8 Years Jail For Aneal Maharaj


He promised persons that they could pay off a 30-year mortgage in five years or less by investing and becoming franchise owners in a business he called PowerNet Marketing Systems. Also a home loan plan he called Systematic Mortgage Amortization Reduction Technology (SMART). The system required the investors to recruit additional persons into the program, which Mr Maharaj told them would entitle them to substantial commissions and income. Mr Maharaj knew that no individual had ever paid off a 30-year mortgage in five years or less using the SMART plan and that he had no intention of paying the commissions and income to the participants. At least 17 individuals each invested a minimum of $25,000 and up to $500,000 with Maharaj to become franchise owners in his fraudulent marketing program. The plea agreement states that Maharaj convinced one victim to sign over his interest in his $100,000 life insurance benefit. Mr Maharaj was originally charged in September 2005 with mail fraud and wire fraud. Additional charges were filed against Mr Maharaj in October 2008, including structuring cash transactions, money laundering, tax evasion, bank fraud and making a false declaration in relation to a bankruptcy proceeding. A man who fled to Fiji after defrauding 17 individuals of almost US$1.5 million (FJ$ 2,654,980.03) in an investment fraud and marketing scheme involving early mortgage payoffs was sentenced to just over eight years in prison. This was for Aneal Maharajs guilty pleas to fraud and tax evasion charges, said Daniel G. Bogden, United States Attorney for the District of Nevada. Mr Maharaj repeatedly solicited victims through fraud and deception knowing that they would never receive the monetary rewards he pitched, said U.S. Attorney Bogden. Although he tried to avoid facing the reality of a conviction by fleeing to Fiji and causing the United States to extradite him, he was eventually brought to justice and will spend much of the next decade behind bars. Maharaj faces fine and jail time Mr Maharaj, 65, was sentenced by U.S. District Judge James C. Mahan to 100 months in prison, five years of supervised release, and ordered to pay $1,473,111 in restitution. Mr Maharaj received a greater sentence because of the significant loss amount and number of victims and because he obstructed justice by failing to appear for trial in the case and fled to Fiji to avoid prosecution. Mr Maharaj pleaded guilty on October 18, 2012, to one count of mail fraud, two counts of wire fraud, one count of tax evasion, six counts of bank fraud, and one count of making a false declaration in a bankruptcy petition. new crimes while on pretrial release including engaging in the same conduct for which he was originally indicted. The court did not immediately detain Mr Maharaj and set a hearing on the matter. Mr Maharaj fled to Fiji and failed to appear at the hearing. In February 2009, the U.S. Department of Justice began extradition proceedings. Mr Maharaj fought extradition for more than two years, but on November 15, 2011, he was extradited to Las Vegas to face the charges. Maharaj has not filed a tax return since at least 1995 and admitted in his guilty plea that from 1995 to about October 2004, he kept a substantial portion of the payments that the victims made to Powernet for his own use and benefit and did not pay taxes on the income. Maharaj used the proceeds of the fraud scheme to purchase homes in Las Vegas and Henderson between December 2003 and August 2004. Maharaj financed the homes through Countrywide Home Loans and caused false and fraudulent information to be included in the home loan applications concerning his employment, income, assets, and liabilities. Maharaj also filed for bankruptcy and made false statements in his petition concerning ownership of the homes. FBI investigates The case was investigated by the FBI and IRS-Criminal Investigation and prosecuted by Assistant U.S. Attorneys Brian Pugh and Nicholas Dickinson. Todays announcement is part of efforts underway by President Obamas Financial Fraud Enforcement Task Force (FFETF), which was created in November 2009 to wage an aggressive, coordinated, and proactive effort to investigate and prosecute financial crimes. With more than 20 federal agencies, 94 U.S. attorneys offices and state and local partners, it is the broadest coalition of law enforcement, investigatory, and regulatory agencies ever assembled to combat fraud.

Deadline Date For Casino


DEVELOPER of the country's first casino, One Hundred Sands Limited, has been given until the end of May to begin construction. This was revealed by the AttorneyGeneral and Minister for Industry and Trade Aiyaz Sayed-Khaiyum. It was revealed that One Hundred Sands Ltd was in the process of addressing issues and had been made aware of the May deadline. "They are sorting it out. They have been given until the end of May to come through," he said. Asked if the government was looking at other potential developers should One Hundred Sands fail to meet the deadline, the A-G said the matter would be addressed once the deadline had passed. "We will cross that bridge when we get to it. We will give them until May before we will look at other options." One Hundred Sands was granted an exclusive licence to construct and manage Fiji's first casino on Denarau Island in December 2011. Prime Minister Commodore Voreqe Bainimarama officiated at the groundbreaking ceremony in April last year where construction was expected to be completed for the $290million casino complex by October this year. One Hundred Sands board chairman Larry Claunch had promised employment for 1600 locals during the construction and operation of the casino.

A 45-year-old man of Nepani has been fined $250 and handed a suspended term for illegally using water to his home over a four-month period last year. Filipe Tikoivavalagi appeared before the Nasinu Magistrated Court last week where he was ordered by to pay the fine within 60 days from his sentencing else in default will serve 25 days in prison. He has been given 28 days to appeal. Tikovavalagi was sentenced to one year imprisonment suspended for three years after being found guilty of willful interference with an asset of the Authority contrary to Sections 36 (1) and 27 (2) of the 2007 Water Authority of Fiji Promulgation.

$250 Fine For Illegal Water Connection

Tikoivavalagi was convicted after admitting to the offence before Magistrate Sumudu Premachandra. He admitted carrying out the illegal act at his residence after a disconnection was made by WAF due to non-payment of water bills. The court heard that the accused between February 2011 and early October last year made a connection to the Water System of the WAF using a hose without obtaining prior written approval of the Authority. In sentencing Magistrate Premachandra said that the offence was serious and the court would take stern action on such offenders.

A 22-year-old former clerical officer of the Ministry of Finances Treasury Department fronted court facing 240 counts of forgery-related charges. Ilaitia Ravuwai appeared before Magistrate Sufia Hamza to answer to 240 counts put to him in court in the presence of his Legal Aid lawyer Lavenia Raisua. It is alleged that between October 5, 2012 and February 27, 2013, whilst employed in the salary section of the Finance Ministry, he fraudulently prepared and falsified Government payment vouchers and forged signatures of fellow Ministry staff to obtain money totalling more than $50,000 from the Permanent Secretary of Finances drawings account. Ravuwai was charged alongside four

other individuals who faced charges of dishonestly causing a loss. They are Lasaro Matasuka, 44, Taina Ratabua, 27, Asena Senibiaudamu, 56, and Peni Se, 21. Matasuka is charged with 26 counts of dishonestly causing a loss; Ratabua faces 17 counts of dishonestly causing a loss, Senibiaudamu is charged with 6 counts while Se faces 2 counts. The four individuals allegedly accepted the falsified vouchers from Ravuwai, and cashed the cheques on his behalf. Police prosecutor Josua Shaw has been given until April 22 to file and serve full disclosures to all five suspects. All accused persons are being held in custody without bail. Their pleas are yet to be taken.

Policy On Bonding For Civil Servants


Public servants will be required to serve their bond in Fiji by working in the Public Service or the sponsoring ministry after attending training and studies locally or overseas. This is according to a new policy recently released by the Public Service Commission (PSC). PSC permanent secretary, Parmesh Chand said that for programmes that were six (6) months or less, the bond period would be for a year. However, programmes for more than six months will have a bond period of at least two years. Governments investment on candidates who go on in-service training is quite substantial and as such officers are obligated to fulfill their commitment to serving the Government upon their return from studies, Mr Chand said. This policy will apply to public servants who study at tertiary institutions, those who attend training and education programmes, work attachments, those sponsored by Government or Development Partners, those attending training valued at $12,000 and above and any other capacity building related programme. This bonding policy aims to support all government agencies in their endeavour to consolidate and sustain their human resource capacity, at an efficient and productive level. Accordingly, there is a need to introduce an encompassing bonding policy that would adequately address and have positive implications on human resource management, he said.

