Program Goal: To promote physical activity and healthy lifestyles for students.
Objective 1 of 1: Support the implementation of effective physical education programs and
strategies.
Measure 1.1 of 4: The percentage of students served by the Physical Education Program
grants who make progress toward meeting state standards for physical education: 2004 cohort.

Data Quality. We sampled grants (n=106) from a list of all PEP grantees that received an initial award in
2004 (n=237). The list was rank-ordered by the first year award amount, and grants were systematically
sampled from that list to ensure that it was representative of the range of award amounts.

The rate of sampled grants submitting valid, aggregable data for this measure in the 2006 GPRA
collection is 38 percent.

Although it is difficult to explain the decrease in students making progress towards physical education
standards, OSDFS' emphasis on data quality in GPRA for the 2006 collection may have played a role. For
example, the number of grants providing valid, aggregable data was much greater in 2006 (n=40) than it
was in 2005 (n=25). This was due to increased follow-up and monitoring to gather GPRA data from PEP
grantees. Additionally, OSDFS program staff and PEP grantees were provided with improved technical
assistance around acceptable definitions and collection methods. These standards were both followed
and applied more consistently in the 2006 PEP data aggregation.
Target Context. No target was established for 2006.
Explanation. 65.06 percent (n=58,389) of students served by the sampled PEP grantees made progress
toward meeting state standards for physical education.

due to increased follow-up and monitoring to gather GPRA data from PEP grantees. Additionally, OSDFS
program staff and PEP grantees were provided with improved technical assistance around acceptable
definitions and collection methods. These standards were both followed and applied more consistently in
the 2006 PEP data aggregation.
Explanation. 71.12 percent (n=55,579) of students served by the sampled PEP grantees actively
participated in physical education activities.
