The work would be carried out by the lowest bidder of each package. In case if any village included in the package is dropped due to any reason by the competent authority of MPUVN (already electrified, veeran or any other reason) the cost of the package will be reduced

accordingly. The approved lowest bidder shall be required to furnish un-conditional acceptance to execute the work on the lowest turn key contract value and as per specifications and terms & conditions of this tender.

2. Eligibility Criteria: I) TECHNICAL ELIGIBILITY: Channel partners of MNRE, solar EPC player, system integrators and their JV/consortium. Principal bidder should have experience of installing solar mini grid projects of more than 5 kw individual capacity totaling 200 kw in last three years using IEC certified modules and IEC/BIS certified batteries. All JV partners should submit their willingness to work together, operate and maintain the project as per REC guidelines for five years. OR JV/consortium of MNRE approved and IEC certified solar module or PCU manufacturer or IEC /BIS certified battery manufacturer (experienced in solar) with A class electrical contractor registered in MP DISCOM (experienced in mini grid). a) IEC certified solar module manufacturer or battery manufacturer or PCU manufacturer having capacity to produce tendered quantity in one month and having installed power packs of 100 kw capacity. b) Registered A class electrical contractor should have experience of i) Laying electrical lines at least 20 km in remote areas as per MP DISCOM standards. ii) Power distribution through HT connection including consumer handling, metering, o & m activity as per MPERC norms. c) Willingness of both the parties to work together and operate/maintain the project as per REC guidelines for five years. Important instructions: * Implementation of project in both cases should strictly be in accordance to JNNSM guidelines. **The bidder should mention the name of manufacturer of IEC certified solar module, battery or PCU manufacturer and their commitment to cater the requirement of bidder on priority basis(within scheduled timeframe). ***All relevant documents (experience, commitment) should be submitted along with technical bid otherwise bid submitted will not be shortlisted for financial bid. II)FINANCIAL ELIGIBILITY: The bidders should have net worth of Rs 50 lacs ( in the best year of last financial years 2009-10,2010-11,2011-12) and an aggregated financial turnover of Rs.500 lacs in last three years (2009-10, 2010-11& 2011-12). The above information should be submitted in the prescribed format (annexure A-5) duly certified by C.A. in original. copy of audited balance Sheet along with Profit and Loss Account of the firm shall be submitted. 3. The Bid Data should be filled in and the Bid Seals (Hashes) of all the envelopes and the documents which are to be uploaded by the Bidders should be submitted online up to as per time schedule (Key Dates) The Bidders shall have to submit their financial bid and other required relevant documents/certificates if any, online only (decrypt the bids and re-encrypt the bids) as per time schedule (key Dates). Technical Bid containing Original (downloaded) tender form, relevant documents/certificates etc. duly seal & signed & Earnest Money Deposit should reach the office of the undersigned by 22/03/2013 upto 11.00 am. Since the online Bidders are required to sign their bids online using Class III Digital Certificates only, Bidders are advised to obtain the same at the earliest. Urja Vikas Nigam Ltd. Bhopal - A/C of the tenderer, from any Nationalized /Scheduled Bank (duly discharged), of the equivalent amount, valid up to 31/03/2014 (No other form of EMD will be acceptable). The tender without EMD shall be rejected.

Validity period for acceptance of rate will be valid for 180 days from the date of opening of the financial bid.