Rapist Gets 16 Years


The High Court in Labasa sentenced a 24-year-old man to 16 years imprisonment for rape. The court heard the incident, which the accused kept insisting he did not commit, took place in 2009 when the accused was 21 years old while the victim, who fell pregnant after the incident, was a Class Seven student. In handing out the sentence to Semi Rainima, Justice Paul Madigan made reference to the prevalence of such crimes and the role of the court in addressing it. It is a very serious offence and the public are clearly losing patience with perpetrators given the prevalence of the crime, Justice Madigan said. Justice Madigan took an imprisonment term of 12 years as a starting point, adding a further three years for breach of trust, since the accused was the pastors son. A further two years was added for aggravation because of the resulting pregnancy. Justice Madigan said there was little that the accused brought before the court for mitigation apart from his previous clear record. Rainima will have to serve 14 years before being eligible for parole.

Ex-USP Girl's Tale Of Terror


A DAY that started with fanfare, high fives and smiles all-round ended in bloodshed and nightmare for a former Fiji scholar and teacher who was at the Boston Marathon. Nina Ferry, who attended the University of the South Pacific and taught at International Secondary School, said in the aftermath of the twin bombing, the tragedy was still terrifying. "I have never been so terrified and lost in my life," the former Suva resident told this newspaper. "Although we did not hear the explosions, my friend on the other side of town heard six blasts and was hearing all sorts of rumours about high casualty rates. "There were lost people, families screaming out for loved ones and runners - wrapped in their marathon blankets, with tears streaming down their faces." Ms Ferry explained that she was at Kenmore Square, exactly one mile from the finish where one of the two bombs exploded claiming the life of an eight-year-old boy waiting to welcome his competing father across the line. "I noticed that I could no longer see the heads of the runners seeking their goal. I noticed there was something wrong; really wrong." Within five minutes, Ms Ferry had heard the word "explosion" twice and only after stopping a passerby on his phone did she learn of the explosions. "That's when he said 'bombs have gone off at the finish line'. He told me to call my family because soon all phone lines would be down." After a quick call to inform her parents that she was okay, Ms Ferry became overwhelmed by the events of the day. "It was when I got off the phone with my dad that I panicked. I began hyperventilating and had a full-blown panic attack. "My good friend, who I was with, calmed me down and got me breathing again. My emotions were very surreal. Instinct kicked in. We needed to get to a safe place and if we thought about anything else, we would have been crippled by fear and doubt." The confusion and pandemonium that would follow the bombings were a far cry from the way Ms Ferry's day had begun. After spending the morning watching the Boston Red Sox steal a game in the last innings, Ms Ferry and a friend had walked down to watch the marathon runners. The weather was perfect and spring trees and bulbs were blossoming in every direction. "The runners we saw were dressed in costumes and vibrantly coloured running gear. "They were slapping our hands and hugging their families because they knew they were close to achieving their personal goal. "The energy in the crowd and the sun beating down made everyone walk with a light step and a smile. "It was a heavenly moment." But unfortunately for the people of Boston, it was one that would not last. As she reflected on the events of the fateful day, Ms Ferry acknowledged that the grieving and healing process for the city would not be easy. "The restaurants and bars that had the news on and welcomed everyone, even without an empty space in the whole place - were accommodating. "The city of Boston and its people came together and supported each other with an unprecedented compassion. I am grateful to have felt and witnessed this comfort. But now, is the long hard road. "A grieving process filled with hurt, regret, anger, guilt, empathy and sadness. "I can only pray for all of those who lost loved ones, or those athletes who lost their limbs, or those children who won't be able to sleep when they hear the sound of a siren. "Now, after, I can only pray for the city of Boston and hope that one day, justice will be found."

EU Probes Food Fraud


Horse DNA has been found in up to 5 per cent of beef products randomly tested across the European Union, according to results from the European Commission. Inspectors also found the banned anti-inflammatory horse drug phenylbutazone, or "bute", in 0.5 per cent of horse meat tested. The EU said it was a 'matter of food fraud and not of food safety'. The three-month program of checks was agreed by the 27 EU member states in February after horse meat had been found in a batch of Findus frozen lasagne. "Restoring the trust and confidence of European consumers and trading partners in our food chain following this fraudulent labelling scandal is now of vital importance for the European economy," said EU Commissioner for Health and Consumers Tonio Borg. Mr Bong said the commission would "propose to strengthen the controls along the food chain in line with lessons learned." Of the 4144 tests carried out across the EU for the presence of horse meat DNA, 193 were positive (4.66 per cent). There were 3115 tests for bute, of which 16 were positive (0.51 per cent). In addition, member states reported another 7951 tests for horse DNA performed by food business operators; of these 110 were positive (1.38 per cent). The number of tests varied between 10-150 samples depending on the size of the EU country and on consumption habits, the commission said. The tests were commissioned by the EU amid concerns about possible fraudulent attempts to sell horse meat as processed beef in a number of member states. The tests, although not comprehensive, provide an indication of the scale of the problem.

Australia Inspires Fiji Fashion


AUSTRALIA continues to be the benchmark for those working to develop Fashion in Fiji and the conclusion of the Mercedes Benz Fashion Week in Sydney has left the local delegation inspired to create an even better MHCC Fiji Fashion Week 2013. The group who went to MBAFW, consisting of FJFW managing director Ellen Whippy-Knight, FJFW Best Established Designer 2012 Aisea Konrote and established designer and retailer Rachel Fairfax came away from the mecca of Australian fashion enthused about the possibilities for Fiji fashion. Speaking at the end of MBAFW this week, Ms Whippy-Knight said the annual trip to the event was a must go for her company and a recommended must do for anyone serious about their role in Fiji fashion. Ms Whippy-Knight said MBAFW's new venue "The Carriage works" gave the event a look which although fun and beautiful, reminded fashionistas that they were there on business. "It is an extremely well run good looking event. There are 58 shows in one week to organise," she said. "There are tons of volunteers; no one seems to be stressed. Things look very smooth. Even the queues of people waiting outside each show are very orderly it's too good to be true." Ms Whippy-Knight said that although she had been going to the Australian show for years, she never tired of the excitement as there were always many new things to learn. Fashion work aside, being at the Australian show meant being at the cutting edge of fashion for our region. "All of what you see on the runway is brand new never been shown before and the we are here to see the new trends in look, style, fabric, cut and colour. MBAFW is showing the trends for spring summer 2013/2014," she said. "If you are true fashionista this is what you would be wearing from September through to March." The trip to Australian Fashion Week is never sponsored so Fiji Fashion Week works with the winners of FJFW the previous year to fundraise for trip to MBAFW. This year, Aisea Konrote designed a special collection entitled 'Island Midsummer's Dream' so FJFW could organise a fundraiser lunch in order to raise money to meet basic expenses. Mr Konrote told FJFW from Australia that it had been worth every effort. "Being actually at the show is a different experience altogether attending the show in person was surreal and inspirational as it has paved the way for me to now prepare for my next collection. I realized it is important to get quality fabrics just from looking at the styles and, contours shown here so I have to apply this to my next collection." "I loved the flow of the collection and I now understand the true meaning of a collection from styles to the colour palettes and how they graduate from the first look in the collection to the last - what a journey," Mr Konrote said. "I now I want to go international. It is an overwhelming awesome experience definitely and eye opener for me" It is hoped that the MHCC FJFW 2013 winners and sponsors will see the value in the development opportunities that exposure in Australia can do not only for our designers but for fashion an export. "I am excited for the designers who are here with me. They appreciate that they are experiencing seeing some of Australia's best designers at work," Ms Whippy-Knight said. "The love the hype and the fact that they are absorbing it all is satisfying. I hope the experience has given them a good idea of what the big world of fashion is all about and what it takes to be the best." Mr Konrote attended shows for the famous Australian designer Alex Perry, Aurelio Costarella, Bed and Bridge, Ellery, Serpent and the Swan, Bronx and Banco, and was totally blown away by Blessed are the Meek. "We all enjoyed the people watching, the amazing clothes, people, shoes, handbags it just went on and on! An amazing experience!" Ellen said. Participants who enter MHCC FJFW 2013 can also take many cues from lessons the Fiji delegation has learnt at MBAFW. "Being here will immediately teach designers to pay more attention to quality rather than quantity and to understand technique in design and how important it is to pay attention to detail," she said. Fashion Week Ltd has enjoyed a good working relationship with IMG Fashion, the organizers of MBAFW, a partnership which has resulted in easy access in Sydney for Fiji fashionistas. "I established a relationship with IMG in 2009 and every year since then they have been very helpful in getting our registration as guests and helping us with access to the shows. Simon Lock who created Australian Fashion Week in 1998, has taken an avid interest in FJFW and even though he is no longer involved with AFW he still attends every year," Ms Whippy-Knight said. "Simon is still involved with other areas of fashion and is amazed at what we have created with FJFW. He always said it would be a tough ride as he experienced but like him I'm in it for the long haul!" Ms Whippy-Knight has no illusions however that FJFW still lacks the caliber of financial backing needed to put on a successful show. "Money makes things work, we need financial support because this simply means we can have more hands on board," she said. In terms of improvements to this year show, Ellen said MBAFW has taught her of the need for better creativity in terms of the imagery for each designers entry onto the catwalk. "We need better produced garments and closer attention paid to the selection of models as they are the 2nd most important part of the event. They have to be trained." Continued On Page 7

