think.

a rain barrel in
your yard are a
few simple sus-
tainable prac-
tices.
We recycle
everything. We
will even bring
recyclables that
cant be taken at
the curb and
bring them where they need to be,
she said.
Petriello, who is a master gar-
dener and a Rutgers Environmen-
tal steward, said she also has a
compost pile in her backyard.
Its something anybody can do,
she said.
According to Petriello, compost-
ing is as simple as taking any left-
over scraps from meals and shred-
ding junk mail or unused paper
and putting it in your backyard.
She said sometimes people make
it harder than it needs to be, but
materials such as leftover rice,
eggshells, cereal, banana peels,
apple cores, bits from salad and
more can be used in a compost pile.
Petriello said people who com-
post should not use meat or dairy
products, and the pile should con-
tain both green
and brown ma-
terials.
She said
many people
think compost-
ing would at-
tract critters
and cause
odors. However,
if the proper
materials are
used, critters
and smell are
not a problem.
According to Burlington Coun-
tys information on backyard com-
posting, there are five main ele-
ments in a compost pile browns,
greens, organisms, air and water.
Green materials include grass clip-
pings, weeds, flowers, vegetative
kitchen scraps, coffee grinds and
filters, tea bags and eggshells.

During a public forum on the
2013-2014 school budget on Tues-
day, March 12, board members
presented the preliminary budget
of $67.6 million, a 1.92 percent in-
crease from last years budget.
The tentative budget, which
was approved by the board on
Tuesday, March 5, by a vote of 7-1,
includes a 1.61 percent increase in
school taxes for the average as-
sessed home ($445,776), or a $108
increase. The 2013-2014 tentative
budget also includes a $133,877 de-
crease in debt services, or a 2.83
percent decrease; a $2.1 million
increase in budget revenues, or
3.59 percent; and a $1.07 million
increase in the general fund tax
levy.
According to business adminis-
trator Lynn Shugars, the average
assessed homeowner would pay
$6,820 in school taxes for 2013-
2014.
The kindergarten pilot pro-
gram and Delanco Township
shared service arrangement in-
creased the school districts rev-
enue by $243,057 over last year.
Shugars said the switch from the
states School Employees Health
Benefits Program to Aetna is sav-
ing the district approximately
$1.2 million in health benefits.
Board president Don Mishler
said the change in health plans
had a great impact on the budget
numbers.
Recently, the school district dis-
covered that, for every dollar it
contributed toward the state plan,
employees were only getting back
80 cents, or 45 cents less than be-
fore.
By switching plans, there is a
significant cost savings, and at
the same time we have Aetnas
agreement to provide equal to or
better than services, Mishler
said. Employees health care pre-
miums will decrease because the
cost of the plan went down.
Without it, our budget would
have been much different.
The kindergarten pilot pro-
gram, which is expanding the
current half-day program to an
extended day program, is a posi-
tive addition in the school dis-
trict, Mishler said.
Although there is a significant
increase in budget revenues, sav-
ings due to changing health-care
plans and a decrease in debt serv-
ices, Mishler said the budget al-
lows the school district to main-
tain programs.
While the increase is under
cap and relatively small, it allows
us to maintain the programs that
we now have.
But it doesnt allow us to en-
hance them in any significant
way. In that respect, I think you
would categorize it as a tight
budget, Mishler said.
The budget also includes some
technology infrastructure im-
provements, replacing two school
buses, maintaining transporta-
tion at the 50/50 outsourcing
level, no capital investments, four
teaching staff cuts based on de-
mographics and three support
staff cuts.
The public hearing for the
budget will be on March 27, at 7:30
p.m. in the media room at William
Allen Middle School.

