We are used to hearing about drug wars involving illegal street drugs, but there is a war brewing over the Alberta government cuts made to legally dispensed drugs by pharmacies. Pharmacists are saying the cuts will seriously affect the way they do business and will adversely affect client care. They are sacrificing patient care. They are trying to look like they are saving money, but in the long run they are sacrificing patient care. Especially in rural areas, where in some cases, the pharmacy is your health care centre, said Gord Morck, owner of Strathmore Value Drug Mart. An Alberta government review in 2008 determined that generic drugs should be substituted for higher priced manufacturer brand name drugs to save money. They also determined that pharmacists could charge 35 per cent over and above the manufacturer price to cover their staffing, business, operations costs. The government then began a yearly decrease on that percentage, leading to the present 18 per cent cost cut. Brand name drugs have no cost restrictions placed on them. What they are doing is price controls. Something that I buy on April 29 that I pay $100 for; on May 1, I will have to sell for $50. On a large inventory that is a big hit, especially for a small business, said Morck. Morck said the action will have some small pharmacies cutting staff or closing. There are rural pharmacy subsidises, which Morck said is a short term bandaid measure, with restrictions that do not cover all rural pharmacies. As compensation for the cuts, pharmacists were to take on some paid patient consultation roles, done previously by doctors. It was proposed that this would make up for lost revenues. Morck said there are many restrictions as to which consultations are paid for by the government and it doesnt come near to making up the difference. The amounts allotted to pharmacists are not equivalent to what a physician was paid for the same service. Patients must have more than four medications and one or two chronic conditions, out of a list of only seven specific conditions. If you are on three medications, we cant bill for the problem. In my mind, if you are on only one medication and you are having trouble with that medication, we should be helping, but they wont pay us for it. Ideally, if you are only on one medication and we can find a way to get you off that medication, everyone wins, said Morck, who stated before the cuts, patient consultations were free and included as part of customer service. Makeover for downtown Strathmore

Sharon McLeay Times Contributor The Strathmore and District Chamber of Commerce hosted a luncheon on March 11, where Linda Nelson, the Town of Strathmores Deputy Chief Administration Officer, debuted ideas for a Town of Strathmore overlay. The three themes, and examples of potential streetscapes for the town beautification, revolve around a railroad theme, Victorian, or Old town. The overlay in the downtown area would allow the existing building zoning uses to remain, but allow for renovations or expansions. A guideline would be in place that mixes new land uses appropriate to both the needs of the community and the scale of surrounding neighborhoods, including the adaptive reuse of abandoned, vacant or underutilized buildings or structures where appropriate. The designated architectural controls in the overlay would ensure a consistently high level of design quality throughout the district, or alternatively, the designs could be compatible, depending on the communitys vision for the area, Nelson stated in her presentation. She said that the downtown beautification topic was discussed at councils fall workshop. She said town beautification had been an issue that has been talked about by many people for quite a few years. Council gave staff the directive to come up with some possibilities and work with Chamber of Commerce to gather community involvement. For the idea to develop, it really takes a commitment from the community, said Nelson. She said there will be a series of open houses and presentations to get community feedback. Once the concepts have been presented and the community feedback data is gathered, the next step would be to develop a bylaw to present to council for discussion.

Gerda Klassen and Gord Morck are busy filling prescriptions for Strathmore and area residents. Both the Clinical Pharmacists are worried what new measures by the Alberta Government will mean to client care.

Sharon McLeay Photo

Pharmacies hit hard

Continued from Page 1 The pharmacist is also allowed a dispensing fee. Studies show the cost should be set at approximately $15 per prescription. Currently, Alberta is paying $10.25 to a maximum of $25 for some drugs. There has been correspondence indicating the government is set to review this and possibly make cuts as well Generic manufacturers are so unhappy with the cuts, they are threatening to slow supplies of drugs with lower returns. So patients may not be able to get drugs they need. The Pharmacare plan announced in March, by Health Minister Fred Horne, will also affect seniors. Payment for drugs will be based on a sliding economic scale, including income from all sources, even disability pensions. The Alberta Government has recently made changes, to many branches of health care delivery, based on economics rather than patient centered care. Morck said these cuts also represent an economic viewpoint. It is estimated that the pharmacy cuts will save the government less than one per cent of healthcare revenues. Several agencies have proposed that cuts to healthcare services should be based on reliable, transparent patient-based outcomes. Changes to the way we care for patients could show greater returns economically and produce healthier populations. The 2009 Creating Synergy report by the Alberta Health Coalition (www.creatingsynenergy.ab.ca) asked Why is there such an obsession on only containing drug costs as compared to the other healthcare expenditures? They found many flaws in systems focused in such a manner and came up with alternatives that were not applied by the Alberta Government. While representatives of chosen stakeholder organizations were consulted prior to the implementation of cost cutting measures, few stakeholders, such as taxpayers or pharmacy owners, were told of the details before they were enacted. It would be nice for them to take some time to listen to what stakeholders have to say. They just implemented this without talking about it. They just went ahead and did it, said Morck. Morck would like to see the government show some tangible value for the service pharmacists supply. Morck is hoping to have a petition against the changes in his store for his clients to sign, and is considering a short store closure in support of the pharmacists that are going to picket the legislature on March 21, 2013. He asks residents to contact Minister Horne by email: edmonton.rutherford@assembly.ab.ca or phone, 780427-3665 to show support for their pharmacists. The Minister has the power to have any healthcare policy changed.

