Dear Friends of the Environment, California is the clean-tech center of the nation. Innovation and cutting-edge creativity is in our DNA. Given that, there is simply no reason why our city should not set the standard for clean renewable energy use. Yet as City Controller, Wendy looked at our existing energy portfolio and found serious questions as to how we are going to reach our goal of 33% renewable energy production by 2020. We clearly need to do more to reach that goal. And we need to do it in a transparent and fiscally responsible way that does not require DWP ratepayers to shoulder all of the costs. We also need to be smart about our investments. Clean energy is not just an environmental issue. It is a jobs issue. If our dollars are spent wisely, the investments we make in renewable energy will translate into green capital, new, high-wage jobs and a skilled workforce that will move LA forward.

Wendys Environmental Record and Plan for Our Future


Wendy has demonstrated her environmental leadership at the City Council by setting the record for most open space preserved by any Councilmember in Los Angeles history1,200 acres in Council District 2, by securing the passage of the historic San Gabriel/Verdugo Mountains Scenic Preservation Corridor Plan, by successfully campaigning for the Passage of Measure O to improve local water supply reliability and by directing the DWP to increase the portion of their power produced by renewable energy. As Controller, Wendy championed the California Clean Cars Campaign and Measure R, the $40 Billion sales tax measure for transportation projects, and conducted follow-up audits of energy conservation measures in the City and performance audits of DWP.

Wendy has a plan to help us reach our energy goals and renew our promise to create a sustainable environment for the generations to come. Specifically, Wendy will: Work with residents and local businesses to establish new incentives and "green" teams to increase the use of energy-efficient technologies that save money and create new local jobs and job training programs. Modify LADWP's electricity resource mix to eliminate coal, and maximize renewables, energy efficiency, and demand-side management. Promote solar projects on City property, encourage smart meters, and vigorously support feed-in tariff mechanisms and solar incentive programs. Maximize solar powered lighting fixtures on our streets and in our parks, using Federal energy grants. Increase open park space Citywide, and change City ordinances to expand the use for park- related funds Work with local industry to create innovative financial models that will allow us to reduce greenhouse gas emissions and energy usage from city-owned buildings. Create an Environmental Cabinet led by a Chief Energy Officer that will work with environmental groups, neighborhood councils and business and labor leaders to evaluate new and innovative technology, and help develop a public database measuring toxic releases and identifying environmental health exposures and risks in Los Angeles neighborhoods. Capture more rainwater on City property. I will work to make our city parks capture more rainwater, by building catchments below city streets and diverting flows into spreading grounds. Improve air quality by working with AQMD to aggressively cite idling trucks, obtaining additional grant funding for the port's Clean Truck Program' and pursuing subsidies for an electric garbage truck fleet. Explore public-private partnerships or other avenues to encourage the processing of compostable and green waste.
