Metro bus scheme in Peshawar

Indicate name and location of the project; Ans: metro bus scheme is the name of our project.the location of our project is hajji camp, G.T road Peshawar khyber pakhtoon khawa.its cover various places of the city like sadder, city,hayatabad and university town. B. Organizational Background In Peshawar PDA is people-friendly principal planning and development authority of the Peshawar Metropolis, they are aiming at providing and continuously improving metropolis-vide development works, providing facilities and services of acceptable standards to all without let or favor. PDA attempts to turn Peshawar into an "attainable city" with combined support of people, private sector and different level of the Government, where overwhelming majority enjoys convenient, healthful and satisfied living. Peshawar Development Authority is responsible for the planning, designing and implementation of various urban development projects in accordance with the function of Authority. Various directorates established for the purpose accomplish the assignment. From the inception of housing projects, planning and managing Water resources, designing Sanitation network, beautification of city area and planning of basic infrastructure of the city includes in objectives of PDA. PDA prepares and sanctions the town planning schemes, development plans, deals with urban transport, water supply, sanitation, development of new towns, roads, Infrastructure, parks and horticulture through execution of annual development projects to meet the civic requirements with highest life standards

Sarhad development authority is responsible for planning, promoting, organizing and implementing programmers for the establishment of industries and commercial ventures. This organization is responsible for tendering advice on the technical, operational and commercial feasibility of any programmed or scheme specified by government. The PDA has prior history in construction of flyover, street lighting, car parking, construction of sewerage system, construction of boundary wall in hayatabad police station, construction of ring road, construction of flush system.

Project Description
1. Goal & Objectives:
our project realizes the importance of providing safe, efficient, comfortable, and affordable Transport to the public and has therefore initiated construction of MetroBus Corridor from hajji camp G.T road to Hajji camp hayatabad along with university road ,Khyber road and sadder road. The MBS-PMU/PMA seeks to induct approximately 45Articulated 18m AC Diesel buses . The prospective investors/operator will procure, operate, and maintain buses for 8 years. Key locations throughout the city are targeted to maximize ridership from all surrounding areas. Roughly 20 stations have been planned to be built throughout the entire route . The GoPb is executing steps to engage an operator for provisioning of Automated Fare Collection and Bus Scheduling System (AFC-BSS) system, which will serve as a Management Information system. The AFC-BSS will be coupled with necessary hardware and software to authenticate entry/exit of passengers into bus stations, and to monitor adherence to bus schedules. The system will provide variety of fare media including throwaway cards, reusable RFID tokens, and smart cards. Smart cards may be recharged to a stated, agreed upon max limit,for travel onto MBS stations.The Driver Console Unit installed on buses shall be used to track buses accurately and reliably.The back-end system shall be able to produce MIS reports and bus-schedule adherence report and kilometers travelled by each bus of the operator. To accomplish this, GoPb will put in place an Operation Control Center (OCC) which will receive live passenger data, financial data, and Automatic Vehicle Location data.The total numbers of the registered motor vehicles estimated in Peshawar in 2013 are 1 approximately .The number will be doubled for the next coming generation. Talk about the experience old Peshawar transport most of the times. With the coming Peshawar Metro, common people specially the middle and lower middle class, students and women would be able to travel in a much more dignified manner.If successful, the Peshawar Metro Project has all the potential to become a transportation role model for replication in other major cities of the KPK like abbotabad .This can give rise to a healthy and desperately needed completion among the provincial governments.For governments, it gives them an indication that where there is a will there is a way. It proves the capability of local contractors and builders as well as public gets the clear message they can do it if they want to. According to a latest report from the Metro Bus lahore Service administration, something went wrong in the first hours of the service launch. Some women were harassed by men in Metro Bus Service, Women are complaining about the idea of mutual compartments in

the bus services, and highlighting the harassment moments by men during their traveling via Metro Bus Service.so we have planned to make a separate compartment in bus service in peshawar as to aviod the harassment moments by opposite gender.

2. Project Rationale, Description & Justification:

a High tech innovation introduced for the first time in Pakistan. It has the capacity of 150 passengers.Their will be sperate compartment for males and females, for both gender there will be job opportunities. Safe and good quality of service, member ship cards for the both genders and their will be separate compartments for toll tickets. Security cameras for any mishaps. This project will bring Self Esteem to the Public .if we talk about old experiences of Peshawar transport its seem like you are traveling in rural area . With the coming Peshawar Metro, common people specially the middle and lower middle class, students and women would be able to travel in a much more dignified manner. We estimated total around 1000 per day people will be getting benefit of it .it will be 30 km good quality of road.Provide Passenger Information System equipment and software in buses.Advanced technology has been used in metro bus forexample automatic doors , verifying machine of membership customers and ticket toll machine.Led display the area people crossing and when you reached to destination announcements will be done and displayed too. Allotments of colors blue, green and red.(blue for sadar sunehri masjid road).( Red is for hayatabad university town, karkhano,) ( green Frrdos, Hashtnagri, Nishtarabad, Gulbahar and old haji camp. ) Buses with fully sitting arrangement having two compartment or cabin one for male and another one for female .its a 150 seater bus equipped with security camera, ticket machine, speaker with mike for the announcements of the area .LED for displaying the area name and fully air conditioner buses. Terminal will be build where MBS system , sercurity system , machine (for membership and toll ticket) . the terminal will be built in uch a way theit will be separation for both genders in entrance and exits. The headquarter of the metro bus controlling all the setup , updating and informing will be hajji camp , G.T road Peshawar city .

