This line will also be used to bring the LPG from the Coker LPG Storage spheres back through the CDU/ SGP for desulfurization using pumps 143-G0024 A/B in the Storage Sphere area, i.e., it will be a bidirectional line. The segment of the bi-directional line that is in the CDU is shown on P&ID 110-YER-PE-PID-0093. Any required modifications to this line within the CDU (such as the addition of isolation valves, etc.) will be covered in the CDU Open items list. Piping associated with the new 6inch line in the Storage area is shown on 143-YER-PE-PID-0048. Probable routing of the Interconnecting Pipeline, ICP (Unit 148), from the CDU (Unit 110) to Storage (Unit 143) is shown on the Plot Plan 100-YER-PE-P10-0001. Description The design codes used in for the Gasoline (148-36-P-10498), Gasoline Return (148-24-P-10499), Diesel (148-36-P-10497) and Benzene (14812-P-10705) on PID 148-YER-PE-PID-0081 all utilize a Flex Hi temp of 149oC. This number is arrived at for steam out purposes. However, once these streams leave the storage areas, there is no steam available for steam out. Moreover in order to follow existing piping layout, the Flex Hi temp for the lines needs to be changed from the 149oC to 71oC. New design code with Flex hi temp of 71oC will be generated in 148. PID 148-YER-PE-PID-0038 and 148-YER-PE-PID-0064 Line 148-2-PTG10373 size to be changed to 4". The hydrogen unit shows two 3 lines (one to each reformer). PID 148-YER-PE-PID-0038 and 148-YER-PE-PID-0059 Line 148-2-IA10370 size to be changed to 4. PID 143-YER-PE-PID-0057 Line 143-8-P-11455-1CB1P Benzene from 143-D-0041/0042 to 143-D-0049 will go through interconnecting pipe ways unit 148. Add a line to transport CCR Hydrogen from the CCR Hydrogen header to the Hydrocracker battery limit. Capacity will be up to 50 MMSCFD. Flow control valve will be inside Hydrocracker battery limit. This line will be used when the DHT is at reduced rates and cant use the CCR Hydrogen. Add purchased process water lines 152-16-PPW-10022-1CS2W and 152-6-PPW-10503-1CS2W on P&IDs. The lines originate from purchased process water tank (WBS152) and then go to the utility area.

REFINERY OPERATION DURING AN UNSCHEDULED OUTAGE OF THE SATURATED GAS PLANT (SGP) Revised February 20, 2008 OVERALL OBJECTIVE History Previous assumption had been that if the SGP went down, the whole refinery would go down; however, the objective has now changed. Current Objective To keep the refinery operating at a reduced rate, such as 60%, during an SGP outage. SGP outage is not expected to last more than three days. Handling the gas streams currently being fed to the SGP The gas streams will be flared. There is a provision in YERP-SAES-A-102 which states that Plant startups, unscheduled shutdowns, upsets, and emergency relief of less than 10 days are exempt from the smokeless flaring requirement. The gases flared will contain H2S and it will be assumed that they can be flared during the three days that the SGP is down. When the DCU Gas Plant goes down, the DCU gases will also have to be flared. The logic is that the same treatment should be afforded to the SGP gases, i.e., flaring in such situations is acceptable. The gas stream is comprised of: CDU off-gas NHT Stripper off-gas ISM Scrubber off-gas DHT Stripper vapor HCK Stripper/stabilizer vapor These streams come together in the interconnecting piping outside the SGP battery limits, and a single header comes into the SGP. The header has two back-pressure control valves: One, set at a lower pressure than the second, allows the gas into the Wet Gas Compressor Suction Drum The second, set at higher pressure, connects the header to the flare. If the compressor cannot take in all the gas it is fed, the header pressure rises and the second valve vents the gases to the flare. Handling the LPG streams coming into the SGP The LPG stream is comprised of: NHT unstabilized LPG HCK Fractionator LPG CCR debutanizer LPG CDU compressor condensate These streams come together in the CDU unit, and a single header brings them into the SGP. The overall strategy is to divert the sour LPG stream to the DCU LPG storage sphere (which is kept empty) and then bring it back at a later time to the SGP so it can be

desulfurized and used as fuel gas. The same bidirectional pipe will allow diverting the sour LPG to the DCU LPG storage and bringing it back. Pumps at the DCU storage sphere will be used to pump the LPG back into the SGP for desulfurization. Handling the Naphtha streams Under normal operation, the bulk of the wild naphtha (about 53 MBPSD) originates in the CDU, with the remaining (about 8 MBPSD) originating in the DHT. There is no naphtha from the NHT and the HCK. Under startup conditions, there may be some naphtha generated in the HCK and in the NHT which will have to be handled. The strategy for the wild naphtha from the CDU is to back blend it into the Crude. Calculations indicate that, 11 volumes of naphtha can be blended into 100 volumes of crude without exceeding the 76kPa maximum vapor pressure for a floating roof tank. The blending will take place in the refinerys crude storage tanks. There are two Crude Storage Tanks, each with a nominal capacity of 800 Mbbl. Occasionally, a stream heavier than crude, such as HVGO, may be needed as blendstock to reduce vapor pressure. Existing piping will allow HVGO to be used as blendstock if needed. The other naphtha streams will be blended into the Light Slop Tank (LST). Vapor pressure in the LST may be a problem, particularly if streams from the flare knockout drum are included. It is recommended that instead of the External Floating Roof Tank currently being proposed for Light Slop service, a spheroid be used. REQUIRED MODIFICATIONS Install four side-entering propeller-type mixers, each driven by a 60 HP electric motor , in each of the two Crude Storage Tanks. The tanks are 110 meters in diameter and 16 meters tall and have external floating roofs. Assume the mixers will be positioned as shown in Figure 1 for the three-propeller case. Preliminary guidance for mixing requirements came from John Ehlig of Hastik-Baymont, Inc. (LIGHTNIN representative) Install a 6-inch diameter line to transport LPG from the CDU to an empty Coker LPG Storage sphere, 143-D-0031 (Dedicated sphere for Coker LPG) or 143-D0032 (Coker LPG/Mixed Butane Swing Sphere). This line will also be used to bring the LPG from the Coker LPG Storage spheres back through the CDU and SGP for desulfurization using pumps 143-G-0024 A/B in the Storage Sphere area, i.e., it will be a bidirectional line).The segment of the bi-directional line that is in the CDU is shown on P&ID 110-YER-PE-PID-0093. It is recommended that the required modifications be included in the Open Items lists for Units 143 and 148. CDU personnel are including the CDU items on the CDU (Unit 110) Open Items list, as mentioned earlier.
