[ AllegationsofsexualexploitationandabusebyUNpeacekeepingpersonnel hadbeenmadeinmanymissions,from BosniaandHerzegovinaand KosovointheBalkansintheearly1990s,toCambodiaandTimorLestein SoutheastAsiaintheearlyandlate1990sandtoWestAfricaandthe DemocraticRepublicoftheCongo(DRC)inrecentyears. Itdoesnotmatter.ThispolicyisapplicabletoUN personnelwherevertheyare.
Beneficiariesincludethosedirectlyreceivingassistance e.g.Refugees,internallydisplacedpeopleanddueto thenatureofpeacekeepingthelocalpopulationofthe hostcountry.Thisisbecausepeacekeepingpersonnel havemoney,foodandshelter,whereasthelocal populationisoftenveryvulnerableandwithlimited accesstotheseessentials,creatingapowerdifferential. TheUnitedNationsOrganizationembodiesthe aspirationsofallthepeopleoftheworldforpeace.In thiscontexttheUnitedNationsCharterrequiresthatall personnelmustmaintainthehigheststandardsof integrityandconduct.