After looking at options given
by chief financial officer Tom
Merchel, Moorestown Township
Council decided to move forward
with submitting the 2013 budget
that includes a 1.5 percent in-
crease, or approximately $27 per
average assessed
home.
On Tuesday, March 5, Merchel
presented the council with four
budget options, along with the
projected impact over the next
three years.
By deciding to submit the 2013
budget with a 1.5 percent tax in-
crease, the township is looking at
an increase of $23 in 2014 for the
average assessed home, $45 in
2015, and $118 in 2016. At the end
of 2016, there would be $1.33 mil-
lion in the surplus.
If we did not have the liquor
license revenue and other one-
time revenues we would not have
that surplus, Merchel said at the
March 5 meeting.
Merchel said he presented
council with four budget options
because he wanted to show coun-
cil the possible impact of each
version over the course of three
years.
Adjustments made from the
last version of the budget include
$400,000 in tax appeals from last
year that need to be accounted for.
At the March 5 meeting, town-
ship manager Scott Carew said he
did not want to see the township
hit a wall in the future by over
using unsustainable revenues
just to keep taxes down.
Merchel said the township
must submit the proposed budget
to the county before final ap-
proval.

The Moorestown Department
of Parks and Recreation will be
sponsoring two spring sessions of
its Zumba Fitness program on
Thursdays from 7:30 to 8:30 p.m.
on the third floor of the Church
Street Recreation Center.
Zumba courses feature exotic
rhythms set to high-energy, Latin
and international beats. The rou-
tines feature interval-training
sessions where fast and slow
rhythms and resistance training
are combined to tone and sculpt
the body, while also burning fat.
The first session is slated for
March 28, April 4, 11 and 18. The
second session will run on April
25, May 16, 30, and June 6.
A water bottle, comfortable
clothing and shoes are required.

ter, who has 20-plus years of
dance experience in choreogra-
phy, performance, and teaching
ballet, tap, modern, lyrical jazz,

Deputy mayor: We need
to explore savings for 2014
As many Moorestonians undoubtedly
heard, a budget was presented to town
council that would raise taxes 9 percent.
Council unanimously rejected that propos-
al, and has since been diligently working
on the budget to find ways to reduce the
burden placed onto the backs of our towns
taxpayers.
We directed our professionals to reduce
proposed spending with the goal of a zero
percent increase; however, it appears zero
percent is not attainable given the amount
of tax appeals that our township must pay
out from 2012 and 2013. Our professionals
advised us that use of a portion of our cur-
rent surplus, along with a modest tax in-
crease of $26.75 to the average homeowner,
is the responsible course to take.
We are already almost four months into
2013. Unfortunately, short of laying off po-
lice officers and making other across-the-
board cuts to services, there are no other
viable options that we can responsibly
make during this fiscal year. I am proud
we were able to keep our budget under Gov.
Christies 2 percent cap, and I am personal-
ly glad we were able to get the increase
down from more than 9 percent, but there
is clearly much more work to do.
Moorestown must, and will, rethink the
way our town operates. Raising taxes year
after year cannot, and will not, be an op-
tion. Likewise, our town operating in the
red year after year cannot be an option. We
all need to do better, and start now serious-
ly exploring savings for 2014.

Moorestown has a special heartbeat that
captures the essence of our caring, peace-
ful and enlightened community. Its pulse
can be felt throughout town; from strolling

ts hard to believe that three
months have passed since the
tragedy at Sandy Hook Elementary
School in Newtown, Conn. It was a hor-
rific day in our nations history, a day
that seemed to get worse by the minute
as more details surfaced about what
exactly happened, and how many lives
were lost.
The death of 20 children and six edu-
cators at the hands of a madman
raised questions of community, gun
control and school security. Should we
be doing more to protect our children?
If we cant feel safe when we leave
them at school, where can we feel safe?
Last week, Janet Robinson, the
school superintendent in the Newtown
school district, spoke to more than 200
state school administrators at the New
Jersey Association of School Adminis-
trators School Security Conference on
the topic.
Robinsons keynote address was
closed to the public, but in a follow-up
press conference, she made one strik-
ing statement:
There isnt a lot we could have done
differently.
Sadly, shes right. Stricter gun laws
wouldnt necessarily have prevented
the tragedy. Better mental health sup-
port wouldnt necessarily have stopped
the gunman. Tighter security wouldnt
necessarily have saved the lost lives.
As school districts in our area are fi-
nalizing 2013-2014 budgets, and as
school administration teams are evalu-
ating security measures, its important
to remember that, sometimes, theres
just not much we can do.
Schools should do everything in
their power to provide the best possible
security at the best possible cost. Tech-
nological advances provide our district
with a terrific opportunity to enhance
security in an all-encompassing, cost-
effective way.
But districts need to increase securi-
ty with the students psyches in mind.
What message are we sending if we re-
quire metal detectors, security escorts
and full-body searches for everyone
who enters a school building?
Robinson warned against just that
last week when she said: I think as a
reaction, people do overreach. They
want too many guarantees. They want
to turn our schools into fortresses.
The tragedy at Sandy Hook Elemen-
tary should not be understated, and
will never be forgotten, even here in
New Jersey, two states away.
As we remember that day and, more
importantly, the families who lost
loved ones, lets remember that our
schools need to protect our kids both
physically and mentally.