Members To Benefit
MEMBERS of the Fiji National Provident Fund are expected to benefit from the fund's joint investment in Bemobile PNG Limited which has been finalised. In a statement, FNPF assured its members the investment will diversify members' portfolio. "Members will now have a wider asset base rather than relying totally on their investments in Fiji," the fund said. It added it would be a good potential for growth. "Members can now take part in the benefits of high economic growth potential in PNG and the Solomon Islands and members can share in the high dividends expected from this investment in the future." While there are risks also related to the investment, the fund said there was a sound plan to mitigate these risks. "Increased employment opportunities the investment will increase the opportunities for Fijians to be employed in PNG and the Solomon Islands. This is particularly so given that the Vodafone Fiji Limited will be managing the two businesses." This investment, which was negotiated purely on a commercial and independent basis with strict due diligence process followed, the fund added it shows the potential for longterm gains and further investment into the region. FNPF is pleased to be part of the development of PNG and the Solomon Islands communities in terms of mobile communications.

THE Association of the Banks in Fiji members had less than 10 accounts in their loan books relating to the renewable energy sector as of last month. Association executive secretary and treasurer Rasiklal Jogia said the total funds lent to customers in this sector amounted to $141 million, which collectively exceeded the requirement of 2 per cent of the total exposure. "There are presently some smaller interests in the pipeline for consideration," Mr Jogia said while making a presentation at the Energy Forum in Suva on Thursday. From time to time, he said banks had been, and would continue, to review their exposures to this sector to ensure they adhered to the directive and that debt servicing was regular, thus making provision for new loans. "In this regard, some banks may even offer additional special conditions and incentives to attract worthwhile propositions, including refinancing." He said the Reserve Bank was to carry out a full assessment of this program last month and at the end of the review, advise banks of their individual results and the way forward. "Banks will await the outcome of this assessment before proceeding further in the directions identified in a positive manner." While banks were keen to finance prospective energy-related proposals, even through their small and micro enterprises segments, there appeared to be very little interest from the public and private sectors to invest in energyrelated initiatives, he said. "Banks are anxious to increase their exposures in this sector but they must receive requests for propositions which are viable and sound. Commercial banks are showing willingness to be part of the energy sector by providing investment lending, and thus increase their contribution towards the Fijian economy as key stakeholders in the financial services sector." He said the $140m-plus exposures indicated how much banks were involved in this classification of lending, made available to existing and prospective energy-related projects.

Bulk of the cases of illegal water connections recorded by Fijis Water Authority is in Lautoka with 54 cases. Tourism Earnings Top $1.3Billion


FIJI'S earnings from tourism last year reached an estimate at $1.30billion. And according to the Fiji Bureau of Statistics, this represented a $16.9m or 1.3 per cent increase over the 2011 earning estimation of $1.28bn. Government statistician Epeli Waqavonovono said Australian visitors contributed $702.8m or 53.9 per cent of the earnings from tourism with $216.6m or 16.6 per cent attributed to New Zealand visitors. Mr Waqavonovono said Australia, NZ, US and Continental Europe accounted for 82.9 per cent of earnings last year, a slight increase of 1 percentage point compared to a year earlier. "Earnings from Australia increased by $13.6m to $702.8m, NZ increased by $15.9m to $216.6m, US increased by $3.3m to $103.1m while Continental Europe decreased by $5.5m to $58m." For the December quarter last year, Fiji's earning from tourism was provisionally estimated at $338.2m. He said this represented a $9.5m or 2.9 per cent increase over the December quarter in 2011 earnings of $328.7m.

THE average annual rate of inflation for the last 12 months stands at 3.6 per cent while the month-on comparable-month inflation rate stands at 3.3 per cent. This was revealed by government statistician, Epeli Waqavonovono, in the Fiji Bureau of Statistics' recent release of the Consumer Price Index. "The All Item Consumer Price Index (CPI) for the month of March, 2013 registered an increase of 0.5 per cent over February 2012 (146.7) and stands at 147.4," Mr Waqavonovono said. A market vendor who tried to cash a stolen cheque was sent to jail for three months. Filimoni Cola, 28, of Raiwaqa, pleaded guilty to one count of attempting to obtain financial advantage by deception. He appeared before Magistrate Chaitanya Lakshman who issued a stern warning to people who think they can commit the same offence. "This sentence should serve as a warning to others out there when you know what you're doing is wrong, refrain from doing it and do not take the risk," Magistrate Lakshman said. The new steel prices for grade 300 have been reduced by 3.14 per cent from $1908.71 per tonne to $1848.77 per tonne while for grade 500 have been reduced from $1975.47 per tonne to $1913.43 per tonne. ILLEGAL digital versatile disc (DVD) companies that are still in operation are reminded that it is a criminal offence to offer for sale pirate compact discs (CDs) and DVDs. Consumer Council of Fiji chief executive officer Premila Kumar said this was according to part III, section 29 (1) and 194 (1) of the Copyright Act 1999, where the maximum penalties included a fine of $50,000 and imprisonment for three months. Mrs Kumar said the council prioritised its market surveillance according to the number of complaints received from consumers on certain issues. However, she said they had not received complaints based on the quality of pirate DVD copies. She said no survey was conducted in this area. "The council is aware of certain police raids that have taken place in local video shops over the years. However, it is difficult to curb the problem of piracy entirely because of the many pirates operating from home and small shops," she said. She said these traders, called pirates, were encouraged by consumers who continued to purchase these DVDs and CDs without complaining as it was cheaper than originals. "This makes it difficult for the local enforcement agencies to prosecute and curb such issues. Consumers must learn to support and buy only original copies of DVDs and CDs to reward artists who entertain us through their creativity. "In most cases, producing any form of entertainment by the artist is a job which allows them to earn their living." She said the council would continue to encourage and remind consumers against purchasing pirate DVDs and CDs. She reminded consumers that there was limited protection in this area, making redress difficult should a consumer complain after purchasing a pirate DVD or CD. She said the council would not support illegal trade. BSP Life, the insurance arm of the Bank South Pacific Limited Group, has issued $35 million life insurance payouts for 2012. BSP Life has around 50,000 policy holders across the country. These announcements were made by managing director Malakai Naiyaga during the financial year results for 2012 at the BSP Life Centre. Out of this, an $18-million payout went towards insurance maturity where customers received maximum returns from their policies including accumulated bonuses. Payout for health insurance on the other hand was $4.9 million. Mr Naiyaga said that despite investment challenges posed in 2011, BSP Life retained the same level of bonus rates. Net profit after tax Net profit after tax was $10.1 million representing a nine per cent increase when compared to 2011. Mr Naiyaga said: Were delighted with the 2012 results considering the challenging investment and economic environment that prevailed. Minister Explores Cocoa Potential


FIJI cocoa and palm oil carry a lot of potential in terms of trade with Papua New Guinea and the development of agriculture. Minister for Agriculture Lieutenant Colonel Inia Seruiratu said the trade mission to PNG this week was an opportunity to explore and develop potential products in the agriculture sector. "We had some discussions with the PNG government last year when we had the Prime Minister visiting PNG during the ACP talks. We had some interests we needed to pursue. "After that initial meeting last November, PNG sent a team to Fiji last year. We also had the Asia Pacific coconut community meeting and we have progressed. "We are looking at areas where we can co-operate particularly with crops that we share in common like cocoa." He said PNG had a cocoa research institute that Fiji could gain from.

