The NMIES is first dynamic approach to crystallize an idea of qualitative


education in the new millennium. The (15) fifteen new concepts derived recently i.e.,
SAFE, ACAD, TEMST, QUICK, ARE, TURC, SEED, EPM, MPS, MPC,

CTC, FAIR, LIFE, CAT and FATE, are discussed here. This ideal educational
setup is a key of success and a torchbearer, enabling the teachers to enter in the new
millennium with grace and dignity. In my consideration, the setup is adequate to meet
stipulations of today and challenges of future.

In this regard, it is clarified that mere application of English as a Medium of


Instruction, without improving the instructional, inspection medium and administrative
mechanism, is meager to meet the challenges of new millennium. The teachers must be
facilitated to indoctrinate their sterling and witchcraft executive and instructional qualities,
making it sure that the pupil’s splendid future will be glorious. Annual Examination, of
schools and colleges, should be conducted before the long winter / summer vacations.
In this connection, I contrived my ideas and reshaped them in the form a book, which is
now in your hands. My earnest desire is to bring radical change in the existing educational
system, in order to meet the challenges of new millennium.

As an innovative and novel programme in the history of Abbottabad District that
more than 100 schools have been converted into English Medium schools. Similarly,
three schools have been converted into centennial Model Schools. For capacity building,
various brainstorming training sessions have been conducted. Yet there was dire need of
a written work, from which all stakeholders could draw maximum benefits.

The author, Mr. Khalid Rehman did very commendable and praise-worthy task in
the right direction by bringing out such a novel book on the topic covering wide range of
problems, with which all stakeholders are confronted. He has very deep insight and rich
experience of working in English Medium Schools.

Dr. A. Q. Khan’s vision about Qualitative Education
A Desire To Become A Scientist Is Necessary

Our education particularly science and technology has been criminally


neglected. Compared to an estimated 50,000 scientist in the entire Muslim world,
there are 35000 in Israil and 400,000 in Japan. Thus, in the Muslim world, there
are only 100 scientist and technologists per million of the population., compared
to 3,000 in the developed world. A survey recently conducted by the Philadelphia
based “Institute of Scientific Information” showed on the basis of research papers
published in the world class periodicals, the US ranks first, India eight, Israil
fifteenth. None of the Muslim countries deserved a mention as their collective
contribution was approximately 1,000 publications out of a grand total 100,000
books and 2,000,000 research papers a year. In material science, my own field of

interest, the Muslim world countries contributed 240 papers in a year out of more
than 40,000 publications.

Although, the Muslim world contributes 60% of the crude oil, 40% natural gas, 80% natural

rubber and 75% jute, these commodities collectively contribute 50% of the world trade. In this way, the

combined GNP of all the Muslim countries/states is US $ 1.1 trillion, while that of France alone is US $ 1.5

trillion. This reflects the lack of Muslim science and technology expertise, which is a pre-requisite to

convert it raw material into competitive finished and cash products. The state of education, which is one of

the essential indicators of development, highlights the disparities between the developed world and Muslim

countries, where approximately half the school going population aged 5-9 years, more than three quarters

of the adult population is bereft of formal schooling.

As Muslim, we have to believe on our God-gifted abilities to effect a
change in our present situation. Neither Islam nor our heritage permits of apathy.
We must mobilize the political will, the integrity, honesty, and adequate financial
resources to overcome our present state. We have no else to blame for our
backwardness, but ourselves. As the Holy Quran states:

“Verily never will Allah change condition of people until they change it
themselves.”

First of all, literacy rate must be increased, with top priority impetus on research at higher

education level. And as vital as quantitative factor is, a critical mass to provide the reservoir for

specialization cannot be built up in science and technology without equal emphasis on the qualitative

aspect. Far greater effort must be put in the teaching of science and scientific research. To encourage

initiative and innovation in the scientific and technological sphere, the financial support for science and

scientist is imperative.

There is no dearth of talent, manpower and material resources, the prime pre-requisites for

progress and development are value based science and technology environment. Investment capital,

whether domestic or foreign is shy of a disturbed law and order situation. No doubt, there are problems,

which we must tackle firmly on priority basis.

ABSTRACT

The existing administrative, instructional and inspection medium, of the Pakistani


schools, is victim of national complexity and collective fiasco. In order to meet challenges of the
new millennium, every body is aspiring to follow the West on account of static educational
system in the East. However, there is no need to worry. Holy Prophet (Peace Be Upon Him), by
the Greatest Kindness of the Most Gracious Al-Mighty Allah, empowered the Muslims to excel in
all fields of life. He ordered to seek guidance from the Holy Quran and Sunna.

What is the thing, which inspired me to carry out this work? There are two questions, (1)
what is/was the number of devotee teachers under your kind command in each school, where
ever, you served? (2) How can every teacher become devotee and dedicated to the teaching
profession? I tried my best to find their answer from several well-experienced and competent
Head Masters and Principals. In reply, I was told that hardly one teacher and no solid measure
was provided to make the other teachers’ devotee and dedicated to the teaching profession. At
last, I, by the Greatest Kindness of Al-Mighty Allah, derived the new concepts. Moreover, behind

these two questions, I have an earnest desire to see every teacher as conceived by the Holy
Prophet (Peace Be Upon Him). And the Muslim thinkers like Imam Ghazali, Shah Waliullah and
Allama Muhammad Iqbal interpreted it very well. In my consideration, the concepts, presented in
this book, will bring radical change in the existing educational order. Therefore, all the readers
are, therefore, humbly and very respectfully requested, to kindly mobilize the officers and
teachers’ energies in the right direction as dispensed in these concepts.

My early schooling to securing MA and M. Ed degrees, a little bit religious


awareness, experience in the field of education, as a lecturer and teacher, enabled me
to analyze the existing secondary school educational system. It depends upon
retrospection and reproduction, while it must be values and intellect developing
matriarch. Modern information technology, the work of thinkers, psychiatrists and
educational experts of the last millennium like Burt, Spincer, Skinner, J. B. Watson, B.
Bloom, Binet and instructions attained under the supervision of highly experienced
educational experts are also considerable. That’s why, in order to pave the way to the
prime object, an attempt has been made by devising (15) fifteen new concepts, with
familiar words like SAFE, ACAD, TEMST, QUICK, ARE, TURC, SEED, EPM, MPS, MPC,
CTC, FAIR, LIFE, CAT and FATE. The first two belongs to instructional and administrative

mechanism, next nine concepts deal with inspection and administrative mechanism,
while the last three are about general mechanism., have been explained in the chapters
one, two three respectively.

