2. Mandate of Building Laws


On Local building regulation
Local building regulation is a tool to control buildings development in local level, ensuring administrative and technical requirements fulfillment; As mentioned in MoPW Strategic Planning 2014, the target for Local building regulation are issued is 50% of total cities in Indonesia Since 2003, MoPW has been supporting and providing necessary efforts to facilitate cities in which need an assistance to develop Local building regulation

The administrative & tehnical requirements for traditional, semi permanent, emergency building and the buildings constructed on disastrous location shall be determined by the Local Goverment in comformity with the local social and cultural condition. The adminitrative & tehnical requirements for special functions buildings (nuclear reactors, defence and security installation, and such similar buildings) shall be determined by Minister

3. Draft of Green building regulation


Green building definition a building which implement a resource efficiency, i.e. energy, water, and safe materials and also reducing its negative impacts towards human and its surrounding environment

Green building criteria: Appropriate site planning; Energy efficiency; Water efficiency; Material and Resources efficiency; Quality and Indoor Comfort; Building development management (designing, construction, utilization and deconstruction) Designing phase consist of: site planning design, energy and water efficiency, non toxic and non dangerous materials utilization, indoor and air quality, and management on designing phase Construction phase consist of: energy and water saving management, and material saving management Utilization phase consist of: management of building maintenance in accordance of green criteria, periodical inspection and building audit Deconstruction phase consist of: technical requirements and methodology for minimizing impacts during construction phase

4. Challenges
Ensuring necessary actions to support the issuance of Local building regulation, including elaboration on green building issue in accordance of local wisdom; Establishment of data and information to develop baseline for green building performance all over Indonesia; Encouraging the role of Government Building as a Leading Examplein implementing green building criteria; To support capacity building and raising awareness program among related stakeholders, mainly related to building permit issuance, reliability inspection, Building Experts, and data collecting in local level; To support public role in green building implementation, including availability of competent green building engineers in accordance to the laws.
