Carp The report highlights the commoditys production performance, top producing provinces, harvest, yield, price and import/export.

In coordination with the AASID, the division has also completed the report on the Costs and Returns Survey on Tilapia Production.
Costs and Returns of Tilapia Production This report presents data on production costs and returns of tilapia by type of aqua farm (i.e. fishponds, fish pens and fish cages).

It has started to work with the National Fisheries Research and Development Institute (NFRDI) to respond to the establishment of data on ornamental fish production.

AGRICULTURAL MARKETING STATISTICS ANALYSIS DIVISION (AMSAD)


AMSAD is responsible for the development, maintenance, and improvement of agriculture and fisheries marketing information system. The division takes the lead in the execution of the agricultural marketing information and advisory services function of the Bureau. In 2011, AMSAD continued to take charge the various phases of regular surveys and other statistical activities related to marketing.

Price Situationer of Selected Agricultural Commodities Presents the weekly and monthly prevailing retail prices of 33 agricultural commodities across 17 trading centers throughout the country.

Updates on Fertilizer Prices Provides the monthly prevailing dealers prices of four (4) fertilizer grades: Urea (45 -0-0), Complete (14-14-14), Ammosul (21-0-0) and Ammophos (16-20-0).

Updates on Palay, Rice and Corn Prices Provides weekly/ monthly price updates on farmgate, wholesale and retail prices of palay, rice and corn.

Producer Price Index for Agriculture (2006=100), 2007-2010 Contains the national and regional price indices based on the prices received by the producerss for the sale of their agricultural products.

Prices of Selected Agricultural Commodities, 2001-2010 Features how prices behaved at farmgate, wholesale and retail levels at the national level for 2001-2010. It covers annual growth rates, prices spreads and seasonal price indices of selected agricultural commodities.

Agricultural Foreign Trade Development, 2010 Highlights the performance of the countrys agricultural foreign trade for the last three years. This also includes information on world prices for selected tradable commodities.

Updates on Agriculture Trade Performance Quarterly update of the agricultural trade performance of the country.

Marketing Costs Structure Yellow/White Corn, May 2011 Contains information on marketing practices and costs incurred by participants involved in marketing of yellow/white corn; flow of yellow/white corn from the farmers to the consumers.

Marketing Costs Structure - Seaweeds Contains information on marketing practices and costs and margins in marketing seaweeds. It presents the flows in marketing seaweeds from the farm operator to other marketing participants.

Cost of Production and Prices Received by Farmers for Palay and Corn This puts together data on cost of production from the Costs and Returns Survey and farm prices for palay and corn from the Farm Prices Survey covering 2009-2010.

Another activity that is being handled by the division is the conduct of the Production and Marketing Analysis Service (PMAS). The PMAS serves as the BAS mechanism for providing technical assistance to the end users, especially, the farmers and fisherfolk in accessing and analyzing product and market information and technology. Currently, the PMAS is maintained in 12 sites, namely: Nueva Vizcaya, Iloilo, Cebu, Benguet, Leyte, Misamis Oriental, Palawan, Ifugao, Capiz, Bukidnon, Negros Oriental and Mt. Province. For every PMAS site, the Bureau takes the lead in the holding of consultative-training session where the farmers are guided in the use of agricultural statistics in their decision-making. The session makes use of the booklet called PMAS StatGuide for Farmers and comes in a form like this:

AMSAD has continuously spearheaded the conduct of activities related to the Agricultural Marketing Information System (AGMARIS), to implement a comprehensive and responsive marketing information system for unprocessed agricultural commodities which are traded in major local/provincial market centers as well as in strategic terminal markets throughout the country. In 2011, the following AGMARIS-related activities were conducted: 1. Market assessment and AGMARIS training in Regions VI, VII and IX. 2. Review and standardization of commodity library for AGMARIS. 3. Reconnaissance and Marketing Information Needs Assessment (MINA) in Quezon. In preparation for the establishment of Farm Prices Survey for Commercial Livestock and Poultry Farms, the division conducted a series of briefing for all regions and prepared memo to formalize the implementation. The division also conducted a nationwide inventory of markets.