Langdon tot lot gets financing

Sharon McLeay Times Contributor The Langdon Community Association (LCA) received $5,000 for a new tot lot, from Western Financial Group. The grant is one of 14 given out by the Groups charitable foundation. The Western Community Foundation was set up to support community infrastructure, student bursaries, support public health, recreation and education. Children gain confidence, social skills and coordination when they have a safe and creative environment to play, said Glen Reiter, Langdon Western Financial Group Branch manager. Our grant will benefit children and families by helping develop an exciting space where kids can let their imagination be their guides. The Langdon Community Association is extremely grateful for the recent grant from the Western Financial Group, this grant has given the project a huge boost, said Wanda Tulp, President of the Langdon Community Association. Tulp said the LCA has been diligently raising funds. Director, Chrissy Craig and others have been doing a wonderful job in the community. They have been fundraising, through grant efforts, Pennies for Playgrounds jars that can be found at the local Langdon supporting businesses, in addition to various local events such as Winterfest and the Stop and Crop. Businesses such as Jay Sandhus Accounting office have also offered to donate 50 per cent of tax services by local citizens to our tot lot project. Though we do have a ways to go, it is such a positive thing when the community pulls together in such a collaborative effort to support this LCA project, to give the children of Langdon a great place to play. The efforts of the community have really been outstanding and we are so very grateful! said Tulp. She said they are looking forward to being able to give further updates to the community at the Annual General Meeting on April 25, and they are excited about their new reconstructed website which will be available soon.

Communicating utility changes

Sharon McLeay Times Contributor The Town of Strathmore Utility department held an open house on March 12, to answer residents questions on their utility bills. The new monthly billing system will begin in April 2013. I think it makes more sense, said Alan West, about receiving a bill once a month. However, Bob Payne doesnt like the idea. He thinks extra costs will result from hiring extra staff for the more frequent readings, changing the billing system and sending out bills. The town is encouraging everyone to go on E-billing. The old monthly flat fee was $13.66 for two months; the new bill will show $6.83 because it will be billed monthly. The Water Conveyance Levy will be halved to $2.40 a month, the flat sewer maintenance, storm sewer levy will be $24.46, and the garbage levy will be $16.39. The Variable Water Consumption rate remains $1.60-1.65 per cubic metre. Variable sewer charges are $1.60 per cubic metre. Meter readings will be done once a month, with half the town covered by the 15th and the other by the 30th. West would like to see the town go to automatic electronic reading systems, to save on manpower. Diane Fischer, Utility Supervisor, said that most of the meters in town have been replaced to accommodate meter gun readings, however, some are still done manually. Fischer encourages people to call about switching the meters over so they can be read by the guns, saving the reader time and increasing accuracy. Lloyd Penner would like to see the town eliminate the flat utility fees altogether, to encourage people to be more conscious of their utility use. I would like to be compensated for using less water, said Penner. Lori Smith indicated that variable rates had been tried in the past and many people expressed unhappiness with it. Smith felt that there will be overall savings with the new system. Penner wanted clarification on the variable rates charged by the town and Smith indicated it was set at more than the town was charged, to hopefully recoup some of the 53 million dollars that was borrowed to upgrade utility infrastructure and link up to Calgary water sources. Smith said that fees will also be charged to builders putting in new developments, to recoup some of the costs. There were questions about the towns contracts with Calgary and utility suppliers such as Epcor. Smith indicated they were long term contracts and did not foresee the town changing those arrangements. Smith also discussed the possibility of grey water recycling by the town and said that the idea had been looked at for town facilities, but Environment Canada guidelines and liability risks ruled it out for public use by the municipality. Grey water is wastewater that comes from domestic activities like doing laundry, dishes, and bathing. It can then be recycled for use in constructed wetlands or landscape irrigation. There are grey water recycle tanks for sale by private companies, for personal use. Canada Mortgage and Housing has a sustainable home/office that

can be toured, or checked virtually at www.ecobuildings.net, and more information about the system is on the site as well. House systems start at about $2,000 and can save about 30 per cent of water use. Smith said that the town encourages conservation and sells rain barrels at cost. There were many handouts on conservation and measurement tips, available to take home from the event. Cheryl Bear Chief said as a utility clerk, she received quite a few calls from residents about the new billing system. She said the purpose of the open house was to reach more residents and answer those questions in one place. For those who could not attend, she said they could call the office and someone would explain their personal bill and the billing process to them.

Stolen mail keys force quick action by Canada Post

Shannon LeClair Times Reporter After a set of mail keys were stolen on March 14, Canada Post took immediate action to ensure the mail and mailboxes affected would be safe. Last Thursday an unidentified female stole a set of Canada Post mail keys before fleeing in a newer model Dodge pickup with red lettering on the tailgate. The set of keys stolen could be used to open up the panels but could not the individual mailboxes. Because they could open more than one we decided to change the locks on every single one of them, said Anick Losier, a spokesperson for Canada Post. We take peoples mail safety very seriously, not only have we changed the locks but weve moved everybodys (mail) into the general delivery at the Post Office until this situation is resolved. Canada Post began changing out all locks in the affected areas - Strathmore, Langdon and Dalemead - on March 18. Due to the weather conditions it took a couple of days to replace all of the locks. This is not the first time that a set of keys has been stolen from Canada Post and there are specific procedures in place for if and when a situation does occur. I would like to say no, but unfortunately it has (happened). Fortunately for us they are few and far between and thats why for us it is so important that the minute that these incidences occur, anybody that suspects something been happening with their mail (need) to either call us or call local authorities so we can launch immediately an investigation, said Losier. Our people dont take chances because identity theft, fraud, is so prevalent right nowadays in our lives and mail is just important and documents need to be secure its part of our process we move immediately. The person who took the keys has not yet been apprehended. Canada Post is collaborating with the RCMP on the investigation. If anyone has any details or information they should contact the local RCMP at 403-934-3968.

Province adopts Alberta Chambers savings framework

Alberta Chamber of Commerce The provinces commitment to save a portion of its non-renewable resource revenues will help secure Albertas economic future, says Ken Kobly, the president and CEO of the Alberta Chambers of Commerce. We are very pleased that the Alberta government has adopted an almost identical framework that we have been advocating for since 2006, said Kobly. This is an ideal time to do that. The Alberta Chambers of Commerce first underscored the importance of saving non-renewable resource revenues in a Vision 2020 report, Saving for the Future Alberta Advantage. The savings framework outlined in Vision 2020 also advised the government to retain the interest earned by the Heritage Fund, rather than use it for program spending. Although it has taken longer than expected, Albertas chamber federation is delighted to see the comprehensive savings framework the government unveiled today in Budget 2013. The Alberta Chambers has also long supported the need to strategically invest in capital projects to secure our provinces future economic prosperity. For that reason, it supports the provincial plan to leverage its solid credit rating to borrow at todays low interest rates in order to proactively build infrastructure to accommodate Albertas growth. Kobly further notes that Budget 2013s control over operating spending and lack of tax increases provide important stability and predictability for Albertas business community. Congratulations to the province for meeting its fiscal challenges head on, while also positioning Alberta well for a prosperous future, said Kobly. The Alberta Chambers of Commerce is a federation of 126 Chambers of Commerce in Alberta representing over 23,000 businesses.