War Veterans Thank Government For Anniversay Commemoration


The 70th anniversary commemoration of the 1ST Battalion of the Royal Fiji Military Forces, also known as the Ai Matai departure for the Solomon Island for the war torn Solomon Islands at the Fiji War Memorial in Veiuto, has been greatly commended by our exservicemen. President of the Returned Soldiers and Ex-servicemens Association of Fiji, Ratu Peni Volavola commended governments willingness to organize a commemoration remembering the day 799 brave young men and 36 officers left Fiji for war in the Solomons in 1943. I wish to thank the Government for coming forward and willingly organize last Saturdays 70th anniversary commemoration of the fighting men of the Ai Matai, their selfless sacrifices, the sleepless nights, and challenging conditions they have had to put up with for the noble cause of peace, Ratu Peni said. Ninety one years old, Filipe Matavesi, one of the few surviving member of the Solomon Island campaign, said he was honoured to be part of the commemoration. Being one of the surviving ex-Solomon War veterans, I am honoured to be invited to attend the commemoration. I came all the way from the island of Qamea in Cakaudrove. On behalf of all the members of the Ai Matai (1st Battalion Royal Fiji Military Forces), I am thankful to the Government for this, Mr Matavesi said. Ninety years old Vilikesa Balecala from Nasaibitu in Tailevu, who is also a Fijian war veteran in the Solomons, was also present at the commemoration at Veiuto. Most of my fellow ex-servicemen at the Solomon campaign have passed away. You can see that very few of us are still living today. I am indeed honoured to see how Government recognized the importance of our contribution to peace for the country, Mr Balecala said. His Excellency, the President Ratu Epeli Nailatikau and Prime Minister Voreqe Bainimarama also took part in the Wreath Laying Ceremony. The presence of the President and the Prime Minister at the commemoration signified Governments recognition of the contribution of the Ai Matai. This is the first time ever that this event has attracted the willing attention of Government, and has, no doubt, engendered and enhanced level of public awareness, which we think is important in terms of our history and awareness with our younger generation, Ratu Peni said.

Saint Vincent and the Grenadines formalized diplomatic relations with the Republic of Fiji at a ceremony at the Fiji Mission to the United Nations in New York on April 15, 2013. The Permanent Representative of Saint Vincent and the Grenadines to the United Nations, Ambassador Camillo Gonsalves and his Fiji counterpart, Ambassador Peter Thomson, signed a joint communiqu establishing diplomatic relations between the two island nations. The communiqu expresses the desire of Fiji and St Vincent to establish their diplomatic relations in accordance with the provisions of the Vienna Convention on Diplomatic Relations, guided by the principles and purpose of the United Nations Charter and international law, particularly on equality among States, respect for national sovereignty, independence, territorial integrity, non-interference in

the internal affairs of other States, and respect for international treaties. The communiqu calls for the promotion and strengthening of bonds of friendship and cooperation between the two countries in political, economic, cultural, humanitarian and other fields. Following the formalisation ceremony, Ambassadors Gonsalves and Thomson held talks on areas of common interest between their two countries, including work arising from their joint membership of the Group of 77 and China, the Alliance of Small Island States, the Non-Aligned Movement, and the African, Caribbean and Pacific Group of States. Ambassador Thomson took the opportunity to brief Ambassador Gonsalves on Fijis steady progress towards the achievement of sustainable democracy through parliamentary elections to be held in 2014.

Renovations At CWM Hospital


The Colonial War Memorial (CWM) hospital is currently undergoing repairs and renovations worth $9 million in a phased manner. Within the next two years the Ministry of Health will develop the hospital into a tertiary hospital. In a press statement by the Ministry of Health it said the East wing would be developed into a diagnostic and therapeutic unit. Pacific Building Solutions has offered a three -phased development of the hospital with four additional operating theatres with intensive care and coronary care facilities. Customer facilities will include a cafeteria as well. Minister for Health, Dr Neil Sharma, said We are encouraging patients in the greater Suva area to use their local area health facility for common sicknesses. But take note that after hours emergency will be treated at CWM hospital. He said the ministry has adopted a new triage method of seeing patients in hospitals. Once a patient arrives, he or she will be checked by the nurses and the doctors will be seeing the patients accordingly. Patients are treated based on medical needs and priority, Dr. Sharma said. Dr Sharma said people should be mindful that waiting time at public hospitals in America was 12 hours while in countries like Australia it was 10-12 hours. In order to boost services, seven new additional specialists are to be recruited for the CWM hospital. These are done to see that service delivery is improved and at the same time member of the public are provided quality medical care. These specialists are specialised in areas of pathology, orthopedic and vascular surgeons, anesthetists and emergency surgeons. Meanwhile, the minister has re-iterated that only one relative will now be allowed to be with the patients who are admitted in hospitals. This is after it was noted that in the past two or three family members accompany the patient and stay with them in the hospital and possibly cross -infecting others. This is purely done to stop people from entering restricted areas and wandering around in hospitals. Hospital equipments have been stolen in the past. We believe all these issues will be addressed, Dr Sharma said.

ICHCAP Chief Visits Cultural Heritage Agencies


The Intangible Cultural Heritage Asia Pacific (ICHCAP) director, Dr Samuel Lee was on a one-day tour in Suva visiting ICH agencies. He visited the iTaukei Institute of Language and Culture, Department of National Heritage & Arts, Fiji Arts Council, Fiji Museum and the Pacific Heritage HUB at the University of the South Pacific. Dr Lee of South Korea was most appreciative when shown a presentation of the work being done by the iTaukei Affairs, especially on cultural mapping throughout Fiji. Your own characteristics , family life, safeguarding of traditional knowledge in relation to traditional culture system, family life and social life for the sustainable development and peaceful relationship is something that you can share with us and let us know about that, Dr Lee said. ICHCAP relations with Fiji began in 2010 and this is the first time for its director to come and see for himself that assistance given by the organisation to Fiji is being used well. Dr Lees visit is also to collaborate with stakeholders here and find ways he can assist them in the future. Department of Culture and Heritage director, Mr Peni Cavuilagi said Dr Lees visit was important because in this day and age we really needed to safeguard intangible culture and tradition because it was our identity. UNESCO has supported the need for different cultures in the world to protect their intangible cultures during the 2003 UNESCO Convention. Dr Lee is in charge of the ICHAP which covers our region, Mr Cavuilagi said. The collection of intangible cultural heritage in Fiji has attracted other countries to follow and Dr Lees visit will enhance Fijis standing. It is basically the knowledge systems and expressions that come with it as well as, we show the world we appreciate what our ancestors have done for us, what they have used. It is our identity, Mr Cavuilagi said. Fiji Museum director, Ms Sagale Buadromo said Dr Lee really appreciated his visit to the museum. His visit is a very good because we deal a lot with intangible cultural heritage, especially in collecting oral traditions from different ethnic groups around Fiji, Ms Buadromo said. And we are working on that trying to collect a lot of information, especially with black birding decedents, grimitiya and iTaukei. But we have limited staff and limited funding, so any help we can get from Korea will be good.

Now add tomato puree, cumin powder, coriander powder and cook on high heat until the desired consistency. Now add milk. Keep on stirring continuously so the milk does not curdle. A coronial inquest is examining whether a boy who died after ingesting dirt and rocks was adequately supervised. Nine-year-old Lawrence Betts died in April 2011 after collapsing at a care home run by the Community Accommodation and Respite Agency (CARA). The Adelaide inquest heard the boy had a rare congenital condition and intellectual disability and required around-the-clock care. Counsel assisting the coroner, Naomi Kereru, said the boy's favourite activity had been outdoor play but it was known he had a habit of eating dirt if left unsupervised. Forensic pathologist Roger Byard told the court he found dirt, stones and rice grains in the boy's stomach and intestines and a bowel obstruction caused the death. Professor Byard told the court symptoms of bowel obstruction could vary and it could be hard to detect warning signs in children, especially those with intellectual disabilities. "In some cases they seem quite well then can go downhill very rapidly," he told the court. "If a child has got intellectual disabilities

"I don't think you can say that soil and rice caused it on their own ... but heavy materials like stone, soil and rice increase the possibility of this happening. I think it's something that would worsen his chances," he told the coroner. "If the weight of the objects increases, it's more likely." Staff from Families SA and CARA will give evidence later.