AMSAD staffs were also involved in the data review and monitoring of the implementation of Mobile Data Gathering System for prices. Before yearend, MDGS expanded market coverage to include Pangasinan, Nueva Vizcaya and Davao City.

STATISTICAL METHODS AND RESEARCH DIVISION (SMRD)


SMRD is responsible for statistical research and development and implementation of statistical methods to support the needs of the technical divisions by developing and improving survey designs and instruments, maintaining up-to-date sampling frames, planning and programming all survey operations, and developing and maintaining statistical standards and classification systems. In 2011, survey methodologies including instruments were developed for the following: 1. Vegetable Production Survey in Metro Manila 2. Characterizing Small Farmers of the Philippines 3. Costs and Returns Survey of Tilapia Production 4. Listing of Onion Growers in Nueva Ecija 5. Barangay Agricultural Profiling Survey for Region XII 6. Barangay Agricultural Profiling Survey for Caraga 7. Area Based Yield Identification Project 8. Survey of Food Demand for Agricultural Commodities 9. Survey of Capital Formation in Agricultural Households for Region I 10. Palay and Corn Stocks Survey Assessment (questionnaire for the stocking pattern) 11. Fusarium Wilt Survey 12. Impact Study of the Rapid Seed Subsidy Financing Project (RaSSFiP) The division continued to improve the sampling frames used in various surveys through the conduct of the following activities: 1. Prepared guidelines for the listing of agricultural households for the Palay Production Survey frame updating. 2. Prepared province-specific collection forms for Agricultural Labor Survey re-presence of hired agricultural workers in Palay and Corn Production Survey (PCPS) sample households and prepared guidelines and collection from re-gathering of information on the presence of hired agricultural workers. 3. Prepared list of sample farms by province and animal type for the generation of farm prices from commercial livestock and poultry farms. 4. Developed new sampling frames for four (4) commercial farm types: Carabao, cattle, hog and goat based on Livestock Population Survey (16 regions, by province/region). 5. Developed new sampling frame for Backyard Livestock and Poultry Survey (Carabao, cattle, hog, goat, broiler, and layer) based on LPS result. 6. Revised the Palay and Corn Production Survey questionnaire (modified farm household format) and Manual of Operations for Oct 2011 and Jan 2012 rounds. 7. Developed guidelines in conducting the assessment of the Corn Production Survey estimates.

In tandem with the different operating units at the Central Office, it served as the focal division in the establishment of the BAS Geographic Information System Laboratory. In 2011 the following were accomplished: 1. Installation of ArcGIS/Quantum GIS software in the GIS Lab computers. 2. Conduct of four (4) sessions of training/orientation on Basic Quantum GIS application to BAS staff using ArcGIS and Quantum GIS softwares. The participants were also guided on the preparation of thematic maps of selected commodities.

3. Provision of assistance in the requirements of the seven (7) BAS scholars taking up Applied Geodesy and Photogrammetry.

INFORMATION AND COMMUNICATIONS TECHNOLOGY DIVISION (ICTD)


The ICTD is responsible for the planning, implementation and maintenance of ICT-based services; and for packaging, publication and release of statistical reports and other related information on the agriculture and fisheries sector. It also assumes the tasks of facilitating access to all available BAS information. Information systems for statistical activities that were developed in 2011 were the following: 1. Meanwhile, the section in charge of the information dissemination has remained steadfast in reaching out to BAS clients through the Public Assistance Counter, Web Inquiry Form, Library Services, Fax, Mobile Phone, Phone Queries and through Mail. Through the IDSS of ICTD, the BAS continued to upgrade its website and its sub-websites like the CountrySTAT Philippines, BASIS and BEANS. The following are the sub-websites maintained by the Bureau:

The Technical Operations Coordination Section, on the other hand, took the lead in the preparation of the Agricultural Profile, a compilation of agriculture-related information about the province, was completed for: Aurora, Bohol, Albay, Surigao del Norte, Palawan, Bulacan, Ifugao and Biliran.

