1.0 INTRODUCTION This document details the protection requirement for the conversion of the existing 33KV UG feeder panel # M20 (C.B 2075) to 33KV OHL panel in Sec. C of S/S 8706. All material used and work man ship shall be of high quality with good engineering practice. Notwithstanding any special requirements, all system shall operate satisfactorily. Detailed protection requirements are listed in the following paragraph. 2.0 STANDARDS AND SPECIFICATIONS. The following SEC (COA) standard and specifications together with additional information contained with this section give the SEC-COA requirements for the protection equipment at this substation.

All relays shall comply with the appropriate parts of IEC Publication # 60068, 60255, 60529 & 61000 and ANSI C-37.90. SEC-COA code of practice, TCP-4/3 Use of protection equipment. The relays shall be IEC 61850 compatible. 3/12

Commissioning of relays & other protection equipment shall be made in accordance with SEC-COA spec.15-0-2 & TCS-P-105 (T-Pre-com.-1000-Rev.0) Precommissioing Procedure. Fully wired commissioning and maintenance and test facility shall be provided for each protection individually. Relay manufacturers prescribed test procedure shall be taken into account. The contractor shall provide serial ports for testing through computer. 3.0 PROTECTION REQUIREMENTS AT S/S 8706 3.1 33KV OHL FEEDER PROTECTION 15-2-1 (F3) The existing 33KV UG cable feeder # M20 (C.B 2075) at S/S 8706 in Sec. C shall be modified as 33KV OHL feeder and panel shall be equipped with protection in accordance with SEC-COA Spec.15-2-1(F3) and as detailed in the PR. The 33 KV line relay protection shall be as per TCP- 4/3 and as follows: o The main protection shall be modern multi function numerical relay type having Distance+DEF+IDMT O/C & E/F+ CBF +VT Supervision+Auto reclosing function. o The Back up protection shall also be numerical relay type having IDMT O/C & E/F + CBF + sensitive earth fault protection. It shall not initiate auto recloser. In case of CBF codition the CBF protection shall activate lock out relay after adequate setable time delay to trip the adjacent breakers and block auto reclosing. The existing protection relays in the 33KV UG Feeder panel # M20 (C.B 2075) are as follows; i. Cable differential Protection Relay type MBCI01 ii. Current Starter relay type MCRI01 iii. Back Up O/C & E/F Relay type RACID These existing protection relays as mentioned above, shall be removed from the feeder panel and it shall be handed over to SEC-COA staff in a good working condition for future use. Note: The circuit is composite type with 9.3KM UGC & 17.5KM OHL

Existing record shows the utilization of four cores current transformers in the 33KV spare feeders # M20 (C.B 2075) in Section C at S/S 8706 is as

Notes:
1. OHL scheme shall be as per SEC (COA) spec.15-2-1(F3) and to be commissioned accordingly.

2. The existing protection relays such as (MBCI01 & MCRI01), Back up protection (RACID) relays shall be removed and new numerical type IEC 61850 compatible relays shall be provided. 3. Alarm indications and signal to RTU (SCADA) shall be wired to satisfy the relevant part of SEC-COA Specification no. 15-0-10 (Rev.3) and TMMS-05. 4. Testing & commissioning of protection relays and other protection equipment shall be made in accordance with SEC- COA Spec.TCS-P- 105. Transmission Commissioning test Procedure. 5/12

All protection relays shall follow TCP-4/3 (Rev.10). Relay Settings calculations with complete data shall be submitted at least one before the date of starting the testing. All dismantled material shall be handed over to SEC-COA staff in good packing. The existing drawings shall be modified and updated. The poor quality drawing shall be reproduced. The available DC supply for the substation 8706 is 125 Volts. Additional MCBs shall be installed in the existing DCDB for additional loads.

10. The adequacy of the C.T.s shall be provided by calculations. 4.0 DC POWER SUPPLY (125V) The DC Power Supply shall follow specification 10/2. 5.0 GENERAL REQUIREMENTS General requirements are as per attached instruction.

