The Rural Municipality of Laird #404 is seeking competitive proposals for a professional building inspector to service the municipality.
1. INTRODUCTION
The R.M. of Laird #404 Building Official Committee comprised of the administrator, reeve and council member will review proposals for the services of a professional building inspector on Thursday, October 20th, 2011 2. BACKGROUND
The Rural Municipality of Laird #404 is a diverse and beautiful place to live, grow, and play. It is comfortably located 15 minutes north of the City of Saskatoon, 10 minutes west of Rosthern, a half hour south of Blaine Lake, and boarders along the shore of the North Saskatchewan River. Its this location that drew settlers from Europe in the 1800s as the railway building era began making the area into a staging and supply centre. The Town of Waldheim, Village of Laird, and the Village of Hepburn are all historic western urban municipalities which sit in the heart of the R. M. of Laird #404. In recent years, this municipality has experienced growth pressure in such a manner that subdivision and building has become very popular. As a result building permits in the past 5 years have increased from 9 permits to 27 permits annually. The majority of these permits have been residential in nature, including new construction, additions, basement developments, and decks. In 2011, there have been 22 building permits issued to date. The areas to be noted are the new developments that have been subdivided within the R.M. of Laird #404: Sarilia Country Estates and Silver Willows. Sarilia Country Estates borders the R.M. of Corman Park and is 3 km north of the urban municipality of Langham. Sarilia currently has approximately 140 property lots yet to be developed. Sarilia estimates 10 new building starts for 2012. Their past estimates have been accurate. These properties are located along the North Saskatchewan Riverbank and require the Slope Stability Study PMEL File No. S04-5143 to be followed. Silver Willows borders Highway 12 and is approximately 12 miles from the community of Hepburn. This development has the potential for a total of 16 property lots that will be available for construction in the future. This development requires knowledge of the hydrogeological investigation of the PMEL File No. S10-7285. Please see the Silver Willows map below.

BUDGET
Terms and timelines for payment will be negotiated in the contract for services, but based on receipt of written invoices from the Building Official for services completed. 5. PROPOSAL REPSONSE GUILDELINES
To ensure a proposal is considered for evaluation it should include all the information requested and be presented in the order described below: 5.1 Cover Letter A cover letter, dated and signed by a person authorized to negotiate, make commitments, and provide any clarifications with respect to the proposal on behalf of the bidding official or firm. Provide a statement indicating your companys understanding of the proposed project and the deliverables required. Provide an indication of any proposed deviations or exceptions to the terms and conditions outlined in this RFP document. The main features and benefits of the proposed work should also be identified.
5.3 Innovation Provide details of any possible innovative ideas, suggestions, improvements, recommendations, or opportunities for improvement that would enhance the plan review process or required outcomes indicated within this RFP. 5.4 Costs and Charges Provide an all inclusive cost quotation in Canadian funds for a contract. Identify the expected costs and their allocation, ie. Approximate breakdown of the costs for each deliverable plan reviews, inspections, travel, professional wages/fees, and any sub-contracted services.

SUBMISSION
As a potential supplier of these professional services, you are invited to submit a proposal to provide professional building official services in accordance with the terms, conditions, detailed in this document. One (1) Microsoft Word version of your proposal emailed or mailed to the address below: R.M. of Laird #404 Box 160 Waldheim, Saskatchewan S0K 4R0 Closing date and time: October 19, 2011 at 4:00 p.m. Saskatchewan Time. rmlaird@sasktel.net The time for closing of proposals will be determined by the time shown on the time and date clock located at the R.M. of Laird office. Proposals received after the closing time may not be considered.
Inquiries, interpretations, and questions regarding this RFP are to be directed to Sandra Galambos, in writing, emailed to rmlaird@sasktel.net. Please do not contact other members of the R.M. of Laird #404 prior to consideration of your bid. Written email questions may be received up to October 19, 2011. Verbal questions may be asked at any time during regular business hours at the R.M. of Laird #404 office, but verbal responses are not binding on either party.

RFP PROCESS
Upon closing, the R.M. of Laird #404 will review all proposals for completeness. Only completed proposals will be brought forward for further consideration. Eligible proposals will be evaluated based on the response guidelines in section 4 and financial competitiveness.
9.
PERIOD OF AGREEMENT
The term of any contractual agreement will be from the date of award and is indefinite or upon written notice by either party, 90 days upon receipt of the notice.

Selection will be based on the building officials qualifications and knowledge; related work experience and depth of experience; overall strength of proposal; and proposed remuneration.
Building Officials and their sub-contractors may be required to participate in an interview prior to awarding the contract. The R.M. of Laird #404 reserves the right to reject any or all proposals and to accept the proposal deemed most favourable to the interest to the ratepayers of the R.M. of Laird. 11. CONTRACT NEGOTIATION
R.M. of Laird #404 will negotiate a contractual agreement with the preferred building official. If the R.M. of Laird #404 is unable to negotiate an acceptable contractual agreement with the preferred building official, then the second preferred building official may be selected and a contractual agreement developed. The R.M. of Laird #404 at any time and without liability may or withdraw from negotiations with any potential building official.

12.1
The R.M. of Laird #404 will not be responsible for any costs incurred in preparing and submitting proposals and/or attending interviews. The R.M. of Laird #404 accepts no liability of any kind to a building official prior to the signing of a contract.
12.2
Building Officials may amend or withdraw their proposals prior to the closing date and time specified in the RFP by way of written or faxed notice to the stated to the R.M. of Laird #404 stated on this RFP. After the closing date and time, proposals may not be withdrawn.
12.3
Proposals submitted shall be final and may not be altered by subsequent offerings, discussions, or commitments unless the building official is requested to do so by the R.M. of Laird #404.
12.4
The building official must identify any information in its proposal that it considers to be confidential or proprietary.
12.6
There R.M. of Laird #404 reserves the right to accept or reject, in whole or in part, any or all proposals.
12.7
The R.M. of Laird #404 reserves the right to cancel and/or re-issue this RFP at any time for any reason without penalty.
12.8
Prices quoted are to be held firm for a minimum of 120 days following the RFP closing date, and shall remain in effect through the duration of an agreement.
12.9
The successful building official agrees to obtain and maintain all professional certifications and licences necessary to lawfully provide the services required under this request for proposal.