PREFACE

The New Millennium Ideal Educational Setup is the first dynamic approach to
crystallize the idea of qualitative education in the beginning of this new century. Now
there are computers, IT (Information Technology), in your schools. So apply my ideas,
and enlighten pupils’ future. The (15) fifteen concepts recently derived, SAFE, ACAD,
TEMST, QUICK, ARE, TURC, SEED, EPM, MPS, MPC, CTC, FAIR, LIFE,
CAT and FATE, are discussed here. This ideal educational setup is a key of success
and a torchbearer, enabling the teachers to enter in the new millennium with dignity. In
my consideration, the setup is adequate to meet stipulations of today and the challenges
of future.

However, having observed the existing administrative, instructional and inspection
mechanism and educational structure closely, I concluded that my personal contribution
for the ideal educational setup might not be fulfilled. However, mere application of English
as a medium of instruction, without improving the instructional, inspection medium and
administrative mechanism, is meager to meet the challenges of new millennium. The
teachers must be facilitated to indoctrinate their sterling and witchcraft executive
qualities, making it sure that the pupil’s splendid future will be glorious. Annual
Examination, of schools and colleges, should be taken before the long winter/summer
vacations. In this connection, I contrived my ideas and reshaped them in the form a
system, which is now in your hands. My earnest desire is to bring radical change in the
existing educational system, in order to meet the challenges of new millennium. Every
body has a common sense of public service. Therefore, kindly guide me, if I am wrong in
my approach, enabling me to publish next version, to the right direction please.

The aims and objectives of this book are:

1. To develop a skill of utilizing and understanding the latest information technology


techniques, in the education enabling the teachers to enter into the new
millennium graciously.
2. To develop, a self-motivated sense of performing duties with missionary zeal,
sports man spirit and devotion on reasonable pay and scale, in the teachers.
3. To crystallized idea of providing the excellent academic opportunities and
professional expertise to all students in general and the brilliant students in
particular.
4. To re-build the generation's lot considering it a noble cause and understanding
that nothing is eternal in the universe except interest to Allah.

In brief, by the greatest blessing of the Most Gracious Al-Mighty Allah, what is in
your mind in the best educational interest of humanity, your good self can also achieve it

INTRODUCTION

The power of information and knowledge has been acknowledged by the HOLY
QURAN;

“KNOWLEDGE ENCOMPASSES THE UNIVERSE”.

We are standing at gateway of the fastest intellectual approaches. In the present


era of paradigm shift, we can only survive by having up-to-date, accurate and prompt
knowledge of our surroundings. To fulfil this requirement, IT, which stands for
INFORMATION TECHNOLOGY, is the sole way that presents its right solution of our
survival. Keeping in view the significance of IT for solving problems in the existing
educational system, I am heralding your honour through the NEW MILLENNIUM
IDEAL EDUCATIONAL SETUP. It covers (15) fifteen modern concepts, which are
SAFE, ACAD, TEMST, QUICK, ARE, TURC, SEED, EPM, MPS, MPC, FAIR, CTC,

LIFE, CAT and FATE. First two belong to instructional and administrative mechanism,
next nine concepts deals with inspection and administrative mechanism, while the last
three are about general mechanism.

SAFE, is abbreviation, which stands for the Seventeen / Sensitive Actual


Facilities of Education. It is the first modern theory, in which (17) seventeen points have
been described to modernize the instructional and inspection efficiency of teachers.

TEMST, is also abbreviation, which stands for the Transparent Efficiency


Measuring Scale of Teachers. It is the second modern theory, which is self-explanatory,
for the principal, Block Officers and teachers to be promoted, degraded, reverted and
transferred on the basis its results only. Moreover, it is short cut summative approach to
improve the educational order and standard.

However, at the spot and speedy evaluation, i.e., formative evaluation, is


necessary to meet the dire need of today. As the number of students in each class and

number of classes in each school has increased up to an alarming situation. Therefore, it
is very difficult to facilitate the pupils besides measuring the teachers’ efficiency within no
time. That’s why, I propounded another new theory, QUICK, this purpose.

For example, we consider an example of the first Govt. English Medium High
School of the (NWFP) Pakistan. It is a multi sections school from Prep: to 10th class with
a strength of about one thousand (1000).

How can a single principal supervise the work of 6400 subject/students daily,
monthly and yearly and manage all the affairs of students besides measuring the
teachers' efficiency transparently? It is very difficult. Moreover, he has to deal with the
public and parents of the school children. He has to face and solve numerous problems
of serious nature. In normal routine, he must have to contact every student in each
class. It will take at least one day in order to check the monthly homework of a single
subject teacher. And schools remain open for about six (6) month a year. Rest of the
days is spent either in Fridays, holidays or summer, winter and examination preparatory
vacations. It means that the principal of this school can check class/homework of a
single teacher and student once in a year. And it is hardly possible that he does so

because of other several secondary tasks. Then how it is possible to talk about
improving the educational standard.

QUICK (Quest is the Ultimate Innovation of Circumcising Knights) inspires its


user to be active, alive and shrewd. And education is also a swift process, which makes
and mars the generation’s lot. No procrastination is passable in measuring and
reforming the education process, at the cost of pupils’ splendid future. Therefore,
shortest and timeless accountability and reformation of the teachers is indispensable. It
is possible by applying my theory, QUICK. The theory enables a principal to collect data

The malady grew more and more by his treatment.

The excessive love/passion demands constant struggle with dare patience, spirit
and enthusiasm, in order to succeed in the examination. In fact, the prime object of
institutions is to develop the sterling qualities, such as wise head on young shoulders,
creative intellect, patience, sympathy, consistency, dare, bravery, patriotism, love for
religion, self sacrifice, self reliance, self respect, mutual cooperation and tolerance etc in
the pupils. Now, the matter of great concern is to mobilize their energies and these
qualities in the right direction and in the best interest of humanity. It is seen that just for
achieving their prime object of success in the examination, the pupils of today leave no
stone unturned and exhibit almost all the above mentioned sterling qualities during the
examinations. It means that the institutions are successful in promoting the proposed
qualities in them, which are desired by the nation. But on the other hand, their stand is

the bud, the existing system of examination must be changed in the light of my NEW
MILLENNIUM IDEAL EDUCATIONAL SETUP.