INSTRUCTIONS TO CONTRACTOR/SUPPLIER
FOR CONTROL & PROTECTION SECONDARY WIRING, TERMINALS & TERMINATIONS
1. 2. All secondary wiring in associated equipment shall use high-quality material and shall be installed in such a way to maximize the integrity and reliability. The arrangement and layout of all secondary wiring shall be neat and tidy whether it is exposed in the panel or enclosed within some form of trunking. Wiring shall be so fixed and arranged to facilitate access to apparatus without damage to the wiring. Adequate means of protection shall be provided to prevent damage to wiring where it passes from one compartment to another and from a fixed compartment onto a hinged panel where additional means shall be incorporated to avoid damage of conductors at the hinged joint. No wire shall be joined or tapped between terminal blocks. Where a panel contains equipment for more than one primary circuit, the wiring associated with each circuit shall be segregated and common wiring shall also be segregated where possible. 6/12

Each wire conductor shall be PVC insulated to at least 600V, multi-stranded or singlecore copper and of adequate cross-sectional area to carry continuously the maximum current appropriate to the circuit in which it is used without excessive temperature rise. Notwithstanding the foregoing, the exposed secondary wiring shall have a conductor cross-sectional area of 4.0 mm2 for current and not under 1.5mm2 for voltage circuits.

For insulation of all secondary wiring, colored wiring which is specified below, shall be used as standard: Red Yellow Blue Black Red Black These colors shall be used respectively for phases 1, 2 & 3; A, B & C; R, S & T; U, V & W or Red, Yellow and Blue of current. transformer or voltage transformer circuits. A.C. neutral connections and single-phase A.C. wiring. These colors shall be used respectively for positive and negative D.C. supply wiring and on battery systems.

Green/Yellow Earth connections. Grey 7. D.C. control and protection connections.

Each secondary wire external to relays and other devices shall be ferruled at each end with an identification number which is unique within each panel and which shall appear on all associated schematic and wiring diagrams. The numbering system used shall be to ICE Publication 391, Fig.14d. All numbers shall be read from the terminal outwards and the number of the local end terminal shall be placed next to the conductor termination. Ferrules shall be non-removable without-re-terminating the wire and they shall not be free to easily slide along the wire insulation. Ferrules shall normally be white with clearly legible black lettering, but red ferrules with black lettering shall be accepted for use in tripping circuits provided they are clearly legible.

10. The finish of all ferrules shall be such that the colors do not change considerably with age and they shall be resistant to the accumulation of dust. 11. Wiring between the switchgear and remote control panels shall be via PVC/SWA (not tap armoured) multi-core cables which shall be glanded with suitable earth for the armour at both ends and shall have identification tap every 10 meter. 12. Comprehensive wiring or connection diagrams shall be provided which shall clearly show the connection and routing of each wire along with the insulation color, the unique wire number, terminal number, terminal block number and the unique cable number. Test facilities incorporated in the terminal blocks shall also be clearly shown. 13. All secondary wiring and associated equipment shall be fire-resistant to IEC Publication 331. 7/12

14. When terminating wires, a sufficient length shall be left to allow each connection to be removed from the terminal block and replaced easily. Terminations shall be grouped to adjacent terminals by function or by cable as appropriate. 15. At least 10% spare cable cores shall be provided and terminated at the terminal blocks farthest from the cable entry and also not less than 20% spare unused terminals shall be provided at the bottom of every block, in each category. 16. Not more than 2 terminations shall be connected to one side of a terminal block and external wiring shall be connected to the opposite side of a terminal block. 17. Terminations shall be of the highest quality, suitable for the conductors and terminal blocks with which they are used and properly crimped using the correct crimping tool recommended by the manufacturer. 18. Terminal blocks used for secondary wiring shall be of the highest quality and the body shall be manufactured from insulating material which is dimensionally stable, resistant to cracking and not subject to moisture absorption. The comparative tracking index (CTI) shall be at least 500 when tested to IEC Publication No. 112. The design shall be such that the accumulation of dust and moisture is minimized, but the creepage distance between poles or to earth shall be at least 8 mm. Where necessary to achieve adequate isolation, insulating barriers shall be incorporated between groups of terminals. 19. Terminals shall be clearly and consecutively numbered up to two digits in each terminal block. Each terminal block shall be labeled and uniquely identified within each panel. Metallic parts shall be manufactured from phosphor bronze or other suitable materials having due regard to the ambient conditions and the strength necessary to achieve adequate tightness of the connections. 20. Insertion clamp-type terminal blocks shall incorporate serrated pressure plates and shall not rely on screw pressure bearing directly on a wire conductor or termination. 21. In order to increase the integrity of connections, particularly those associated with circuit breaker tripping, spring compression of the serrated pressure plates and the use of hook-type terminations shall be preferred. Although, such spring compression shall give reliable pullout values for the hook-type terminations, these terminal blocks shall also incorporate screws to apply further pressure to the serrated pressure plates and allow full tightening. 22. Shrouds shall be fitted to all terminal blocks used for circuits which may be subject to high voltages such as current transformer, voltage transformer and protection pilot circuits. 23. All instruments and equipment located on the panel shall be wired fully to the terminals on the panel board at the manufacturer's Works. GENERAL REQUIREMENTS Minimum drawing submittal shall be as, but not limited to the following. 8/12

