We are used to hearing about drug wars involving illegal street drugs, but there is a war brewing over the Alberta government cuts made to legally dispensed drugs by pharmacies. Pharmacists are saying the cuts will seriously affect the way they do business and will adversely affect client care. They are sacrificing patient care. They are trying to look like they are saving money, but in the long run they are sacrificing patient care. Especially in rural areas, where in some cases, the pharmacy is your health care centre, said Gord Morck, owner of Strathmore Value Drug Mart. An Alberta government review in 2008 determined that generic drugs should be substituted for higher priced manufacturer brand name drugs to save money. They also determined that pharmacists could charge 35 per cent over and above the manufacturer price to cover their staffing, business, operations costs. The government then began a yearly decrease on that percentage, leading to the present 18 per cent cost cut. Brand name drugs have no cost restrictions placed on them. What they are doing is price controls. Something that I buy on April 29 that I pay $100 for; on May 1, I will have to sell for $50. On a large inventory that is a big hit, especially for a small business, said Morck. Morck said the action will have some small pharmacies cutting staff or closing. There are rural pharmacy subsidises, which Morck said is a short term bandaid measure, with restrictions that do not cover all rural pharmacies. As compensation for the cuts, pharmacists were to take on some paid patient consultation roles, done previously by doctors. It was proposed that this would make up for lost revenues. Morck said there are many restrictions as to which consultations are paid for by the government and it doesnt come near to making up the difference. The amounts allotted to pharmacists are not equivalent to what a physician was paid for the same service. Patients must have more than four medications and one or two chronic conditions, out of a list of only seven specific conditions. If you are on three medications, we cant bill for the problem. In my mind, if you are on only one medication and you are having trouble with that medication, we should be helping, but they wont pay us for it. Ideally, if you are only on one medication and we can find a way to get you off that medication, everyone wins, said Morck, who stated before the cuts, patient consultations were free and included as part of customer service. Full of information from witnesses to the clues, you team must unravel the mystery before the competing team does!
This is a fast paced, fun filled logistical challenge where your team must use their best skills, teamwork, and common sense to gather the clues, questions the witnesses and piece it all together! Along the way you just might learn something about NATURE! All teams are equipped with their own portable crime scene kits, including some evidence gathered by the initial investigating team, as well as all the tools they will need. From there they head out to one of the scenes to begin to collect the evidence in order to identify who done it. Since there may be several suspects the teams must not miss any evidence and therefore are required to collect evidence from each of the six stations, any missed evidence could result in a miss-trial in the court room! CRIME SCENE: Here you will find the victim and some clues that you must gather. You and your team must work efficiently here because you may not have as much time to gather evidence as you may like. Chaos can abound if you are not diligent at working as a team. KILL SITE: A small task awaits your team before you can assess the evidence here. This one is tricky so you will need to use your best assessment skills to determine what evidence belongs to what suspect, or will you use it to rule someone out? WITNESS RESCUE: You have been given a tip about a witness to the crime! However, the witness has been kidnapped and you will need to use our special police dog to help you track the witness. First though, you have to get to the dog.. BALLLISTICS: The victim has some wounds on its body, one in particular was the result of an actual weapon, it is up to you to determine what weapon caused the wound and if the wound was inflicted before or after. ANALYSIS: A suspect has left evidence behind that needs to be analyzed. A series of logistics is called for as well as patience as we trace our suspects movements over the last 12-hours. This one will help identify other suspects through some evidence left at the crime scene, and help you to find those suspects for questioning.

Besides a high sugar content, cola soft drinks also contain phosphoric acid which can reduce the absorption of calcium from the intestinal tract. This can lead to a lower bone density. If you are used to having a soft drink every day, try sparkling water. Over the past year, there have been many shortages of certain medications necessitating changes in brands. can be toured, or checked virtually at www.ecobuildings.net, and more information about the system is on the site as well. House systems start at about $2,000 and can save about 30 per cent of water use. Smith said that the town encourages conservation and sells rain barrels at cost. There were many handouts on conservation and measurement tips, available to take home from the event. Cheryl Bear Chief said as a utility clerk, she received quite a few calls from residents about the new billing system. She said the purpose of the open house was to reach more residents and answer those questions in one place. For those who could not attend, she said they could call the office and someone would explain their personal bill and the billing process to them.

