Each teacher has an Emergency Backpack for the classroom (if not, report this to the safety committee). Each teacher is responsible for bringing their backpack out to the evacuation area in case of emergency along with the rolling bucket filled with emergency contents. In the classroom, the backpack is placed in a clearly visible location that it is easily located in case a substitute teacher is present. The following items are included in all backpacks: Updated class list Student Accounting Form Earthquake Procedures/Responsibilities Pencil or pen Emergency Operations map Working flashlight First Aid Kit (inc. plastic gloves, band aids, cotton balls, soap) Batteries Foil blankets Masking tape/painters paint Other????? Emergency Procedures Fire 1. Sound fire alarm (If fire alarm is not working, sound alarm through continuous "beep" in bullhorn siren and/or through prearranged verbal or visual signal). 2. Evacuate buildings according to site emergency plans. 3. Notify fire department. Call 911 4. Locate fire or vicinity of fire. 5. Take AM Radio communication 6. Remove portable communications equipment from building. 7. If necessary, protect school's vital records; remove from building if possible. 8. Consult with fire department personnel before directing students and staff to return to building. 9. Give "all clear" signal (one long bell) if there is no fire or all is clear. 10. Reset alarm system within reasonable length of time. 11. Tub stays in, close door behind you.

Fire Drill Procedures The fire alarm signal will sound. When the alarm sounds, classes are to proceed outside to the designated area on the east side of the playground with their classroom teacher (see map on emergency plan). In the event of a fire alarm during recess or lunch, all students are to follow the directions of the staff on duty. Tell students where to go. Teachers will then accompany their students out to the Emergency Assembly Area where they will follow attendance/reporting protocol. The all clear signal will be an All Clear announcement by the principal or designee over the bullhorn, after which all classes return to their classrooms. "Except where the governing board of the school district has arranged for the conducting of fire drills at least once each month by a fire department, the principal of each school shall hold at least once each month a fire drill in which all pupils, teachers, and other employees shall be required to leave the building. A record shall be kept in the principal's office of the date and hour of each fire drill." (Title 5, Article 3, Section 17. For additional reference, see Education Code 31301). Earthquake 1. Indoors - When the earth begins to shake, DROP, COVER, AND HOLD. 2. Drop to knees with back to windows. Get under a desk or other sturdy object and grasp the object with both hands holding tight. Keep eyes shut. Listen for instructions. 3. Outdoors - Drop and Hold. When possible, move to open area away from buildings, tree, and over-head wires. Stay in the clear. Listen for instructions from P.A. or bullhorn. 4. After The Shaking Stops - Walk to Emergency Assembly Areas. Remain quiet 5. If the building(s) have suffered obvious physical damage, do not return children to class. Only authorized personnel will indicate when it is clear to return if there is significant damage to the to the building. If necessary put Emergency Organization Plan into action. 6. Tub goes out and door stays open.

Earthquake Drill Procedures You will hear a voice over the intercom system announcing an earthquake drill along with simulated Earthquake noise if possible. If it is a true earthquake you will feel the ground moving. Students should use the DROP, COVER, and HOLD technique, which is getting under a desk, table, etc. and holding on with eyes closed.

Disturbance-General Public 1. Notify Principal (Principal notifies superintendent, Director or CWA- designees). 2. If conduct of an adult who is not an employee of the district but whose conduct on school premises or adjacent territory interferes with the orderly processes of the

school, warn the adult, in the presence of an adult witness, that he/she is subject to arrest. 3. If, after a reasonable time (2-3 minutes), the adult has not complied with the request to desist, call the sheriffs department, (562) 623-3500. Staff should recognize that the law enforcement agency would be in charge when it responds to the call for assistance. Power Blackout 1. Determine probable cause of the blackout, particularly to identify if the problem is restricted to the site or is of an area-wide nature. 2. Turn off all electrical utilities and switches, but do not turn off the main switch. 3. Notify and provide situation and status report to level director. A designated school representative may accomplish this by telephone or through in-person notification. If conditions warrant, director shall request that portable emergency lighting be provided to the site. Director shall notify the switchboard, office of the superintendent and public information office. 4. If classrooms are too dark after opening doors and curtains, move students into preestablished areas and continue classroom activities if possible. Keep students calm. Instruct all staff to remain with their assigned classes. 5. In the event of a general power blackout it is likely that traffic signals will not be working. Therefore, children are not to be released without the prior approval of the superintendent or designee. In the event that the site is unable to be occupied, steps should be taken to disperse the students to another school or appropriate facility following emergency release procedures.

Bomb Threat 1. 2. 3. 4. 5. 6. 7. 8. 9. Ask the question of the informant...WHERE AND AT WHAT TIME? Obtain as much information as possible. Notify the administrator in charge Clear buildings when specific information is received. Determine best area for assembly of students. Administrator notifies the sheriff's office. Notify the level director of action taken. (Level director notifies superintendent, and switchboard). Principal or administrator in charge makes decision for action in conference with law enforcement. Use dispersal procedure, if necessary. Follow site level emergency organization plan, if necessary.

