Rice Military Civic Club General Meeting Minutes April 9, 2013

The meeting was called to order at 7:00 PM by President Wilkinson. Vice President Hesson and Treasurer Myers were in attendance. Jack Valinski was introduced as the speaker for the evening. He is with the Mayors Citizens Assistance Office and they are there to help constituents with problems. He noted that the 311 system is now operated 24/7. There is a brand new App for both I phone and Android smart phones. It allows you to upload photographs into the system to be addressed by the city. GPS data can be attached to help the city locate the problem. Under the Residents section of the CoH website, you can access a map that shows all reported 311 issues. A comment was made that a RM resident turned called in a missing stop sign and it was repaired the following day. There were questions/ comments concerning parked vehicles blocking sidewalks and the placement of rocks & signs in the public right of way. Mark Loethan, Planning Development Division of Public Works also addressed the meeting. He also talked about the 311 system. He outlined the process for when traffic studies were required for new developments. Long term traffic planning is done via sub regional mobility studies. Since there is no zoning or deed restrictions, the CoH has little control when it comes to land use. Presidents Report: Our annual garage sale was a success! Tomorrow night there is a Parking Benefit District Advisory Committee meeting that is open to the public. Former RMCC President Phyllis Thomason is the chair and another RM resident serves on the committee. There is also a Public Hearing on potential revisions to the CoH Ordinances Chapter 42, this is the development code. HPD non-emergency dispatch is 713 / 884 3131. Use it to report suspicious individuals and any and all crimes that are not of an emergency in nature. Calendar Items: Bike Rides to the Downtown Farmers Market. Meet at the 5300 block of Floyd at 10:30 AM most Wednesdays. Evenings in the Park, Kids and Parents Potluck, Nellie Keyes Park 4-7 PM every 3rd Friday Social & Book Club at Winstons. Social is 5:30 7 and Book club is 6:30 8.

Next Quarterly Meeting Tuesday July 9 at 7 PM DePelchin Childrens Center Houston Complete Streets Week April 13-20.

Vice Presidents Report: Attended the HPD Positive Interaction Program (PIP) meeting and met with officers and other neighborhood representatives from District 2. Attended the Super Neighborhood Association meeting to discuss revisions to Chp. 9 of the Citys Design Manual. CM Stephen Costello has led this effort and has enlisted the help of the local civil engineering community. There have been a lot of recent conversations on future traffic. We have obtained a copy of Chp. 15 of the design manual which covers traffic impact studies. Reviewed the most recent Replating report. CORRECTION: We have now been told that the development across Memorial from the Valero will be patio homes. Dont call HPD for parking issues, the central dispatch for Parking Enforcement is 832 / 393 8690. Newsletter: Andrea DeBaldo is the newish Editor.
