i FEDERAL SEED CERTIFICATION AND REGISTRATION DEPARTMENT PREFACE Annual Progress Reports reflects all the activities and achievements of the department. A team in the form of Data Management Cell (DMC) was constituted in the beginning of the year, 2009 to collect the data from all field station, regarding various activities of department, and then to compile, analyze the data and describe the results to device comprehensive policies and plans to achieve the next five years targets and bench marks. Annual Progress Report for the year 2008-09 is in your hand and this comprehensive report has been prepared after long term efforts and endeavors of the staff of the data cell (DMC). There are two parts of the report. In Part I A Brief Profile of FSC&RD and Consolidated Data and Statistics of various Field Crop Inspection is given while Part II comprises of Seed sampling/Testing and Seed Procurement availability & Distribution etc. The activities of both public and private sectors have been highlighted and quantified. The overall progress of the department can also be estimated from the data given herewith. This document will be helpful for stakeholders in development and planning their business targets. Seed Amendment Bill is in National Assembly for approval which will bound all seed sector players for proper documentation of their activities and submission of data to concerned quarters. This report will be very useful information for all stakeholders to assess the seed activities. I also desire that a more comprehensive report will be prepared for the next fiscal year 200910 with excellent motivations and planning.

The seed industry was launched in 1973, with the assistance of Food & Agriculture Organization (FAO) and International Bank for Reconstruction & Development (IBRD) and later on legal coverage was provided with the promulgation of Seed Act, 1976. The Seed Act, 1976 is the source of rules and regulations concerned with variety registration, release, seed certification, quality control, marketing import and export of seed etc. This legislation has provided primarily, the very foundation of seed industry and requisite infrastructure like National Seed Council, Provincial Seed Councils, National Seed Registration Department and Federal Seed Certification Department. Both the National Seed Registration and Federal Seed Certification Departments were basically designed for prominent accommodation of public seed sector. Realizing the prevailing global scenario and free market economy, Government of Pakistan has adopted a liberal policy and declared seed business as an Industry during 1994. Consequently private sector was inducted and has started functioning to substantiate the efforts of public seed sector. 2. Institutional Provisions and Salient Features of Seed Act, 1976
Seed Act provides mechanism for controlling and regulating the quality of seeds of various crop varieties. Its salient features include: i) ii) National Seed Council with well defined functions including seed policy, regulations, import, seed movement, seed standards and investment issues. Federal Seed Certification & Registration Agency along with seed registration, certification and regulatory function for quality control.
Provincial seed councils functioning under the delegated powers of the Federal Government i.e. advice on seed standards, recommend changes in seed laws development of seed production farms etc. 3. National Seed Council (NSC)
National Seed Council is the supreme body concerns with all pursuits of seed both in public and private sectors. The Federal Minister for Food, Agriculture and Livestock is Chairman of the Council. It is represented by provincial secretaries, MDs of public sector seed and representatives of private seed sector.

Seed industry of Pakistan comprises of both public and private sector. The FSC&RD provides certification services to the following public and private sector seed agencies: Public Sector 1. 2. Punjab Seed Corporation (PSC), Lahore. Sindh Seed Corporation (SSC), Hyderabad stopped function (production of pre-basic/ basic seed has been initiated by Foundation Seed Cell, under DG, Agri. Res. Inst., Tandojam. Agricultural Development Authority (ADA), Peshawar, NWFP. Ceased to function and seed production has been taken over by PODP (joint venture) Agri. Ext, Agri. Research. Currently 587 private seed companies have been registered for taking up seed production and distribution in the country. Province wise distribution is given in Table List of Number of Registered seed companies in Pakistan, 2008-2009

ACTIVITIES OF FSC&RD
Registration of crop varieties both from public and private seed sectors is statutory requirement for the production of certified seed, which department undertakes under the Seed Act, 1976. The department also controls and regulates the quality of seed both in the market, at the port of entry and also at the time of export. To extend certification cover to the all varieties of field and vegetable crops, the department performs the following functions: a) b) c) d) 7. Registration of new crop varieties. Certification of seed crops and testing of seed lots. Enforcement of Seed Act, 1976 and Seed (Truth-in-Labeling) Rules, 1991. Arranging training courses on seed certification for quality seed production. CROP VARIETY EVALUATION AND REGISTRATION
The department evaluated and registered 409 varieties of various field and vegetable crops based on criteria of Value for Cultivation and Use (VCU) or Agronomic Value and Distinctness, Uniformity and Stability (DUS) trials at least for two years. The department controls the quality of seed being offered for sale in the local market and seed consignment meant for import and export. A total of 27 Seed Inspectors have been appointed to enforce seed laws in major market areas of the country. Legal action against un-scrupulous seed dealers are given in Table- . Under the Seed (Truth-in-Labeling) Rules, 1991, 29,551 M.T. of various crop seeds imported at Karachi and Lahore from overseas, were tested for physical purity and germination during the year 2008-09. It is the responsibility of seed dealer/trader to comply with the prescribed seed standards under Seed (Truth-in-Labeling) Rules, 1991. The department only monitors quality of seed in the market. The rules envisaged labeling of all packets/containers the quality of seed, specifying the following information: Lot No. Variety Germination percentage Weed seed percentage Month/year of production Crop/species Pure seed percentage Other crop seed percentage Inert matter Date of expiry
The department faces a lot of constraints due to lack of manpower for seed enforcement, lack of capacity for mobility and transport of poor quality and unlabeled seed at the place of Seed Act violation to safe storage. Department also faces difficulties due to follow up of Court cases as notified Inspector has to attend court cases in far flung areas. 9. Auction of confiscated seed stock
Auction of confiscated seed stock was previously handled by the Disposal Wing of Ministry of Industry, which used to cause delays for years and quality of seed so confiscated suffered due to deterioration of its quality, hence lost value and weight in poor storage conditions. The said Wing has stopped functioning since 01-07-2002. Now department has been entrusted the responsibility and a team has been constituted and has started auctioning process to vacate our office premises being filled with stock at Multan, Khanewal, R.Y.Khan and Sahiwal etc. Auction details are as follows:

