Introduction
IDLO is currently undertaking a program funded by the Organization of the Petroleum Exporting Countries (OPEC) through its Fund for International Development (OFID) to strengthen legal frameworks for investment in energy in Africa, building on leading examples of reform from Kenya. The program aims to build understanding and capacity to undertake legal and institutional reform in the energy sector across Africa, to promote sustainable economic development.

The Consultancy
IDLO seeks an Energy Law Expert to assist in the implementation of the Strengthening Legal Frameworks for Energy in Africa. Duties and Responsibilities: Review and finalize the legal assessment methodology and related assessment tools;

Lead the research required for legal briefs and end user reports; Draft technical legal briefs and end user reports; Engage and build relationships with key stakeholders in Kenya with a view to implementing IDLOs participatory planning and coordination processes, achieving stakeholder buy-in for the project; and Support and participate in in-country consultation meetings, as required.

Minimum Requirements and Experience


The successful candidate will have an advanced academic degree, such as a Masters or PhD, in any field of research with at least 10 15 years experience in the field of energy, sustainable development and/or investment (or commensurate academic experience). A Lawyer (LL.B. qualification), with extensive experience of the Kenyan legal framework is required. Strong technical expertise in energy law and regulation, including renewable energy technologies and laws of investment is necessary. He/she must have an extensive understanding of the recent reforms to energy regulation in Kenya. Publications in the field of energy law, environmental law, laws relating to natural resources, climate change, low-carbon finance and investment or rural development is desirable The consultancy will consist of a time commitment of 12 months with intermittent assingments, from May 2013 to April 2014. The expected compensation for this position is 6,500, payable upon receipt of agreed-upon deliverables.