EPM stands for ERADICATION OF PAPER MONEY. It is name of another


modern theory, designed to make the self-explanatory task possible by self-reliance and
acting upon the best principles of economy. The splendid role of the Pakistan Armed
forces is worthwhile to mention here. The Inter Services Selection Board (ISSB) is an
institution of the Pakistan Armed Forces. The cadets, selected by this institution, are
recognized not only in Pakistan but also throughout the world. Its unique selection owes
the success to its very effective examination system. It is such a unique system, which is
cheapest, free of fatigues and complexities. It has been selecting the cadets since last
fifty years. It guides us to devise a clear cut and useful examination system laying down
strong footing and sound foundations for erecting a splendid Symbolic Educational
Edifice. Keeping in view the ISSB Selection/Examination system, the evil of paper
money can be nipped in the bud by the steps, suggested in this theory.

In this easiest way, besides eliminating the evil of paper money, a very effective
and fatigue-less examinations system can be taken. Moreover, it can contribute a lot in

planning a Question Bank of all subjects can be developed with the help of a competent
computer operator. In which thought provoking, creative, constructive, critical and
reformative approach is proposed to develop in the pupils enabling them to learn the
technical skills for ensuring their splendid future.

FAIR stands for Futuristic Academy Intellect Result. It is the name a new theory,
derived for keeping the parents conscious about the monthly academic progress of their
children. The FAIR gives actual pupil’s progress report with respect to his chronological
(physical) and mental age within no time and at nominal cost. It is a computerized result,
in which up to date information about the pupils’ subject / teacher-wise academic
achievement, I.Q., degree of I.Q., number of absence in the month, prediction about
future and direction for improvement in the light of previous information. Annual

expenditure Rs. 50/- per pupil is estimated for the FAIR, while each school at the cost of
Rs. 20,000/- can purchase a computer set with printer very easily. And one-month
computer training is sufficient to meet all needs of the school. Moreover, the same
computer can be utilized, in the evening daily and during the long vacations, generating
income for its maintenance and repair, an additional allowance for the trainer and for the
prime cause of pupils’ professional training.

LIFE stands for “League of Intellect Faculty Education”. It is another theory,


which is designed to keep the education effervescent with the help of a Research Officer
in each school.

CAT is another new theory, derived by me in order to apply latest computer


technology in educational administrative mechanism. CAT is a Computer Administrative
Technology. Now a day, there is a noise of information technology. Whether it is useful in
the instructional, administrative and inspection mechanism of schools or not? Yes, it is
very useful. It has made the teacher’s work very easy. I derived my several concepts by
the application of information technology, i.e., computer. That’s why, I put forward CAT, in
order to get the teaching community entered in the new millennium graciously. The

theory of CAT enables us to do several tasks conveniently and very quickly with the help
of information technology in schools.

FATE, stands for Futuristic Academy Technical Expertise, is a new theory derived for

safeguarding the bright future of the students during long summer/winter vacations.

Leisure time of pupils, in the long vacations, can be utilized in the advancement of

profitable professional and technical activities. They can be saved from becoming

unemployed, burden and poison to the society in future. The sports competitions can

also be arranged during long vacations. In this way, a talented, Iron willed, and self-

confident leadership can be developed. The number of skilled professionals,

reformative, constructive and thought provoking men of action can be increased. In

this way, not only the country can get rid of several social, religious, economic and

other evils, but also our foreign exchange can rise.

The concept of decentralization may be used in redesigning the responsibilities


of the BISE. The papers should be checked at the spot. The result should be declared by
the BISE as usual but with in a short spin of time. In this way, the whole process can be
completed with in a month. BISE should issue certificate immediately to the pupils for
further admission/services. Now the transparent Admission/Entry Test system should be
initialized in all the colleges just like the Engineering and Medical colleges, for admission
in 1st Year and 3rd Year Science/Arts classes. Computers are available in almost all the
colleges. Result can be declared on the same day. In this way, candidates securing
highest scores, in the merit list should be admitted on the available number of seats.
While rest of all must learn some technical skill accordingly as directed in the FAIR, for

are open for all such candidates, if they desire to achieve the FA, BA and MA degrees.

In short, the research work covers the above-mentioned fifteen modern concepts
regarding administrative, instructional and inspection mechanism. The object is to mobilize
the potential of the new generation in the right direction. And they might be able to act
correctly by God-gifted wit in the best interest of humanity. It is the motto of education.

accountability, established by man, were successful and left far reaching results in the human

in the world and eternity except the God Himself and His messengers. And the golden principles,

duties with missionary zeal sports man spirit and devotion on reasonable pay and scale, a

of the SAFE can be implemented easily. In this context, the teachers are assigned task

Child is the initial and focal point of an educational edifice. He has an
undisciplined behavior during childhood. That is changed to the desired direction by
practice and learning process. Hence, children and their parents must be informed about
the contents of SAFE. They must be provided an opportunity to share in the school
activities. Keeping it in view, they can devise their own schedule/plan of action for the
whole year. Moreover, it is incumbent upon them (parents) to receive written progress
report (WPR) from their children about implementation upon SAFE based upon facts and
figures at the end of each month. Having analyzed it critically, parents must submit their
recommendations and WPR to the concerned class I/C through their children for
reformation and encouragement. Now, it is duty of class I/C to collect them from the
pupils. Having read them, he must submit his concluding written progress report
(CWPR) to his BO/Head of institution for further necessary action.

Now, in order to achieve the same aims and objectives, which were laid down
earlier, are again enlisted post:

4) INSPECTION MEDIUM AND PRINCIPAL

Principal is the sole supervisor of an institution. He is responsible directly and

indirectly for check-over of the institution. Reformation in the existing inspection

medium is the cry of today. For this purpose, keeping in view the formative and

summative evaluation, two new theories QUICK4 and TEMST5, are designed for the

principal, Block Officers and teachers to be promoted, degraded, reverted and

transferred on the basis their results only.

