MPAG IN THE NEWS

Marine Protected Areas Governance (MPAG) supports the Ministry of Marine Affairs and Fisheries (MMAF) and Local Governments to achieve the Government of Indonesias commitment to develop 20 million hectares of Marine Protected Area (MPA) by year 2020, and to manage them effectively.

Initiated in February 2012, MPAG continues the work of the former Coral Triangle Support Partnership program in Indonesia (CTSP-I) for a further three years through to 2014. The MPAG workplan is implemented by a consortium of five NGOs, including Conservation International, Coral Triangle Center, The Nature Conservancy, World Conservation Society, and WWF Indonesia.

MPAGs Achievements
Information was presented at the conference in a number of formats, including: (a) The presentation of four scientific papers relating to MMAF-MPAGs achievements and conservation plans. The topics of the papers included: the process for the development of a Decision Support System (DSS) or web-data in the Directorate for Marine and Species Conservation; the development of an MPA Management Effectiveness Evaluation Guide (E-KKP3K); Human Resources Capacity Building for MPA management; and the development of a Sustainable Financing System for the management of MPAs; (b) Participation in a multimedia exhibition featuring a variety of printed and audio-visual materials produced by KKJI, local Marine and Fisheries offices, MPAG and other consortium members; (c) Distribution of seminar kits containing a range of materials such as block notes, pins and drinking cups all bearing conservation messages; (d) A themed lunchtime talk show, featuring the marine expert and also former Minister of Marine Affairs and Fisheries, Prof. Dr. Rokhmin Dahuri along with the KKJI Director, Dr. Toni Ruchimat. ome of the activities and achievements of the MPAG program in partnership with national and local government between February and the end of September 2012 are discussed below. MPAG recently supported its main partner, the Directorate for Marine and Species Conservation (KKJI), through its participation in the 8th National Conference on Coastal Resources Management, Marine and Small Islands or KONAS 8 in Mataram, West Nusa Tenggara, October 22-24, 2012. This biennial conference is considered important as it is attended by the majority of marine and fisheries conservation stakeholders,

including the Ministry of Marine Affairs and Fisheries, provincial and district Marine and Fisheries offices, both local and international non-government organizations (NGOs), private sectors, university academics, students, researchers and others. Both KKJI and MPAG agree that their active participation in this event was important in enabling them to update conservation stakeholders on their achievements in marine conservation, government workplans and the set of related documents and regulations which can be accessed through the MMAF official website.

Small Islands (KP3K) and was attended by approximately 100 KONAS participants. During this lively, interactive event hosted by the environment journalist Riyanni Djangkaru, some of the achievements and challenges of marine conservation were examined, including critical analysis of efforts made thus far. Valuable input on proposed measures for future improvements was also generated. MPAG has also initiated several scientific studies related to marine conservation in collaboration with marine and conservation experts. One of these is in order to provide strategic inputs to the government in relation to the designation of future marine protected areas. This study has drawn on various data and previous studies, and some of these include: the Data Atlas of Indonesian Marine Conservation (1984); Indonesia Marine Conservation Development Studies (1990); Geographic Priorities of Marine Biodiversity for the Development of MPA in Indonesia

(2012); a series of data from the COREMAP project (2011). This study is expected to be completed in December 2012 and will be presented to the government as the lead decision maker. At the request of the government, MPAG has conducted a study on the alignment of conservation management strategies between the Ministry of Marine Affairs and Fisheries and the Ministry of Forestry. The research focuses specifically on the seven Marine National Parks which are presently managed by the Ministry of Forestry and that represent 30% of todays marine conservation areas. This study will be completed in December 2012, the results of which will be presented to both of the relevant government institutions. MPAG has provided travel grants to support the research activities of two masters level students. The objectives of both pieces of research are to obtain empirical evidence on (a) the benefits of marine protected areas to the

local community in areas used for ecotourism activities in the Nusa Penida MPA, and (b) the benefits of marine protected areas for the local community in the area used for sustainable fisheries activities in Berau district. Both studies are scheduled for completion by the end of December 2012. The results of the studies will be used in communication materials on the importance of MPAs to the tourism industry and sustainable fisheries. Results of the above studies will also be included as part of the web-data developed by the Directorate of KKJI. Other scientific studies will also be conducted in the future as part of the scientific inputs required to support the development of the National MPA System.