India's 'One Month Wives' Sex Trade Exposed

AN Indian teenager has exposed India's "one month wives" sex tourism. The practice is increasingly popular in southern India, where wealthy foreigners on holidays buy one month wives for sex. While these short-term contract marriages are illegal they often have the support of local families, who service male tourists from the Middle East and Africa. Prostitution is forbidden under Islam and the short-term marriage is seen as a loophole, reports The Telegraph. Last month Nausheen Tobassum, 17, escaped from her home in the southern city of Hyderabad after her parents pressured her to consummate a forced marriage to a middle-aged Sudanese man who paid about $1,770 for her to be his wife for four weeks. The 'groom', Usama Ibrahim Mohammed, 44, was reportedly married with two children in Khartoum. Police arrested the groom, the victim's aunt and the Qazi - who had performed the wedding ceremony - and issued a warrant for her parents' arrest. Ms Tobassum is a minor under Indian law and cannot marry until she reaches 18. Her parents are now in hiding but will be charged with arranging a child marriage, 'outraging the modesty' of a woman, and criminal conspiracy. Police Inspector Vijay Kumar said the wedding certificate came with a 'Talaknama' which fixed the terms of the divorce at the end of the groom's holiday. Shiraz Amina Khan of Hyderabad's Women and Child Welfare Society, said there were up to 15 'contract marriages' in the city every month and that the number is rising. "They come to Hyderabad because it has maximum downtrodden families. Thirty to forty per cent of families are going for the option of contract marriages to relieve their poverty. It has to be stopped," she said. Nausheen Tobassum has filed a complaint to stop the same thing happening to other girls. "I didn't know what was happening and I agreed in ignorance. They forced me," she said. "They exploit girls. I had to show courage to go to police against my parents."

Indian Sentenced To 10 Years In Jail In UK For Raping TV Star


A 25-year-old Indian student has been sentenced to 10 years in jail by a British court for raping a TV star in her hotel room after a birthday party. Soby John, a porter, used another worker's key card to let himself in before attacking the woman celebrity as she slept after a night of heavy drinking with her friends. John, who admitted rape, will be deported to India after serving his sentence, British tabloid reported. Judge Alistair McCreath of Southwark Crown Court said John, an Indian student studying in the UK, deliberately targeted his victim at the London hotel because she could not defend herself. The judge said: "She now suffers massive anxiety, is frightened of staying in hotels and has huge trust issues with people. She is scared to go out on her own and no longer feels comfortable with men. She is frightened someone will hurt her." McCreath said: "I have no doubt you raped her because she was so drunk so she could offer no physical resistance. This degrading act was made all the more degrading by the fact you took photos of her." John, of Wembley in North London, initially told police the woman "made advances" to him which he rebuffed.

Parents Of 18-Month-Old Baby Pray For `Miracle`

A desperate Indian father whose young child suffers from a condition that caused her head to swell up to an enormous size said he is praying for a "miracle" to save her life. Eighteen-month-old Roona Begum was diagnosed with hydrocephalus, in which cerebrospinal fluid builds up in the brain, just weeks after her birth in a government-run hospital in remote Tripura state in northeast India. The potentially fatal illness has caused Roona`s head to swell to a circumference of 91-centimetres (36-inches), putting pressure on her brain. Her father, Abdul Rahman, 18, who lives in a mud hut with his family in the village of Jirania Khola, told a news agency he prays for "a miracle" that will save his only child. "Day by day, I saw her head growing too big after she was born," said the illiterate labourer who works in a brick-making factory. Doctors told him to go to a specialist hospital in a big city such as Kolkata in eastern India to get medical help but Rahman, who earns 150 rupees ($2.75) a day working in the brick plant, said he does not have the money to take her. "It`s very difficult to watch her in pain. I pray several times a day for a miracle -- for something to make my child better," he said. The US government`s National Institute of Neurological Disorders and Stroke estimates about one in every 500 children suffers from hydrocephalus. The most common treatment involves

the surgical insertion of a shunt system to drain cerebrospinal fluid away from the brain and towards another part of the body where it can be easily absorbed into the bloodstream. Cases like Roona`s, where the head has doubled in size in a relatively short span of time, are extremely rare, according to leading Indian neurosurgeon Sandeep Vaishya. "It`s difficult to assess the situation without seeing the patient, but a surgery, even at this late stage, would give her brain the best chance it has to grow and develop normally," Vaishya said. Vaishya, who is the head of neurosurgery at the privately run Fortis flagship hospital in Gurgaon, a satellite city of the national capital Delhi, said that surgeries to treat hydrocephalus cases are "not particularly risky". Although the cost differs from case to case, he estimated that a complex surgery like this one would cost about 125,000 rupees ($2,300) and require a three-day hospital stay. Roona now is confined to her bed and unable to move her head but she is a playful child, quick to smile and giggle and is able to move her limbs, according to her father. She has outlived an initial prognosis by doctors that she would survive only two months. But her mother, Fatema Khatun, 25, says the little girl`s health is getting worse and that she urgently needs help. "She is deteriorating. She eats less and less, vomits often and I can see that she is getting thinner," Khatun said.

Former British Prime Minister Margaret Thatcher has been farewelled at a ceremonial funeral in London. Thatcher, Britain's longest serving prime minister of the 20th century, died of a stroke on April 8 aged 87. The divisive leader held office from 1979 to 1990. About 700 soldiers, sailors and airmen lined the streets of London as her coffin was transported on a horse-drawn carriage from a chapel in Westminster to St Paul's Cathedral. Thatcher's coffin was applauded by thousands of people as it passed through central London, although several hundred demonstrators turned their backs in protest. More than 4,000 police were stationed along the route as part of a massive security operation. The Boston Marathon bombings led authorities to reassess security measures ahead of the service, and also the London Marathon on Sunday. More than 2,000 guests, including the Queen, attended the service at St Paul's to hear Thatcher's favourite hymns and bid her farewell. Former Prime Minister John Howard was in attendance to represent Australia. Commentators say it is the grandest funeral given to a British politician since the death of Thatcher's hero, Winston Churchill, in 1965.

After a bible reading from Thatcher's American-accented granddaughter Amanda, the Bishop of London, Richard Chartres, said the point of the funeral service was to remember the person, not the politician. "After the storm of a life led in the heat of political controversy, there is a great calm," Bishop Chartres said. "The storm of conflicting opinions centres on the Mrs Thatcher who became a symbolic figure - even an -ism. "Today the remains of the real Margaret Hilda Thatcher are here at her funeral service. "There is an important place for debating policies and legacy, for assessing the impact of political decisions on the everyday lives of individuals and communities. "Parliament held a frank debate last week - but here and today is neither the time nor the place." British Prime Minister David Cameron, the leader of Thatcher's Conservative Party, also addressed the service. "She was the first woman prime minister, she served for longer in the job than anyone for 150 years, she achieved some extraordinary things in her life," he said. A Colorado jury has awarded $US11.5 million in a lawsuit originally brought against helmet maker Riddell and several high school administrators and football coaches over brain injuries suffered by a teenager in 2008. The ruling comes as the company faces a similar lawsuit in Los Angeles, plus a complaint by thousands of former NFL players against the league and Riddell. Riddell said it planned to appeal the verdict but was pleased that jurors rejected allegations regarding helmet design defects. "While disappointed in the jury's decision not to fully exonerate Riddell, we are pleased the jury determined that Riddell's helmet was not defective in any way," the company said in a statement. It said it believes it designs and manufactures the most protective football headgear for athletes. The jury in Las Animas County found that Riddell was negligent in failing to warn people wearing its helmets about concussion dangers. Air New Zealand has been ordered to pay more than $13,000 in legal costs to an employee who was overpaid $70,000. The Employment Court judgement comes after the court earlier rejected a bid by the airline to recover $42,000 in overpayments. Clint Foai, who held an administrative role dealing with employee attendance, accepted that he was overpaid more than $70,000 during a 16-month period in 2007 and 2008. But he said he had received the wages in good faith and had moved house, travelled overseas and got engaged as a result of the extra pay. In November 2010, the Employment Relations Authority initially directed Mr Foai to repay the net amount of overpayment - $42,635.40. The authority also ordered Air New Zealand to pay Mr Foai more than $9000 which had been withheld from his final pay to offset the overpayment. Mr Foai successfully challenged the determination in the Employment Court, which found in April 2012 that he had received the wages in good faith and had altered his position in reliance on those wages. He was also awarded costs. The court found Mr Foai had queried his pay a number of times and been reassured it was correct, but the

The Employment Court judgement of April 2012 said Mr Foai had gained new employment as a court security officer with the Ministry of Justice.