Making Connections
Pat Fule Fule for Thought Recently, a PE 20 student of mine had to miss school for a family trip followed by an Educational Forum in Ottawa. Now to me, these are important things, not to be missed. However, that doesnt mean I cant have a little fun on her return! I drafted one of Alices good friends and I told her to follow my lead. I found a very small rubber basketball about the size of a jaw-breaker, and told Alice I had to see if her sports skills were still okay. I had her pal toss a ball back and forth to Alice and she had to catch it with both hands, then each of her hands, and finally with both hands standing on one foot! Of course the slightly confused student passed this challenging PE test, and I informed her she was okay come back to Band PE! Humour has always been one of the things that has kept me sane teaching, and hopefully, the students have learned while having fun. We all know the typical jokes and comments teachers get we only teach for two reasons ( July/August) and that were just glorified baby-sitters. I used to let that get to me, but having been a part of an awesome staff, I know different. Ive had my children go through our public system and Ive seen how teachers prepare for hours for classes/labs, coaching a variety of sports outside of school for free, and supervise clubs and dances. The teachers I know are not in it for a two month Summer Break. Weve laughed with (and at) students, been invited to their weddings, had babies brought to us to see them, and weve mourned at funerals. One year at SHS, we tried a Secret Angel plan, where each teacher picked a student who we felt needed some attention and secret support. The student I picked was new to SHS, and Id heard he was having trouble making friends. In fact, I had been told that he was eating his lunches in a bathroom stall! As my colleagues did with others, I adopted this student. Id try every day to connect with him, introduce him to kids I thought hed like, and I saw him grow in confidence and develop good friendships. There were about 30 of us teachers doing the same thing, and 30 students were being helped on a regular basis kids we felt needed a boost. One year, one of our teachers returned from a teacher-exchange to Hamilton. She told us of their school program called: Breakfast of Champions. In this program, teachers picked students using a variety of criteria. Students may have overcome serious problems, changed attitudes toward school, done extra things to make SHS better, or been a strong, but quiet. Then the chosen kids would get invitations to come to a large breakfast, be praised in public, and have photos taken! The papers really supported us, as did local businesses. Im happy to say that this Breakfast has gone on for over 20 years, and we even made it so theres one in each semester. That way with our staff of about 45 90 kids can get positive recognition!! Another connection with students for me has been comic books and Graphic Novels. As a kid, I didnt like to read books. Now this is ironic, because I went on to have an English minor, and Ive now taught English for over 20 years! Maybe you were a kid of the 60s or 70s, when comic books only cost between 12 and 15 cents! My brother and I would each buy eight comics with our weekly allowance, and STILL have money for candy! Life was good! It was all THAT reading that helped me with my reading. I can still remember learning some of Mercutios death lines from Romeo and Juliet in a Green Arrow comic! About 20 years ago, I began to use comics and that has continued in to my Eng.10-4 classes. Back then, it was comics that helped me connect with a tough student. I would regularly bring in comic books he liked, and that started to get him enthusiastic about reading. In fact, Deb was absolutely horrified when I got a phone call from Spy Hill Penitentiary on a Friday night! It was my former student, who told me that he had made some bad choices and he had to pay for them. What he REALLY wanted me to know, was that he was still reading comics! He eventually settled down, kicked his addictions, and became a family man. The connections teachers make with students can often be as important as the actual lessons being taught. Its these connections that also make school more enjoyable. So, Im okay with the teacher-jokes, they come with the job. Students also come with the job and teachers wouldnt want it any other way! (Fule for Thought is a slice of life humourous column that appears in the Strathmore Times, written by long-time resident, town councillor, high school teacher, coach, husband and father of two Pat Fule. Thought for the week ~

Securing the economics of policing

Kevin Sorenson, M.P., Crowfoot Parliamentary Report Many of you will know that as your Member of Parliament, one of my duties in Ottawa is serving as the Chair of the House of Commons Standing Committee on Public Safety and National Security. Our committee is engaged in a study of the Economics of Policing in Canada. We are at a critical juncture when it comes to preparing for the future of policing in Canada. Our protective services cant sustain the current rate of spending increases. All levels of government are facing difficult annual budgetary challenges. Canadian taxpayers are looking forward to a balanced federal budget. Police service operating expenditures totalled $6.8 billion in 2000 and grew to $12.6 billion in 2010. Our committee is taking proactive action to present the government with a report on the economics of policing in the future. We are conducting public hearings and expert witnesses in Canada as well as other jurisdictions are testifying. The economics of policing is a pressing issue in Canada and around the world. Among the many factors driving up policing costs is the emergence of new types of crime that the RCMP has the responsibility to investigate. These include: financial and commercial crime; cybercrime; the globalization of organized crime; terrorism threats; and, offences that threaten the security of our borders. At the local level, we can see in our own communities that the nature of policing could change to allow other organizations to have roles they are prepared to fulfill in support of protecting and serving citizens. There is a great deal of work that we can do to enhance policing. The Minister of Public Safety and National Security, the Honourable Vic Toews, was the first

witness our committee heard. He encouraged us to present him with a report that will help his department and Canada get ahead of the curve in preparing and paying for the police services we value. In January, the Minister hosted an international summit on the costs of policing. This matter is an on-going concern for Canadas own Federal, Provincial and Territorial Ministers of Public Safety and Justice Working Group. Our committee is hearing from key stakeholders including: the Canadian Association of Chiefs of Police; the Canadian Police Association; the Canadian Association of Police Boards; the RCMP and other police forces in Canada; the Federation of Canadian Municipalities; and others. In the near future, I will lead a delegation from our committee to the United Kingdom to see firsthand their implementation of a radically reformed policing model adapted to the same challenges that we face in Canada. As well, we will spend a few days meeting officials in San Diego, Los Angeles and San Francisco. These police forces have introduced award-winning community-oriented policing strategies. We need to ensure that policing in Canada remains sustainable now and in the future while ensuring that Canadians have confidence in all of our police services. Back in Debt Budget burdens Albertans for PC failures

