1. Purpose. This directive prescribes NYG policy, criteria, and administrative instructions concerning
individual and group awards. The goal of the NYG awards program is to foster mission accomplishment
by recognizing significant voluntary unpaid contribution by members of the Guard and by motivating
them to high levels of performance and service.

2. Application

a. This publication is directive in nature and applies to all members of the New York Guard.

b. These procedures will be followed, except when, in the judgment of the commander,
exceptional circumstances dictate otherwise.

3. Scope. This publication sets forth the decorations and medals which may be worn on the New York
Guard uniforms and sets forth criteria for these awards, application procedures and how the awards will
be worn.

4. Basis. This directive is published pursuant to State Military Law section 247 paragraph 2, and
DMNA Regulation 672-1.

CHAPTER I

POLICY

1. APPLICABILITY OF FEDERAL UNIFORM REGULATIONS. The governing regulation for

the wear and appearance of New York Guard uniforms and insignia is DMNA Regulation 672-1,
NYGD 1334 (TBP), appropriate US Forces Service Regulations, and such additional modifications as
shall be published from time to time as changes to this Directive.

2. APPLICABILITY OF DMNA REGULATIONS. For the New York Guard, all NY State
Division of Military and Naval Affairs (DMNA) Awards shall be requested through the chain of
command to this headquarters. With the exception of the NYS-Medal of Valor and the NYS-
Conspicuous Service Cross for which final adjudication remains with DMNA, all such requests will
receive final adjudication from this headquarters. The format to be used in recommendations for NYS
awards is that found in this directive, and in DMNA Regulation 672-1. The criteria for NYS medals
and the types of supporting documentation to be used are to be found in DMNA Reg 672-1. To avoid
misinterpretation, the criteria and paragraph references for awards listed in DMNA Regulation 672-1
are not repeated in this Directive.

3. PRECEDENCE OF AWARDS FOR THE NYG. Precedence for awards in the NYG is as
follows:

4. AWARDS FROM OTHER STATES. Awards from states of the United States other than NY
State may be accepted by members of the New York Guard. Such an award may be worn only after
receiving written permission from the Commander, New York Guard. Requests for permission to wear
may be submitted in memorandum form with supporting documentation to Commander, New York
Guard, ATTN: NYSG-J1(AD), 330 Old Niskayuna Road, Latham, NY 12110-2224.

5. OTHER AWARDS, DECORATIONS AND MEDALS.

a. Foreign decorations and medals may be accepted by members of the New York Guard. These
decorations and medals may be worn if:

(1) Authorized by U.S. Armed Forces Regulations or Instructions, Military Awards, et seq.

(2) Permission to wear has been received in writing from HQDA or equivalent agency.

(3) Written permission to wear has been received from the Commander, New York Guard.

(4) In instances of both [2] and [3] above, a request for permission to wear will be submitted
to the Commander, New York Guard IAW paragraph 4 above. In the case of (2), this is pro
forma.

b. Awards, decorations and medals issued by private, patriotic, and historic military organizations
will not be worn on the New York Guard uniform. This prohibition to wear is lifted on those occasions
where attendance in uniform is appropriate and only when physically present at the meeting of such an
organization.

CHAPTER II

RESPONSIBILITIES

1. The J1, Deputy Chief of Staff for Personnel will;

a. Ensure the Awards Section is adequately staffed to meet demands, and the Award Board is
properly appointed.

b. Issue revisions to this Directive as required.

2. Headquarters NYG Award Section will;

a. Promptly submit recommendations to Award Board for action.

b. Publish Permanent Orders of Award, and/or memorandums of downgrades or disapprovals as

required.

c. Maintain database of awards by individual.

3. Commanders of New York Guard Components. Commanders of the Army Division, Air
Division and Civil Military Affairs Brigade will;

a. Appoint MACOM Awards Officer, authorized to publish MACOM level Permanent Orders
for Awards in accordance with paragraph 2 Chapter III.

b. Forward recommendations in a timely manner that requires the approval by Commander NYG.

c. Make quarterly reports and forward copies of MACOM permanent orders of awards, as
outlined in paragraph 5 Chapter III.

d. This directive will be followed, except when, in the judgment of the Commander New York
Guard, exceptional circumstances dictate otherwise. Conflicts will be resolved through recommended
changes to this Directive. Commanders will not publish regulations or instructions relating to this
Directive.

