Introduction
Theprimarypurposeofthisevaluationistoprovideinformationandrecommendationsto FarWestLaboratoryforEducationalResearchandDevelopment(FWL)forusein makingdecisionsregardingthemarketingandsaleoftheDeterminingInstructional Purposes(DIP)trainingprogramunits. FWLwasestablishedin1966asoneofthe20originalRegionalEducationalLaboratories fundedbytheUnitedStatesCongressandchargedwith"bridgingthegapbetween researchandpractice."FWLhasbeenaleaderinthedevelopmentofinnovative professionaldevelopmentopportunitiesinthefieldofeducationandhasprovidedcutting edgeresearchtoimproveteachereducationandeffectivenessintheclassroom.

DescriptionofProgram
TheDIPtrainingprogramwasdevelopedbyFWLtotrainschooladministratorsand graduatestudentsstudyingeducationaladministrationtouseskillsrelatedtotheplanningof effectiveschoolprograms.DIPconsistsofthreetrainingunits(SettingGoals,Analyzing Problems,andDerivingObjectives)plusaCoordinatorsHandbook.Thethreeunitsconsist offourtosixmoduleseachandcontainreadingsrelatedtotheskillstaughtinthemodule, activitiesinwhichtraineescanproblemsolveandapplymoduleskills,andfeedbackfor theseactivities.FWLestimatestheaveragetrainingtimeforeachunittobe1216hours whichcanbeadministeredinshorttermworkshopsorsessionsscheduledoveraperiodof severaldaysorweeks.Progressthroughoneunitoracombinationofunitsshouldresultin theattainmentoftheprogramoutcomesfortheparticipants. AnytrainingworkshopsorcoursesusingtheDIPmaterialsshouldbeoverseenbya coordinator.Coordinatorsorganize,guide,andmonitoractivitiesusingtheunitmaterials andrequirenopriorknowledgeoftheunitcontent.FWLrequirescoordinatorstowork througheachunitbeforeoverseeingtrainingexercises.Coordinatorsarealsorequiredto usethedetailedprocedurescontainedintheCoordinatorsHandbook.TheDIPunitsrange inlengthfrom155pagesto259pagesandareavailablefromFWLfor$8.95perindividual unitor$24.95forasetofallthreeunits.TheCoordinatorsHandbookcontainsthedirections forcoordinatingallthreeunitsandisavailableat$4.50perbook.

EvaluationMethod
Therearetwoaudiencesforthisproposedevaluation.FWLdirectorsdesireinformationand recommendationsforuseinmakingdecisionsregardingthemarketingandsaleoftheDIP trainingprogramunits.FWLwouldliketodeterminewhetherDIPisworthfurtherinvestment considerations.Theevaluationwillalsoprovideinformationtoschooladministratorsto assisttheminmakingdecisionsaboutthepurchaseanduseofDIPtrainingunits. Firstandforemost,theDIPmaterialsneedtoundergofieldtestingastheyhavenotbeen usedinsimulatedoractualtrainingsituations.Thematerialswillundergotestingatthree sites:anurbanuniversitylocatedinPortland,Oregon(targetinggraduatestudentsstudying

educationaladministration)aruralschooldistrictlocatedinCentralOregon(targetingcurrent schooladministrators)andanAmericaninternationalschoollocatedinSoPaulo,Brazil(to determinewhetherschooladministratorsaffiliatedwithStateDepartmentSchoolsabroad findthematerialsusefulanddesirable).Thisdiversitywillprovidevaluableinformationthatwill advisemarketingandsalesdecisions.Evaluatorswillcollectinformationbefore,during,and afterfieldtestingregarding: theeffectivenessoftheprograminregardstocourseobjectivesandparticipant improvement theeffectivenessoftheHandbookinregardstoeaseofuseandlevelof preparationitprovidestoCoordinators theperformanceoftheCoordinatorsbasedoncourseobjectivesandprovided materials theefficiencyoftheoverallcourseinregardstocostcomparedtoeffectiveness TheinformationneededbyFWLwillbefeedbackfromCoordinatorswhousetheHandbook andcoursematerialstoteacheachoftheDIPmodules.Feedbackfromadministrators(or graduatestudents)whoparticipateinthecoursewillalsoprovidevaluableinformationin regardstowhetherornottheyfeelthemoduleseffectivelyaddressthestatedprogram objectivesandtheworthoftheDIPmodulesinregardstoeducationalvalueandprogram investment.EvaluatorswillcollectinformationfromtheCoordinators,schooladministrators, andgraduatestudentsthroughsurveys,interviews,observations,andcoursefeedback.

TaskSchedule
TheTaskSchedulefortheproposedprojectisshownbelow.Thescheduleassumesa startingdateof15June2013andshowsacompletiondateof02June2014(intimeto beginmarketingthematerialstoadministratorsforthe201415schoolyear). Task 1 Responsibility Deadline 01July2013

CaryWasemVarela,CEOandProjectManager,holdsaMasterofArtsinTeachingfrom LewisandClarkCollegeinPortland,OregonandspeaksbothGermanandPortuguesein additiontoEnglish.Ms.Varelahasnearly20yearsofexperienceintheareasofyouthand adulthighereducation,internationaleducation,languageacquisition,instructionaldesign, curriculumdevelopment,andprogramevaluation. KarinaV.Alvarez,LeadEvaluator,holdsmastersdegreesinLinguisticsandLibrary SciencefromtheUniversityofPortlandinPortland,Oregon.Ms.Fortunahasover20years experienceinadulthighereducation,communityeducation,grantwriting,andevaluating nongovernmentalorganizations(NGOs). DIPCoordinators(three)willbecertifiedadministratorsoruniversityprofessorswitha minimumofthreeyearsexperience.Theywillhavehadnopriorexperiencewithor knowledgeoftheDIPtrainingmodules.