The AFD is responsible for the provision of general administration and financial management services to ensure the efficient and effective delivery of BAS products and services. MAJOR ACCOMPLISHMENTS OF THE REGIONAL OPERATIONS CENTERS (ROCS)


The ROCs shall serve as the agricultural resource information center in the regions. In 2011, the following were their regional acocmplishments: Cordillera Administrative Region (CAR)
The ROC continued to be steadfast in responding to the data needs of the clients in the region. In 2011, it has served a total of 417 clients served through walk-in, telephone, mobile phone, e-mail, formal letter and faxed. In August 3, 2011, the Assistant Director visited the Abra POC. It is one of her rare POC visit to interact with the POC staff and respond to their operations concerns.

Region I
Last July 26, 2011, ROC I was with pride to be the recipient of the Special Recognition for Sources of Information in the Preparation of the Report on Regional Economic Developments in the Philippines. The award was given by the BSP in the region. Proof of this regions effort to be innovative in providing information on agri and fisheries, it has prepared two regional reports, namely: Ilocos Region Fisheries Situationer and Ilocos Region Rice and Corn Situation and Outlook. Region II
As part of enhancing its linkages with counterparts in the region, the ROC has completed the report on BAPS which contains regional, provincial, municipal and barangay level of data disaggregation. In December 2011, it has successfully forged a MOA with the Provincial Government of Batanes for the establishment of a BAS Operations Center in the province.

Region III
ROC III received a special award from the BSP dubbed as Special Recognition for Sources of Information in the Preparation of the Report on Regional Economic Developments in the Philippines. Through the years, the ROC has been actively involved in the implementation of the Livestock and Poultry Information Early Warning System.

Region IV-A
In compliance with the Proclamation No. 125 proclaiming 2011 as the National Year of the Forests, RASO Perido took the leadership in the conduct of a tree planting activity in Bauan, Batangas last September 7, 2011. The ROC participated in the conduct of the Marketing Information Needs Assessment in Quezon and was involved in the maintenance of the Livestock and Poultry Information Early Warning System.

Region IV-B

ROC IV-A staged its own orientation on BAS Corporate Values ROC last December IV-B 2011. has continuously exerted effort to improve its data system. It has organized the Workshop on Livestock and Poultry Data Validation and Regional Organization. None other than the Asst. Director graced the event for what ensued was her dialogue with the staff in Marinduque. It has also served a total of 535 clients in the region.

Region V
In 2011, the Camarines Sur POC continued its work for the completion of Barangay Agricultural Profiling Survey. ROC Bicol was the fourth among the ROCs with the most number clients served at 837.

Region VI
ROC VI was one of the expansion areas in the implementation of the Livestock and Poultry Information Early Warning System. Because of this initiative, the personnel underwent training on Basic Statistics, Technical Report Writing and Advanced Excel. Two provinces in the region were in the forefront in the conduct of the of the Production and Marketing Analysis Service Capiz and Iloilo. Capiz, likewise, is one (1) of the three Production (3) provinces where the Farm Record-Keeping, Processing, Analysis and Utilization (FRKP) of Data of and the Marketing Analysis BAS-GOJ-NAFC Project is currently implemented. Region VII

The Production and Marketing Analysis Service of the BAS was actively conducted in this region specifically in Cebu. Bohol and Siquijor POCs were involved the conduct of Level Training on Damage Assessment and Reporting System (DARS). In attendance were the Municipal Planning Development Officers and the Rice Agricultural Technicians.

Region VIII

The Survey of Irrigated Palay Farms (SIPF) was conducted on September 17 to October 20, 2011 for palay farms in areas covered by BAO National Irrigation System (NIS), Mainit Pongso NIS, and Hindang Hilongos NIS. The result of the survey would be used by EFOS (Enhancement of Food Security in the Visayas Project) of the GIZ (Deutsche Gesellschaft fur Internationale Zussammenarbeit) in its Area Based Yield Index Insurance (ARBY) Project. The ROC has maintained the implementation of Production and Marketing Analysis Service (PMAS) in Leyte. Region IX
Another regional feat was achieved when ROC IX received the Special Recognition for Sources of Information in the Preparation of the Report on Regional Economic Developments in the Philippines. This was awarded by the BSP last September 15, 2011 at BSP Zamboanga City. ROC IX was the third among the regions with the highest number of clients served in 2011 at 869.