CHAPTER III

MEDAL AWARDS BOARDS, AWARDS OFFICERS AND MACOM REPORTS

1. NYG AWARDS BOARD.

a. The NYG Awards Board is appointed by the Commander, New York Guard on HQNYG
Orders to review the awards described in paragraph 3 below. The NYG Awards Board shall consist
of at least three officers assigned to HQNYG. The Chief, Awards Branch shall serve as permanent
secretary of the board. The board may meet from time to time in person, or may conduct their business
by telephone.

b. Awards Branch will process all incoming recommendations for award for presentation to the
board for their review and recommendation. After the board has completed their review, Awards
Branch will process the board's findings and forward them to the Commander, New York Guard for his
approval. After the Commander has adjudicated the board's findings, Awards Board will out-process
the Commander's decisions into Permanent Orders and awards and or memoranda of downgrading and
disapproval. While complete records will be kept of this process, the entire process is confidential and
not to be divulged for and reason.

2. MACOM AWARDS BOARDS

a. MACOM Commanders will appoint MACOM Awards Boards under MACOM Orders in the
same way as the NYG Awards Board was appointed in paragraph 1a. above.

b. The MACOM Awards Officer appointed under paragraph 4b. below will serve as permanent
secretary and process MACOM recommendations for award seeing that all recommendations of award
described in paragraph 3 below are forwarded to NYG Awards branch for adjudication IAW this
directive.

3. AWARDS REQUIRING ACTION OF THE NYG AWARDS BOARDS. Recommendations

for the following awards must be reviewed by the NYG Awards Board:

a. NYS-MOV NYS Medal of Valor

b. NYS-CSM NYS Conspicuous Service Medal
c. NYS-MMS NYS Medal for Meritorious Service
d. NYS-MCM NYS Military Commendation Medal
e. NYG-MSM NYG Meritorious Service Medal
f. NYG-COM "V" NYG Commendation Medal with "V" Device for Heroism
g. NYG-COM NYG Commendation Medal
h. NYG-CIT NYG Commander's Citation
i. NYG-ACH NYG Achievement Medal
j. NYG-OSM NYG Operational Support Medal

4. APPOINTMENT OF AWARDS OFFICERS.

a. The Commander New York Guard shall appoint an officer as Chief, Awards Branch, New
York Guard. This officer has overall responsibility for the NYG awards program and the awards
process. As additional duties, this officer is to be appointed:

[1] Assistant Adjutant General to publish all HQNYG Permanent Orders which shall be
reserved for the announcement of awards.

[2] Permanent Secretary of the NYG Awards Board

b. MACOM Commanders shall each appoint an officer to serve as the MACOM Awards Officer
as their primary duty. As additional duties, this officer is to be appointed:

[1] Assistant S-1 to publish all MACOM Permanent Orders which shall be reserved for the
announcement of awards.

[2] Permanent Secretary of the MACOM Awards Board.

5. REPORTS REQUIRED TO BE MADE BY MACOM'S. MACOM Commanders are

responsible to report to this headquarters, ATTN: NYSG-J1(AD) quarterly, the numbers of awards
issued by their command on Permanent Orders. Copies of the Permanent Orders announcing the
awards will be attached to the report. Totals on each succeeding report are to be cumulative so that the
4th quarter report becomes the annual report. Reports for the prior calendar quarter are required at this
headquarters NLT 30 days after the end of the quarter.

6. TIMLINESS OF RECOMMENATIONS FOR AWARD. It is highly desirable that

recommendations for award be written as soon after the action or service as possible so the award will
have the greatest impact on the NYG soldier receiving the award. Also, in the case of awards for
heroism, where eyewitness statements and supporting documentation are required, that the accounts of
what happened are still fresh in everyone's memory.

a. To encourage timeliness, recommenders have up to 24 months to submit their recommendations

for award. The NYG Awards Board will no longer consider recommendations for actions more than
24 months prior to the dates the board meets.

b. An exception to the rule will be given to recommendations for awards for heroism. However,
the recommendation must still have full and complete eyewitness statements and any other supporting
documents deemed necessary by the board.

