place of business, and was advised that he was being contacted
regarding his duties as a flight surgeon who provides physical
examinations on pilots. Lopez provided the following information:

Lopez performed four FAA flight physicals in early 1998

for individuals believed to be of Middle Eastern descent. Lopez
advised that one of the individuals had previously had a flight
physical done in Saudi Arabia by Dr. Mohammed Reafat. Per the
Privacy Act Statement, Lopez provided copies of the four
individuals' medical records. According to the documents provided,
all four individuals listed their address as, P.O. Box 3725, South
Padre Island, Texas, 78597, telephone number 956-761-4629, which
Lopez believes to be the address for the flight school.

Lopez told the writer that three of the individuals spoke

fluent English with moderate accents and the other spoke very
little English with a very heavy accent. All of the pilots
appeared extremely anxious and excited to be entering the flying
program. All of the individuals were wearing, "American" street
clothes and did not mention anything with regard to their religious
beliefs or practices. All of the individuals were seeking
Commercial Pilot's licenses.

After being advised of the identity of the interviewing
agents and the nature of the interview, he provided the following
information:

He was watching the news coverage of the World Trade Privacy
Center bombings when he heard of and saw a picture of ADNAN BUKHARI
that was being questioned by authorities in Vero Beach, Florida. He
recalled that in the early 1980's TWA Airlines had arranged a
structured flight program for Saudi Airlines. In 1986 he was
working for Saudi Airlines as a pilot of Gulfstream aircraft where
he met a Saudi Arabian Airline First Officer, Special Flight
Services, ABDULLA BUKHARI. NIELSEN stated that at the time, ABDU.LLA
was in his late 20's to early 30's. NIELSEN stated that although it
has been a few years since he has seen BUKHARI, he thinks that /
ADNAN and ABDULLA are one in the same. The picture of ADNAN
closely resembles the person he knew as ABDULLA with the exception
ADNAN appears to be heavier. NIELSEN advised BUKHARI has a brother
who also works in the airline industry as a mechanic.

ABDULLA BUKHARI had friends and sometimes worked with

Arabsco Services, a Saudi Arabian fixed based airline operator.
NIELSEN stated USAMA BIN LADEN's father had several planes that
were serviced by Arabsco.

NIELSEN advised he left Saudi Arabian Airlines in July of

1991 and is now working for the Coco-Cola Company as a pilot. He
has seen ABDULLA BUKHARI about 2 times in the last 10 years with
the last contact being about 4 to 5 years ago at pilot re-
certification. The re-certifications are held at Flight Safety
International, P.O. Box 2307, Savannah, Georgia 31402, 912 644-
1000, fax 912 644-1096.

NIELSEN stated to ensure the identity of the person being

certified, Flight Safety International takes a photograph of the
pilot and puts it on an ID badge that must be worn while attending
certification. The flight surgeon they used was Doctor Lawrence

BUKHARI who also worked for Saudi Arabian Airlines and received re-
certification at Flight Safety International facility located in Privacy

Special Agent SAl ^Federal Aviation Administration
FAA, Civil Aviation Security Division,"'Las Angeles, California.
After being advised of the identity of the Interviewing agent and
the nature of the interview, SAl Provided the following
information: .. ' ..

Jwas.questioned as to the Medicar Certificate

Application form FAA Form 8500-8 whicJb. had been submitted to;the
FAA by Lotfi Raissi on or about June 19, 200^. On.this form,
Raissi did not disclose that he had knee surgery perfbrmed.on his
right knee in December of 1999. SAl ~~ladvised that failure
to disclose this information constituted a false statement to the
FAA punishable under Title 18. Section 1001, as is stated on the "
application. Writer asked SAl ~lifthe"FAA: considered
failing to disclose the information to be a material. Enforcement
misrepresentation. SA| [stated"he feit it was a material p •
false statement, but he would contact Dr. Stephen Goodman^.the FAA ; -
Regional Flight Surgeon, for confirmation. ....

A short time later, SAl kailed writer back and

advised Dr. Goodman stated that as a result of Raissi failing to ..-•''
inform the FAA of his prior knee surgery on the June, 2001 Medical
Certificate Application form would have prevented the flight.'
surgeon who examined Raissi that same day from making a full and
complete evaluation of Raissi's medical condition. Dr. Goodman /
further stated this omission constituted a material .
misrepresentation on his medical certificate application.

Writer requested SAL____provide the FBI with a

certified copy, of all records maintained by the FAA on Raissi. SA
I tadvised he would order a Blue Ribbon packet out of their
Oklahoma City office and have it delivered to writer..