SUBMITTAL OF DRAWINGS:

Drawing index shall be available at the beginning of each set of drawing describing the subject of each sheet or group of sheets and its issue number. A full detailed legend describing the equipment type and how to read the shall be given. Each sheet of drawing shall be marked as For Approval, Approved and Final As-Built as the case may be. Drawings shall be submitted in A3 size in a proper binder with no sheets folded.

5. The feeder/bay name/number shall be available on each sheet with the following sheet number. 6. Proper inter-reference shall be added for each primary and secondary equipment and these inter-references shall include all the necessary guidance, such as drawing number, reference. Each sheet shall be titled as per the function, such as Tripping Relay-1, DC Distribution, etc. At the beginning of each set of drawing an equipment list shall be added and this shall furnish full information about each device in respect of type, rating, make, the number of NO & NC contacts, the Sheet #, grid location on the sheet containing the device and ordering information, etc. Inter-references for contacts are to follow contacts location and not the coil location. For modification work the existing drawings shall be modified incorporating the equipment/wiring added and indicating wiring/equipment deleted.

The indication lamps should be with series built in resistance to reduce the applied voltages to increase the operating time. All indication lamps should be provided with testing facility. Common ON/OFF should also be provided; one for all indication lamps such that supply can be kept in OFF position when indications are not required. The rating of all indication lamps should be of 125% of the rated auxiliary voltage at the substation. The supply for each type of protection, tripping circuit and alarm shall be derived directly from the main DC distribution board independently for each bay internal looping of such supplies shall not be acceptable either in control or protection panels and MCB shall be equipped with an alarm contact covering both automatic and manual operation The supply connections shall be made point to point with supply terminals covered with plastic cover and proper supply supervision relays shall be provided. C. 1. ISOLATION OF VTS, SHORTING, ISOLATION & EARTHING OF CTs: Proper CT shorting and isolating arrangement shall be provided for each CT circuit and 11 terminals arrangement shall invariably be used to allow isolation of neutral and earth connections. The CT star point shall never be made directly on the CT secondary terminals. CT terminals shall be covered with a caution label as Caution, CT Circuit, and before Isolation The label shall describe the shorting and isolation process Plug-in type connection shall never be used in CT circuitry.

Auxiliary Supply Supervision 1) Supervision of Protection Supplies Each branch of DC protection supply shall be supervised by means of an undervoltage relay. The relay shall be connected such that the maximum amount of wiring is supervised. Operation shall occur if the supervised supply voltage is reduced below 80% of nominal value with acceptable delay on drop off. 2) Supervision of Circuit Breaker Tripping Circuits Supervision of circuit breaker trip circuit should be with pre-closing and after closing supervision with suitable fixed time delay.

Fig.14d. F. MISCELLANEOUS: 1. Consistency throughout the substation in numbering, designation, ferruling, labeling, etc., shall be maintained. 2. For each relay and device the detailed catalogues covering working principle, precommissioning tests, operation and maintenance, setting procedures shall be provided in original documents and not photo copies. 3. Measuring transducers for SCADA shall be located on SCADA panel. 4. CT shorting and isolating facilities also shall be provided in SCADA panels.

G. COMMISSIONING OF PROTECTION RELAYS. 1. Commissioning of relays and other protection measurements shall be made in accordance with SEC-COA Spec.15-0-2 and TCS-P-105 Transmission precommissioning test procedure fully wired commissioning and maintenance test facility shall be provided for each protection individually.