The brother of a Palmerston North fugitive accused of attacking and abducting a prostitute in Canada has admitted falsifying details on a passport application. Kevin John Farley, 42, pleaded guilty to one charge of forging passport documents in May 2011 for his brother Michael. This allowed Michael Farley to flee New Zealand when he was due to be sentenced on a charge of perverting the course of justice. In the Palmerston North District Court, defence lawyer Jock Turnbull said he had spoken to justice liaison nurse Grahame Stillwell about Kevin Farley. Stillwell had said there were no mental health problems but suggested getting a psychological assessment. No summary of Farley's offending has been lodged with the court yet, but Judge Gregory Ross convicted Farley and remanded him on bail until June for sentencing. An investigation is under way after two explosions near the finishing line of the Boston Marathon left three people dead and more than 180 injured. The FBI has taken over co-ordination of what it described as a "potential terrorist inquiry". Boston police say officers are working around the clock and all leave has been cancelled. At least 17 people are critically wounded, officials say, and the injuries include several amputations. In a televised address, President Barack Obama vowed to bring those behind the attack to justice. "We will find out who did this. We'll find out why they did this," he said. "Any responsible individuals, any responsible groups, will feel the full weight of justice." Although he did not use the word "terrorism", a White House official later said: "Any event with multiple explosive devices - as this appears to be - is clearly an act of terror, and will be approached as an act of terror." The first explosion came at about 14:50 local time (18:50 GMT) on the north side of Boylston Street, about two hours after the winners crossed the line. There was initial confusion and panic. Some runners fell to the floor while police and bystanders ran to help those caught in the blast. Then seconds later, a second explosion ripped into the crowd further away from the finishing line. TV footage showed bloodied runners and spectators being treated at the scene and the road strewn with debris. Rescuers tore down temporary fencing to reach the casualties. FBI Special Agent Richard DesLauriers also appeared, saying that the inquiry involved city, state and federal officials, but refusing to give any details of the

investigation. An eight-year-old boy was among the dead. Quoting a family friend, the report said the boy's mother and sister were also injured as they waited for his father to finish the race. Officers have already begun poring over video and photographs from the marathon. State police officer Roupen Bastajian had just finished the race when he heard the blasts. "I started running toward the blast and there were people all over the floor," he said. "We started grabbing tourniquets and started tying legs. At least 25 to 30 people have at least one leg missing, or an ankle missing, or two legs missing." A doctor at Massachusetts General Hospital said "several amputations" had been performed there. caused by an incendiary device but it is unclear whether it is related to the explosions. The annual Boston Marathon this year had a field of about 23,000 runners and was watched by hundreds of thousands of spectators. It is held on Patriots Day, a Massachusetts state holiday which commemorates the first battles of the American Revolution in 1775. British police are reviewing security plans for Sunday's London Marathon, the next major international marathon, following events in Boston. Cooker parts, metal used in US bomb hunt US investigators have scrutinised two shattered pressure cooker bombs and even metal shards taken from the bodies of Boston marathon victims as they hunt the attackers. Ahead of an emotional visit to the city by President Barack Obama to honour the three dead and 180 injured, detectives are concentrating their effort on the two bombs that caused the carnage at the marathon finish line on Monday. With no claim of responsibility made for the attack, the Federal Bureau of Investigation (FBI) said it has launched a worldwide hunt for the attackers.

It has released photographs of the mangled metal remnants of a pressure cooker believed to have been used for one of the bombs which sprayed nails, ball bearings and metal pellets into the huge crowds. The lid of one pressure cooker was found on the roof of a hotel near the bombs, the hotel's owner told the reporter. Shreds of black nylon bags believed to have been used to carry the bombs have also been found. Doctors at hospitals where the critically injured were taken say ball bearings and nails taken from patients were being used in the investigation. George Velmahos, Massachusetts General Hospital's chief of trauma surgery, said the metal was being handed over to police. He said 12 nails were taken from inside one patient. Peter Burke, chief trauma surgeon at Boston Medical Centre, also said the metal pieces were being kept for the police. He said some of the nails were about five centimetres long. US authorities have thrown virtually every investigation agency into the hunt, with more than 1000 officers working in Boston alone, said Rick DesLauriers, head of the FBI's Boston office. DesLauriers said on Tuesday the investigation was "in its infancy" in a veiled warning that authorities expected a prolonged operation. Obama has condemned the attack as "an act of terror" and vowed that the attackers "will feel the full weight of justice". Armed National Guard troops and police patrolled Boston's airport, commuter trains and buses and authorities warned that tight security would last several days. About 100 of the injured have already left Boston hospitals but many remain in critical conditions.

Ohio Governor John Kasich has turned down a request for mercy by a condemned killer who says he intended to rape his girlfriend's 6-month-old daughter but not to kill her. Kasich's decision rejects arguments by attorneys for Steven Smith, who said evidence shows the baby died because Smith was too drunk to realise his sexual assault was killing the child.

New Automatic Target Recognition software will improve privacy, transport minister says
Canadian airports will soon be switching from so-called naked full body scans to computer-generated stick figures, Minister of State for Transport Steven Fletcher announced in Ottawa on Tuesday. The Harper government is deploying Automatic Target Recognition (ATR) software on the existing scanners at major airports across the country, he said. This new software will ensure the continued safety and security of Canadians passengers, while respecting their privacy," Fletcher said in a statement. The software produces a stick man image rather than a three-dimensional outline of a passenger's body, he said. The current scans have come under fire as being too revealing. Earlier this year, the U.S. Transportation Security Administration announced its X-ray scanners will be removed from airports this summer because the company that makes them can't resolve privacy concerns raised about the 3D images. U.S. Congress had ordered that the scanners either produce a more generic image or be removed by June. The manufacturer, Rapiscan, acknowledged it wouldn't be able to meet the deadline. As a result, the U.S. is also applying the ATR software to scanners. The millimetre-wave technology projects low-level radio frequency energy over and around the passenger's body. The radio frequency wave is then reflected back from the body and signals are recovered using sensitive detectors. A stick figure is displayed on a screen, identifying areas of the body where objects may be concealed under clothing. The ATR technology is in line with international standards for security screening, said Fletcher, noting the Netherlands also use the technology. The scanners do not collect personal information from passengers and images are not correlated with the name of the passenger or any other identifying information, he said. Passengers selected for a secondary search can choose between the fullbody scanner or a physical search. There are 52 full body scanners at 18 airports across Canada. Full body screening technology has been in use at Canadian airports for three years.

Canadian Border Guards Increase Vigilance After Boston Blasts


Public Safety Minister Vic Toews confirmed that border guards are being extra vigilant at entry points to Canada after Monday's deadly bombings in Boston. "We want to ensure that if someone would be using our borders to cross into Canada for any inappropriate reason, that those individuals are detected," Toews said Tuesday. The minister says Canadian officials are trying to help American authorities investigate the bombings. "Our security agencies are working very closely with the Americans and I anticipate that I will be in touch with some of the American authorities directly," Toews said. "To this point, I think the focus has to be on their internal investigation and I want to wish them all the best. If there's any help that we can provide them, we will provide them with that help." He wouldn't specify which agencies are helping their American counterparts, but Canada Border Services Agency, CSIS, and the Mounties are all answerable to the minister. Toews said Canadians don't need to worry about terrorism, but should be aware of "people out there who do not share our values, who work to undermine our institutions." Meanwhile, the Canadian consulate in Boston is open, and Foreign Affairs officials say they've sent two extra consular officials to help out. "Our consulate has provided assistance to Canadians seeking to retrieve their luggage and personal belongings from hotels under lockdown," officials said in a statement. They added that by Tuesday evening the Emergency Watch and Response Centre in Ottawa had fielded 500 calls related to the attacks in Boston.