Region X
The ROC through its Bukidnon POC was involved in the implementation of the Farm Record-Keeping, Processing, Analysis and Utilization of Data and PMAS of the BAS-GOJ-NAFC Project. In 2011, the ROC conducted activities that strengthened the regional data like the listing of rubber operators in Bukidnon, re-listing of aqua-farm operators in Lanao del Norte, inventory of coco stallholders and peddlers in Lanao del Norte and provincial data review on crops and cereals.

Region XI
ROC XI received Special Recognition for Sources of Information in the Preparation of the Report on Regional Economic Developments in the Philippines (Region XI). The awarding was held last August 2, 2011 at BSP Davao Regional Office. ROC XI was also heavily involved in the implementation of the Livestock and Poultry Information Early Warning System Project. Through this initiative, the staff took advantage of the Training on Statistical Modeling and Target Setting Using the Time-Series Data/Life Cycle Modeling and Supply Chain The ROC has maintained the Analysis and Training on Basic Statistics. implementation of Production and Marketing Analysis Service in Leyte.

Region XII
ROC XII conducted the Barangay Agricultural Profiling Survey. The special activity was formalized in June 2011 and the data collection commenced in November 2011. It has conducted the special survey on ACES Baseline Survey of Palay and Corn Farmers in selected provinces in the Philippines. North Cotabato for palay survey and South Cotabato for the corn survey. The ROC has maintained the implementation of Production and Marketing Analysis Service in Leyte.

Caraga
The ROC, through its active linkage with its counterparts, was awarded with funds to conduct the Barangay Agricultural Profiling Survey in the entire region. The ROC gave special focus in the strengthening of its data processing activities and its data review processes. ROC Caraga was involved in the pilot study of DA in the listing of organic farmers.

THE BAS SPECIAL PROJECTS IN 2011


The BAS rolled out a number of special activities in 2011. These initiatives complemented and enhanced the information support services that the BAS is mandated to provide to respond to clients and stakeholders of the agriculture and fisheries data. The following were the special projects implemented in 2011: 1. Determination of Rice Milling Recovery Rate The major objective of this research is to establish the average national milling recovery rate. It is intended to update the conversion ratio that is used in the Supply and Utilization Accounts for rice. In May 2011, the second round of the survey was conducted. By July, its report was being crafted and this was worked out with the Statistical Methods and Research Division and Crops Statistics Division. 2. Area Based Yield Identification Project This project which was funded under the Philippine-German Technical Cooperation was implemented in Region VIII. It aimed to develop Public-Private Partnerships for risk financing in agriculture in the Philippines. In this undertaking, the BAS was responsible for the data collection in eight (8) National Irrigation Systems in Leyte. The BAS also prepared the questionnaire and the data processing system. The BAS was likewise tapped in the conduct of the post assessment of the survey. 3. BAS-GOJ-NAFC Project Collectively known as Enhancing Farmers Capacity to Access, Analyze and Utilize Statistical Information, the three-year project is divided into four (4) components. The overall objective of the project is to improve farmers productivity, efficiency and income through the institutionalization of improved and sustainable capacities on operational and financial farm management and planning. a. Production and Marketing Analysis Service The PMAS serves as an empowerment tool for farmers and farmers organization. Through the provision of statistical information, farmers are guided in making decisions regarding production and marketing of their products. The project aims to enhance the existing PMAS and expand the same to new sites. Currently maintained in 12 sites, the project staff were able to accomplish 12 training sessions in all of the sites and distributed 24 PMAS StatGuide for Farmers to the participants. b. Farm-Based Data System: Farm Record-Keeping, Processing, Analysis and Utilization of Data This component aims to enhance the capacity of the farmers and farmers organizations/cooperatives to generate, analyze and utilize farm-level data in making decisions regarding their production, marketing and other farm enterprise-related concerns and activities.