The first one, QUICK, is an abbreviation, which stands for “Quest is the Ultimate

Innovation in Circumcising the Nights,” a new theory, I designed, for in time and

abbreviation, which stands for the “Transparent Efficiency Measuring Scale of

Teachers”. It is self-explanatory, and short cut way to assess and improve the

educational standard. The QUICK and TEMST are introduced for implementation, in

order to improve the inspection medium in the institutions. The principals and vice-

principals enjoy/draw much more than the teacher’s salaries for the sensitive task.

"In the private educational institutions, discipline and pupil's


results are excellent because of implementation upon the
inspection medium, “QUICK” & “TEMST”, in one or another
form".

However, the teaching staff, in government educational institutions (GEI), is more
qualified than the private educational institutions (PEI). But the contribution of former is
below the desired target than latter according to the Board of Intermediate and
Secondary Education (BISE) results. Therefore, it is an urgent need to assign them
(head of the institution) a task of implementation upon these two theories. It is the key to
success of the private educational institutions. Moreover, it is a backbone of splendid
educational edifice.

QUICK
(Quest is the Ultimate Innovation of Circumcising Knights)

New Millennium Ideal Educational Setup is a facsimile of modern innovations.


Partial application upon one of its theory FAIR (Futuristic Academy Intellect Result) in the
first Government English Medium High School of the N.W.F.P., has contributed a lot in
making the school most popular than the other schools of Pakistan. In order to revitalize
the existing Pakistani schools, it is necessary to act upon this setup.

QUICK is lucid due its common use in public. Here, it is the name of a new
theory, designed by me, in order to simplify the actual task of the principals, measuring
the teachers' efficiency, in the educational institutions, within a short span of time.

In this connection, my second theory TEMST is also worthwhile to have a bird


eye view upon it here. TEMST (Transparent Efficiency Measuring Scale of Teachers)
contains seventeen (17) very important tasks, which carry one hundred (100) marks in
total. A teacher, securing less than the qualifying marks, is categorized in low grades (C,
D, E...). And depending upon the result of this TEMST, a recommendation can be
forwarded to the higher authorities for reversion or promotion of the concerned teacher.
It takes a long time of about nine months to reach at the decision making level. Hence, It
is be included in a summative evaluation.

However, at the spot and speedy evaluation, i.e., formative evaluation, is


necessary to meet the dire need of today. As the number of students in each class and
number of classes in each school has increased up to an alarming situation. Therefore, it
is very difficult to facilitate the pupils besides measuring the teachers’ efficiency within no
time. That’s why, I propounded another new theory, QUICK, this purpose.

For example, we consider an example of the first Govt. English Medium High School of
the (NWFP) Pakistan.

•It has nearly twenty (20) classes.


•And each class has forty (40) students.
•There are eight periods a day.
•And each class has eight subjects.

Hence workload upon the principal of this school is as under:

(20 classes) X (8 subjects) = 160 subject/teachers

If he considers himself responsible of the for all the students, then workload upon him is
as under:

(20 classes) X (8 subjects) X (40 students in each class) = 6400 subject/students

How can he supervise the work of 6400 subject/students daily, monthly and
yearly and manage all the affairs of students besides measuring the teachers' efficiency
transparently? It is very difficult. Moreover, he has to deal with the public and parents of
the school children. He has to face and solve numerous problems of serious nature.

In normal routine, he must have to contact every student in each class. It will take
at least one day in order to check the monthly homework of a single subject teacher.
Moreover, schools remain open for about six- (6) month a year. Rest of the days is spent
either in Fridays, holidays or summer, winter and examination preparatory vacations. It
means that the principal of this school can check class/homework of a single teacher
and student once in a year. And it is hardly possible that he does so because of other
several secondary tasks. Then how it is possible to talk about improving the educational
standard.

Actually, the principals, not all but some, in their office, are playing very amazing
role. They have nothing to do else with the pupils, check their work, or assess the
teacher's efficiency except to talk with public, their own friends. Some exploit the self-
less services and creative approaches of the innocent teachers, who are in the field.
Instead of encouraging the creative minded lot, he tries his/her best to take their

crowning achievements showing himself the most supernatural authority of the world. No
doubt, they play the same role in school, which the Pharoah played in his empire on
advent of Hazarat Musa (Alay Hiss Salaam). They try to fabricate the opinion that
without them; the building of school will fell down. As a result, almost all the subordinates
respect them unwillingly. And back biting about them is the order of today. They should
act upon my another theory “ARE”, in order to get rid of this sorry state of affair.

QUICK (Quest is the Ultimate Innovation of Circumcising Knights) inspires its


user to be active, alive and shrewd. And education is also a swift process, which makes
and mars the generation’s lot. No procrastination is passable in measuring and
reforming the education process, at the cost of pupils’ splendid future. Therefore,
shortest and timeless accountability and reformation of the teachers is indispensable. It
is possible by applying my theory, QUICK. It enables a principal to collect data about
homework assignment, its checking and attendance of teachers in their respective
periods/classes. And he can reform them by acting upon the steps, laid down in the
QUICK:

1. Please prepare list of all teachers in a proper serial order.

12. The Principal should prepare the DIR from the teachers’ daily timetable. It is
prepared once in a year. Teachers are awarded (1) one number (mark) previously
with a view that every teacher is excellent his duty performance.
13. However, having collected information from concerned class monitor early in the
morning, Principal is to award cross (X) mark or Zero (0) to those, who either did not
assign the homework or did not check and correct it according the H/W Schedule or
did not attend the period properly.
14. It is Computer Inspection Technology, which gives Total marks, Grand Total,

21. In an annual session at the last day of each year, the excellent performance of top
ten position holding teachers in the annual QUICK DIR, should be recognized.
Moreover, the CHIEF GUEST should award PRIDE OF PERFORMANCE certificate
along with some cash prizes to them on the special request of the principal, in a
public meeting.

AWARDS/PRIZE

To draw results out of the efficiency is neither impossible nor a matter wonder,
but value them is an important matter. Moreover, actual task is to get their value
recognized in the public. Since ages, a practice, of awarding cash prizes, distinction,
pride of performance and appreciation certificates, has been observed throughout the
globe. Nobody neglects his or her significance. Each individual, after succeeding in an
examination, is awarded a certificate/degree, in recognition of acquiring a certain degree
of knowledge. Moreover, everybody accepts that certificate/degree, whereas it contains

a few words. Nevertheless, it is sorry state of affair that the teacher, who enables the
pupils for distinction certificates and prizes, is neither appreciated nor awarded a piney.
Nobody opts for this profession due to teacher’s pathetic status in the society.