A one-year-old boy who died at a Coquitlam daycare two years ago strangled to death after he was left unattended in a car seat, a Vancouver court heard. Daycare operator Maria McFerran pleaded guilty in September to criminal negligence causing the death of Arto Howley on Jan. 17, 2011. At the sentencing hearing on Tuesday morning in Port Coquitlam Provincial Court, the Crown prosecutor said McFerran was operating an unlicensed child care facility, Rattle-N-Roll. According to the agreed statement of facts read by the prosecutor, McFerran had six other children in her care at time of death, while she was legally only allowed two. She was warned of restrictions as early as 2005. Howley was put in a car seat that had the padding removed. The chair was then put upstairs in a room and the door closed. The child was left unmonitored, the court heard. According to the statement of facts, McFerran found him an hour later, with the strap around his neck, unresponsive. McFerran then lied to first responders, saying the child was sleeping in a crib and got a blanket wrapped around his neck, said the prosecutor. Parent's lives destroyed In their emotional victim impact statements, the child's parents told the court Arto's death destroyed their marriage and their lives. "January 22nd was supposed to be his first birthday party. Instead we were planning his funeral that day," said mother Victoria Howley, who is now two months pregnant. "It is hard to see children today. When I do, all I think about is Arto," she said. "Arto is not replaceable. I will never know how long he suffered." The father, Jeff Howley, said he was unable to work because of the emotional distress. "The moment I heard my son Arto died at daycare part of me died with him. I broke down to severe depression and anger which made me want revenge." Jeff said he moved to Alberta and still visits Victoria, but has been unable to recover from the loss. "Now with a new baby on the way, I can't be happy or excited about that Life sucks for me and I still think about killing myself every day." McFerran will be sentenced on May 27.

Similar light rail systems in other cities have not met ridership projections and have caused financial problems that are large in scale and affected transit all over the region. Committee Chair Tom Gill agrees the citys transit network is in dire need of an upgrade, but hes not sure SkyTrain expansion is the answer. PQ Minister Accuses Trudeau Of Acting Like 'Young Prince'


A minister in the Parti Quebecois government is unflatteringly referring to Justin Trudeau today as "a young prince." Jean-Francois Lisee made the reference as the newly minted Liberal leader was visiting Quebec City. The Parti Quebecois couldn't wait to confront its latest nemesis -- Justin Trudeau, new federal Liberal leader and first-born son of old foe Pierre Elliott Trudeau. But its attack Thursday landed in the wrong spot. As Trudeau made his first visit to meet with Quebec politicians since becoming Liberal leader, the most basic scheduling details drew an insult against him. A provicial cabinet minister delivered a lengthy denunciation at a news conference where he accused Trudeau of behaving like some "young prince" -- because, he alleged, Trudeau had demanded to meet the leaders of all parties at the same time. However, it turns out that information was wrong. People from various quarters, including the Quebec premier's office, disputed the basis for Jean-Francois Lisee's attack. This was after Lisee expressed disbelief that Trudeau expected to meet the leaders of Quebec's three biggest parties at one gathering. "He's not even the leader of the official Opposition in Ottawa -- he's the leader for a future meeting date. Earlier, Lisee had claimed there was indeed a scheduling problem. However, he said Marois wouldn't have accepted to meet anyway, under the conditions supposedly suggested by Trudeau. He also cited the Liberal leader's stated plan to discuss issues raised during his leadership campaign -- such as health care and education. Lisee said that request, alone, spoke volumes. "It's a vision of Canada -- the idea that provinces are vassals," said Lisee, the minister responsible for international relations. "He said he wanted to deal with education and health care. Is he not aware that under the Constitution these are provincial responsibilities?" Trudeau's visit comes as he has become embroiled in a debate over the circumstances under which his father introduced the Constitution in 1982. A new book suggests the event was marred by improper behaviour by the Supreme Court of Canada, and Quebec's political parties are demanding more information on the court's role. The younger Trudeau has shown no interest in reopening the constitutional debate; he has further irritated nationalists by suggesting that Quebec, led in 1982 by PQ founder Rene Levesque, made a "choice" not to endorse the deal.

BC Unions Want RBC To Stop Using Foreign Workers

The BC Federation of Labour has held a rather stern meeting with the Royal Bank of Canada about the scandal surrounding temporary foreign workers, and its now out with a list of demands. They include: stopping the use of temporary foreign workers and halting bank contractors from foreign outsourcing. The federation also wants a way of monitoring the bank to make sure it follows through and for Royal Bank to join in the cause to keep good jobs in this country. BC Federation of Labour President Jim Sinclair warns that unions in this province have more than $4 billion invested with RBC. He says the banks head Gordon Nixon met right away. We didnt go there to threaten the bank, Sinclair insists. We went there to see if they would listen to us about our concerns and we told them bluntly our first choice was to leave our money there, but in order to do that with our members we needed to hear back from him [that] his first choice was to leave the jobs here. Sinclair says unions will meet again with the bank in a few weeks to talk about where to go from here. I think everybody understands the urgency of this. RBC is currently under investigation by the federal government over the scandal. Sinclair points out, though, the bank has been very open to the Federations concerns and ideas.

What You Can Do

Until recently, some medical programs designed to treat infants who are prone to sleep apnea supported the use of tactile stimulation as firstaid treatment when infants stopped breathing. Parents were instructed to shake their babies gently, then vigorously. Recognizing that parents of infants who are prone to sleep apnea are usually very stressed and frequently exhausted, and thus may be at increased risk of committing physical abuse. Parents DO NOT shake babies for apnea or for any other reason. Most instances of shaken baby syndrome occur because a parent or caregiver is frustrated or angry with a child, frequently when the child is crying. When a parent or caregiver shakes a crying baby, the baby may cease to cry because of the injury inflicted by the shaking. The caretaker may then associate such cessation with a gratifying response in that the infant ceases crying, causing the abuser to repeat the behavior. Less frequently, shaken baby syndrome occurs when the parent or caregiver throws a small child into the air vigorously, plays too rough or hits an infant too hard on the back, not realizing the seriousness of this behavior and the harm it can cause. Although the risk of shaken baby syndrome is lower in these situations, the danger still exists.

Anyone who takes care of an infant or small child parents, older siblings, babysitters, child care professionals should be reminded to never shake a child. Local community organizations can help parents improve their parenting and coping skills, and local departments of human services often can provide referral information for further assistance. If your patience is being strained from caring for an infant who cries continually, try these tips for soothing babies: Give the baby a pacifier after checking to make sure that he or she is not hungry or wet. Run a vacuum cleaner within hearing range of the infant. Take the baby for a walk in a stroller or a car ride. Put the baby in a safe carrier on top of a clothes dryer while it is operating (do not leave the baby

unattended). Simply hug and cuddle the child gently. Young infants can be held in a sling or front carrier that keeps the infant close to the body. If these suggestions do not work, and you do not think the baby is ill, place the baby on his or her side in a safe place, such as a crib. Take a short break, and, if possible, call someone to take care of the baby for a while. Information about shaken baby syndrome is not intended to make parents afraid to touch their children. Rather, it is intended to remind parents to take special care when handling children, especially those under 3 years of age. This information also tells parents that children must never be shaken for any reason. As long as a child is smaller than you, it is never safe to shake the baby, and it is better to err on the side of the childs safety than take risks. Specific questions about shaken baby syndrome should be directed to your physician or pediatrician. Check your local hospital for additional information on this subject, as well as information on support groups for parents with infants. Fatalities Due to Child Abuse and Neglect The tragedy of child abuse- and neglect-related fatalities has been brought into our homes with increasing frequency by recent media reports. There was two-month-old Tanner, who died of physical abuse at the hands of his young parents despite efforts by his grandparents to alert and prompt authorities to intervene even before he was born. And there was 14-monthold Demitri, who was tortured and starved by his male babysitter. Equally disturbing was the story of five-yearold Zachary who was fatally beaten after being returned to his father despite the fact that his father had a criminal record of domestic violence and drug abuse. And there was sixyear-old Elisa who died at the hands of her mother. Born addicted to crack cocaine, Elisa suffered a lifetime of her mothers abuse. At times it may seem that these tragedies are happening elsewhere and not in our own neighborhoods. However, child abuse- and neglect-related fatalities are not isolated incidents. Individuals across the country have become increasingly aware that children are dying because of abuse and neglect right in their own communities and at the hands of the people responsible for their care.