7. ELIGIBILITY FOR AWARD. All member of the NYG are eligible for awards except any NYG
soldier whose records are flagged. During the period any NYG soldier's records are flagged, no
recommendations for award will be submitted. Any that reach the NYG Awards Board will be
disapproved. Some of the reasons for which personnel records may be flagged are:

a. Medical records out of date or missing.

b. Under suspension for disciplinary reasons.
c. Under investigation for cause.
d. Not meeting the NYG weight standards.
e. On the NY State Reserve list.
f. Incomplete, missing or out of date records from MPRJ at HQNYG

The flag is automatic if any of the above conditions exist. The NYG soldier again becomes eligible
when all flagged conditions have been rectified.

8. WHO MAY RECOMMEND FOR AWARD. In general, anyone may recommend a member of
the NYG for Award.

a. Soldiers within the NYG who are not apart of the regular chain of command may recommend
for award provided they submit the recommendation for endorsement to the level of the chain of
command immediately above them.

b. Persons out side the NYG may also recommend for award. As a matter of courtesy, this type
of recommendation should be submitted to the battalion or MACOM commander of the NYG soldier
being recommended.

c. In either case, if the award recommended is listed in paragraph 3 of this chapter, it must be
endorsed at each level of command with whatever additional recommendations are desired, whether
positive or negative, by the various commanders and finally sent to Commander New York Guard
ATTN: NYSG-J1(AD) to be reviewed by the NYG Awards Board.

CHAPTER IV

NEW YORK GUARD AWARDS

1. NYG METITORIOIUS SERVICE MEDAL. NYG-MSM

a. Medal Established: 1981 DR BL GREEN DK RED BL DK R ED GREEN BL DR

b. Description: The ribbon is unwatered, 1 7/16" wide by 7/16"

high, with the following pattern: a 1/32" blue center stripe, flanked by 3/8"
dark red stripes, in turn by 3/16" dark green stripes, in turn by 1/32" blue
stripes, and in turn by 1/8" dark red edge stripes. The circular planchet is
a dark bronze about 31.9mm diameter. About the circumference is a
wreath, with the NYS Eagle crest in the center. An inscription is in two
parts, above and below the eagle, is "NEW YORK
GUARD/MERITORIOUS SERVICE".

c. To whom Awarded: New York Guard Members

d. Standards: The NYG-MSM is equivalent to a U.S. Meritorious

Service Medal. Awarded for achievement or service over a period of
time which has been of significant importance to the command, brigade or
the NYG as a whole. The service shall be of a character clearly beyond
that normally expected for a sustained period.

e. How Awarded: For recommendation, use memorandum format with citation and supporting
documentation.

g. Authority: Award authority is Commander, NYG.

h. Initial Award: Initial award consists of the medal and ribbon with
certificate.

i. Succeeding Awards: Bronze oak leaf clusters will be

awarded in lieu of additional medals. A silver oak leaf cluster will be
awarded in lieu of five bronze.

2. NYG COMMENDTION MEDAL WITH "V" DEVICE. COMMENDATION

a. Medal Established:

b. Description: A bronze "V" device is to be worn centered on the NEW YORK GUARD

ribbon which is green with a white center.

c. To whom Awarded: New York Guard members.

d. Standards: The NYG-COM "V" is equivalent to the U.S. Army Soldier's Medal except to a
lesser degree. It is given for noncombatant heroism to any member of the NYG who has risked their
own life in the protection of, or the saving of the life of another person or persons. The degree of
heroism to have been displayed is only slightly less than that required for the NYS-MOV. The act may
be performed on or off duty, in or out of uniform, in or out of NY State. The supporting documentation
must include the statement of at least one eyewitness to the action. News reports, of themselves, do not
take the place of an eyewitness statement. The Medal may well not be awarded solely on the basis of
having saved a life.

e. How Awarded: For recommendation, use memorandum format with citation and supporting
documentation to include eyewitness statements.

f. Responsibility: This award will be worn apart and in addition to NYG-COM's awarded for
other than heroism and will take precedence over them.

g. Authority: Award authority is Commander, NYG.

h. Initial Award: Initial award consists of the medal and ribbon with certificate.

i. Succeeding Awards: Bronze oak leaf clusters will be awarded in lieu of additional
medals. A silver oak leaf cluster will be awarded in lieu of five bronze. Oak leaf clusters will be
worn to the right and left of the "V" device at the discretion of the wearer.

