1. Purpose. This publication sets forth format and procedures to provide for the development
and dissemination of intelligence information to commanders at all levels. It provides guidance
for use by the Divisions in preparing their appropriate regulation or instructions.

2. Application

a. Format and procedures established in this publication apply to all NYG Major
Commands (MACOMS) consisting of the NYG Army Division, NYG Air Division, and NYG
CMAB and their subordinate commands.

b. This publication is directive in nature. These formats, and procedures will be


followed, except when, in the judgment of the commander, exceptional circumstances dictate
otherwise.

3. Scope. This publication describes the intelligence gathering and reporting of the New York
Guard.

4. Basis. none.

CHAPTER I

POLICY

Is to provide continuous updated intelligence information for the Commander of the New York
Guard (NYG) and the Commanders of the NYG MAJOR COMMANDS (MACOMS) in order to
conduct operations and minimize risks.

CHAPTER II

GENERAL RESPONSIBILITIES OF COMMANDERS

1. The Commander NYG:

a. Has the authority and responsibility for effectively using available resources and for
planning the employment of organizing, directing, coordinating, and controlling NYG Army, Air
and CMAB MACOMS to accomplish the assigned mission.

b. Once the Commander is tasked with a mission, intelligence becomes the Commanders
decision-making tool. The Commander is responsible for driving intelligence for the purpose of
planning before employment, while enroute and during operations and redeployment.

c. Once the mission is assigned, the Commander must rely on the principal staff officers for
the necessary information to assure a successful operation.

2. Commanders MACOMS (Commanders of New York Guard Components, Commanders of


the Army Division, Air Division and Civil Military Affairs Brigade)

a. Have the authority and responsibility for efficiently using available resources and for
planning the employment of, organizing, directing, coordinating and controlling their respective
MACOMS to accomplish their assigned mission.

b. Once the MACOM Commander is tasked with a mission; intelligence becomes the
Commander decision-making tool. The MACOM Commander is responsible for driving
intelligence for the purpose of planning before employment, while enroute and during operations
and redeployment.

c. Once the mission is assigned, the MACOM Commander must rely on the principal staff
officers for the necessary information to assure a successful operation.

d. The Commander shall ensure that MACOM intelligence information is collected,


analyzed and expeditiously forwarded to the Commander NYG, J2 and to subordinate units as
required.

3. Commanders Brigade and Group level:

a. Have the authority and the responsibility for effectively using available resources and for
planning the employment of, organizing, directing, coordinating and controlling their respective
commands.

b. Once tasked, a Commander is responsible for driving intelligence for the purpose
planning before employment, while enroute, during operations and redeployment.

c. Once the mission is assigned, the Commander (Brigade/Group) must rely on their staff
officers for the necessary information to assure a successful operation.

d. Is responsible to ensure that Intelligence is collected, analyzed and expeditiously


forwarded to MACOM Commanders G2/Intelligence Officer.

CHAPTER III

RESPONSIBILITIES OF INTELLIGENCE STAFF OFFICERS

1. Deputy Chief of Staff for Intelligence, J2: Is the principal staff officer for the Commander
NYG on all Military Intelligence (MI) matters, and

a. Is responsible for developing and establishing the Intelligence Program specifically


tailored to the mission(s) assigned to the NYG.

b. Is responsible for Production of Intelligence.

c. Is responsible for Counterintelligence.

d. Is responsible for Intelligence training of staff members.

e. Is responsible for directing all elements in the Intelligence and Counterintelligence


support roles with other command and staff elements through efficient use of plans, orders and
standard operating procedures (SOP’s).

2. Assistant Chief of Staff for Intelligence, G2: Is the principal staff officer for the Division
Commanders on all military intelligence matters, and

a. Is responsible for production of Intelligence.

b. Is responsible for Counterintelligence.

c. Is responsible for Intelligence training of staff members.

d. Is responsible for Intelligence training of staff members.

e. Is responsible for directing all elements in the Intelligence and Counterintelligence


support roles with other command and staff elements through efficient use of plans, orders and
standard operating procedures (SOP’s) at the Division level.

3. Assistant Chief of Staff for Intelligence, S2: Is the principal staff officer for the
Brigade/Group Commander on all Military Intelligence (MI) matters, and

a. Is responsible for developing and establishing the intelligence program specifically


tailored to the mission(s) assigned to the NYG Brigade/ Air Group

b. Is responsible for Production of Intelligence.

c. Is responsible for Counterintelligence.

d. Is responsible for Intelligence training of staff members.

e. Is responsible for directing all elements in the Intelligence and Counterintelligence


support roles with other command and staff elements through efficient use of plans, orders and
standard operating procedures (SOP’s) at the Brigade/Group level.

CHAPTER IV

Deputy Chief of Staff for Intelligence (J2), and G2, S2 Intelligence Staff Officers

The J2, G2, S2 and Intelligence Officer are the principal staff officers for all matters concerning
Military Intelligence (MI), counterintelligence, security operations, and military intelligence
training. An Intelligence Officer is located at every echelon from Battalion/Group through
division. The specific duties are:

1. Military Intelligence (MI) which involves:

a. Disseminating intelligence to commanders and other users in a timely manner

b. Collecting, processing, producing, and disseminating intelligence

c. Conducting and coordinating intelligence preparation of the area of operations

d. Recommending unit area of interest and assisting the staff in defining area of operations

e. Describing the effects of the environment on operational capabilities

f. Evaluating the threat (their doctrine, capabilities, and weaknesses)

g. Coordinating with the entire staff and recommending Priority Intelligence Requirements,
(PIR) for the commander’s critical information needs.

h. Integrating staff input to Intelligence Preparation of the Area of Operations (IPAO)


products for staff planning as decision making tool

i. Coordinating ground reconnaissance and surveillance operations with other collection


assets

j. Participating in goal setting

k. Coordinating technical intelligence activities and disseminating information

l. Coordinating with the J1, G1, S1 / Officer situations that may affect evacuation or
hospitalization plans

m. Coordinating with the J4, G4, S4 / Officer situations that may affect logistics operations

n. Coordinating with the J5, G5, S5 /Officer situations that may affect civil-military
operations

o. Planning and managing intelligence collection operations in coordination with the J3, G3,
S3 / Officer

p. Recording, evaluating, and analyzing collected information to produce all-source


intelligence that answers the commander’s priority intelligence requirements and information
requirements (IR)

q. Maintaining the current situation regarding the environmental factors, updating the IPAO
and the intelligence estimate.

r. Determining map requirements and managing the acquisition and distribution of map and
terrain products in coordination with the J3, G3, S3 /Officer Engineer Coordinator,(ENCOORD),
who is responsible for map and terrain product production.

2. Counterintelligence (CI) which involves:

a. Identifying efforts targeted against the unit.

b. Evaluating intelligence capabilities as they affect the areas of Operations Security


(OPSEC), Signal Security (SIGSEC), security operations, rear area operations, and force
protection.

c. Conducting counterintelligence liaison for security and force protection.

d. Conducting counterintelligence force protection source operations.

3. Security Operations which involve:

a. Supervising the command and personnel security program.

b. Evaluating physical security vulnerabilities to support the J3, G3, S3 /Officer

4. Staff planning and supervision over the security office

5. Intelligence training which involves: Preparing the command intelligence training plan and
integrating Intelligence, Counterintelligence, operational security, and Intelligence Preparation of
the area operations considerations into other training plans.

6. Coordination of staff responsibility for the special staff officer, the Staff Weather Officer
(SWO). (The duties and responsibilities of the SWO may be integrated with the duties of the J2,
G2, S2 / Officer.)
