HARBORING AND TARGET IDENTIFICATION, SIGHT EVALUATION AND SURVEY HARBORING The term harboring meaning a place that

is safe and sheltered. Reference from the checklist of PNP Combat Operations: Action that must be taken during harboring: Select harboring sites which are concealed and defensible from all directions. Recon and clear primary and alternate harboring sites. Occupy harboring site only when it gets dark. Designate sectors (area of responsibility) and ensure cohesiveness of the troops. Enforce light and noise discipline. Observe Stand-to-Technique. Emplace sentinels/security. Emphasize buddy system and inform the patrol members when leaving the harbor site. Set up warning devices. Report position/location to your headquarters. Disseminate passwords and countersigns to all members. Remove traces of occupancy when leaving the harbor sites. PATROL BASE OPERATION

Establishing a safe and secured patrol base when on patrol halts during combat operation.

I.

CONDITIONS: Identify the SOPs in the patrol base during a patrol halt in combat operation.

II.

STANDARDS: Established a safe and secured patrol base with the following concerns: 1. Ensured suitability and security of the patrol base. 2. Established security measures at the patrol base during occupation. 3. Plan immediate evacuation from initial patrol base to alternate site in case of detection by the enemy. 4. Identify action at the patrol base.

III.

PERFORMANCE STEPS: Patrol base is usually selected from a map or aerial reconnaissance during planning. Its suitability must be confirmed and it must be secured before it is occupied.

Purpose of patrol base is to: 1. 2. 3. 4. 5. Stop all movements to avoid detection. Hide a patrol during a long detailed recon. Eat, clean weapons and equipment and rest. Plan and issue order. Have a base from which to conduct several, consecutive or concurrent information.

Planning to establish patrol base must include the selection of an alternate site. The alternate patrol base is used when the initial site is not suitable or if the patrol is unexpectedly required to evacuate the initial patrol base. Thus, guarding the patrol base safely should be strictly implemented. There is security measures which every patrol members should realized such as the following: a. Terrain which is little of tactical value to the enemy. b. Difficult terrain which would impede movement. c. An area with close vegetation, preferably bushes and trees that spread close to the ground. d. An area near a source of water. In patrol base the patrol leader should plan: a. b. c. d. Observation post. Communication with OP. Defense of the patrol base. Withdrawal from the patrol base, to include planning for withdrawal routes and a rally point, rendezvous point, or alternate patrol base. e. A security system to insure that necessary troops are awake at all times. f. Enforcement of camouflage, noise and light discipline. g. The conduct of necessary activities with minimum movement and the noise.

The patrol leader avoids: a. Known or suspected enemy position b. Built-up areas c. Ridges and hilltops d. Roads, trails, wets areas, steep slopes

Before moving into the patrol base, the patrol halts about 200 meters from the tentative patrol base site (security halt). 1. Upon occupation of a patrol base the team uses by pass technique which include the following: a. Stop at listening halt at safe distance away from the tentative patrol base. b. Entire team will recon for the patrol base. c. Move out on original azimuth and then begin series of 90 deg turns at a same distance from tentative patrol base.

d. On last turn into the patrol base, drop off temporary OP and ensure the fives (5) points contingency plan: G Going, where the patrol leader is going. O Others who is taking with him. T Time, time he will be gone. W What, what happens if he does not return? A Actions, actions on enemy contact. e. The team occupies patrol base and conducts listening halt for 3-5 minutes. f. Adjust perimeter and brief subordinates about patrol base operations. 2. If cases of section/platoon movement, the conduct of patrol base operations can be of two techniques, the leaders recon. Technique and the Occupation by Force Technique a. Leaders recon technique. b. The patrol halts at a security halt and established temporary perimeter defense. c. The patrol leader together with his team conducts a recon of tentative patrol base site. d. Issues contingency plan prior to departure to the APL and the team leaders. e. Make 90 deg turn into patrol base. f. Patrol leaders moves clearing team to the vicinity of the tentative patrol base. g. Clearing team clears patrol. h. If the site is suitable for the patrol base, the patrol leader sends two or three men back to bring the rest of the patrol.. i. Patrol drops off temporary OP. j. Occupation by force: a. Patrol drops off temporary OP at one 90 deg turn. b. Patrol moves to the vicinity of the tentative patrol base. c. Occupies in place using cover and concealment. d. Deploys Recon and Surveillance teams. e. Patrol leader brings in OP. f. Patrol leader patrol reports to the base. g. Patrol leader confirms and disseminates evacuation, alert and fire plan and alternate patrol base. 3. There are actions in the patrol base that must be observe, these are:

a. Security this must be the patrols first security. Points of entry are camouflage as well as exit and guarded all the time.

b. Stand-to is held both morning and evening to ensure that every men adjust to the changing light and noise conditions and is dressed, equipped ready for action.

c. Defense a defense plan is made although the patrol base is usually only defended when evacuating is not possible. d. Communications Radios of used must be closely controlled because of the enemies ability to monitor the patrols transmission and possibly use radio direction finding devices to locate the patrol base. e. Maintenance Equipment and weapons are cleaned and maintained to be ready at all times. Sanitation and Personal Hygiene at night cat holes must be inside the perimeter. f. h. Rest rest and sleep are permitted only after all work has been done.

Clandestine patrol base is conducted when the patrol lacks time to establish a regular patrol base operation or the patrol may be too close to the enemy or an enemy suspected area. a. b. c. d.
