Prior to the program, 46% of students were able to correctly define the legally intoxicated BAC of people under the age of 21. After the program, 94% of students were able to correctly define the legally intoxicated BAC of people under the age of 21.

Reinforce protective factors and minimize risk factors for young drivers

Develop and implement a public information campaign for young driver safety Determine the contributing factors and sequence of events in young driver fatal and serious injury crashes (age, alcohol use, seat belt, etc) Develop marketing materials that promote provisions in LA GDL law and distribute to DMV and driving schools.

Teen Driving: Graduated Driver License (GDL) Program
Minimum Age 16 for Learners Permit 6-Month Holding Period 30-50 Hours Supervised Driving Nighttime Driving Restriction Passenger Restriction Cell Phone Restriction Age 18 for Unrestricted License
In states that have adopted GDL systems, studies have found overall crash reductions among teen drivers of about 10-30%. (IIHS, 2010)

LA Graduated Drivers License


Learning Stage
Minimum age 15 Minimum months 6 Required supervised driving hours 50 Required night hours- 15 Completed a 32 hour state approved driver education course, passed driving knowledge test and vision test

Intermediate Stage
Minimum age 16 Nighttime driving restrictions 11 pm 5am (unsupervised) Passenger restrictions no more than 1 < 21 y/o (non family member) between 6pm 5 am Must hold intermediate for 12 months No wireless communication devices for under 18 y/o, permits or 1st year drivers licensed

Full privilege age 17 years old

These changes are needed to improve Louisianas GDL law and meet the requirements of the STANDUP Act

Require age 16 for entry into learners permit stage Extend restrictions on teen drivers through age 17 Add a passenger restriction permitting more than one non familiar passenger <21 unless a licensed driver >21 is in the vehicle for entire immediate stage, through age 17

Determine the need to expand compliance checks and the Cops in Shops program. Review penalties for underage drinking violations (youth and vendor) and determine if there is a need for legislative action.