If you have asthma, the inside walls of your airways are inflamed (swollen). The inflammation (IN-fla-MAY-shun) makes the airways very sensitive, and they tend to react strongly to things that you are allergic to or find irritating. When the airways react, they get narrower, and less air flows through to your lung tissue. This causes symptoms like wheezing (a whistling sound when you breathe), coughing, chest tightness, and trouble breathing, especially at night and in the early morning. Asthma cannot be cured, but most people with asthma can control it so that they have few and infrequent symptoms and can live active lives. When your asthma symptoms become worse than usual, it is called an asthma episode or attack. During an asthma attack, muscles around the airways tighten up, making the airways narrower so less air flows through. Inflammation increases, and the airways become more swollen and even narrower. Cells in the airways may also make more mucus than usual. This extra mucus also narrows the airways. These changes make it harder to breathe. Asthma attacks are not all the same some are worse than others. In a severe asthma attack, the airways can close so much that not enough oxygen gets to vital organs. This condition is a medical emergency. People can die from severe asthma attacks. So, if you have asthma, you should see your doctor regularly. You will need to learn what things cause your asthma symptoms and how to avoid

them. Your doctor will also prescribe medicines to keep your asthma under control. Taking care of your asthma is an important part of your life. Controlling it means working closely with your doctor to learn what to do, staying away from things that bother your airways, taking medicines as directed by your doctor, and monitoring your asthma so that you can respond quickly to signs of an attack. By controlling your asthma every day, you can prevent serious symptoms and take part in all activities. If your asthma is not well controlled, you are likely to have symptoms that can make you miss school or work and keep you from doing things you enjoy. Asthma control is about more than just treating symptoms. Its about managing your asthma so you have few or no symptoms in the first place. When you have asthma, you always have inflammation or swelling in the airways of your lungs. You may not feel this inflammation, but your lungs do. Uncontrolled inflammation (swelling) makes your airways more sensitive to asthma triggers like pollen, dust, and smoke. Exposure to these triggers can

cause constriction (tightening) of the muscles around your airways, leading to symptoms like shortness of breath, wheezing, tightness of the chest, and coughing. Is your asthma under control? Do you experience asthma symptoms more than twice a week? Do you use asthma rescue medication more than twice a week? Do your asthma symptoms limit your activities? And you shouldnt need to rely on your rescue medicine as much. Its important to remember, though, that because they arent rescue medicines, controller medicines should not be used to treat sudden symptoms. Asthma cannot be cured, but it can be controlled.

The cast of SHOOTOUT AT WADALA is getting bigger by the day. The latest is that Jackie Shroff has joined the massive ensemble cast of the film. He will be seen in a cameo with Anil Kapoor and plays an ex Police Commissioner who was reportedly instrumental in the encounter of Manya Surve (played by John Abraham).

Anil and Jackie were the hit pair of the 80s having rocked in numerous films like 'Ram Lakhan', 'Parinda', 'Lajja' and many others. Baseball is America's sport. But it wasn't always fun and games. Back in the day only whites were allowed to play pro ball. All that changed thanks to a general manager with foresight and a gifted ball player. 42 is the story of really two legends true and through. Visionary Warner Brothers deserves all the credit in the world for bringing this monumental story to the silver screen. Don't be a benchwarmer and sit this one out. Instead, rush out to the Empire Studio 12, Colossus or Cineplex Odeon cinemas around B.C. to see one of the most inspirational tales in year. Oscar caliber performances abound in 42, the story of Jackie Robinson. Cast in these giant kleats is Chadwick Boseman. Decades ago there was a movie on Jackie Robinson that starred the actual ball player. People will identify Boseman as Robinson thanks to his wonderful portrayal. What 42, actually Mr. Robinson's jersey number with the Brooklyn Dodgers, represents is the arrival of an Afro American into the major leagues. Against all odd the wiley manager of the Dodgers, Branch Rickey took on the baseball establishment by signing Robinson to a contract. Look for Harrison Ford (Raiders of the Lost Ark) to earn an Oscar nomination for his outstanding performance as the man who faced down the racism that surrounded this signing. Needless to say Jackie Robinson encountered racial discrimination throughout his life and going to the big city to play ball when only whites were accepted proved to be the ultimate eye-opener. Director/writer Brian Helgeland truly does justice to this one of a kind event that broke the colour barier some 55 years ago. Canada also plays a pivotal part in this story as the Dodgers first had Robinson play for their farm club in Montreal. Prior to that we see the gifted athelete play in his home state before crossing the U.S. for the big city and tough times of New York. Along the way there are plenty of racially charged moments especially with rivalries in Philadelphie and Cincinatti. Focus on baseball and Robinson and the fans will win as the on diamond shots are brilliantly recreated. In the 1800s, the arrival of whalers, British missionaries, and French military expeditions forever changed the way of life on Tahiti and created a French-British rivalry for control of the islands. The Pomare Dynasty ruled Tahiti until 1847 when Queen Pomare finally accepted French protection of the islands of Tahiti and Moorea. In 1880, following the queens death, King Pomare V was persuaded to cede Tahiti and most of its dependencies to France. In 1957, all the islands of Tahiti were reconstituted as the overseas French territory called French Polynesia. Since 1984, a statue of autonomy was implemented and, in 1998, French Polynesia became an overseas country with greater selfgoverning powers through their own Assembly and President. With these powers, the country is now negotiating international agreements with foreign states in matters of commerce and investment. The Buick Enclave is a pretty crossover vehicle that helped Buick usher in a new generation of vehicles and a new sense of style, back when it was new in the 2008 model year. Today, after five years on sale, it's still a strong seller, and it's grown more accomplished for 2013 with the addition of new features and with a more refined interior. More than halfway through its life cycle, GM's put some fresh touches on the Enclave, including an upgraded interior, some minor drivetrain and suspension improvements, and new infotainment and connectivity hardware, all in the quest to keep sales growing. We'd judge the changes a success, mostly because they don't tamper with the Enclave's goodness. That starts with the cleanly styled, curvy Coke-bottle exterior, which still looks contemporary, and now wears LED lighting and a new grille. In conjunction with the NHL, NHLPA and TD Garden, the Boston Bruins announced a donation of $250,000 on Wednesday to help families of those affected by Monday's bombings at the 2013 Boston Marathon. According to an official statement released by the team, the money will go toward The One Fund Boston, which was recently established in light of the tragedy. Bruins owner Jeremy Jacobs will be donating $100,000 on behalf of the team and players, with the TD Garden, NHL and NHLPA rounding out the total with $50,000 each. Jacobs announced the donation along with an official statement on the tragedy, via the team's official website: Our family has been touched by the heroic moments of so many individuals and the strength and resiliency of this community to stand together in solidarity in support of those who were injured and those who lost their lives in this unimaginable tragedy. Veteran MMA referee Josh Rosenthal awaits sentencing after pleading guilty to conspiracy to manufacture and distribute marijuana and possession with intent to distribute. One year ago, federal agents raided an Oakland, Calif., warehouse owned by Rosenthal and an associate that contained 1,356 marijuana plants, according to a copy of the agreement, which MMAjunkie.com (www. mmajunkie.com) obtained from the U.S. District Attorney's office in Oakland. The drug's street value was estimated at more than $6 million. Rosenthal is due in U.S. District Court on May 17. The government is recommending 37 months in jail, fines and five years of probation, during which he would be subject to random searches, according to the agreement. Without a deal, he faced 10 years to life in prison, a $10 million fine and a minimum of five years' probation. However, the court ultimately will decide Rosenthal's sentence. Rosenthal, who agreed to a plea deal in January, did not respond to request for comment. His lawyer of record, Ted W. Cassman, was unavailable for comment. A jiu-jitsu practitioner and martial

allegations of wrongdoing in soccer including the bidding process for the 2018 World Cup in Russia is one of 18 people on a list of Americans barred from entering Russia over what Moscow says are human rights abuses. Michael Garcia, a former U.S. federal prosecutor who now works for soccers world governing body, FIFA, is on the blacklist published by Russias Foreign Ministry after Washington named 18 Russians barred from entering the United States for alleged rights abuses. It was not immediately clear whether his blacklisting could affect Russias hosting of the soccer World Cup in 2018. As a U.S. attorney, Garcia was involved in the successful effort to arrest and try Viktor Bout, a Russian who was long wanted by U.S. authorities on suspicion of arms trafficking. Bout is serving a 25-year jail term in the United States. Garcia, whose past responsibilities have also included enforcing arms regulations and money laundering statutes, was elected last July to investigate allegations of corruption as head of the investigative chamber of FIFAs ethics committee. He did not immediately respond to

The NHL is going to add five more outdoor games to its 2014 schedule, according to multiple media reports on Tuesday. The Winter Classic between the Toronto Maple Leafs and Detroit Red Wings at Ann Arbor's Michigan Stadium had already been announced for Jan. 1 2014.