Jason Hale MLA On March 7, Premier Alison Redford officially ended Albertas debt-free status and sentenced taxpayers to hundreds of millions of dollars in financing charges. This year alone, the PC government will rack up $3.5 billion in debt and vaporize $2 billion in savings to run a total $5.5 billion deficit. By the next election in 2016, the PC debt will amount to $17 billion. This bottomless pit of debt the PCs are digging will leave Albertans paying huge debt financing charges. Just this year, Albertans will pay $238 million in interest on debt. This is $238 million that will be taken out of taxpayers pockets, and not put into health or education, but instead put into the hands of the banks and to keep creditors off our back. The PC Government will not commit to not raising taxes or introducing a PST before the next election. Even worse, the PC Government does not have a plan to pay it back. Under their current budget plans, it would take over 80 years to pay off and by the time it was paid in full, billions of dollars in interest would have had to have been paid as well. This is a huge financial loss to Alberta. While Alberta did just fine paying cash for roads, bridges and schools until now, the Premiers budget will change that so that every last dollar for capital is borrowed meaning every capital project now includes massive hidden costs for servicing fees and potentially billions of dollars in interest payments. Essentially, the government is using zero-down mortgages to build infrastructure. The Premier proudly declared this would be a once in a generation budget. Shes right. It took a generation to pay off former Premier Don Gettys debt. It will take a generation to pay off the PCs debt. In the Back in Debt Budget, the Premier chose to target farmers, students and the vulnerable instead of taking responsibility for years of fiscal mismanagement. The governments cut of the six cents per litre Farm Fuel Benefit will be devastating for some farmers. Farmers operate on slim margins, and this PC government decision will hit them hard in the pocketbooks. Large farmers could take as much as a $20,000 hit - no small amount when budgets are already tight. Other cuts will affect the Alberta Initiative for School Improvement, employment training and income supports. This is a government that doesnt know how to prioritize spending to ensure front line services are maintained. While the government plans to hold the line on the Municipal Sustainability Initiative this year, serious cuts can be expected next year. So while this government shovels more and more money to the banks to pay off the interest they rack up, they are cutting municipal funding, which will affect everyone. A day after the 2013 Budget release, the Wildrose Official Opposition came out with our Financial Recovery Plan, which would eliminate the operating deficit immediately and the real cash deficit by 2014. Our plan starts at the top and would immediately reduce MLA pay, end corporate handouts, freeze wages and target the bloated bureaucracy for savings. To view go to www.wildrose.ca under Ideas and Solutions tab. Its time for the government to do the right thing, stop placing the burden of the governments mismanagement on the little guy, and get serious about cutting wasteful government spending. Letters to the editor

Strathmore loves Price is Right!

To the Editor My family and myself have been dedicated viewers of The Price Is Right game show. For 40 years of watching the Number 1 game show in television history, I have always dreamed of the possibility that my name would be called to Come On Down as the next contestant on The Price Is Right. Shortly prior to Christmas 2012 there was a blurb on the news that the show was coming to Calgary at the Coral in March 2013. I stayed up late to be online early the morning the tickets were to go on sale. Fortunately I was able to reserve four excellent near front centre floor tickets for the March 9, 2013 the 7:30 p.m. show. The next day it was brought to my attention that there would be a 4:30 p.m. showing held on the same day. I scrambled and purchased two Row 3 on the aisle seats. For someone that has watched this show for as long as I have and to receive tickets to one show would be amazing but to secure seats for both shows I was over the moon. I promptly went online to a t-shirt company and had custom shirts designed in an attempt to increase the chances of being selected. Early Christmas morning I woke up the family and turned on The Price Is Right and we all watched intently. My wife being from the Philippines she has never seen the show before but as soon as a contestant won a new car she was equally hooked like the rest of us. After the showcase was won, I presented my wife with the tickets and informed her that we were going to watch the show live. It took a few days to sink with her but every night that she came home from work she had to watch the daily taping of that mornings show to keep updated. On March 9, 2013 my wife Fina and myself went into Calgary early to register for the show. They recommend that you arrive at least three hours prior to the show to register. The line up was at least a 1/4 mile long but it was extremely fast. With much anticipation we entered the Coral Pavilion, flashed a few pictures and took our seats. The carnival like atmosphere was up beat and exhilarating. After a spectacular 90-minute show we rushed back to register for the second show and relived the experience again. Although neither of us were called to be in contestants row it truly was a dream of a life time fulfilled just to be in the audience. One of the contestants that did make it onto the stage was from Strathmore. In the audience of both shows, there were several citizens from Strathmore. Strathmore was truly well represented at this event. Thank You to The Price Is Right. Mr. John M. Whieldon Strathmore

