GRANTING OF HONORARIA TO THE MEMBERS OF THE COUNCIL

WHEREAS, Republic Act No. 9262, otherwise known as the
(DILG) Co- “Anti-Violence Against
Women and their Children Act of 2004” was signed on March 8, 2004 and took

WHEREAS, Section 39 of Republic Act 9362 created theRole

a) Commission on Human Rights (CHR); (NCRFW)
b) Civil Service Commission (CSC); Secretariat
c) Council for the Welfare of Children (CWC);

d) Department of Education (DepEd); Commission
e) Department of the Interior and Local Government
(CSC) (DILG);
f) Department of Health (DOH);
Commission
g) Department of Justice (DOJ); on Human
h) Department of Labor and Employment (DOLE); Rights (CHR)
i) Department of Social Welfare and Development (DSWD);
j) National Commission on the Role of Filipino Department
Women (NCRFW);
of Education
k) National Bureau of Investigation (NBI); and (DepED)
l) Philippine National Police (PNP).

WHEREAS, Section 39 mandates these agencies to formulate
(DOH) programs and
projects to eliminate Violence Against Women and their Children (VAWC) based on
their mandates, develop capacity building programsDepartment
for their employees to become

more gender sensitive to the needs of their clients, and serve as the monitoring

body for VAWC initiatives;

WHEREAS, Section 39 of the Republic Act 9262, states that the Council members

may designate their duly authorized representative(DOLE)
who shall have a rank not lower
that an assistant secretary or its equivalent. These representatives shall attend

Council meetings in their behalf, and shall receive emoluments as may be

WHEREAS, Section 56 of the of the approved Bureau Rules
of and Regulations
Implementing Republic Act 9362, states that the Council shall meet on a quarterly

basis;
WHEREAS, the NCRFW shall include in its annual budget the amount
necessary to pay for the honoraria of the members of the Council which shall
comply with DBM Guidelines;

NOW, THEREFORE, ON MOTION DULY SECONDED, BE IT RESOLVED,


AS IT IS HEREBY RESOLVED pursuant to law that an honorarium shall be
granted to any members of the Council that attended the quarterly meeting.
