Urban Health Resource Centre (UHRC) is a non-profit organization which addresses the health concerns of the poor living in underserved urban settlements in India. UHRC has been institutionalized, in August 2005, from the Environmental Health Project (EHP), India, a USAID supported program, initiated in March 2002. EHP undertook a variety of activities aimed at improving health and nutrition among the urban poor in select cities of India. UHRC carries forward the program activities of EHP, India with continued USAID support. However, we have expanded our scope of work and formed new partnerships with organizations, individuals and donors. B. Objectives of the UHRC: 1. Develop innovative urban health programs in cities of different sizes which can be adapted by the government and non-government agencies. 2. Improve urban health programming approaches and capacities of government and nongovernment partners. 3. Increase availability of urban poor specific health information and program experiences among various stakeholders through research, documentation and dissemination. 4. Advocate enhanced attention on health, targeted policies and increased allocation of resources for urban slum dwellers. 5. Advocate empowerment of slum communities, especially women, to enable them achieve and sustain improvement in health care. Program Focus and key Activities: There are three main areas of work of our organization. 1. 2. 3. City-based urban health programs Technical assistance on urban health programming Research, knowledge management and advocacy In Indore, two program approaches demand, supply and linkage approach and multistakeholder coordination, have been developed and their implementation has resulted in improved health outcomes for about 200,000 slum dwellers. In Agra, program implementation is being facilitated through different public-private partnership approaches for improving access to RCH services for 200,000 urban poor.

UHRC works closely with the Government of India, and the State Governments of Uttar Pradesh, Madhya Pradesh, Uttaranchal, Bihar, Rajasthan and Maharashtra providing technical assistance for the Urban Health component of RCH II/NRHM.

C. Request for proposal UHRC is requesting the survey agency to submit a detailed proposal as per the Scope of Work given Annex- A. D. Criteria for selection of a survey agency: Given below are the key criteria for selection of a survey agency: Technical approach and methodology (data collection plan, quality control mechanism, data analysis and report plan) - 35 points Cost 35 points Past experience (Experiences in the related field) 20 points Experience of personnel assigned for the proposed task 20 points Timeline 10 points E. Submission of Proposals The agency is expected to submit a proposal for the survey along with the Methodology to be adopted and detailed budget ( as per Annex-B) and time line for completion of the task. The last date for submission of proposal is 1st March 2007.

Annex- A

Scope of Work for Review of Compensation and Benefit Package

Background of Previous Survey for Compensation and Benefit Package A compensation system for UHRC was developed based on a market survey done for different positions in January March 2005. Scope of Work The SOW is for review of compensation and benefit package of the Urban Health Resource Centre. The task explained below will be carried out during a period of three to four weeks starting from 15th March 2007. Key Activities and Tasks Review Compensation and Benefits package The purpose of the review of UHRC compensation and benefit package would be to develop, for consideration by UHRCs Board of Directors and the agency managing the project on behalf of USAID i.e. World Learning, a compensation package (in total), by position, comparable to the current market for similar positions which would better ensure the UHRCs ability to hire and retain qualified workforce. In assessing current compensation and comparing it with the current market, following important goals that could be used in the analysis are to: Make UHRC compensation and benefit package competitive with external market i.e. international NGOs, donors, and similar type of organizations. Enhance recruitment and retention of qualified employees. The study would examine the complete compensation package of employees, including the adequacy of salary/compensation/cost to company benchmarked to a comparable labour market. The adequacy of salaries would be addressed with an analysis of compensation and benefit package of equivalent positions in international NGOs, donors, and similar types of organizations in India. Key Deliverables Revised Compensation and Benefit Package with rationale and back-up data used as the basis for suggested revised compensation and benefit package. The report should include a schedule that shows the percentage increase or decrease of the revised proposed compensation as compared with the existing total compensation for each band or other appropriate word which includes several positions actually.