Achievement 1: The National MPA System


Institutional Development
As part of its support for the development of policies related to the management of protected areas, MPAG is assisting with the process to develop a regulation with regard to the national MPA network. Managing MPAs as a network is considered more effective in some cases. Anticipating this, the Directorate of KKJI has initiated the efforts to develop the MPA network regulation to ensure that the future establishment and management of protected area networks will already possess a legal basis and the requisite conditions. The legal draft has now been finalized by a joint working team and is under review with the Legal Office of the Directorate General of Marine, Coastal and Small Islands (KP3K) prior to being decreed in December 2012. MPAG has supported the development process for the issuance of the Director General KP3K Decree No. KEP.44/ KP3K/2012 dated October 9, 2012 on E-KKP3K. The E-KKP3K is a standard evaluation tool provided by the government to determine the effectiveness of marine protected areas management. It has been tested in the conservation areas in which members of the MPAG consortium work, and is considered an important achievement in the management of protected areas because in addition to its measurement function it also serves as an operational reference for the development and management of marine protected areas. Every aspect relating to the effective management of marine protected areas can be found in this tool, including a designation of the level or status of MPA management effectiveness through the allocation of one of five different colors starting from red (lowest) through to gold (highest). The integration of conservation efforts with sustainable fisheries management systems is being realized by MPAG through the development of a set of Ecosystem Approach to Fisheries Management (EAFM) indicators, a series of pilot tests in designated areas along with further review, and ultimately the application of the indicators to related government policies. Trainings were held for the pilot test assessors in advance. The next stage of these efforts will be a study of the implementation of the EAFM indicators in a larger area, such as the selected Fisheries Management Areas (FMAs).

at MPA manager levels, including those who work under district governments. The outline of the study has been discussed and has gained an approval from the Working Group; it is expected to be completed in December 2012. In line with these efforts, MPAG is also supporting the development of a conservation training information system at the BPSDM Training Centre. Currently, the database structure is complete and has been presented to the Directorate of the BPSDM Training Centre and the Directorate of KKJI. Through the proposed database system, all conservationrelated trainings conducted by the government, NGOs and other donors can be documented by the government. The system is scheduled for completion in December 2012, and is well integrated with other training databases being developed by the BPSDM Training Centre and also with the DSS system developed by the Directorate of KKJI.

By documenting such workshop, MPAG supports the development of Specific Standards Competence (SKK) for MPA managers. local governments and the Ministry of Marine Affairs and Fisheries, MPAG is supporting the establishment of a Working Group (WG) on Capacity Development of MPA Managers. The Working Group consists of representatives from the Directorate for KKJI, BPSDM Training Centre (MMAF Human Resources Agency) and MPAG consortium. As agreed in the Working Group work plan, the development and legislation of the Specific Standards Competence (SKK) will be through a Decree of the Minister of Marine Affairs and Fisheries that is scheduled for completion in 2012. The Working Group has now completed the identification of prioritized competencies for MPA managers, and these will subsequently be transformed into two SKKs, the drafts of which are now ready for decree. MPAG will provide further support for the development and legislation of the SKKs for other competencies in the future. MPAG is also supporting a study on the formulation of functional positions for MPA managers. This study is part of the preparation of competent human resources in addition to the provision of SKK certified trainings and the development of a civil servant (PNS) career paths to become MPA managers. Web data (http://kp3k.kkp. go.id/kkji) as a component of Management Decision Support System. accessible via the web-based Geographic Information System (GIS) at http://kp3k.kkp.go.id/ kkji, where the the design and construction phases of the supporting database are now completed. By the end of November 2012, the site already contained 320 articles and conservation information in both the Indonesian and English languages, and has been accessed by more than 240,000 visitors. In this period, a book entitled Geographic Priorities of Marine Biodiversity for the Development of MPA in Indonesia has also been published and is being distributed. A result of collaboration between MMAF and MPAG/CTSP-I, the book is a study by marine experts to identify priority sites for MPA development in Indonesia.

Sustainable Financing
Sustainable financing is an important component in the effective management of MPAs, for both national and district MPAs. MPAG has initiated the establishment of a Working Group (WG) on Sustainable Financing for Marine Protected Areas. This Working Group is chaired by the Director General of Marine, Coastal and Small Islands (KP3K) MMAF and consists of representatives from five ministries, MPAG, and NGO partners. The Working Group has a mandate to prepare a set of regulations and requirements towards the establishment of a Trust Fund to secure financing for the management of MPAs. Currently, institutional design and Standard Operating Procedures for the Trust Fund have been

completed and the operational design has been consulted with the Ministry of Finance. The establishment of this institution is now waiting on commitments from donor institutions. MPAG will support the development of related communication materials for presentation to potential donors. In addition to efforts at the ministerial level, MPAG is also supporting local governments to develop and strengthen their District Technical Implementation Units (UPTD) as an institution that is suitable for the building of a sustainable financing system. The districts of Raja Ampat, KlungkungNusa Penida and Anambas are areas where efforts to strengthen district-level institutions are taking place. A series of meetings has been conducted to ensure that these efforts receive support from local government.