In this connection, although truth is sarcastic but plays a crucial role as a


remedial measure. It is illegal to award prizes to teachers, in the existing educational
order. However, it is also a fact that some principals bankrupt the school treasury
legalizing and justifying the expenditure by dummy receipts. Therefore, it is
recommended that a reasonable amount should be utilized for teachers’ appreciation out
of the school funds with the same technique, which is adopted in bankrupting the
school’s treasury legally. The teachers should be honoured graciously in a public
meeting, keeping in view that the amount is utilized for the pleasure of Al-Mighty Allah
and His Prophet Muhammad (Peace Be Upon Him) in the best public interest. As soon
as the teachers are pleased, they will leave no stone unturned in satisfying the pupils
and quenching their thirst of knowledge. I do hope that you will succeed not only in the
world but also in the eternity. May Allah succeed you. Amin.

(TEMST)
TRANSPERANT EFFICIENCY MEASURING SCALE OF TEACHERS

The second theory TEMST (Transparent Efficiency Measuring Scale of Teachers)


contains seventeen (17) very important tasks, which carry one hundred (100) marks in
total. A teacher, securing less than the qualifying marks, is categorized in low grades (C,
D, E,...). Moreover, depending upon the result of this TEMST, a recommendation can be
forwarded to the higher authorities for reversion or promotion of the concerned teacher.
It takes a long time of about nine months to reach at the decision making level. Hence, It
is be included in a summative evaluation. Its steps are as under:

1. The principal must enforce the TEMST upon his block officers (BO) once during each
month. In recognition of his each month's ratio of progress in efficiency about
implementation upon the TEMST, QUICK, he must be awarded annual increment.
Otherwise, his annual increments must be stopped due to his three consecutive
month's negligence followed by transfer to some hard station for reformation.
2. The BO must implement it (TEMST) upon the block teachers enabling him-self for
the incentive mentioned in para-1. Otherwise, his annual increments must be

stopped due to his three consecutive month's negligence followed by transfer to
some hard station for reformation.
3. In this process, transparency must be observed awarding impartial to under
observation teachers on the TEMST sheet.
4. Making the TEMST results transparent, impartial, judicious, free of corruption,
recommendation, nepotism, favouritism and all other errors/evils, the next para must
be implemented honestly.
5. Having decided about the Block Officer for each month's inspection depending upon
the draws duly taken out, he will have to perform his job in the Block duly allotted
other than his own.
6. The BO must act upon the contents of the TEMST in performing their duty very
strictly.
7. The BO must submit their TEMST result to principal at the end of each month.
8. The Annual Confidential Report (ACR) must be written depending upon the TEMST
results.

The principal, BO and Teachers must be promoted, degraded, reverted and

Teachers have potential in the educational edifice. Their energies must be
utilized positively. Principal brings radical change in the behavior and mind of pupils by
teachers to the desired direction through the process of learning and practice process.
Therefore, the teachers must be relied. They (teachers) must act upon the SAFE. They
must account themselves according to the TEMST criterion during each month. They
must submit their SAR to the concerned BO/Principal. The government must increase
their salaries directly proportional to their ratio of performance in the sensitive duty. As
they are guarding the ideological frontiers of Pakistan. Moreover, their slightest
carelessness can produce weak lot to guard the ideological and geographical frontiers of
Pakistan.

On the other hand, the principal/BO must assess them according to the TEMST
and submit his/their report to the higher authorities/ Principal for further necessary
action. Speedy action must be taken about their promotions, award of Selection Grade
and transfers, in the best public interest. It must be performed diligently and honestly. It
is very sensitive responsibility, because the nation accounts everybody very strictly.

Scarcity of good deeds and uprising of devil forces in all fields of life is the un-
contradicted example of the nation’s unique style of strict accountability. All officials

involved in the Education Department, including higher authorities, principals and
teachers, are the champion of developing/manufacturing the goods and positive intellect.
Now they are victims of collective unrest on account of sharp and bitter/public
accountability. They are fighting for their due respect in the public just like officers of the
other departments. In fact, it is the ultimate result of their personal escape from the self-
Accountability. However, now there is no need to cry over the spilt milk. The principal,
BOs and teachers must act upon the self-imposed Accountability TEMST during and at
the end of each month. Actual source of inspection and self-accountability is Holy Quran,
must be followed. In this connection, having awarded marks to one's self fairly and
honestly, they must submit their self-imposed accountability report (SIAR) TEMST to the
BO/Principal for further necessary action.

6) INSPECTION MEDIUM AND STUDENTS

It has the following Six aspects:

2. Cheating Treatment Credibility (CTC).
3. Eradicating paper money (EPM).
4. Modernized paper setting (MPS).
5. Modernized paper checking (MPC).
6. Time is ultimate remedy of cheating (TURC).

1) SYSTEMATIC EDUCATION EXAMINATION DISCIPLINE (SEED).

SEED stands for SYSTEMATIC EDUCATION EXAMINATION DISCIPLINE. It is


another modern theory, which deals with proper schedule of examination and making the
long vacations more profitable for the pupils of Pakistan.

The examinations must be conducted in the institutions every year. 1st term
examinations (Last week of May), 2nd Term examinations (Last week of September) and
3rd term examinations (2nd week of December) must be the academy's permanent
schedule.

The holidays/vacations should be observed according to the climatic, religious,
cultural and regional needs of the concerned area. During the long vacations, the
students can be trained for different professions e.g., carpenter’s work, computer
operating, electrician, painting etc. during long vacations, in order to developing a
technical proficiency in the students.

2) CHEATING TREATMENT CREDIBILITY (CTC).

CTC stands for CHEATING TREATMENT CREDIBILITY. It is a new approach


and a modern theory, which gives accurate and short cut measure to treat the cheating.
According to which, FAIR can be used to send parents the actual ratio of their children's
academic progress, future field of action and a clear direction for future improvement.
SAFE and TEMST can be implemented upon teachers, which has been devised to

develop most effective teaching learning experiences. In my consideration, acting upon
dynamic strategy FAIR8, the UFM can be controlled in the examinations.