Making Connections
Pat Fule Fule for Thought Recently, a PE 20 student of mine had to miss school for a family trip followed by an Educational Forum in Ottawa. Now to me, these are important things, not to be missed. However, that doesnt mean I cant have a little fun on her return! I drafted one of Alices good friends and I told her to follow my lead. I found a very small rubber basketball about the size of a jaw-breaker, and told Alice I had to see if her sports skills were still okay. I had her pal toss a ball back and forth to Alice and she had to catch it with both hands, then each of her hands, and finally with both hands standing on one foot! Of course the slightly confused student passed this challenging PE test, and I informed her she was okay come back to Band PE! Humour has always been one of the things that has kept me sane teaching, and hopefully, the students have learned while having fun. We all know the typical jokes and comments teachers get we only teach for two reasons ( July/August) and that were just glorified baby-sitters. I used to let that get to me, but having been a part of an awesome staff, I know different. Ive had my children go through our public system and Ive seen how teachers prepare for hours for classes/labs, coaching a variety of sports outside of school for free, and supervise clubs and dances. The teachers I know are not in it for a two month Summer Break. Weve laughed with (and at) students, been invited to their weddings, had babies brought to us to see them, and weve mourned at funerals. One year at SHS, we tried a Secret Angel plan, where each teacher picked a student who we felt needed some attention and secret support. The student I picked was new to SHS, and Id heard he was having trouble making friends. In fact, I had been told that he was eating his lunches in a bathroom stall! As my colleagues did with others, I adopted this student. Id try every day to connect with him, introduce him to kids I thought hed like, and I saw him grow in confidence and develop good friendships. There were about 30 of us teachers doing the same thing, and 30 students were being helped on a regular basis kids we felt needed a boost. One year, one of our teachers returned from a teacher-exchange to Hamilton. She told us of their school program called: Breakfast of Champions. In this program, teachers picked students using a variety of criteria. Students may have overcome serious problems, changed attitudes toward school, done extra things to make SHS better, or been a strong, but quiet. Then the chosen kids would get invitations to come to a large breakfast, be praised in public, and have photos taken! The papers really supported us, as did local businesses. Im happy to say that this Breakfast has gone on for over 20 years, and we even made it so theres one in each semester. That way with our staff of about 45 90 kids can get positive recognition!! Another connection with students for me has been comic books and Graphic Novels. As a kid, I didnt like to read books. Now this is ironic, because I went on to have an English minor, and Ive now taught English for over 20 years! Maybe you were a kid of the 60s or 70s, when comic books only cost between 12 and 15 cents! My brother and I would each buy eight comics with our weekly allowance, and STILL have money for candy! Life was good! It was all THAT reading that helped me with my reading. I can still remember learning some of Mercutios death lines from Romeo and Juliet in a Green Arrow comic! About 20 years ago, I began to use comics and that has continued in to my Eng.10-4 classes. Back then, it was comics that helped me connect with a tough student. I would regularly bring in comic books he liked, and that started to get him enthusiastic about reading. In fact, Deb was absolutely horrified when I got a phone call from Spy Hill Penitentiary on a Friday night! It was my former student, who told me that he had made some bad choices and he had to pay for them. What he REALLY wanted me to know, was that he was still reading comics! He eventually settled down, kicked his addictions, and became a family man. The connections teachers make with students can often be as important as the actual lessons being taught. Its these connections that also make school more enjoyable. So, Im okay with the teacher-jokes, they come with the job. Students also come with the job and teachers wouldnt want it any other way! (Fule for Thought is a slice of life humourous column that appears