3. NYG COMMENDATION MEDAL.

a. Medal Established: DARK GREEN WHITE G WHITE G W HITE DARK GREEN

b. Description: The new NYG-COM has a green ribbon with three

white stripes, the center one thicker than the others. The old NYG-COM has
a white ribbon with a blue center stripe with two narrow yellow stripes to
either side and must have a NYS silver shield in the center. Where their have
been additional awards, oak leaf clusters may be worn to the left or right of
the NYS silver shield at the discretion of the wearer

c. To whom Awarded: New York Guard members.

COMMENDATION

d. Standards: The NYG-COM is equivalent to the U.S. Army

Commendation Medal. It is given to that member of the NYG whose
performance of duty is far above that normally expected of someone in their NEW YORK GUARD

grade and position. It may be given for achievement or service.

e. How Awarded:

f. Responsibility: Both the new and old NYG-COM ribbons may be worn at the same time
with the new taking precedence over the old.

g. Authority: Award authority is Commander, NYG.

h. Initial Award: Initial award consists of the medal and ribbon with certificate.

i. Succeeding Awards: Bronze oak leaf clusters will be awarded in lieu of additional
medals. A silver oak leaf cluster will be awarded in lieu of five bronze.

4. NYG COMMANDER'S CITATION. NYG-CMDC

a. Medal Established:
WHITE DK W DARK GREEN W DK WHITE
GRN GRN

b. Description: The NYG-CIT is a green and white ribbon

surrounded by a gold medal frame. It is to be worn as a unit citation for
Army personnel just above the right breast pocket or equivalent and is worn
after all federal unit awards and any foreign national unit awards. Air personnel wear the citation in
order of precedence as per Air Force traditions.

c. To whom Awarded: New York Guard members.

d. Standards: The NYG-CIT serves to recognize outstanding meritorious performance by groups

of two or more soldiers, of a difficult and challenging mission under extra ordinary circumstances.
Circumstances will be deemed to be extraordinary when they do not represent the typical day-to-day
circumstances under which this group normally performs, or may be reasonably expected to perform.
The award may be made in the areas of service, achievement or bravery.

e. How Awarded: For recommendation, use memorandum format with citation as per NYG-
COM.

f. Responsibility:

g. Authority: Award authority is Commander, NYG.

h. Initial Award: Initial award consists of the medal and ribbon with certificate.

i. Succeeding Awards: Bronze oak leaf clusters will be awarded in lieu of additional
medals. A silver oak leaf cluster will be awarded in lieu of five bronze.

5. NYG ACHIEVEMENT MEDAL.

a. Medal Established:

b. Description: The new NYG-ACH has a green, blue and white ribbon. The old NYG-ACH
has a black ribbon with a rainbow center and must have a NYS silver shield in the center.

Where there have been additional awards, the oak leaf cluster will be worn to NYG-ACH
the right or left or right of the NYS silver shield at the discretion of the wearer.

c. To whom Awarded: New York Guard members.

d. Standards: The NYG-ACH may be awarded to those members of

the NYG whose performance of duty sets them apart from their peers but is
of a lesser merit than would justify the NYG-COM.

e. How Awarded:

f. Responsibility: Both the new and old NYG-ACH ribbons may be ACHIEVEMENT
worn at the same time side by side with the new taking precedence over the
old.

g. Authority: Approving authority is delegated to MACOM

commanders subject to verification and review by HQNYG. NEW YORK GUARD

h. Initial Award: Initial award consists of the medal and ribbon with certificate.

i. Succeeding Awards: Bronze oak leaf clusters will be awarded in lieu of additional
medals. A silver oak leaf cluster will be awarded in lieu of five bronze.