Examinations are unavoidable on account of numerous benefits according to the


thinkers, scholars, philosophers, psychiatrists and critics of almost all the religions and
schools of thoughts in the world. It is a fact that whole world is unable to present a single
stance as its substitute up till now. Moreover, it may be impossible, because the natural
laws are constant by the Divine Authority of Allah. For example, rising of sun in the east,
alterations of seasons in proper order, reward and award of punishment in the world and
eternity are the settled laws and commandments of Al-Mighty Allah. In my
considerations,

"Examinations are the highest peaks of mountains. The person,


who succeeds in climbing on them, recognizes their dignity and
greatness automatically. In this way, his faith, upon the Divine

natural laws, is matured more and more by virtue of their
greatness. "

Everybody considers his minute task very important and praiseworthy just like the
king's job to handling very important affairs of the kingdom. That is why, he leaves no
stone unturned to achieve his goal. For this purpose, he uses both fair and unfair means
causing widespread nourishment of cheating on the globe. Owing to the domestic
complexities, social, uneven and unjust circumstances, and ineffective instructional and
inspection medium, the unfair means (UFM)s are used in the examinations for success.
Now the social evil (cheating) has become incurable like cancer. All measures adopted
for its treatment have been proved impotent.

The actual source of cheating (UFM)s is pupil's excessive love/passion to their


prime object of success in the examination. In which, according to a poet,

There is a Divine blessing upon the love's patient,


The malady grew more and more by his treatment.

The excessive love/passion demands constant struggle with dare patience, spirit
and enthusiasm, in order to succeed in the examination. In fact, the prime object of
institutions is to develop the sterling qualities, such as wise head on young shoulders,
creative intellect, patience, sympathy, consistency, dare, bravery, patriotism, love for
religion, self sacrifice, self reliance, self respect, mutual cooperation and tolerance etc in
the pupils. Now, the matter of great concern is to mobilize their qualities in the right
direction and in the best interest of humanity. It is seen that just for achieving their prime
object of success in the examination, the pupils of today leave no stone unturned and
exhibit almost all the above mentioned sterling qualities during the examinations. It
means that the institutions are successful in promoting the proposed qualities in them,
which are desired by the nation. On the other hand, their stand is term as UFM. Hence,
in order to nip the evil of cheating (UFM) in the bud, the existing system of examination
must be changed in the following order:

1. Futuristic Academy Intellect Result (FAIR) can easily share the mutual
responsibilities of parents and teachers.
2. Acting upon the strategy, adopted by the Armed Forces for selecting the cadets
through ISSB, paper money can be minimized.

3. Latest examination techniques and time factor can modernize the style of paper
setting.
4. Latest paper assessment techniques and time factor can modernize the style of
paper checking.
5. Time is the ultimate remedy of cheating (UFM).

3) ERADICATING PAPER MONEY (EPM).

EPM stands for ERADICATION OF PAPER MONEY. It is name of another modern

theory, designed to make the task mentioned in it possible. Eradication of paper

money is possible by self-reliance and acting upon the best principles of economy. By

the grace of Al-mighty Allah, the splendid contribution of Pakistan Armed forces is

worthwhile to mention here. It saved the country and nation in almost all the entire

past crisis. Its selfless services and sincere sacrifices, are praiseworthy, must be

followed by all other departments in Pakistan. The Inter Services Selection Board

(ISSB) is an institution of the Pakistan Armed Forces. The cadets, selected by this

institution, are recognized not only in Pakistan but also throughout the world. Its

unique selection owes the success to its very effective examination system. It is such

a unique system, which is cheapest, free of fatigues and complexities. It has been

selecting the cadets since long time. It guides us to devise a clear cut and useful

examination system laying down strong footing and sound foundations for erecting a

splendid Symbolic Educational Edifice. Keeping in view the ISSB examination

system, the evil of paper money can be nipped in the bud by acting upon the

following steps:

1. Annual, monthly and weekly (A/M/W) scheme of study (SOS) should be prepared
before initializing the school studies.
2. The said SOS must be acted upon for ever, up till the enforcement of new
syllabus.
3. In light of the SOS, teachers should set their question papers in accordance with
the next point No. 4 MPS9 before holding the examinations.
4. A very important instruction, “Please return the question paper without
writing on it, along-with the answer sheet. Incase of its violation fine
Rs.10/- will be charged”, must be written at the top of each question paper.

5. The question papers should be photo copied/printed according to the academy's
enrollment.
6. Its entire cost should be met out of pupil’s Examination fund.
7. Examinations should be conducted well in time, acting upon the said point No. 1,
SEED10.
8. Besides ensuring peaceful atmosphere in the Examination Hall, the pupils should
be made well aware and bound to act upon the above-mentioned instruction in
para 4.
9. Question paper of all the subjects must be recollected and kept in file
class/subject order properly.
10. Secrecy and Safety of these files must be ensured for developing a Question
Papers Bank.
11. Now, these papers can be used forever up till availability of new syllabus and
books in the market according the above-mentioned schedule of examinations.

In this easiest way, besides eliminating the evil of paper money, a very effective and
fatigue-less examinations system can be conducted successfully. Moreover, it can

contribute a lot in improving pupil's creative intellect and excellent moral behaviour
during the time saved from this activity.

4) MODERNIZED PAPER SETTING (MPS).

MPS stands for MODERNIZED PAPER SETTING. It is another theory, devised to


make it sure that the question papers must be set according to the Bloom 11’s taxonomy
of objectives. Teachers should prepare/set their question papers before the stipulated
time. The question paper must be set according to the Bloom12’s taxonomy of objectives.
It must be composed of 50 marks for objective type and 50 marks for essay type
questions. By pre-planning a Question Bank of all subjects can be developed with the
help of a competent computer operator. The objective type portion should be consisted

upon multiple choice and fill in the blank question with four answers. In which one
answer must be correct. Teacher must prepare its key for checking. No student should
be allowed to write on the question paper. Students should be given the short answer
sheets, in which students are to encircle the correct response among A B C D with in 15
to 30 minutes. The other 50 marks are reserved for subjective type questions. In which
thought provoking, creative, constructive, critical and reformative approach is proposed
to develop in the pupils enabling them to learn the technical skills for ensuring their
splendid future.

presented a TEXONOMY OF OBJECTIVE, in 1948. It is well known through out in the
educational world on account of its significance. According to this taxonomy, objectives

5) MODERNIZED PAPER-CHECKING (MPC).