Achievement 2: Effective Management at Selected Locations

MPAG is supporting existing efforts to strengthen the District Technical Implementation Unit (UPTD) as the Raja Ampat MPA managing institution. Workplans have been jointly developed, including through collaboration with activities funded by the Walton Family Foundation. MPAG is also working together with NOAA and Starling Resources in this area. In the UPTD capacity development workplan, capacity assessment of the UPTD is already completed. The next steps are to follow-up this assessment with the development of a business plan, as well as the provision of human resources trainings prior to the development of a sustainable financing mechanism.

Through a Bali MPA Management working group established under the coordination of the provincial Marine and Fisheries office, MPAG has not only supported the development of the draft blueprint document but has gained support from working group members, including the Bali provincial districts, the West Bali National Park Management, local NGOs and local universities. The draft has now been completed and is currently being disseminated; a process that has been led by the provincial Marine and Fisheries office in order to secure agreement among stakeholders. Additionally, the Marine Rapid Assessment Program (MRAP) survey report has been compiled and distributed to stakeholders at district, provincial and national levels. The MRAP survey results have been an important input for the preparation of the Bali MPA Network blueprint. MPAG has also facilitated several conservation related trainings to stakeholders at the district and provincial levels.

Southeast Maluku MPA (West Kei Kecil)


After supporting the Southeast Maluku district government in the issuance of Bupati Decree No. 162 year 2012 to reserve 150,000 hectares of West Kei Kecil marine protected area, MPAG followed this up with the establishment of a working group in the Southeast Maluku district government. Through this working group, the development of a management and zoning plan can now commence. As the next step, MPAG together with local government and communities will identify conservation targets. MPAG is also facilitating participatory mapping at the village level as well as disseminating information regarding the establishment and purposes of the Southeast Maluku MPA. In addition, an evaluation of the management effectiveness status of the West

Anambas Islands Marine Tourism Park


MPAG has supported the implementation of a Marine Rapid Assessment Program (MRAP) survey to gain an overview of biodiversity, oceanography, and socio-economic and cultural conditions. The survey was led by KKJI and Loka KKPN Pekanbaru (the National MPA Agency for the western part of the country) together with LIPI (Indonesian Institute of Science), as well as national and international marine experts. MPAG has also supported Loka KKPN Pekanbaru to disseminate the results of the MRAP to related stakeholders. These results are an important input for the finalization of the Anambas Islands Marine Tourism Park management and zoning plan. MPAG has facilitated a number of conservation trainings, covering the basics of MPA management and MPA

management planning. Trainings have been attended by participants from amongst Loka KKPN Pekanbaru staff, Anambas Islands District government, local NGOs and communities. In addition, a management effectiveness status evaluation has been conducted using E-KKP3K.

Participatory mapping and public consultation session as part of development process of the Savu Sea management and zoning plan. Kecil Kecil MPA using E-KKP3K has already been conducted, and will be used as an input in the planning and management of the MPA. the operation of P4KKP, including through the provision of assistance in running public consultations for MPA zonation and the development of management plans. Furthermore, the East Nusa Tenggara government plans to formalize this collaborative institution as the Marine Conservation Board of East Nusa Tenggara province, covering a wider area than the existing Savu Sea Marine National Park. MPAG has also facilitated a series of meetings between seven universities in NTT, resulting in the establishment of a university consortium for sustainable fisheries, which is expected to contribute to the Conservation Board in the future. Mapping and consultations to capture public aspirations relating to the Savu Sea Marine National Park have been conducted in 110 villages, in six of NTTs ten districts. The results of the mapping and consultation have served as an important input to the finalization of the management and zoning plans that are currently being developed. In efforts to strengthen their human resources capacity, MPAG and consortium members have facilitated a visit by BKKPN Kupang staff to the Wakatobi NP to broaden their understandings of marine conservation efforts and MPA management. In addition, an evaluation of the management effectiveness status of the Savu Sea MNP using E-KKP3K has been conducted to give an overview of the existing conditions of the region.

The complexity of institutional arrangements for the Savu Sea Marine National Park is reflected in the involvement of ten district offices and the East Nusa Tenggara (NTT) provincial government, as well as BKKPN Kupang (National MPA Agency for the eastern part of Indonesia), NGOs and universities. The establishment of a collaborative forum such as the P4KKP is an effective option to facilitate collaboration amongst the parties involved. MPAG supports

Nusa Penida MPA


MPAG has provided support to the Government of Klungkung district to design a Bupati decree with regard to a district-level Technical Implementation Unit (UPTD) for the Nusa Penida MPA. A legal draft of the decree has already been put through a finalization process by the Nusa Penida MPA Working Group, and has been assessed by the District Legal Bureau. The draft is currently under review with the District Secretarys Office. Development of the Nusa Penida MPA management and zoning plan draft has been completed, along with a series of public consultations of relevant stakeholders and communities. The draft is currently being finalized for ratification by the Bupati of Klungkung. Trainings on basic MPA management and Resource Use Monitoring (RUM) have been organized and

attended by government officials at village level, fishermen, youth groups and representatives from the local Marine and Fisheries office.

