Since the 2013 Election is a midterm poll, the highest position that one can vote for are Senatorial Positions. Voters will be able to vote for:

At stake at this elections are a total of 18,022 positions. 12 senators will be elected, 229 district members of the House of Representatives, 80 provincial governors, 80 provincial vice governors, 766 members of the Sangguniang Panlalawigan (provincial legislature), 138 city mayors, 138 city vice mayors, 1,532 members of the Sangguniang Panlungsod (city council), 1,496municipal mayors, 1,496 municipal vice mayors, and 11,972 members of the Sangguniang Bayan (municipal council). In the Autonomous Region in Muslim Mindanao (ARMM), there will be elected one regional governor, one regional vice governor, and 24 regional assemblymen. Party-list representatives will also be elected.

Why vote?
It is the right and obligation of qualified citizens to vote in the election of certain national and local officials of the government and in the decision of questions of public interest submitted to the people. The right to suffrage is a gift bestowed by our democracy. By voting, we exercise our power as citizens to decide and give mandate to the leaders that we are electing. Our consent to be governed is a decision of who are giving the power to represent our aspirations and interests and ultimately our country's future.
An election is a mechanism of hearing the voice of the people. One person, rich or unfortunate, has one vote.The citizen voters are entitled to free and informed choice on whom to vote. Every individual political choices and decisions made by the citizen voters will determine the kind of government that will serve them.

Complaints may be filed with the COMELEC Law Department, with the Offices of the Provincial Election Supervisor or the Regional Election Director assigned to the area where the election offense was committed.

Complaints for election offenses shall be in writing and must be supported by sworn affidavits of the witness and other traditional forms of documentary evidence. The Commission shall also accept photographic and video evidence provided that these must be identified, explained and authenticated by the person who took or made the recording through the execution of a sworn affidavit attesting to the circumstances under which he or she has taken the photographs.

This is a process by which qualified citizens of the Philippines abroad exercise their right to vote. Republic Act 9189 or the "Oveseas Absentee Voting Act of 2003" enables Filipino citizens in other countries to vote for certain positions during election season.

Towards this end, the State ensures equal opportunity to all qualified citizens of the Philippines abroad in the exercise of this fundamental right. (Sec. 2, RA 9189)

The Automated Voting System, or AVS, is a system using appropriate technology which has been demonstrated in the voting, counting, consolidating, canvassing, and transmission of election results, and other electoral processes. The technology that the Commission on Elections currently employs is the Precinct Optical Scanner or PCOS.

PCVL
The voter shall look for his name in the PCVL posted near the door of the polling place, and determine his precinct number and sequence number.
The voter shall approach any member of the BEI or its Support Staff, if any, and state his name, precinct number and sequence number.
After his/her identity has been established by the BEI, the voter shall sign in the EDCVL.
The voter shall be given a ballot placed inside a ballot secrecy folder and a marking pen.

The voter shall fill his ballot by fully shading the ovals beside the names of the candidates and the party, organization or coalition participating in the party-list system of representation, of his choice.
After accomplishing his ballot, approach the PCOS, insert his ballot in the ballot entry slot, and wait until the message "CONGRATULATIONS. YOUR VOTE HAS BEEN REGISTERED" appears on the screen.
Indelible ink shall be applied to voter's right forefinger nail and or any other nail if there be no forefinger nail.
The voter shall return the ballot secrecy folder and marking pen and leave the polling place.

Pursuant to Section 29 of Republic Act 9369, any elections where the AES is used, a random manual audit in one precinct per congressional district will be conducted randomly chosen by COMELEC in each province and city. Any difference between the automated and manual count will result in the determination of root cause and initiate a manual count for those precincts affected by the computer or procedural error.