6. NYG GOOD CONDUCT MEDAL.

a. Medal Established: 1 January 1994 NYG-GCM

b. Description: The NYG-GCM ribbon colors are those of the U.S. W R W R W R WHITE R W R W R W

Army GCM but reversed: white with six maroon stripes.

c. To whom Awarded: New York Guard members.

d. Standards: The NYG-GCM is awarded for exemplary behavior,

efficiency, and fidelity in active NYG enlisted service. It is awarded on a
selective basis to soldiers who distinguish themselves from among their peers
by the above criteria through out a period of continuous active NYG service of
not less than three years.

(1) Specified service is limited to enlisted service in the NYG. Prior

Federal military service, military service in other NY State components, military
service in other states of the U.S., or service in the military of a foreign country
do not qualify.

(2) The effective date from which a three-year period may start is 1
Jan 94. No NYG-GCM will be awarded for earlier service.

e. How Awarded: For recommendation, use memorandum format without citation. No right or
entitlement to the NYG-GCM exists until after the award has been announced in HQNYG permanent
orders.

f. Responsibility: The soldier must have performed creditably at three consecutive Annual
Trainings during the period; must have participated in at least 75% of regular drill as shown by unit 200
reports; have demonstrated proper military bearing and attitude; have worn the uniform correctly; have
a knowledge of and use the chain of command; be within NYG weight limits; have a current physical on
file with HQNYG; and have Unit and MACOM commander's written recommendation.

g. Authority: Approving authority is delegated to MACOM commanders subject to verification

and review by HQNYG.

h. Initial Award: Initial award consists of the medal and ribbon with certificate.

i. Succeeding Awards: Bronze, silver and gold knotted bars of the U.S. Army will be used to
denote subsequent awards in lieu of medals.

7. NYG OPERATONS SUPPORT MEDAL OR RIBBON.

Memorandum of Recommendation for Award

Instructions for writing the memorandum of recommendation for award.

1. This memorandum is a letter of transmittal with personal information of the recommended individual
and signed by the recommender. It will not be used for the recommendation itself; the "why"
information will be contained in the accompanying citation.

2. Paragraph 1 will include: the name of the decoration [NYS-MCM or NYG-ACH, etc.] stating it's
for Heroism, Meritorious Achievement or Meritorious Service; the first name, middle initial and last
name, social security number, rank and for all officers: branch of service [Infantry, AGC or WOC, etc.],
which component of the NYS militia [NYG, NYARNG, NYANG or NYNM] or federal service of the
recommended individual plus the unit of assignment down to battalion level and the unit's address.

3. Paragraph 2 will indicate the how many prior awards of this decoration [if any] have been made to
the individual. If none, so state.

4. Paragraph 3 will indicate the nature of the supporting documentation as enclosures. All decorations

with exceptional skill and with an enthusiasm that was contagious. This enthusiasm served as catalyst
for all parties who were a part of the AT mission and served to maintain total commitment by all. In
doing this he spent hundreds of hours of his own time to insure that the planing was in place, that
instructors were ready and that appropriate records were available for the mission. Because of his
devotion to these tasks over 800 New York Guardsmen received quality training that made this

SFC PROXEM distinguished himself while serving with the 2nd Battalion, 14th Regiment, New York

SFC PROXEM at about 1945 hours responded to a large fire with very heavy smoke in the main
passenger terminal at JFK Airport. Disregarding his own safety SFC Proxem entered the smoke filled
building approximately 100 feet and pulled to safety two police officers and a civilian from out of the fire
area where they had been trapped. He continued on, at risk, to lead NYC fire units into the fire zone
and gave fire officers at the scene a detailed layout of the building which was critical to the success in
fighting the fire.

SFC Proxem's gallantry in saving the lives of others at the risk of his own life represents the highest
and best of traditions of the Military Service and reflects great credit upon himself, the New York
Guard and the Military Forces of the state of New York.

computer operations over a three week period.