said the Academy of Excellence
program is a Moorestown Educa-
tion Foundation-funded program
to help all students in the district.
He said all children learn dif-
ferently and the school district
should offer more programs to
help all levels of learning.
We also learn at different
rates, Betze said, adding it might
take one child longer to learn
something than another.
He said the program is meant
to help both children that are
struggling and those that are high
achievers.
Betze said the $47,482 program
would be broken down into two
five-week sections. The first part
of the program will include sup-
plemental classes geared toward
math reading and writing, while
the second five week are enrich-
ment programs.
Betze said teachers are cur-
rently working on topics for the
enrichment programs and will
have an update as soon as they
are finished.
He said the supplemental class-
es do not require a new curricu-
lum and the enrichment pro-
grams will be academically
based.
The extended school day pro-
gram will be operated in all four
elementary schools. Students
must be selected by a teacher to
join the supplemental programs
and will be taught by Moorestown
teachers, Betze said.
These teachers know our kids.
We want these teachers working
with our students before and after
school, he said, adding trans-
portation will be provided for stu-
dents who wish to attend the pro-
grams in the late afternoon.
In the future, Betze said he
hopes this pilot program will
allow the school district to ex-
pand classes to Upper Elemen-
tary School and the high school,
as well as include more programs
and extend the learning day.
As for the programs develop-
ment, Betze said there would be
ongoing assessment of student
progress.
We should know whats work-
ing and what is not working in
two weeks, he said.

He was a graduate of

and member of the basketball
state championship teams in 58
and 59. Received his bachelors
from The College of Wooster
(1963), a masters in science from
Ohio State University (1965), a
master of arts in religion in theo-
logical studies and a masters in
theology from Westminster Theo-
logical Seminary. Long-time ac-
tive member of the First Presby-
terian Church of Moorestown.
Memorial services were held
on March 15 at the First Presbyte-

dried plant materials, sawdust,
chipped twigs and branches, and
shredded paper.
Petriello said brown materials
could be something as simple as
junk mail or old newspapers.
The best way to compost is to
layer the materials in a compost
bin or out in the open, the coun-
tys website says. The pile needs
to be kept moist. If you dont want
the compost sitting on your grass,
various types can be made or pur-
chased.
According to Burlington Coun-
tys information on composting,
bins made from wire, wood pal-
lets or plastic lumber are the best
types of bins for compositing.
Petriello said the final compost
product could be used as mulch to
help retain water in plants and
provide natural nutrients.
Rain barrels are another sim-
ple way Moorestown residents
can live sustainably.
Petriello said she has a rain
barrel in her yard that collects
water to help water her plants,
saving her money on water usage.
Eventually, she would like to
create a rain garden.
According to the Rutgers Coop-
erative Extension of Burlington
County Rain Gardens website,
rain barrels are placed under a
gutters downspout.
The water from the barrel can
be used for watering gardens, re-
plenishing ground water, and re-
ducing flooding and local stream
pollution.
While a rain barrel is usually a
50-gallon storage container for
water, a rain garden is a shallow
landscaped depression intended
to collect and treat storm water
before it becomes runoff, the web-
site says.
Part of our mission with Sus-
tainable Moorestown is to edu-
cate residents about the environ-
ment and about what we are
doing and what we can do and
what we have done, Petriello
said, adding humans are the only
species that takes more out of the
environment than it puts back.
We are just hoping to do our
part.
STEMs upcycling event
Petriello said residents could
give back to the environment in
other ways besides in the garden.
She said recycling or repurposing
old items is another way people
can live sustainably.
Committee Chair of Sustain-
able Moorestown Cathy Ward
said STEM created a contest to
help people learn about recycling,
or up-cycling, household mate-
rials, and become more interested
in Sustainable Moorestown.
The kickoff meeting for Adven-
tures in Upcycling was held on
Monday, March 11, at the
Moorestown Library where resi-
dents met local experts to help
them with an upcycling project. A
few examples of how to upcycle
were also displayed.
Ward said people could turn
anything from tin cans, jars or
even a toilet seat into a planter.
But creating planters out of old
items is only one basic in upcy-
cling.
She said some people repur-
pose doors to make shelves. Ward
said she saw someone turn an old
TV cabinet into a bookcase.
The contest will end on
Moorestown Day on June 1. The
winners item will be displayed at
Moorestown Day. Groups and in-
dividuals can sign up for the con-
test.
Contest participants must
show off his or her creativity by
re-purposing unused or discarded
materials found at home or even
on the curb. The most creative up-
cycled creation will win the con-
test.