Building a dream
Shannon LeClair Times Reporter Strathmore resident Stan Ulm had always dreamed of building a Willys - Willys-Overland Motors - car. He knew he wanted to build the 1941 Willys Americar coupe, but he also didnt want someone elses car, he wanted to build it his way. In 2008, after getting the go ahead from his wife Dianne, Ulm contacted AC Autos in Buffalo to order a 1941 fiberglass Willys coupe. Ulm then got in touch with Fast Times Rods in Dunkirk, New York and had them build a chassis and then fit the body to it. The gassers back in the 60s, they used early style 392 Hemis, theyve got the most power, that was usually a Willys they used because their aerodynamic for racing, so I just thought well its got to have a Hemi in it, said Ulm. And so he bought a 1958 Chrysler for its 392ci Hemi and then sold the engineless carcass. After bringing the car to Muscle Motors here in town he found out the block was cracked and he went back to looking for a new engine. He ended up buying a supercharged hemi 329ci from Performance Auto Warehouse in California. Since he was a teen in Saskatchewan Ulm has always had a passion for cars, and has been refurbishing them in his spare time every chance he gets. The first car he built was a 1968 Camaro, but he said the Willys is easily his favourite. Its got the nicest bodylines, said Ulm. In July of 2011 the Willys coupe was ready for the public. The car won seven trophies in its debut, and at the Saskatoon Super Run it earned Top 10 honour and got another at the Red Deer Super run in 2012. Ulm entered the Willys into the World Of Wheels car show in Calgary, Feb. 22 to 24. There he won a Best in Class award and an outstanding engine in a rod award. Besides the engine popping up out of the hood, the one thing that attracts peoples attention right off the bat is the colour. Instead of going with one of the usual colours, blue, black or red, Ulm and his son Richie knew that Forever Orange was the perfect colour. Our son and him went to Calgary and they just took the book out and were sitting on the curb or whatever and going through it and they came up with this colour just because its unique and they didnt want the same old black, said Dianne. Building cars has become a bit of a family hobby. Stan and Richie will spend hours together making everything perfect. Dianne will also join in and help where she can, and their daughter Reanna even goes out to inspect the progress once in a while. I enjoy it, I go out to the shop and work on it with him, said Dianne. Our son really enjoys it too, hes learned a lot from his dad. The Ulm family has made the Willys a modern version of the classic car; it comes with a backup camera, GPS, power doors, trunk and windows, a built-in phone system and a Kenwood stereo system. Next up for Ulm is a 1967 Firebird he is working on for someone else, and a 1940s pickup for him.

Stan Ulm and his family put three years of work into creating his vision of the perfect 1941 Willys Coupe. The car recently won Best in Class and outstanding engine in a rod at the World of Wheels car show in Calgary.

awarded by Wheatland County, there was much talk over further improvements to the existing community building. The Community Enhancement Grant is designed to provide financial support towards the use of recreational, cultural and community facilities. Money received from the grant in 2012 just over $7,000 was awarded paid for improvements to the roof of the Cairnhill schoolhouse. It should last the next 50 years, so most of you wont be around when it leaks again, said Keith Clayton, vice president of CCA.

bers are encouraged to attend. The Cairnhill school district formed in 1913. It is located about 10 minutes south of Strathmore on Highway 817. Grades 1-9 were taught there and the school operated until 1946. A few local families purchased the property after that and the structure continues to stand proudly on the hill serving as a community centre. We wish for the continuation of the Cairnhill Community for the up and coming generation. We want the young kids to enjoy this facility in a similar fashion as we did, said Clint Sims, president of CCA.

Make it Yours at the library

Shannon LeClair Times Reporter The Strathmore Municipal Library is always looking for ways to get patrons excited and involved in the library, which is why the Make it Yours, poster contest was created. Back in 2012 the Alberta Library created a program that was called the Make it Yours campaign. It was all about what do you love about your library and we thought whats a way that we can use this Make it Yours campaign and our Facebook group and turn it into a really great contest, said Assistant Director of Library Services at the Strathmore Municipal Library Carmen Erison. The way the contest works is people need to visit the Make it Yours website which can be found at www.youralbertalibrary.com and you create a Make it Yours poster. Its a really fun, creative poster where you can really hone in on what you love about the library. You can name what your favourite book is, what your favourite programs are, your favourite movie, and the poster says for example Carmens Library, said Erison. From the website participants are asked to download their posters and save it into a JPEG. Then find and like the Strathmore Municipal Library Facebook group and post it onto there. Thats all that is needed to enter the contest. This is a great way for our community to really get involved in our library and really express to us what they love about the library, said Erison. The grand prize is a Kobo Mini and a protective sleeve, which is approximately a $75 value. The contest closes on March 31.

Farewell, little friend: Saying good-bye to the penny

Laureen F. Guenther Times Contributor The Royal Canadian Mint said goodbye, a few weeks ago, to an old friend a friend whos been an official and essential part of life in our country since 1858, when the British Royal Mint struck the very first Canadian penny. In the 155 years since that day, our little brown penny has always displayed some variation of a maple leaf design, except for the 1967 Centennial version featuring a rock dove. The current maple leaf twig imprint has been our one-cent symbol since 1937. Traditionally, our penny was perfectly round and made of copper. For 14 years, however - from 1882 to 1996 - it became 12-sided, to make it more identifiable by people with visual impairments. Then, in 1997, its substance changed too; it became copper-plated zinc or copper-plated steel, making Canadas least valuable coin even less expensive to produce. Between 1908 and 2012, 35 billion Canadian pennies were produced, enough to circle the earth 16 times. Theyd weigh about 94 million kilograms, twice as much as the unsinkable Titanic. That weight wont increase by a single penny more, for the Canadian penny was as unsinkable as the Titanic itself. Winnipegs Royal Canadian Mint struck its last penny on May 4, 2012, and delivered its last penny loads to financial institutions on February 4 of this year. Now, all across the country, retailers are announcing whether or not they give and receive pennies in payment. Customers making cash purchases are reviewing their elementary school lessons about rounding up and rounding down. Canadians are asking each other if its worth keeping the pennies we have and wondering how the departure of the penny will impact our lives. All across the country, Canadian culture is just a little different than it used to be. The humble penny is still legal tender in Canada, however, and some agencies are suggesting the best place for the penny is in a charity. When the Cheadle Lions Club heard rumours, two years ago, that the Canadian government might discontinue the penny, they had a large metal box built and placed in the civic centre hallway, where its been collecting pennies and other coins ever since. Marlene Risdon, club secretary, said every cent of those donations supports local projects -- Strathmore Lions Splash Park, childrens and youth programs in Strathmore, and trips for school students, to name only a few. Theres a lot of things, a lot of local projects, Risdon said, inviting people to keep giving support. If anybodys got loose change, they can just throw it in there. Tim Hortons also accepts pennies and other coins for their Tim Hortons Childrens Foundation, which sends disadvantaged children to camp. The coin collection began long before the penny was discontinued, but Angel Cortez, afternoon supervisor at the Pine Road location, says people may be bringing in more pennies now. I saw three guys bring in real big bags of pennies, he said. Strathmore A&W began a penny drive last year, part of their drive to support Multiple Sclerosis research. Jaycee Peters, a Strathmore A&W supervisor, said this year they renamed it The End of the Penny Drive, and made it their goal to raise 1,000,000 pennies. For every pound of pennies donated, the donor receives one draw entry for a $100 gift certificate, and the store displays a graph of the weight of specific amounts of pennies. The manager (Will Whatley) ... weighed out $20 in pennies, $5 in pennies, $10 in pennies, Peters said, so that... however much money you would like to donate, that you get a fair chance at the raffle. Most recently, the Langdon Community Association and the Mountain View Credit Union also joined forces to begin a Penny Drive, supporting a rebuilding of Langdons community playground. The bank and other Langdon businesses are displaying penny-collecting containers, and the Community Association will soon host Penny Rolling Parties. Whether we put our remaining pennies in wallets, piggy banks, or penny donation jars, the penny itself is passing into history, leaving a small, maple leaf-shaped mark on our lives.