in the Strathmore Times, written by long-time resident, town councillor, high school teacher, coach, husband and father of two Pat Fule. witness our committee heard. He encouraged us to present him with a report that will help his department and Canada get ahead of the curve in preparing and paying for the police services we value. In January, the Minister hosted an international summit on the costs of policing. This matter is an on-going concern for Canadas own Federal, Provincial and Territorial Ministers of Public Safety and Justice Working Group. Our committee is hearing from key stakeholders including: the Canadian Association of Chiefs of Police; the Canadian Police Association; the Canadian Association of Police Boards; the RCMP and other police forces in Canada; the Federation of Canadian Municipalities; and others. In the near future, I will lead a delegation from our committee to the United Kingdom to see firsthand their implementation of a radically reformed policing model adapted to the same challenges that we face in Canada. As well, we will spend a few days meeting officials in San Diego, Los Angeles and San Francisco. These police forces have introduced award-winning community-oriented policing strategies. We need to ensure that policing in Canada remains sustainable now and in the future while ensuring that Canadians have confidence in all of our police services. Building a dream
Shannon LeClair Times Reporter Strathmore resident Stan Ulm had always dreamed of building a Willys - Willys-Overland Motors - car. He knew he wanted to build the 1941 Willys Americar coupe, but he also didnt want someone elses car, he wanted to build it his way. In 2008, after getting the go ahead from his wife Dianne, Ulm contacted AC Autos in Buffalo to order a 1941 fiberglass Willys coupe. Ulm then got in touch with Fast Times Rods in Dunkirk, New York and had them build a chassis and then fit the body to it. The gassers back in the 60s, they used early style 392 Hemis, theyve got the most power, that was usually a Willys they used because their aerodynamic for racing, so I just thought well its got to have a Hemi in it, said Ulm. And so he bought a 1958 Chrysler for its 392ci Hemi and then sold the engineless carcass. After bringing the car to Muscle Motors here in town he found out the block was cracked and he went back to looking for a new engine. He ended up buying a supercharged hemi 329ci from Performance Auto Warehouse in California. Since he was a teen in Saskatchewan Ulm has always had a passion for cars, and has been refurbishing them in his spare time every chance he gets. The first car he built was a 1968 Camaro, but he said the Willys is easily his favourite. Its got the nicest bodylines, said Ulm. In July of 2011 the Willys coupe was ready for the public. The car won seven trophies in its debut, and at the Saskatoon Super Run it earned Top 10 honour and got another at the Red Deer Super run in 2012. Ulm entered the Willys into the World Of Wheels car show in Calgary, Feb. 22 to 24. There he won a Best in Class award and an outstanding engine in a rod award. Besides the engine popping up out of the hood, the one thing that attracts peoples attention right off the bat is the colour. Instead of going with one of the usual colours, blue, black or red, Ulm and his son Richie knew that Forever Orange was the perfect colour. Our son and him went to Calgary and they just took the book out and were sitting on the curb or whatever and going through it and they came up with this colour just because its unique and they didnt want the same old black, said Dianne. Building cars has become a bit of a family hobby. Stan and Richie will spend hours together making everything perfect. Dianne will also join in and help where she can, and their daughter Reanna even goes out to inspect the progress once in a while. I enjoy it, I go out to the shop and work on it with him, said Dianne. Our son really enjoys it too, hes learned a lot from his dad. The Ulm family has made the Willys a modern version of the classic car; it comes with a backup camera, GPS, power doors, trunk and windows, a built-in phone system and a Kenwood stereo system. Next up for Ulm is a 1967 Firebird he is working on for someone else, and a 1940s pickup for him.
Stan Ulm and his family put three years of work into creating his vision of the perfect 1941 Willys Coupe. The car recently won Best in Class and outstanding engine in a rod at the World of Wheels car show in Calgary.

