Resolution promulgated May 7, 2013 by the COMELEC prohibiting the withdrawal of cash, encashment of checks and conversion of any monetary instrument from May 8-13, 2013 exceeding One Hundred Thousand Pesos or its equivalent in foreign currency per day in banks, finance companies, quasi banks, pawnshops, remittance companies and institutions performing similar functions; also prohibiting the possession, transportation and/or carrying of cash exceeding Five Hundred Thousand Pesos or its equivalent in any foreign currency from May 8-13, 2013, with a presumption that the transport and possession of any amount in excess of P500,000 shall be presumed to be for the purpose of vote buying and electoral fraud in violation of the ban; establishing checkpoints for this purpose; establishing a presumption that all withdrawals of cash, encashment of checks or series of withdrawals or encashment of checks in cash involving a total amount exceeding P500,000 is for the purpose of accumulating funds for vote-buying and election fraud and to be treated as a "suspicious transaction"; directing NBI and PNP intelligence services to conduct surveillance and intelligence operations to counter vote buying, and if necessary, entrap vote buyers and vote sellers, among others.