Learning to defend yourself in any situation

For every non-perishable food item you donate, $2.00 of your overdue fines will be waived.
All Donations will go to the Wheatland County Food Bank. Shannon LeClair Times Reporter Knowing how to defend yourself is important, and while most wont ever have to use what they have learned, having self-defense skills could save your life if youre ever put into a threatening situation. After receiving the request from a parent whose daughter had taken and enjoyed the course, the Strathmore Youth Club decided to bring it in as an option. The StreetSense Padded Assailant workshop will be held at the Youth Club Centre on March 23 from 10 a.m. until 2 p.m. I believe a course like this is empowering. Personal safety is something that everyone should be aware of. With the opportunity to practically apply the learned self defense moves, the skills can be recalled more fluently in a stressful situation, said Program Coordinator Colina Clark. Our goal is to (provide) quality programming, affordable programs that our participants will enjoy. We are here to meet the needs of the community with our focus being on youth. Whatever we can do, we will. Clark said she is currently working on organizing a Home Alone workshop, rocket making, and soapbox workshops. She has also secured a fishing workshop. Kerry Sauve, director of StreetSense Safety and Security Inc, will teach the workshop. The program is designed to allow you to actually put your Personal Safety and Self Defense skills to the test under realistic conditions. In my full time job working in a maximum security facility as an ERT (Emergency Response Team) member I see on a daily basis what the predators of society do to others, said Sauve. Good personal safety practices, those decisions we make on a day-to-day basis, can reduce our risk of becoming a target for crime and violence by up to 75 per cent. Add realistic self defense into the equation and your risk is decreased by up to 90 per cent. Sauve teaches people about both personal safety and self defense as they apply to their lives, and how crime and violence actually occur. I think its important to show people what really happens on the street and give them options that are simple, effective and combat proven in order to keep them and their families safe, said Sauve. Some of the concepts he has developed are to teach his students situational awareness, target hardening and emergency response and mitigation to avoid problems through proactive personal security planning and teaching military combatives to deal with unavoidable situations. I have been involved in the combat arts for over 40 years, and the martial arts can be an effective way to defend yourself if youve got the time and proper training to learn how to make it work. Unfortunately much of what is taught doesnt have a direct application for combat or the street, said Sauve. I focus on only the Gross Motor movements when I teach as under adrenal stress our fine motor coordination and ability to think and function is severely limited. I teach my students to employ vital point striking and kinetic linking in order to do away with any size, strength advantage a bad guy may have. Sauve said the goal is not to teach the students how to beat up the bad guy, instead he teaches about avoidance wherever possible, and using physical measures only when there are no other options. Each student will leave with an 80-page book Sauve has written on personal safety that walks them through the process of creating a personal safety plan for themselves and their family. The book covers a wide variety of topics such as avoiding sexual assault, dating violence, surviving active shooter events and much more. Anyone interested in taking the StreetSense workshop can contact the Youth Club of Strathmore and Colina Clark by noon on Friday, March 22 to see if there is still space available at 403934-4918. The cost of the program is $55 for members and $60 for non-members.

Protective Policing
Sharon McLeay Times Contributor Sgt. Jeff Cyr, Senior Peace Officer for Wheatland County brought the January call statistics to Wheatland Council on March 5, 2013. The officers attended to 53 traffic issues, assisted RCMP with one Criminal offence, responded with EMS and Fire once, dealt with seven animal control issues and two environmental concerns, and worked on general reporting duties involving four bylaws. Council had previously approved officers to attend the 2013 Alberta Association of Community Peace Officers (AACPO) Conference. Cyr reported that there were multiple sessions and seminars on officer safety and duties. There were special speakers from the RCMP dealing with correct handling of exhibits and monitoring terrorist activity in rural areas. The SPCA speaker gave information on coordination with the agency and animal safety. The officers also got to network and vote for their executive officers. The conference was a real learning opportunity, said Cyr, and thanked Council for the opportunity to attend. Fire guardians reappointed Council reappointed local fire guardians, with the addition of Curt Emde and Ryan Hauswirth for the Carseland region. Fire Guardians issue fire permits under the Alberta Forest Prairie Protection Act, and can be reached any day of the week between 8 a.m. to 9 p.m. Forms are picked up from the County of Wheatland office during business hours. Fire guardians were put in place in each area to better monitor Wheatland County and to make it easier for residents to get their permits signed. All the guardians are given training to assess conditions and fire risks in their respective areas. Councillors wanted to stress that guardians do accept some of the risk for the fires they authorize through the permit process. See sidebar for contact number. Uninsured fire bill Standard Fire will be glad to hear that Council approved adding the uncollected bill for the uninsured fire to the landowners tax roll. Letters will be sent to Standard Fire and the landowner indicating the action will take place if the bill is not paid. Councillor Ken Sauve researched various insurance companies for landowner fire insurance and found that property coverage premiums ranged between no extra money for landowner fire insurance to up to an additional $6,000 per year, depending on coverage needed. He said adequate coverage is out there and encouraged everyone to review their policy for fire inclusion. Council also discussed whether accessing additional emergency equipment and billing for non-insured properties could be added to discussions with fire services in the County. Resolution postponed The Fire Review Committee asked council to consider extending their mandate as a facilitator beyond the Fire Services Review, keeping a board in place to deal with any future fire issues between the various county fire services and Wheatland County. Councillors felt that the committee could not present an unbiased position, due to the fact many of the members were also serving on area Fire Associations or departments. They clarified that the committee was developed for the specific task of facilitating the Fire Review and the guidelines stipulate that the Board will step down after that review is completed. It was also noted that the Strathmore Fire Department was not involved in the present committee. Council felt it would be better to wait for the review completion and the matter could be referred to the Wheatland Regional Fire Partnership at that time.