MPAGs support in the Wakatobi National Park is focused on

collaborative management and community-based ecotourism management. MPAG has provided technical and institutional assistance to groups of fishermen to encourage their active participation in various discussion fora related to the management of the National Park. In the collaborative framework, there are some activities that have already been carried out, such as joint patrols involving the Wakatobi National Park, local police, Navy, and district Marine and Fisheries office. In addition, a workshop on sustainable fisheries has produced an agreement to establish a working group to support and coordinate the implementation of collaborative management of the National Park.

Gili Matra Marine Tourism Park


MPAGs support for the process to finalize and legalize the management and zoning plan of the Gili Matra Tourism Park (MTP) was delivered in five stages, namely data collection, spatial analysis, public consultation and the establishment of a working group relating to the finalization. In this, MPAG has encouraged the

involvement of stakeholders in the management of the Gili Matra MTP and working closely with fishing communities for sustainable fisheries management. MPAG has also facilitated the establishment of a sustainable financing mechanism based on the tourism industry. As part of efforts to develop human resources capacity, MPAG hosted several conservation trainings

including one relating to resource monitoring. An evaluation of the management effectiveness status using the E-KKP3K tool has also been conducted. This evaluation involved representatives from the Gili Matra management unit (BKKPN Kupang), government of North Lombok district and community.

Achievement 3: Host Country System Study

A glimpse of daily activities at one of Bali marine protected areas. In line with the spirit of the Jakarta Commitment, which promotes the use of government financial systems in disbursing foreign grants, MPAG has conducted a review of the reliability of the current government financial system in the management of grants, especially in the marine sector. This study was conducted to ensure sound financial management to meet principles of transparency and accountability, and the alignment of grant-funded activities with the MMAF five-year and annual workplans. The assessment covered planning and budgeting systems, fund disbursement systems, bookkeeping, reporting, and auditing. A draft of the assessment results has been finalized and has been followed up with a design of an ideal government finance system. In addition to the assessment and design, in the 2012 fiscal year a series of trainings to MMAF staff relating to the management of foreign grants will also be conducted.

National Acknowledgement of Ecotourism Development in Berau

abuan Cermin is a unique lagoon located on the southern coastline of Berau district, East Kalimantan. Water conditions in the lagoon are influenced by freshwater flows from the local karst geology and tides. The lagoon not only serves as a source of drinking water for local communities, but has also become a potential tourism attraction. Both the community and government of Biduk-biduk, Berau district have initiated a community-based ecotourism development program in Labuan Cermin with an area that

measures around 950 hectares. This initiative has been facilitated by the Community Welfare Institute of Labuan Cermin (LEKMALAMIN), a community group founded to protect the Labuan Cermin lagoon and develop it as a conservationbased tourism spot. Several related activities already implemented are the identification of potentials and problems, ecotourism training, homestay development, conservation action plan development and promotion. Recently, LEKMALAMIN was the recipient of a Cipta Award from the

Ministry of Tourism and Creative Economy for its efforts in promoting conservation-based tourism. LEKMALAMIN was judged to be successful in improving the quality of the Labuan Cermin as a natural tourist attraction and in building capacity in the field of sustainable and environment-based tourism management

The People of Anambas Support the Management of the Napoleon Fish

ost of the people living within the Anambas Islands Marine Tourism Park are dependent on the existence of coastal and sea resources. Live reef fish trading of the Napoleon fish (Napoleon wrasse/Cheilinus undulates) in Anambas has been practised for three decades now, with local communities usually taking juvenile fish from their natural habitat and rearing them to a marketable size. A Marine Rapid Assessment Program (MRAP) survey conducted last summer showed that the Napoleon fish population in the area had drastically decreased, indicating that overfishing had been taking place. This is partly due to the fact that there are insufficient juvenile numbers in the wild to balance the population. At the same time, data also showed that the capture of young Napoleon fish under 0.5 inches in size was not capable of bringing any economic benefit to the community.

Once this information was disseminated, the communities in 11 villages agreed to no longer capture young Napoleon fish smaller than 0.5 inches. This serves as an example of the success of using scientific studies to influence the management of marine resources at the grassroots level.
