This Standard Urban Stormwater Mitigation Plan (SUSMP) for the EI Segundo Townhomes development has been prepared for The Olson Company by C&V Consulting, Inc. It is intended to comply with the requirements of the City of EI Segundo, County of Los Angeles, requiring the preparation of a project specific SUSMP. I certify under penalty of law that this document and all attachments were prepared under my jurisdiction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system or those persons directly responsible for the gathered the information, to the best of my knowledge and belief, the information submitted is true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations." The undersigned, while it owns the subject property, is responsible for the implementation of the provisions of this plan and will ensure that this plan is amended as appropriate to reflect up-todate conditions on the site consistent with the current Los Angeles County Storm-water Quality Management Plan (SQMP), and the intent of the storm-water and urban runoff NPDES Permit and Waste Discharge Requirements for the County of Los Angeles, Los Angeles County Flood Control District and the incorporated Cities of Los Angeles County under the jurisdiction of the Los Angeles Regional Water Quality Control Board. A copy of this SUSMP will be maintained at the project site/office. This SUSMP will be reviewed with the facility operator, facility supervisors, employees, tenants, maintenance and service contractors, or any other party having responsibility for implementing portions of this SUSMP. At least one copy of the approved and certified copy of this SUSMP shall be available on the subject property in perpetuity. Once the undersigned transfers its interest in the property, its successors-in-interest shall bear the aforementioned responsibility to implement and amend the SUSMP.

Section 400 - Body of SUSMP A. Obiectives

This Standard Urban Stormwater Mitigation Plan (SUSMP) has four main objectives: 1) Identify all pollutant sources, including sources of sediment that may affect the quality of storm water discharges associated with daily use / activity (storm water discharges) from the property site. 2) Identify non-storm water discharges. 3) Identify, construct, implement and maintain Best Management Practices (BMPs) to reduce or eliminate pollutants in storm water discharges and authorized non-storm water discharges from the property site. 4) Develop a maintenance schedule for BMPs designed to reduce or eliminate pollutants.

B.

Proiect Backqround and Description

The project is a land development which proposes to create a residential community from existing vacant lot. This project proposes 12 residential condominium units within 2 buildings on two lots and 8 covered outdoor parking spaces. Total project area is less than an acre at approximately 20,105 square feet. The site was used previously for a sewage pump station and has since been abandoned. An existing sewer force main runs north to south five feet off the west property line and will remain in place. An old abandoned outfall sewer located at the northwest corner and belonging to the City of Los Angeles is to remain in place. There is no pool and/or spa proposed for this project. Homeowners Association (HOA) will be responsible for the maintenance of the project.

Vicinity Map

The subject project is located on West Imperial Avenue in an area characterized by single-family and multi-family residential uses. Surrounding the project site is a similar existing multi-family project to the west, a city park to the south, open space linear park along the north side of Imperial Avenue and single family residential to the east. Please refer to Figures 1 & 2 for Vicinity and Location maps.

Existina Site DrainaaeCondition

Under the existing condition, the onsite runoff is generally sheet flowing in the northeasterly direction toward W. Imperial Avenue and then easterly in the street an existing catch basin at the intersection of W. Imperial Avenue and Loma Vista Street. The storm drain from this catch basin drains northerly across to a large 72" storm drain that flows from the south in Loma Vista Street and then turns west and continues west in the open space park on the north side of Imperial Avenue. The storm drain continues west in Imperial Highway as a LACDPW main line storm drain, and outlets into the Pacific Ocean in Dockweiler Beach State Park. Dockweiler Beach is listed as a 303(d) water body for Indicator Bacteria. Indicator bacteria are not themselves dangerous to

Catch Basin Inspection


The MHPI HOA will maintain the drainage systems, including catch basins. The MHPI HOA is required to have catch basins inspected and, if necessary, cleaned prior to the storm season, no later than October 15th each year prior to the "first flush" storm. These duties may be contracted out to the landscape maintenance firm hired by the MHPI HOA. Please see Appendix E for maintenance program. Maintenance operations should be logged in Appendix G.

Street Sweeping Private Streets and Parking Lots


The MHPI HOA shall have all streets and parking lots swept on a weekly basis. This procedure will be intensified around October 15th of each year prior to the "first flush" storm.

Structural BMPs

Structural BMPs shall be installed by the Olson Company, the developer, through the construction and development of the project, for instance; slope planting and irrigation systems shall be designed by licensed landscape architects and installed by qualified contractors to specifications and standards of the City of EI Segundo. The structural BMPs used for this project are summarized below: With this project we anticipate sediment runoff during construction, on-site trash, and the potential of on-site automobile oil. To mitigate these pollutants we propose the structural best management practices listed:

Infiltration
Treatment of the first 0.75 inches of runoff will be provided by infiltration through temporary off-site infiltration basins to the north and on-site by permanent underground dry well chambers.

Efficient Irrigation
As part of the design of all common area landscape irrigation shall employ water conservation principals, including, but not limited to, such provisions as water sensors, programmable irrigation times (for short cycles), etc. will be used. Such common areas will be maintained by MHPI HOA.

Runoff-Minimizing Landscape Design


As part of the design of all common area landscape areas, similar planting material with similar water requirements will be used in order to reduce excess irrigation runoff and promote surface filtration. Such common areas will be maintained by MHPI HOA.

Standard Urban Stormwater Mitigation Plan Tract Map No. 64578 EI Segundo, California Community Car Wash Racks No community car wash rack or area will be provided, therefore, washing of vehicles by residents on the property will not be allow per the CC&R agreement. Wash Water Controls for Food Preparation Areas A sign will be posted indicating that discharge of wash water to the municipal storm drain system is prohibited. All wash water should be disposed of to the sanitary sewer system. Restrictions will be enforced per the CC&R agreement. Trash Container (Dumpster) Areas Trash enclosures are provide. Individual residents will store trash inside designated trash area in approved covered dumpsters provided by the trash management company. Weekly pick-up of trash is expected. No drainage runs into trash area and has doors to secure dumpsters. Self Contained Washing Self-contained washing of vehicles by residents or owners on the property will not be allowed per the CC&R agreement. Outdoor Material Storage Areas Outdoor material storage areas refer to storage areas or storage facilities solely for the storage of materials. Improper storage of materials outdoors may provide an opportunity for toxic compounds, oil and grease, heavy metals, nutrients, suspended solids, and other pollutants to enter the storm water conveyance system. Outdoor Storage by residents or owners on the property will not be allowed per the CC&R agreement. Catch Basin Stenciling Phrase "No Dumping - Drains to Ocean" or equally effective phrase to be stenciled on catch basins to alert the public to the destination of pollutants discharged into storm water. This stenciling will be inspected and re-stenciled on a periodic basis by MHPI HOA. Please see Figure five (5) for maintenance frequency.

DETERMINING THE PEAK MITIGATED FLOW RATE (QpM):


In order to detennine the peak mitigated flow rate (Qp~ from the new development, use the Los Angeles County Department of Public Works Hydrology Manual. Use the Modified Rational Method for calculating the peak mitigation QpM for compliance with the Standard Urban Stonnwater Mitigation Plan (SUSMP).