Severe Weather Weather Related Emergency - When a prolonged rain, severe heat, flooding or other weather-related emergency creates conditions which appear to be serious enough to close the school, follow dispersal procedures as described in emergency release procedures.

Heat - If the temperature rises above a comfortable level in the site, and it is determined by the site administrator that adequate circulation is unavailable, move students into outside shaded areas, or other designated area and curtail all strenuous activities. Tornado or Severe Thunderstorm Tornados may accompany severe thunderstorms. Look for heavy black, boiling clouds, heavy thunder and lightning, heavy rains and/or hail, and strong winds. If tornado conditions appear, monitor the battery-operated radio for information on tornado warnings or sightings. If a tornado warning is received or if a tornado touches down south, southwest or west of the site within 15 miles of the school: 1. Drop Cover, and Hold under heavy furniture, blankets, towels, or other protective covering in the center part of the building, preferably near inside walls. 2. Initiate LOCKDOWN procedures. 3. Stay away from outside walls, windows and large rooms such as the gym, cafeteria, and auditorium. 4. Open doors and windows away from the path of the tornado slightly to reduce damage. 5. All personnel in portable buildings shall evacuate to the site's main building(s). If a roaring wind sound is heard, move to center of room or building, away from windows, and duck and cover as indicated above.

Smog Alerts A staff member from the district office in the event of predicted or actual smog alert will notify the schools. First Stage Alert 1. Stop all strenuous outside activities for students. (Any activity that results in breathing by mouth rather than by nose, including calisthenics, running, and other outdoor sports). Strenuous inside activities in a large gym may be allowed for high school students, if gym doors and windows are closed, and if there is, in the judgment of the administrator in charge, enough oxygen to sustain both the heightened respiratory level of the competitors and the spectators inside the gym. Second Stage Alert 1. Stop all strenuous outdoor and indoor activities for students. 2. Keep students inside building. 3. Cancel or postpone athletic contests if alert is called at least one hour before start of the activity. If an event is in progress, the principal or designee should temporarily halt the event until the episode has ended. School site administrators may call the Air Quality Management District Office directly for smog alert updates at (800) 242-4666.

Emergency Evacuation Procedures 1. 2. 3. 4. 5. 6. 7. All pupils will stop work immediately and prepare to evacuate their room. All school personnel and visitors must leave the buildings regardless of their activities. Students should conduct themselves in a quiet and orderly manner at all times. There will be no running or pushing. Each teacher is to take his/her emergency backpack and barrel. After students report to their classroom location, each teacher is to take roll. Teachers must remain with their classes during the emergency, unless assigned to a previous duty. 8. When all students are accounted for, the teacher should instruct the class to be seated on the grass until an administrator or administrative designee gives the all clear signal. 9. Fire, doors closed, earthquake door open.

Emergency Supplies Melbourne staff and students continue to review and practice emergency drills on monthly basis. Our school PTA has provided emergency food buckets in case of emergencies. These buckets provide rations of food for ___ students for a period of ___days. Teachers will search backpacks and any missing equipment or supplies will be reported to office administrators. Dispersal or Evacuation of School Site Dispersal of students should be considered only when occupation of the school site becomes unsafe for pupils and staff. Since pupils are safer on the school premises under the supervision of school staff in almost all emergency occurrences, every alternative to partial or total dispersal should be considered. If, after a consultation with the elementary school director, dispersal is deemed absolutely necessary, it should be carried out according to the carefully developed plans as outlined below. 1. 2. 3. 4. 5. Secure approval to leave site from superintendent. Notify switchboard. Switch bells to manual control. Notify Lakewood and Hawaiian Gardens sheriff of plans. Implement dispersal plan, which may be one or a combination of the following: (a) Movement of pupils to another part of the facility. (b) Transporting pupils to Fedde Middle school or other facility. (c) Dispersing pupils to their homes via reunion gate. 6. Instruct staff to supervise pupils who are not released and to release these pupils only to parents or other authorized adults using emergency release procedures. 7. Post signs at site to inform parents of dispersal location.