The project was implemented in three (3) sites, namely: Capiz, Bukidnon and Nueva Vizcaya. In 2011, the project staff conducted training on the system among the concerned Provincial Operations Centers staff. In turn, these trained staff assisted the farmercooperators in the actual record keeping. The data processing program to be used in the record-keeping was also developed through the projects IT Specialist. c. Characterizing Small Farmers of the Philippines This one-shot survey will address the lack of statistical information on the socioeconomics characteristics of farmers by class. In 2011, the following were accomplished: - Pilot test of the questionnaire in Pangasinan and Laguna - Conduct of 1st and 2nd level training for the staff - Conduct of training on the data processing system d. Monitoring and Evaluation In tracking the implementation of the three (3) components, an M & E system was set-up at BAS to ensure that inputs, work schedules and targeted outputs are met. In 2011, five (5) M &E reports, including the photo documentation, were submitted to NAFC. 4. Survey of Capital Formation of Agricultural Households This survey aims to generate benchmark information on the level and structure of capital accumulated by agricultural households. The following were completed in 2011: a. Development of data processing system b. Pre-test of questionnaire in La Union c. Conduct of 1st and 2nd level training for the BAS staff d. Data collection in Region I and editing of survey returns in its Operations Centers 5. Livestock and Poultry Information Early Warning System (LPI-EWS) The LPI-EWS aims to enhance the forecast methodology, update the BAS databases on L&P, mainly broiler, swine and table egg at the national and regional levels. Through this project, the following training courses were conducted in 2011: a. Advance MS Excel b. Training on Risk Assessment c. Training on Seasonal Adjustment and Missing Data Estimation d. Basic Statistics Training and Technical Report Writing e. Writeshop on Situation Report f. Survey-Based Forecasting and Supply-Chain Analysis

The project has also paved the way for the conduct of workshop on assessment of data holdings and identification of data gaps in the regions involved in this project. The projects regular output is the quarterly publication of Broiler and Swine Statistical Handbook. 6. Barangay Agricultural Profiling Survey in Regions XII and XIII The BAPS has been designed to collect information on the basic structure of agriculture and fishery at the barangay level. In 2011, these two (2) regions were granted funding support from the DA RFO. Their respective 1st level training happened in November while the data collection operations were done in the following month. 7. Survey on Food Demand for Agricultural Commodities The surveys aims to determine the Filipinos current and emerging consumption patterns and habits with regard to staple commodities such as rice, corn and other basic food items. In 2011, the BAS has started to verify the sample barangay samples to be covered. Also, it has finalized the design and estimation procedure of the survey. 8. Vegetable Production Survey This survey was done to estimate the production of vegetables produced in Metro Manila. This commenced in 2011 where a series of data collection was also done up to fourth quarter of the year covered. 9. Frame Updating for Onion This activity aims to generate survey-based onion production statistics including forecastrelated information. This onion survey was initially conducted in Nueva Ecija where listing of the sampling frame was undertaken in all onion producing barangays. 10. Costs and Returns Survey on Tilapia Production. The survey was done to generate data on costs and returns of tilapia production by type of aquafarm. The following were accomplished in 2011: a. Pre-test of the questionnaire b. Data collection in six (6) major tilapia producing provinces c. Filed editing d. Completion of the final report

National Management Consultative Meeting (NMCM) The June NMCM was held last June 22-25 and the Sunrise Holiday Mansion House in Alfonso, Cavite served as a venue. The convention coincided with the BAS 48th Anniversary which also carried the theme, Working Together for a Better AgStat System. The meeting was mostly devoted for the discussion of the foreignfunded project specifically on the 2KR project entitled, Enhancing Farmers Capacity to Access, Analyze and Utilize Statistical Information. Meanwhile, the November 21-25 NMCM was staged at the Hotel Stotsenberg in Clark Freepost Zone, Pampanga. The theme was Strengthening BAS Statistical Capacity Through Appropriate Technologies and Enhanced Linkages. Most of the topics were on the new surveys to be launched in the following year.

Stat Visits Staff from Southeast Asian Fisheries Development Centers visited the BAS last December 21. Mr. Jing Jalisan presented the BAS information dissemination system with focus on the BAS websites.

Three (3) staff from Cambodias Ministry of Agriculture, Forestry and Fisheries requested for a presentation on the Philippines National Agricultural Statistical System last September 11-16.

Meanwhile, staff from Uganda Bureau of Statistics graced the BAS last September 30 for a presentation on the BAS data systems.