The Moorestown Garden Club received
the Pennsylvania Horticulture Societys
Community Greening Award for the Eve-
lyn K. Seaton Memorial Gazebo.
The Pennsylvania Horticultural Socie-
ty, evaluated sites this past July and Au-
gust based on plant variety, design, use of
space and horticultural practices.
The Evelyn K. gazebo and garden on
Strawbridge Lake is a memorial to one of
the Moorestown Garden Clubs outstand-
ing members.
It was established 10 years ago from a
trust fund created in Seatons memory
and has been maintained primarily by
her friends, Carol Morgan and Clair
Scott, along with a few other helpful club

In five days, William Allen Mid-
dle School sold bandanas and
bandana bracelets during lunch
periods and raised $1,700 for the
Alicia Rose Victorious Founda-
tion.
Alicia passed away at 17 years
of age from a rare cancer in 2002.
Their understanding of the Ali-
cia Rose "Victorious" Foundation
and its goals for teen cancer
awareness are important. It has
made an impact on childrens
lives as well as future children
who benefit from the foundation's
efforts.
On Thursday, March 7, the stu-
dents met Voorhees Deputy
Mayor Mario DiNatale, father of
Alicia. DiNatale came to WAMS
during eighth period lunch to
speak with our students about the
importance of teen cancer aware-
ness and to thank everyone for
their support.
It made a personal and pro-
found connection for our students
and staff. ARVF raised money
and support for teens with cancer
to implement teen lounges and
teen kits for care and comfort
during treatment.
Raising awareness for teen
cancer is important to me be-
cause I feel like Im making a dif-
ference in someone my ages life.
If I were diagnosed tomorrow, I
would benefit from Alicias foun-
dation. Many charities raise
money for research, but this foun-
dation is special because it goes to
immediate care and comfort for
teens with cancer. Im proud to
wear the Alicia bandana today,
an 8th grade student said.
Many of students and staff
have been affected in some way
by cancer. This charity event
touched many hearts and in-
spired many to continue their
civic responsibility to carry out
Alicias mission of raising teen
cancer awareness.

Junior Tour is offering a
team sports approach to
golf in South Jersey this
Spring through PGA Jun-
ior League Golf. PGA Jun-
ior League Golf brings
juniors into the game in
an exciting new way, fos-
tering a sense of sports-
manship and teamwork
typically associated with
other recreational team
sports. Teams consist of
youngsters ages 9 to 13,
with no previous playing
experience required.
Much like other recre-
ational league sports,
PGA Junior League Golf
participants receive team
uniforms with jersey
numbers. Rosters are co-
ed with competitions
being two-person scram-
bles, which reinforces the
team concept and limits
the pressure on any one
player. Coaches can sub-
stitute players every three
holes so all of the 10 to 12
golfers on each team can
participate.
Teams play regular sea-
son matches throughout
the first part of the season
before convening for city,
sectional and regional
championships. Each re-
gional champion, along
with the host region team,
advance to a national
championship held in the
fall.
We are excited to cre-
ate a PGA Junior Golf
League for our local jun-
ior golfers, said Brad
Hare, PGA Professional.
It allows us to introduce
the game of golf to young
boys and girls in a fun,
team-oriented setting and
enhances the experience
of competitive golf with
juniors. This program
will have a big impact on
junior golf in our area.
The PGA of America
brought the team golf
concept to select facilities
across the country in
2012. More than 1,800
young golfers competed
on more than 120 teams in
22 markets throughout
June and July. Modeled
after Little League Base-
ball, PGA Junior League
Golf introduces children
to the game of golf in a
team setting. Parents also
play an active role, mak-
ing the program a family
activity to create another
generation of players to
enjoy the game.