awarded by Wheatland County, there was much talk over further improvements to the existing community building. The Community Enhancement Grant is designed to provide financial support towards the use of recreational, cultural and community facilities. Money received from the grant in 2012 just over $7,000 was awarded paid for improvements to the roof of the Cairnhill schoolhouse. It should last the next 50 years, so most of you wont be around when it leaks again, said Keith Clayton, vice president of CCA.
bers are encouraged to attend. The Cairnhill school district formed in 1913. It is located about 10 minutes south of Strathmore on Highway 817. Grades 1-9 were taught there and the school operated until 1946. A few local families purchased the property after that and the structure continues to stand proudly on the hill serving as a community centre. We wish for the continuation of the Cairnhill Community for the up and coming generation. We want the young kids to enjoy this facility in a similar fashion as we did, said Clint Sims, president of CCA.
Left: Mrs. Evans class celebrated St. Patricks Day on March 15. The Grade ! students from Sacred Heart Academy couldnt believe the mess the nasty little leprechauns left behind in their classroom. The students were also treated to a delicious Lucky Charms breakfast. Right: Standard School kindergarten student Manney McArthur stopped for a photo to show off the Kindergarten St. Patricks Day art and her school spirit in the wearing of the green. She never did get pinched by a leprechaun!

Female,
Is an 8 yr old Dilute Tortoise shell domestic short hair. She was originally found outside completely frozen, because of this event she has rounded ear tips rather than the usual pointed ones. She is a total lap cat and loves giving kisses (licks) and loves attention. Her favorite snack is pretzels and she wont eat cat treats. She likes to spend the day looking out the window. She does best in a quieter home.

Protective Policing
Sharon McLeay Times Contributor Sgt. Jeff Cyr, Senior Peace Officer for Wheatland County brought the January call statistics to Wheatland Council on March 5, 2013. The officers attended to 53 traffic issues, assisted RCMP with one Criminal offence, responded with EMS and Fire once, dealt with seven animal control issues and two environmental concerns, and worked on general reporting duties involving four bylaws. Council had previously approved officers to attend the 2013 Alberta Association of Community Peace Officers (AACPO) Conference. Cyr reported that there were multiple sessions and seminars on officer safety and duties. There were special speakers from the RCMP dealing with correct handling of exhibits and monitoring terrorist activity in rural areas. The SPCA speaker gave information on coordination with the agency and animal safety. The officers also got to network and vote for their executive officers. The conference was a real learning opportunity, said Cyr, and thanked Council for the opportunity to attend. Fire guardians reappointed Council reappointed local fire guardians, with the addition of Curt Emde and Ryan Hauswirth for the Carseland region. Fire Guardians issue fire permits under the Alberta Forest Prairie Protection Act, and can be reached any day of the week between 8 a.m. to 9 p.m. Forms are picked up from the County of Wheatland office during business hours. Fire guardians were put in place in each area to better monitor Wheatland County and to make it easier for residents to get their permits signed. All the guardians are given training to assess conditions and fire risks in their respective areas. Councillors wanted to stress that guardians do accept some of the risk for the fires they authorize through the permit process. See sidebar for contact number. Uninsured fire bill Standard Fire will be glad to hear that Council approved adding the uncollected bill for the uninsured fire to the landowners tax roll. Letters will be sent to Standard Fire and the landowner indicating the action will take place if the bill is not paid. Councillor Ken Sauve researched various insurance companies for landowner fire insurance and found that property coverage premiums ranged between no extra money for landowner fire insurance to up to an additional $6,000 per year, depending on coverage needed. He said adequate coverage is out there and encouraged everyone to review their policy for fire inclusion. Council also discussed whether accessing additional emergency equipment and billing for non-insured properties could be added to discussions with fire services in the County. Resolution postponed The Fire Review Committee asked council to consider extending their mandate as a facilitator beyond the Fire Services Review, keeping a board in place to deal with any future fire issues between the various county fire services and Wheatland County. Councillors felt that the committee could not present an unbiased position, due to the fact many of the members were also serving on area Fire Associations or departments. They clarified that the committee was developed for the specific task of facilitating the Fire Review and the guidelines stipulate that the Board will step down after that review is completed. It was also noted that the Strathmore Fire Department was not involved in the present committee. Council felt it would be better to wait for the review completion and the matter could be referred to the Wheatland Regional Fire Partnership at that time.