FCSS invites seniors to afternoon tea

Laureen F. Guenther Times Contributor Strathmore FCSS (Family and Community Support Services) invites seniors to an afternoon tea on Tuesday, March 26 from 1 to 4 p.m. The tea will be held in the Lambert Centre, 85 Lakeside Boulevard, which houses both the public library and the FCSS. The seniors will enjoy a tea made from local plants such as skullcap, a herb thats been said to calm the nerves, aid in sleep and nourish the nervous system. Guest Brenda Holder, a Chartered Herbalist from Canmore, will also demonstrate how guests can use native plants to make salves. The seniors can then use their handmade salves as chest rubs, or to help heal arthritis, dry skin, and rashes. But the program wont stop with that. The learning goes both ways, said Catherine Walsh, FCSS Coordinator. While the seniors enjoy tea with friends, and learn new skills, or relearn forgotten ones, FCSS will encourage guests to express their needs, wants and opinions about future seniors programs in our community. They will learn some interesting facts on some of the plants indigenous to Strathmore, Walsh said, and we will learn a bit about what services we can offer to enhance their lives. When FCSS has received that information from seniors, Walsh said, we will have a better understanding about the (needs) of our seniors and we can begin the process to implement more programs to meet their needs. The cost for making salves will be $15-$20, depending how many guests participate. We hope to keep the cost to a minimum, Walsh said, so that all seniors can participate in and enjoy the program. FCSS would prefer if seniors pre-register, Walsh said, but gave the assurance that we will not turn anyone away at the door. Seniors who arent able to attend the tea, but would like to offer input, are encouraged to call the FCSS at (403) 934-9090 to talk about seniors programs theyd like the FCSS to develop. We welcome their input, said Walsh, as they know best what their interests and needs are, and this will enable us to determine where the gaps are for seniors in Strathmore. As future seniors programs are developed, the FCSS plans to keep seniors informed through local newspapers and letters, Walsh said. Also, information will always be available at the FCSS office.

Remembering our roots

Gord Morck
John Godsman Times Contributor Gords grandparents came to North America through Ellis Island, from Denmark in 1915, travelling first to Nebraska where they bought cattle, before moving on to Dickson, Alberta. There, they purchased land and farmed and raised cattle with other Danish migrants. Gords father was born there in 1924, the fifth in a family of nine children. Gord was born in Olds, the youngest of four children. Most of his early education was at Olds, and following graduation he attended the University of Alberta in Edmonton for five years, where he obtained his Bachelor of Science - Pharmacy degree. While growing up in Olds, he worked part-time for Joe Gustafson, the owner of Olds Value Drug Mart, so it was natural for him to seek similar employment following his graduation from U of A. He came to Strathmore in 1988, where he worked for John Leboldus at Strathmore Value Drug Mart, and acquired the store after John passed away in 1999. Gord was active in The Strathmore Kinsman Club for many years, and recently joined The Strathmore Free Masons. When he arrived here in 1988, the population of Strathmore was 3,500 people. The speed limit on Hwy 1 from Strathmore to Calgary was

100 km/h, which has been increased to the current 110 km/h. The hospital had been opened in 1986, and since then, there have been many agreements by the Provincial Government to add different specialty wings. He is very concerned about all the businesses moving from downtown to be nearer to the highway, and hopes an effort will be made to revitalize our downtown in the near future.

The Strathmore Spartans girls basketball team hosted the 3A girls provincials this past weekend March 14-16.

Great experience for Spartans

Damian Anderson Times Jr. Reporter Over the weekend, Strathmore High School was honoured to be able to host the 3A Girls Basketball Provincials. The school was buzzing with the Top 12 teams from across the province and with spectators composed of friends and family willing to travel the distance to support their teams. However, these were not the only spectators. SHS live-streamed the entire event and many viewers watched the tournament from home as well. Students filled the gymnasium during classes and gave their full support to the Lady Spartans. The tournament was a success thanks to the many volunteers and the staff at Strathmore High School. The Spartans first game was an anxiety attack waiting to happen. Throughout the whole game, both teams never exceeded more than a few points over each other and went into overtime. Losing by three points to Morinville Wolves (58-55), the Spartans took it as moti-

vation and a chance to improve as they went on to win their second against the Androssan Bisons 47-44. Their third and final game was like the first - close enough to keep them determined for victory. Unfortunately, they were defeated, 5251 by the Holy Rosary Raiders. Each game was a battle and not one team facing Strathmore Highs ladies had room to breathe or slow down. It is one thing to place eighth on the provincial scale, its another to do it at the senior level without a single Grade 12 on the team. Because the team will not have anyone graduating this year, they have a lot of room for improvement for next. Theres tons of stuff we can improve, but were starting from this point at the start of next year rather than somewhere new because of provincials, said head coach Dion Galandy. I think weve improved, the biggest thing about this is experience. With the Spartans having experienced the strain and effort the provincials take, they will be all the more prepared for next years season.