We have planned there should be separate road made for these buses which will be free from heavy traffic without any hindrance these buses will reach to their destination point

.the main features of these buses are designed in such a way they having a long turning radius so for the safe side open ended road separately construct . The main issue is insecurity and governance making strategy to resolve this issues as soos as possible. Except this road, fly over with lightening all these are relevant to this project, government will try to complete it simultaneously.

Social Aspects with Gender Perspective


This project will help them and provide facilities to move from one place to another .we vill be providing our service at their door step service makes them easy to move and visit any area of city .this project will enhance the beautification of the city and looks more developed city. The side effect of this project people those having resident in those area where the project is in progress will suffer problem but for the long term they will be getting benefit of this project.Gender based employment opportunities, closely linked to income distribution; This project provides lots of opportunity especially to male gender and many people will get employed. We set their salary according to the duty for example bus driver , security guard and traffic police .its a 24 hours service so there will be shifts and their income or salary will be adjusted according to them .The budget has been assigned to us yes its sufficient especially for the male gender .in the city of Peshawar its not suitable for females to work in this project.Their participation and opinion will be considered because half of the travelers will be females, young female student. They covering half of the population of the city their opinion related to the project will be considered and implemented.

5. Demand Supply Analysis


Metro hving a capacity of carrying 150 passengers in one bus safe and sound from one place to another .transport is the basic need for the people espically for those who dont afford cars and inflation on the petroleum .our country is passing through energy crises so we provide equally for every one to avail this facility simultaneously providing comf1ortable and neat and clean environment in the buses. The existing transport buses in Peshawar are mostly giving dirt even these buses are not as comfortable which makes you think twice before going any other place. The life of metro buses long lasting for 10 to 15 years. These buses fulfill all the need of the people once this project is implemented people working in public and private sector availing this facility because track route of this buses cover all the important places of Peshawar.Gap is being fulfilled for the people these technology advanced buses fulfill you demand and give ride to your destination. The price are set according to the need.The current population of Peshawar 1,219,248 , around 700 per bus 24 hour service available, total buses are 10 ticket price is 15 for all destinations,

The Provincial Government ministry of planning and development will invest round about 4 billion PK.the forign partner turkeish government is involved in financing the project .

(b) Debt:
On this project World Bank , 20 billion Asian development bank and ministry of planning and development 10 billion

Services Required and manpower


Contractual obligations Roles and Responsibilities shall be as under: MBS-PMU/PMA Provide state of the art Metro Bus stations with AFC operation as well as elevated and/or Fenced Metro Bus corridor. Establish an Operation Control Center for operation of the system. The control centre may at its discretion change or cancel the assigned operation/schedule/trip (s). Arrange for provision of drivers console in the buses; and through the console the control centre will communicate to the bus-driver the schedules regarding trips, routes, hour of service, and timing at different station. Equip every bus with GPS devices and relevant components (on bus and off bus), that can gather location wise data and transmit to central servers and related software modules. Provide Passenger Information System equipment and software in buses. Provide depot for Parking of vehicle on at least one-side of the METROBUS Corridor with allied facilities such as washing, and minor repairs. The dead mileage from and to the Depot will be borne by the government. Manage fare via the AFC operator. Make monthly payments to the operator against tracked kilometers, reported by the control center. Develop and

notify detailed specifications of the Metro Buses. All Buses to be introduced under this project would have to conform to these specifications. The detail of Urban Bus Specifications is attached as with this document. The Buses shall have system brand name and brand color only.

Monitor all activities of the METROBUS Operation to ensure its compliance with Environmental / municipal laws and regulations; and co-opt the representative of Environment Protection Agency to oversee the compliance of applicable environmental Laws, rules and regulations and their enforcement thereof by bidders. MBS-PMU /PMA may consider allowing advertisements inside the bus, in which case the size, nature, etc will be specified by MBS-PMU/PMA. Revenue proceeds of such Advertisements, if allowed, will be credited to the escrow account. Be responsible for the conduct and functioning of all staff employed in the MBS-PMU /PMA. The MBS-PMU staff shall provide efficient services, polite and courteous Behavior towards operator, and passengers. The MBS-PMU/PMA shall be liable for Any misconduct or unreasonable offense of its employees and shall take prompt and Appropriate action.Confirm ownership of buses in favor of the operator upon expiry of the contract.Through AFC-BSS, provide the bus drivers the required training of the use of the Driver Console.