Seed Certification System covers activities like 1. 2. 3. 4. 5. 6. Registration of crop varieties, establishment of Variety Data Bank. Crops field inspection of notified varieties for verification of Field Standards. Seed Sampling and Seed Testing to verify Seed Standards. Issuing of Tags/ Labels to certified seed lots. Enforcement of Seed Regulations for quality control in the market. Training in Seed Science & Technology for public and private sector.
Seed certification is compulsory for notified varieties. The genetic purity of the notified varieties of the seed crop is ascertained through crop inspection and the physical purity of the seed lot is checked through seed analysis in the laboratories. In Pakistan, all most, the same seed generation system is practiced as by International Seed Testing Association (ISTA) and Organization for European Community Development (OECD) member countries. The availability and distribution of certified seed of various crops is given in following table.

The project Establishment of National Variety Data Bank was started by the Federal Seed Certification & Registration Department from 1st July, 2003 for proper documentation of DUS data and preparation of specific inventories of all varieties of commercial crops and fruits for distribution to the quality control administration, seed producers and growers for maintenance of quality and purity of seed at various stages of multiplication, and to the plant breeders to help strengthened their breeding programs. Essential infrastructure regarding installation of computers, internet and local area connection has been set up. The department has launched a website: www.pakistanseeds.gov.pk. for an easy access to the concerned organizations. The documentation of genetic, morphological and agronomic data of the crop varieties has been started and their inventories are being prepared. The parentage and pedigree, insect/pest and disease reaction of these varieties are also being documented. 1. A book entitled Cotton Varieties of Pakistan containing information on morphological yield and quality characteristics, breeding institute, year of release name of breeders, parentage and pedigree, insect/pest and disease reaction of 93 cotton varieties, has been published. A book entitled National Directory of Seed Companies containing information on 556 national and 118 international seed companies, 8 national, 45 regional and 13 international seed association, 16 international research centers and 426 released crop varieties, has been published. A book entitled Pulses Varieties of Pakistan containing information on morphological yield and quality characteristics, breeding institutes, year of release name of breeders, parentage and pedigree, insect/pest and disease reaction of 53 chickpea, lentil and mungbean varieties, is ready for publication. Out of 450 approved/released crop varieties, information of 350 crop varieties have been documented. Varietal descriptors of 55 agricultural and horticultural crops with illustrations have been prepared/updated for characterization of crop varieties.

Project established National Variety Data Bank in which all the relevant data about commercially released crop varieties of the country, their parentage/pedigree, physiomorphic and agronomic traits, distinctness of new varieties than the commercially cultivated varieties, reaction to diseases, insect/pests and yield potential, name of breeders and originating institute of crop variety and year of release etc. were documented. Project was completed within three years during 2003-06, with the total cost of Rs. 6.749 million. Under the project Establishment of Seed Testing Laboratories and Rehabilitation of Existing Laboratories for Strengthening of FSC&RD 17 new seed testing laboratories have been established. Project was completed with in four years during 2005-09 with the total cost of Rs. 81.284 million. 13. FIELD CROP INSPECTION
Seed certification plays a pivotal role in the production of good quality seed. The technical staff visited field crops of the registered / contract growers to assess the genetic purity. Seed growers were advised to rouging of offtypes and other unwanted material to make the standing crops genetically and physically pure. During the year 2008--09 a total of 606776.33 acres grown from the known categories of seed were inspected at the registered growers farms. Out of the total inspected acreage, 509512.90 acres were certified with and estimated yield 712744.49 M.T. Rest of the acreage i.e. 97263.43 acres was not found up to the mark due to more number of offtypes, other crops, diseases and weed plants etc. Field Crop inspection summary for the year 2008-09

Public and private seed agencies offered 368746.24 M.T. of seed of various crops. After performing different quality tests in the laboratories 318652.94 M.T. of crops like wheat, cotton, paddy, maize, pulses, oilseed, fodders, vegetables and potato etc. was certified for procurement and further distribution to the farming community. Rest of the quantity i.e. 39600.27 M.T. could not be approved due to offtypes, other crops, weeds and diseases etc. Procured seed lots were also tested for routine / re-test to assess their quality. Quality of the seed was also monitored before sale and procurement agencies were advised to segregate the seed lots found below standard well in time.
