To: As per distribution list Sub: Guidelines for the Restricted Governor Mode of Operation(RGMO) Test in WR Grid on 5th April, 2010 As decided in the 409th Operation Coordination Committee(OCC) meeting of WRPC held on 12 March 2010, a test on Free Governor Mode of Operation (FGMO) shall be carried out in WR Grid on Monday the 5th April, 2010 during the period 10:00 hrs. to 13:00 hrs. Along with this message, we are enclosing the guidelines to be followed during the test period. It is requested that these guidelines be circulated widely amongst all your concerned operating personnel also so that they are well acquainted with these.

During the test period all defense mechanisms/contingency plans should be in place and rigorously adhered to. It is also requested that during the test period a state of alert be maintained in all the Control rooms and all necessary precautions required to maintain the safety and security of the system may please be taken. During the test period all possible co-operation is solicited from other RLDCs/Regions also. The details in regard to the guidelines are also available at WRLDC website www.wrldc.com .

Guidelines for the Restricted Governor Mode of Operation (RGMO) Test in WR Grid on 5th March, 2010 Honble CERC, vide order dated 20-08-09, has issued directions for implementing the RGMO, relevant extracts of which are furnished below:
Quote : 39. In the present scenario of deficit, it is not desirable to have any frequency response from generators by reducing generation when frequency is rising towards 50 HZ from a lower level. Reduction of generation would be necessary when frequency is already above 50 Hz and tends to rise further. Therefore, suitable control logic would have to be developed to limit the governor response to situations when frequency is rising and the grid frequency is below 50 Hz. Such a situation could be called a restricted governor mode operation and not total RGMO. However, this does not exempt the generators from getting the free governor mode into operational state for use when required. 41. Based on the above and having specific regard to the prevailing conditions of shortage, we direct the implementation of only restricted governor operation in various types of thermal and hydro units as per the following schedule: (a) KWU & LMZ turbines for thermal sets of 200 MW and above: (i) Software based EHG system: 1.3.2010 (ii) Hardware based EHG system where boiler controls are in auto: 1.6.2010 (b) Hydro units of 10 MW and above 1.3.2010

Unquote : The matter was discussed in the 12th Meeting of WRPC Board held on 16th January 2010 and subsequently in the 408th OCC meeting held on 12th Feb 2010 and in the 409th OCC meeting 12th March 2010. It was decided that a test of RGMO operation shall be carried out in WR grid on Monday the 5th April, 2010 during the period 10:00 hrs to 13:00hrs. In line with the above, the following guidelines shall be adhered to during the test period. 1. 2. It is proposed that the test operation may be carried out on 5 th April 2010, during the period 10:00hrs. to 13:00hrs. All concerned generating stations may confirm readiness for participation in the test RGMO. All constituents are requested to operate maximum number of hydro units to provide operational flexibility. In order to avoid any sudden load variation in the system at the time of switching on frequency response, the frequency at the start of the test period (between 10:15 to 10:30 hrs) shall be maintained close to 49.5 Hz. For this purpose , regional entities of WR are to maintain their net exchange close to the schedule. ER and NR being synchronously connected to WR shall also endeavor to maintain their

net exchanges either WR as per their respective schedules. NLDC is requested to coordinate with all RLDCs to ensure that all inter regional links are healthy and in service, and their power flows do not pose a constraint during the test operation. In order to avoid frequency fluctuations while initiating and terminating the exercise, it would be advisable not to start or stop any unit except under an emergency with prior intimation to WRLDC. All generating units to be operating with RGMO shall be started up and synchronized before 10:00 hrs. On the thermal machines identified for the operation, the frequency response shall be switched on between 10:30 11:00 hrs while the frequency is being held close to 49.5 Hz. and informed to SLDCs/RLDCs. Frequency response may be disabled after 13:00 hrs. During the test period, deliberate frequency dead-bands, time delays and load limiters etc. wherever provided, should in no way prevent the governors from responding freely, in line with the provision of Honble CERC order on RGMO referred above. During the test period all sudden changes in the load/generation shall be avoided. Where unavoidable, any manual load shedding and generating change in a step shall not exceed 50 MW.NLDC is requested to coordination with all RLDCs to ensure that the inter- regional schedules also do not undergo such step changes, as result of fluctuations in the quantum of short-term traded power. In order to carry out the above test in a coordinated manner, each generating station shall identify a nodal officer in the station(under intimation to respective SLDC and WRLDC) who during the test run shall continuously co-ordinate between the units in operation and the concerned SLDC and WRLDC. Similarly nodal officers shall be identified at each SLDC also for co-ordination with generating stations as well as WRLDC. The list of all these nodal officers along with their contact numbers shall be compiled and kept handy at each of the generating stations, SLDCs and WRLDC. In order to meet any eventuality during the test period all defense mechanism/contingency plans shall be in place and rigorously adhered to and all the Control Rooms shall be maintained in alert state. In order to examine and analyze the behavior of different machines during the test period, WRLDC shall record and archive the load pattern on each of the generating unit through SCADA system and the generator may ensure correctness of data. All the SLDCs and generating stations may also record and archive the similar data pertaining to their system in order to have redundancy and to meet the requirements of any cross verification/checking. The concerned generating stations shall ensure that the droop characteristics of all machines participating in RGMO is set between 3-6%, as specified in clause 4.8(c) of IEGC. The stations should further ensure that al the instruments for measuring and recording governor response are functioning properly. The generating stations may

also record and archive (wherever possible) the important and critical parameters related to each generating unit viz. pressure, temperature, drum level and load & speed, etc. so as to analyze the behavior of boiler parameters with respect to change in frequency and load consequent to modification carried out in the Governor Control Scheme. 12. All the power stations would send a detailed report including the graphs etc. to SLDCs as well as RLDC summarizing their experience of this test operation for further compilation and dissemination. During the above period, all constituents shall maintain voltages in IEGC limits by taking suitable measures on reactive power management such as absorption/ generation of reactive power, switching on/off of the filter banks etc.

# Testing the response of RGMO In order to carry out this the following actions may be taken. It is further proposed that this test may preferably be carried out between 11:00 to 13:00hrs. Step:1 At 1100Hrs.,System frequency of NEW grid o be maintained at 49.5Hz. From 1100hrs. to 1115hrs., system frequency shall be raised from 49.5Hz. to 50.0Hz. by picking up generation at Koyna Hydro and SSP Hydro up to 80%. Frequency of the NEW grid should be allowed to stabilize to its new value and no manual corrective action should be initiated in the synchronously connected regions. Frequency response on RGMO units shall be observed. Step:2 From 1130hrs. to 1145Hrs., system frequency shall be raised from 50.0Hz.to 50.3Hz. By utilizing balance Koyna & SSP Hydro generation. Frequency of the NEW grid should be allowed to stabilize to its new value and no manual corrective action should be initiated in the synchronously connected regions. Frequency response on RGMO units shall be observed. Step:3 From 1200Hrs. to 1215Hrs. system frequency shall be brought down from 50.3Hz.to 50.0Hz. by regulating Hydro generation fo Koyna & SSP. Frequency of the NEW grid should be allowed to stabilize to its new value and no manual corrective action should be initiated in the synchronously connected regions. Frequency response on RGMO units shall be observed. Step:4 From 1230Hrs. to 1245rs. system frequency shall be brought down from 50.0Hz.to 49.5Hz. by regulating Hydro generation fo Koyna & SSP. Frequency of the NEW grid should be allowed to stabilize to its new value and no manual corrective action should be initiated in the synchronously connected regions. Frequency response on RGMO units shall be observed.