Warriors focused on the future

Mario Prusina Times Editor The Wheatland Warriors took a break from the SCAHL Playoffs to partake in the Provincial Championship tournament March 15-17 in Medicine Hat. The local double-A bantam team, which will face the Okotoks Oilers in the league finals, finished the tournament with a 0-3-1 record. Despite not earning a win, the Warriors kept all the games to within two goals and enjoyed the experience of playing in the Provincial Championship. However, the goal for the entire year has been the SCAHL Championship, which opened in Okotoks March 21 for Game 1 (result not available as of press time). A league (championship) is our No. 1 goal, for sure, said Warriors head coach Paden Grant prior to the provincial tournament. If you can win in provincials or do good there, then thats an added bonus, but the league is the No. 1 goal, something weve been going for the entire year. The Warriors opened the tournament on March 15 with a 1-1 draw versus the NWCAA Bruins, before losing a close 4-3 battle with the Wainwright Polar Kings. The Warriors then fell 3-1 to the St. Albert Bears the following day, before falling 6-4 to the Leduc Roughnecks later that evening. Now the Warriors are focused on the SCAHL Championship. Game 2 of the best-of-five series is March 23 in Okotoks, before the series shifts home for Game 3 on March 24 (4 p.m.) at the Strathmore Family Centre. Game 4, if necessary, will also be in Strathmore on March 25 (6:30 p.m.), while Game 5, if necessary will be in Okotoks the following day. For up-to-date results, visit the Strathmore Times Facebook Page or log on to the leagues website (www. scahl.com).

Braves win SCAHL Championship!

Mario Prusina Times Editor Facing a team with only one loss the entire season, the Wheatland Braves were expecting a long, hard-fought, bestof-five SCAHL Championship series. Turns out, they didnt need the maximum games, rather the opposite. The local double-A peewee team swept the Okotoks Oilers three games to none, capping off a fantastic season in the SCAHL. We didnt expect in any way, shape or form to get out of this three games in a row, said Braves head coach Keith Klemmensen. The defining moment was last Mondays practice. Doozer (assistant coach Jonathan Wheatley) took the boys in and brought some accountability to the effort level. Ill tell you what, it was really evident the first game in Okotoks. We never dreamt of getting (a split in Okotoks for Games 1 &2) we didnt dare think of that. To get a split is great, but to get two in a row was even better. Going home, we really wanted to finish it because the last thing you want to do is give a good team a leg up. After going 28-3-1 during the regular season, the Braves swept the Red Deer TPS and the Bow Valley Timberwolves in the playoffs, before the highly-anticipated matchup with the Oilers. The Oilers, who completed the regular season with a 29-12 mark, also swept their first two rounds of the playoffs. The final pitted the highest scoring team in the SCAHL versus the Braves, the leagues best defensive squad. I think we had the best goaltending in the league, said Klemmensen flat-out. I also think our defence core was the most coachable, learning bunch of buggers weve ever had. Ill tell you, when youre solid back in your end, it (makes all the difference). And of course we have some talented forwards too the boys never got into a competition of who has more points or anything like that. It was just a team-first (mentality). The Braves opened the championship series in Okotoks with a 6-3 win in Game 1 on March 14. Ryan Ries led the way with two goals and two assists, while Malik Kaddoura chipped in with a goal and an assist. Joel Krahenbil added a goal and an assist, while Tyler Skehar and Majid Kaddoura each chipped in with a goal. Cole Reinhardt added a pair of helpers. Wheatland then entered Game 2 on a roll and claimed a 4-0 win in Okotoks on March 16. Kale Clouston led the attack with two goals, while Malik Kaddoura and Cole Reinhardt also tallied for the Braves. Tyler Strath added a pair of assists, while Ty Tarvyd made 34 saves for the shutout. The Braves closed out the series with a 3-2 overtime win in Game 3 on March 17 at the Strathmore Family Centre. After falling 1-0 in the first period, Malik Kaddoura converted a feed from Majid Kaddoura to even the score. The Oilers took the lead late in the second period, before Joel Krahenbil scored a power play marker midway through the third when he converted a feed from Isaac Benoit and Ryan Ries. Early in overtime, Cole Reinhardt converted a feed from Ries and Benoit to capture the championship. According to Klemmensen, it was a perfect way to cap off the SCAHL season. It was a storybook season, it really was said the coach. To be honest with you, we had the best players, and to me, we were supposed to win. With the SCAHL Championship in tow, the Wheatland Braves will now take part in the Provincial Championship tournament March 21-24 in Springbank. The Braves will face off against Grande Prairie (March 21, 2 p.m.), Springbank (March 22, 11:45 a.m.), Lloydminster (March 23, 9 a.m.) and Edmonton (March 23, 6:45 p.m.). The top two teams in each pool will then meet in the semi-finals on the morning of March 24 before the Championship Game is played at 3:15 p.m.

It is with great sadness that we announce that, after a brief illness, Sandi Flamond, of Strathmore, Alberta, passed away peacefully at the age of 45 years on Saturday, March 16, 2013 with her family by her side. She leaves to mourn her loving mother Viola of Strathmore; brother Fraser of Strathmore; as well as aunts, uncles, cousins and friends. Sandi was born in Calgary and moved to Strathmore at the age of six. She completed high school in Strathmore and attended the University of Calgary. In her twenties, she moved to Victoria, British Columbia where she worked for the BC Ferries for a number of years. Sandi was a gifted artist who was proud of her Metis heritage. She was an animal lover and excelled in sports, especially basketball, running, skiing and swimming. In her later years she loved watching her favourite programs on TV. After the death of her father Leroy Flamond in June 2007, Sandi returned to her home in Strathmore to help take care of her mom who has MS, and was living with her mom while working at the family business, Leroys Motel, until the time of her death. The family wishes to thank all the doctors and nurses of the ICU at the Peter Lougheed Hospital for their compassionate, personal care in Sandis final days. A memorial luncheon will be held on Friday, March 22, 2013 at Lord of All Lutheran Church, Strathmore, at 2:00 p.m. If desired, donations in Sandis memory may be made to any animal shelter.