The Horizon Connect retail center, located in the East Gate Square Shopping Center in Moorestown, re-
cently welcomed some very special guests from the community. The Perkins Center for the Arts and the
Moorestown Theater Company two grantees of The Horizon Foundation for New Jersey accepted their
grant awards in a special presentation ceremony with the Foundations staff leadership. Also at Horizon

taking the kids to swim lessons at
the Moorestown Community
House, attending one of the many
community theater productions,
or sledding down Stokes Hill.
I had not considered our local
Barnes & Noble as being part of
that pulse until chatter of BNs
troubles recently grew into an av-
alanche of depressing news re-
ports. In the last month, the
largest newspapers and business
journals have been carrying re-
ports that up to a third of Barnes
& Nobles stores will close over
the next decade. Just recently, BN
posted a third quarter loss of $6.1
million (compared to the previous
years third quarter net income of
$52 million). The BN Nook busi-
ness is also suffering. Many local
papers around the country report
BN stores being closed as their
leases come up for renewal.
While the avalanche of news is
concerning, our local
Moorestown store is thriving. As
a bookaholic, the Moorestown
Barnes & Noble is my home away
from home. My children met the
Cat in the Hat, played with trains
and enjoyed cookies at the
Moorestown BN while I relaxed
with books and coffee. During
midterms and finals, Moorestown
High School students fill the caf.
BN staff has many familiar faces,
with Melissa and Wanda setting
the employee record of both
working at the Moorestown store
for 15 years. On Fridays, you can
find a man playing chess with
kids. Moorestown school t-shirts
and team t-shirts are regularly
seen on customers in the store.
The pulse of Moorestown can be
felt in our local Moorestown BN.
It would be a sad day to see it
close. Yet, the rumors persist.
Borders is just one example of a
chain bookstore fatally wounded
by Amazons behemoth online
book sales.
An early symptom of the Bor-
der bookstores demise was the
fact that Borders National Cus-
tomer Service had been neglected
and was failing.
BNs Customer Service is
showing the same neglect and
failure. The Barnes & Noble Cus-
tomer Service Online Chat has
been moved to the Philippines
where the employees have been ill
trained to answer customer ques-
tions.
Last week, I spent an hour and
20 minutes online chatting with a
BN representative who did not
know what a USB cord was and
could not answer my basic Nook
questions. When my questions
went unresolved, she explained
that BN no longer has any man-
agers or tier 2 technicians to
whom unresolved questions can
be transferred. Imagine that, a
customer service and technical
team in 2013 with no managers
and no experts to handle issues.
This is not the BN of the past. I
have confirmed that BN does not
have anybody to whom unre-
solved online chats can be for-
warded.
I e-mailed BN Customer Serv-
ice regarding my unanswered
questions and promptly received
an automated response that I
would be contacted by BN within
12 to 24 hours. Eight days later, I
still have not received any re-
sponse from BN Customer Serv-
ice.
While the BN news has not
been positive, the chatter of the
impending demise of BN is pre-
mature.
Whereas BN online Customer
Service has been unresponsive to
my needs, within 15 minutes of e-
mailing a vice president at BN, I
was scheduled for a conference
call with two VPs. David Deason,
BN VP of Real Estate, told me
that the good news is that, not
just in Moorestown, but frankly
nationally, we do not have a store
closing initiative. While he
agreed that BN has averaged clos-
ing 20 stores a year for 20 years,
he stated that this figure has been
mischaracterized in the media
as a significant closing initia-
tive.
I can tell you that we have a
term lease in Moorestown for be-
yond the next five years and then
we have rights to that facility be-
yond that and we are happy to
have it. Its a successful store,
Deason said.
Mary Ellen Keating, senior
vice president, corporate commu-
nications and public affairs,
agreed with Deason, stating that
the Barnes & Noble Moorestown
store is not going anywhere. We
are staying right where we are.
