R Topic: Post-war Political Reconstruction of Europe The General Assembly, Recognizing the need for restoring peace and order to Post-War East European Countries, Seeking the political liberalization of Europe and the political empowerment of the working classes, Reaffirming Germanys responsibility for causing the World War and the need of a concrete reparation plan, Cognizant of the population transfers taking place in Central and Eastern Europe and the instability caused, Aware of the growing tensions between the Eastern Bloc Communist nations and the Western Bloc Capitalist nations, Fully believing in the need to resolve conflicts between Eastern Bloc and Western Bloc for the promise of greater peace in the future,
1.

Congratulates the international community in establishing the Council of Foreign Ministers and all other efforts made in ensuring international peace and understanding;

2. Promotes , for the purposes of international harmony and peace, that Eastern Bloc countries

and Western Bloc countries shall not interfere into each others internal political affairs and relationships between the bloc members, including the promise that: 2.1. No country should intervene militarily into a member of another bloc on the grounds of its internal affairs or its relationship with its bloc allies; 2.2. No country should impose trade sanctions onto a member of another bloc on the grounds of its internal affairs or its relationship with its bloc allies;
3. Calls for the international community to universally recognize the governments of the newly

established East European and West Asian countries;

4. Urges the international community to respect the sovereignty and independence of the

newly created East European and West Asian countries, with special regards to: 4.1. Respecting the nations sovereignty regardless of political ideology; 4.2. Respecting the nations sovereignty regardless of their allegiances; 4.3. Refrain from interfering with the nations internal affairs for the purposes of changing the nations political ideology and affecting the nations foreign policies, particularly with the U.S.S.R.;

4.4. Reminds the international community of the importance of keeping the East European

region peaceful and harmonious for the political reconstruction and restoration of peace and prosperity to occur successfully, which includes:

Full support of the newly created East European countries government and not to impede it via the funding of opposition groups, civilian or military; 5.1. The non-interference with the countries friendship and non-hostility with the U.S.S.R., as outlined in the Yalta Conference; 5.2. The support and recognition that the U.S.S.R., as a politically and economically stable entity neighbouring the East European countries, should take charge in the preservation of peace within the East European region;

6. Recalls previous agreements made in regards to the payment of reparations from Germany,

which include: 6.1. The right for Allied countries to exact reparations from their respective occupation zones in Germany, as outlined in the Yalta Conference; 6.2. The right for such reparations to be exacted in the form of forced labour if monetary payments are not possible, as outlined in the Yalta Conference; 6.3. 10% of excess production (production not needed for the German peacetime economy) gained from the British, French and U.S.A. occupying zones industries are to be transferred to the U.S.S.R., as detailed in the Potsdam Agreement; 6.4. Poland and other East European countries to receive their share of German reparations via the U.S.S.R., as outlined in the Yalta Conference;

Grants the French, British, U.S.A. and U.S.S.R. authorities in Germany the right to oversee and guarantee the disarmament and dismantling of the Wehrmacht within their respective occupation zones, while keeping in mind: 7.1. The process to be transparent and made public; 7.2. The respective countries to follow strictly and not deviate from the agreements made in the Yalta and Potsdam Conferences regarding the details of Germanys disarmament; 7.3. The respective countries to fully report the occupying forces numbers and degree of militarization;

8. Seeks the hastening of the denazification process and trial of Nazi members and war

criminals of Germany, which would include: 8.1. The outlawing of Nazi and Neo-Nazi parties, movements and organizations; 8.2. Not granting any Nazi war criminals and leaders amnesty or judicial immunity, coupled with the withdrawal of such amnesty or immunity if already granted; 8.3. The removal of Nazi and fascist material and elements from German education and mass media
9. Proclaims that the governing of Germany should be impartial and apolitical, and that the

decisions made should be independent of the occupying forces own interests and not be used as a political tool in international politics, this includes:

9.1. Acknowledges the importance of reparations from Germany, however use of forced

labour must be reconsidered and carefully debated as a form of such. Intellectual reparation of scientific and technological information could be an alternative method. essential for the reunification of the region.

9.2. The removal of Nazi symbolism and divination in the process of denazification is 9.3. Urges nations to realize that substantial political and economical in Europe is

dependent on the unification of Germany and the reactivation of its industry.

9.4. Recommends to the Security Council the creation of a neutral governing body for

the reconstruction of Germany in its entirety, composed of United States, USSR, France and UK

9.4.1. The founding document of this governing body shall reflect that all decisions made by this government must be agreed on by United States, USSR, France and the UK 9.4.2. This governing body should hold the ultimate decision as to how and when Germany will ultimately regain total sovereignty in accordance to the economic, social and political situation of Germany.
9.5. 10. Designates the Soviet authorities in the U.S.S.R. occupation zone to oversee the transfer of

Germans from Eastern Europe, while: 10.1. Overseeing the resettlements of newly arriving Germans in East Germany; 10.2. Nations from which Germans have been expelled to guarantee the safety and security of Germans during the transferral process; 10.3. The U.S.S.R. be given the right to intervene, politically and militarily when necessary, on humanitarian grounds if the rights and safety of the German civilians have been severely compromised during the transferral process;
11. Emphasizes the importance of European countries to suppress fascist activities within their

borders for the prevention of further militarism and aggression in the European continent, this would include: 11.1. The banning of fascist political parties and movements within their respective borders; 11.2. The cessation of state military and financial assistance towards fascist organization within or outside the states borders;
12. Encourages greater freedom and rights to be granted to the populace in all European

countries as a means of creating a fairer and more representative political environment, which would entail the following: 12.1. The granting of greater freedom of speech and expression, especially for the currently underrepresented working classes; 12.2. The strengthening of labour unions to protect workers rights, welfare, safety and interests, with laws implemented to give labour unions the right to conduct strikes and engage in negotiations with employers; 12.3. Greater labour laws to be enforced to protect the interests of the working classes;

12.4. Granting the populace with greater freedom to assembly and the right to organize

protests and demonstrations against the government, even if the views represented is contradictory with the governments ideology; 12.5. Greater legislation to protect the rights and affirm the equality of ethnic minorities and women in society, in politics and in workplaces;
13. Further encourages political liberalization within all the European countries as a means of

creating a fairer and more representative political environment, which would entail the following: 13.1. The legalization of all political parties, with the exception of fascist and militarist parties; 13.2. The cessation to the persecution of peoples and organizations on the basis of political ideology, with the exception of fascist and militaristic ideologies;; 13.3. Granting political parties of any political ideology the right to participate in government elections;
14. Decides to continue monitoring the political reconstruction of Europe closely and to remain

actively seized on the matter;