Emergency Release Procedures (for parents) We have established guidelines that every adult will be expected to adhere to in the event that an emergency situation was to occur during school hours. Emergency situations would include any of the following, lockdown, earthquake, evacuation, etc. While we hope that none of these situations would ever occur during a school day, if necessary, we must ALL be ready to respond. The safety of your child(ren) is directly dependant upon your cooperation. School Expectation of Parent/Guardian/Responsible Adults: 1. Maintain current phone numbers on students emergency card. Telephone numbers should include the following: home, work, cell phone numbers, pagers and any adults who are available during the day. 2. List all adults who have permission to pick-up your child(ren). 3. Remain calm and keep school phone lines clear. 4. When you arrive at school, your cooperation is needed. Follow the instructions of the adults in charge. 5. Remain orderly and respectful of all individuals. 6. Be prepared to show a picture I.D. Schools Procedure for releasing students in an emergency: Parent/Guardian/Responsible Adults will: 1. Form a straight line from the Reunion-Gate entrance, facing south. Pending situation, the north gate on ____________ Ave. will be used as the Reunion -Gate. Note: To maintain order, parents will not be allowed to enter the schools gates. 2. Complete a Release Slip, which includes students/teachers name and room number and siblings at the school. 3. Show a picture I.D. 4. A runner will bring the children to the gate to be reunited with parents. (walkie talkie) ** Note: Reunion Gate location may change depending on the situation.

LOCKDOWN PROCEDURES
This procedure is a safety measure and is designed to protect students (keep them in classrooms) while a danger exists in the neighborhood (Phase 1) or when an intruder is on campus (Phase 2). The same procedure will be followed when any crisis occurs on campus, which could possibly put students in danger or in a state of panic (riot, large scale fight, etc.)

Phase 1: Lockdown of the Perimeter/Classrooms-Danger in the Neighborhood In the event a lock down of classrooms is necessary, the following steps will be taken: If you witness an intruder, call 911 and the office. 1. Administrator/available staff in charge will make an announcement: May I have your attention please This is a lock down. I repeat, The campus is in a lockdown. Teachers and Students 2. Direct all students outside your classroom to get into the classroom and lock all doors. If there is a student who is not yours that you directed to get into the classroom, you will inform the office when your room is contacted. P.E. teachers will take students into the nearest classroom. 3. Take roll to account for all students and inform the office of anyone missing when your room is contacted. 4. The office will immediately dial 911 to inform law enforcement that the school is in a lockdown situation with an intruder on campus. 5. Do not call the office unless it is an emergency. (Emergency examples: student is injured, or you have information about the intruder.) 6. Make sure your Groupwise email is available . The office will communicate with you through email, the PA system and by phone. 7. The office will phone all classrooms alphabetically by teacher. When you are called, indicate your status as: All clear or inform the office of students who are unaccounted for. 8. All counselors or additional support staff will contact the office if you have not received a call from the office within a reasonable amount of time to account for yourself and/or any other students you may have with you. Custodians and Staff 9. Close down the perimeter of the campus. 10. Use radios and telephones to alert administrators, custodians, and office staff to meet in the main office. 10. Administrator in charge will direct staff to assigned areas first and redirect if necessary to supervise additional areas, such as parking lots. 11. Activate communications with police and superintendents office.

12. Use available staff to assist where needed. Typical needs are to assist securing perimeters, to serve as runners to classrooms, or to supervise students on inner campus (perhaps large groups in the cafeteria, or library). 13. Custodian will check that auditorium and bathrooms are locked. 14. Office staff will lock front, back, and side door to the office. 15. Teachers who need to make an emergency contact for assistance and/or information may call the office so radio contact can be made, if necessary. Please limit phone calls to emergencies. 16. Para educators will remain in classrooms. PHASE 2: Threat on School Grounds- Intruder on Campus 1. Follow Phase 1 procedure. 2. Notify by P.A. system. Administrator/available staff in charge will make an announcement: May I have your attention please This is a lock down. DANGER IS PRESENT, repeat, The campus is in a lockdown. DANGER IS PRESENT 3. Teachers and students will remain in classrooms. Lock doors. 4. If there is a shooter: TAKE IMMEDIATE COVER! Get into the nearest room, out of sight of the intruder. Lock doors. Turn off the lights. Close the blinds, if possible. Stay away from the windows. Make every attempt to camouflage your students and yourself. Hide below the windows and under desks. Ignore the Fire Alarm! Keep STILL! Stay SILENT and LISTEN. Listen for instructions or rescuers. Account for all people and injuries in your room. Report information to your control center. Stay in place until rescued. DO NOT open the doors to anyone! You may endanger the lives of the students with you in class.

Open areas Immediate Actions: Drop to the ground and out of the line of fire. Go to nearest cover, keep STILL! At first safe opportunity, GET OUT of open area. 5. No one is dismissed from class until an all clear is given in each classroom. Ignore the bells!! After the Crisis (Phase 1 or 2) Once the campus is safe, an announcement will be made. If the P.A. system is inoperative, teachers will be notified in person.

The administrative staff will determine if outside assistance is required and communicate with the appropriate agency and Superintendent or Assistant Superintendent. If psychological assistance is needed to provide counseling for any resulting trauma of students and/or staff, contact the Assistant Superintendent of Academic Services. Note: Anytime a school needs outside assistance to control a campus conflict, (Phase 1 or 2), the District office shall be notified as soon as possible.