MPC stands for MODERNIZED PAPER-CHECKING. It is new theory, devised in


order to modernize the teachers’ paper checking efficiency. It costs nothing but saves
invaluable time for utilizing it for nourishing pupils’ academic and moral conduct.

Teachers will have to provide a separate KEY for checking the objective type
answers along with the question papers. In this way a person other than a teacher can
check the objective type answers sheet with the help of KEY. On the other hand, the
concerned I/C subject teachers will check papers/answers sheets of the subjective type
portion of the question paper. However, the process must be completed daily. No answer
sheet should be kept unchecked for the next day. However, the teachers and servants
engaged in this paper-checking task must be served/honored with light refreshment.
Having prepared the manual award lists the marks/data must be computerized for
producing the FAIR immediately. In this way, the FAIR can be sent to the parents will in
time.

At the large scale, for this purpose, MPCS (Manual Punch Checking System) has
been introduced. MPCS can be applied in the Adm./Entry Test for admission in the
colleges. According to the MPCS,

which is provided by the paper setter.

2) This sheet is placed on the bundle of (100) one hundred or (50) fifty answer sheets

5) Having counted the correct responses, subject-wise scores made by the students
can be feed in the computer for obtaining merit sheet for admission.

6) TIME IS ULTIMATE REMEDY OF CHEATING (TURC).

TURC stands for TIME IS ULTIMATE REMEDY OF CHEATING. It is new theory,


devised in order to nip the evil of cheating in the bud.

According to the said last point No. 5, at least 15 to 30 minutes must be given to
the pupils for solving the objective type question paper. While two hours are must be
given for solving the subjective type questions. In this way, the pupils will try their best to
encircle maximum answers of the questions for obtaining excellent scores. Teachers will
also be vigilant and strict in performing their duty. Pupils can find no time for cheating in
their own interest of scoring highest target. As a result, the evil of cheating will be nipped
in the bud.

FAIR stands for Futuristic Academy Intellect Result. It is the name a new theory,
derived for keeping the parents conscious about the monthly academic progress of their
children. The FAIR gives actual pupil’s progress report with respect to his chronological
(physical) and mental age within no time and at nominal cost. It is a computerized result,
in which up to date information about the pupils’ subject / teacher-wise academic
achievement, I.Q., degree of I.Q., number of absence in the month, prediction about
future and direction for improvement in the light of previous information.

Everything is possible. Annual expenditure of Rs. 50/- per pupil is estimated for
the FAIR, while each school at the cost of Rs. 20,000/- can purchase a computer set
with printer forever. Moreover, this one computer can be utilized, during the long
vacations and at the evening time daily, generating income for its maintenance and
repair, an additional allowance for the trainer and for the prime cause of pupils’
professional training.

FAIR can be used to send parents the actual ratio of their children's academic
progress, future field of action and direction for improvement. It can share the mutual
responsibilities of parents and teachers easily. For this purpose, papers must be
checked daily. In addition, the teachers, engaged in checking, should be served with
light refreshment. Students/Parents should be intimated about the results through FAIR15
well in time.

The computer can assist, in the examination process beside other numerous
benefits. It is cry of today that the new generation may be enabled to stand on strong
footings depending upon their own skilled power of thinking and action. It is possible by
using the psychological motivations for inculcating modern aptitude and creative intellect
in them. The computer can provide the latest and very significant information to the
parents/ Students easily, which are given here.

his best to improve to his class position. Column 10 to 13 vibrate the thinking and
imaginative sense of parents and students. While column 14, a ray of hope guides them
for excellence in academic performance. The computerized FAIR is easiest, cheapest,
free of fatigue and excellent source of pupils progress report. It can be crowning
achievement in the field of education. It is a pragmatic shape of the ideas and theories of

Because, a large number of educated indigents have been ever increasing because of
blind action upon the past static conceptions of education. The cry of today is to develop
futuristic approach in the mother department of humanity and universe.

Just from the gross root level, a step is taken to change the meaning of general
education. Therefore, information technology and professional expertise is inducted in it
paving way to the mechanism of general education. Implementation upon the idea of
general education mechanism will to produce skilled educated persons. This lot will be
able beautify the universe. As according to the Holy Quran, the universe is for man not
man is for it. In this connection, three other new ideas have been developed, ie., LIFE
(League of Intellect Faculty Education), FATE (Futuristic Academy Technical Expertise)
and CAT (Computer Administrative Technology). Moreover, Redesigning BISE's
responsibility and introducing the Entry Test Based Admission in Colleges have also
been reshaped in modernized scenario. These steps have been taken in order to
achieve the aim of crystallizing the idea of providing the excellent academic opportunities
and professional expertise to all students in general and the brilliant students in particular.

And to re-build the generation's lot considering it a noble cause and understanding that
nothing is eternal in the universe except interest to Allah.

LIFE

LIFE stands for “League of Intellect Faculty Education”. It is another theory,


which is designed to keep the education alive with the help of Research Officer in each
school. For this purpose, there should be one organization on self-finance basis in the
country. In my opinion, every teacher, in each school, is a Research Officer in the field of
education. Thus, on democratic basis, there should be one elected member of the LIFE
in each school for the educational research work. His findings should be published in the
daily newspapers. In order to streamline his research work, a strategy is planned in the
following:

1) Monthly LIFE meetings, must be attended by members of each school at the


district headquarter.

2) Quarterly LIFE meetings, must be attended by members of each district duly
elected, at the divisional headquarter.
3) Six monthly LIFE meetings, must be attended, by members of each division duly
elected, at the provincial headquarter.
4) Annual LIFE meetings, must be attended, by members of each province duly
elected, at the provincial headquarter.

The concluding annual meeting should be highlighted and its findings should be
circulated to all Pakistani schools for implementation and published in newspapers of
national repute.

CAT, is the name the name of a new theory, which stands for Computer
Administrative Technology. The idea of this theory has also been taken from cat. As it is
well-known fact that CAT is quick, fast in action and also cunning. It belongs to the family
of lion. Moreover, it is known as the aunt of line. Just like dog, it also renders invaluable
service for human beings. It has very good qualities. And here, it is a new theory, derived

in order to apply the latest computer technology in the educational administrative
mechanism.