Gord Morck
John Godsman Times Contributor Gords grandparents came to North America through Ellis Island, from Denmark in 1915, travelling first to Nebraska where they bought cattle, before moving on to Dickson, Alberta. There, they purchased land and farmed and raised cattle with other Danish migrants. Gords father was born there in 1924, the fifth in a family of nine children. Gord was born in Olds, the youngest of four children. Most of his early education was at Olds, and following graduation he attended the University of Alberta in Edmonton for five years, where he obtained his Bachelor of Science - Pharmacy degree. While growing up in Olds, he worked part-time for Joe Gustafson, the owner of Olds Value Drug Mart, so it was natural for him to seek similar employment following his graduation from U of A. He came to Strathmore in 1988, where he worked for John Leboldus at Strathmore Value Drug Mart, and acquired the store after John passed away in 1999. Gord was active in The Strathmore Kinsman Club for many years, and recently joined The Strathmore Free Masons. When he arrived here in 1988, the population of Strathmore was 3,500 people. The speed limit on Hwy 1 from Strathmore to Calgary was
100 km/h, which has been increased to the current 110 km/h. The hospital had been opened in 1986, and since then, there have been many agreements by the Provincial Government to add different specialty wings. He is very concerned about all the businesses moving from downtown to be nearer to the highway, and hopes an effort will be made to revitalize our downtown in the near future.

vation and a chance to improve as they went on to win their second against the Androssan Bisons 47-44. Their third and final game was like the first - close enough to keep them determined for victory. Unfortunately, they were defeated, 5251 by the Holy Rosary Raiders. Each game was a battle and not one team facing Strathmore Highs ladies had room to breathe or slow down. It is one thing to place eighth on the provincial scale, its another to do it at the senior level without a single Grade 12 on the team. Because the team will not have anyone graduating this year, they have a lot of room for improvement for next. Theres tons of stuff we can improve, but were starting from this point at the start of next year rather than somewhere new because of provincials, said head coach Dion Galandy. I think weve improved, the biggest thing about this is experience. With the Spartans having experienced the strain and effort the provincials take, they will be all the more prepared for next years season.

After winning the first two games on the road, the Wheatland Braves clinched the SCAHL Championship with a 3-2 overtime victory in Game 3 versus the Okotoks Oilers on March 17 at the Strathmore Family Centre.
It is with great sadness that we announce that, after a brief illness, Sandi Flamond, of Strathmore, Alberta, passed away peacefully at the age of 45 years on Saturday, March 16, 2013 with her family by her side. She leaves to mourn her loving mother Viola of Strathmore; brother Fraser of Strathmore; as well as aunts, uncles, cousins and friends. Sandi was born in Calgary and moved to Strathmore at the age of six. She completed high school in Strathmore and attended the University of Calgary. In her twenties, she moved to Victoria, British Columbia where she worked for the BC Ferries for a number of years. Sandi was a gifted artist who was proud of her Metis heritage. She was an animal lover and excelled in sports, especially basketball, running, skiing and swimming. In her later years she loved watching her favourite programs on TV. After the death of her father Leroy Flamond in June 2007, Sandi returned to her home in Strathmore to help take care of her mom who has MS, and was living with her mom while working at the family business, Leroys Motel, until the time of her death. The family wishes to thank all the doctors and nurses of the ICU at the Peter Lougheed Hospital for their compassionate, personal care in Sandis final days. A memorial luncheon will be held on Friday, March 22, 2013 at Lord of All Lutheran Church, Strathmore, at 2:00 p.m. If desired, donations in Sandis memory may be made to any animal shelter.