Now days, there is a noise of information technology. Whether it is useful in the


instructional, administrative and inspection mechanism of schools or not? Yes, it is very
useful. It has made the teacher’s work very easy. I derived my several other theories by
the application of information (computer) technology. That’s why, I put forward CAT, in
order to get teaching community entered in the new millennium graciously. The theory of
CAT enables us to do several tasks conveniently and very quickly with the help of
information (computer) technology in schools. Some of those tasks are as under:

1) All work of accounts, typing, word processing can be done and kept safe with the
help of computer very easily.
2) Staff Statement, Letters, Applications, Income Expenditure Statement and etc can
be prepared within no time.

3) Daily pupils’ attendance, computation of each pupil’s monthly attendance,
calculating average attendance of each class and whole school can easily be
managed.

division, percentage, average, and etc can also be solved within no time.
6) Calculation of pupils’ result, grades and percentage is very easy.
7) Facility of calculating physical (chronological) and mental age and (I.Q.)
intelligence quotient is also available.
8) Similarly, degree of I. Q., advice for future field of action and direction by principal
to pupils for improvement is very easy on the computer. And every thing can be
taken into black and white within no time.
9) Merit list, class positioning of the pupils with respect to their marks obtained in

FUTURISTIC ACADEMY TECHNICAL EXPERTISE (FATE)

FATE stands for a new theory derived for safeguarding the bright future of the
students during long summer vacations.

The destiny (FATE) of the generation can be changed by a useful scheme of technical
training during the long vacations. The educational institution should observe one-month
vacation according to the regional climatic, religious and cultural needs. Its object is to
develop practical approach in pupils for developing their sense of responsibility under
the tutelage of parents.

Besides this a scheme of providing practical training facility of


technical and professional skills is suggested. Its
implementation is aimed at eliminating unemployment.
Furthermore, it can also contribute a lot for manufacturing

production increasing the per capita income. The production of
handy craft domestic factories also increases the profit and
foreign exchange. Cost upon this scheme can be met out of its
production.

By research upon the philosophy of vacation, it has been found that in the past,
the annual examination was conducted after the long (summer / winter) vacations, in
order to develop a logical reason for collecting monthly tuition fee from parents/pupils for
the vacation period. On the other hand, parents were also bound to pay the charges of
vacation period for continuing their children's studies and acquiring the school leaving
certificate, if required. Most of the schools, in private sector, follow the same strategy to
satisfy their personal needs of paying utility bills/charges, such as electricity, gas, and
water supply bills staff pay bills and building rent etc. But there is no such problem in
government schools.

Now, we are independent by the great blessing of All-Mighty Allah. Self-reliance


and self-sufficiency in all fields of life has become the motto of our nation. Therefore, we
are to provide strong foundations and sound footings to the new generation. Leisure time
of pupils, in the long vacations, can be utilized in advancement of profitable professional

and technical activities. They can be saved from becoming unemployed, burden and
poison to the society in future. The sports competitions can also be arranged during long
vacations. In this way, a talented, Iron willed, and self-confident leadership can be

provoking men of action can be increased. In this way, the country can get rid of several
social, religious, economic and other evils.

By the grace of All-Mighty Allah there is no scarcity of patriots and generous


traders, wealthy persons and factory owners. They have an earnest desire to serve the
nation. They are ambitious to make the nation and country strong and prosperous. They
want to raise its position and reputation in the comity of world. They want to materialize
the idea of Allama Iqbal and Quaid-e-Azam Muhammad Ali Jinnah into a practical shape.
Their wealth can put the idea (scheme) into pragmatic shape. By careful planning, it can

REDESIGNING BISE'S RESPONSIBILITY

The concept of decentralization may be used in redesigning the responsibilities


of the BISE. The Board should be assigned the duty of registration, question papers
setting, printing, scheduling of SSC and Intermediate annual and supply examination,
distribution of question papers, codification and certification. Holding examination and
appointment of supervisory staff should be the duty of one two to seven local Govt.
High/Higher Secondary Schools and Colleges. The papers should be checked at the
spot. The result should be declared by the BISE as usual but with in a short spin of time.
In this way, the whole process can be completed with in a month. BISE should issue
certificate immediately to the pupils for further admission/services.

ENTRY TEST BASED ADMISSION IN COLLEGE

Now the transparent Admission/Entry Test system should be initialized in all the
colleges just like the Engineering and Medical colleges, for admission in 1 st Year and 3rd
Year Science/Arts classes. Computers are available in almost all the colleges.
Professors and Lecturers can conduct the A/E Test very easily and conveniently. Result
can be declared on the same day.

In this way, the candidates securing highest scores, in the merit list should be
admitted on the available number of seats. While rest of all must learn some technical
skill accordingly as directed in the FAIR, for leading their lives successfully. The doors of
BISE and University Examination branches are open for all such candidates, if they
desire to achieve the FA, BA and MA degrees.

In this way, with in an hour, the entire process can complete by treating the

I have issued the merit list in the Government High School No.3, Abbottabad (English
Medium) two times during 2000-01, concerning its admission/entry test for admission in
the classes prep to 10th.

It can be concluded that the change can serve a lot in saving the precious time
and wealth. Moreover, it is free from fatigue and UFMs. Such a culture, if develops, will
automatically nip the evil of nepotism, favouritism, corruption, recommendation, unfair
means and other evils in the bud from the educational institutions, which is the mother of
all departments.

It is concluded that the splendid future of coming generation depends upon the new ideas revived from the glorious past of

ABOUT AUTHER
Mr. Khalid Rehman Khan belongs to Thanda Choha Abbottabad. He was born on
8th April, 1972. His father, Mr. Fazal-ur-Rehman Jadoon, is Head Master of a Government
Middle School in Abbottabad. He got his early education from Government Primary School
Thanda Choha. He passed his SSC examination from Government High School Nawan
Shehr, Abbottabad. Later, he got admission in the F. Sc. (Pre-Engineering) at Government
Post Graduate College, Abbottabad. Soon after, he left the college because of his
unfavourable result of F. Sc. Part-I. He worked on daily wages for about nine months.
Afterwards, in compliance with his father’s strict order, he passed FA examination securing
559/1100 marks in 1989. Having got training certificate of CT from Govt. College of
Education for Elementary Teachers, Haripur., he joined the teaching profession (education
department) as a teacher in 1992. Later, he did BA, B. Ed, MA (Pakistan Studies) and M.
Ed during 1992-99.
