The Li quid Metering System shall cover design. engineering. manufacture. testing. delivery
and commissioning of the complete Liquid Metering System. metering skid. prover skid
inciuding all required ancillary equipment as necessary for the satisfactory operation of the
Liquid Metering System
The Liquid Metering System shall consist of the followings:
2 number of Identical Crude Metering Systems
Each of the Crude Metering Systems shall consist of 3 metre runs (3 x 50%
configuration -2 units operating + 1 standby). each skid with Bidirectional prover.
1 number Condensate Metering System.
The Condensate Metering Skid shali consist of 3 metre runs (3 x 50%
configuration - 2 units operating + 1 standby) with Bidirectional prover.
AII the metering Tuns shall utilise Turbine Meters for flow measurement.
Each metering run shall be provided with its' own dedicated flow computer. The prover run
shall also be provided with its' own proving computer.
The crude and condensate metering design capacities shall be as per P&ID.
The Liquid Metering System shall be designed for custody application in accordance with
PTS. PPGUA and other relevant international standards.
In general. the complete Metering System shall consist of the following as a minimum:
Metering skid
Bi-directional prover
The bi-directional prover skid shall be designed such that the calibrated sections DOES
NOT need to be dismantled for shipping.

The metering control panel shall be located inside instrument room at auxiliary
substation no. 2 and house the followings
One dedicated stream flow computer per stream
Dedicated proving compuler
Redundant power supply units
Redundant PLC
Redundant communication cards
AII other accessories including Galvanic isolators. wiring. terminal block. etc
Surge Proteclion Devices
Two metering supervisory computers (one unit as back-up)
Report. Alarm and Event Printer
AII electronic cards for field instruments and outdoor equipmentlcabinet shall have
conformal coating compliant 10 G3 requirements as per ISA 71.04.
AII metallic and non-metallic surfaces forming the part of the Liquid Metering Skid shall be
non-sparking or anti-static.
AII instrument wetted parts for crude oil service shall be suitable for methanol-contaminated
crude application.
The Liquid Metering System and Skid shall be designed for 25 years design life.
The CONTRACTOR shall be responsible for all calculations and design to guarantee
component construction and satisfactory system performance.
The Liquid Metering System shall employ common components made by the same
manufacturer and model numbers. if possible. to maximise the commonality of equipment.
This will assist in minimising spares requirements.
Functional testing of the complete metering system shall be performed as per PTS
32.32.00.11 prior to shipment

The first on-site validation before the first export shall be witnessed by PMU, SIRIM and
The cost of engaging third party validation company and SIRIM shall be borne by
the CONTRACTOR
The CONTRACTOR shall appoint a metering calibration company to carry out the monthly
validation of the metering skid for duration of one year after handover. Validation manual for
the system shall be developed using a third party specialist approved by the PETRONAS
CARIGALI , PMU and partners.
The calibration and validation software shall be provided.

Each Li quid Metering skid shali be provided with a dedicated bidirectional prover. The bi-
directional prover shali be sized for the maximum rated flowrate of one (1) turbine meter
The bi-directional meter prover shali inciude the foliowing as a minimum:

A minimum of 10,000 pulses between detectors will be coliected as per API MPMS
Chapter 4 Section 2. The CONTRACTOR may propose the design of Sphere Displacer
Type Prover loop where interpolation is taken into consideration The prover shali

premise by water draw method and shali be witnessed and certified by PMU,
PETRONAS CARIGALI and/or its representative and partners. AIi the expenses of
engaging an independent accredited calibration company shali be bome by the
CONTRACTOR
Prover volume shall be certified again at site, after installation but prior to first offloading
Calibration shall be witnessed and certified by SIRIM, PMU, PETRONAS CARIGALI ,

calibration company, SIRIM and Custom, shall be borne by the CONTRACTOR
Prover pre-run shall ensure 4-way valve is fUlly seated prior to sphere detector
triggering.
Have a prover four (4) way diverter valve (complete with differential pressure
transmitter, relief facilities, electric actuator, torque and limit position switches, etc.)
Prover loop shall be sand blasted to bare metal and internally coated to 7 mils of baked
phenolic and naturaliy air dried (i. e, no forced drying).

The prover construction shall be such that the flanges used in the calibrated section are
positively aligned, either M/F or doweled, and will be machine matched. It shall have a
metal to metal face with 0 ring seal
Four (4) spheres (methanol resistance) shall be provided and shall be suitable for SOGT
Crude plus sphere sizing ring (sized for the final calibration size of the sphere), inflation
toolslvalves and any sphere lifting equipment required, slings, net, system, etc
One end of the prover shall be closed by a blind flange and the other shall be fitted with a
hinged quick release closure suitable for sphere insertion/removal. Adequate access must
be provided for personnel during proving operations and maintenance, i.e. walkways, stairs,
etc.
Sphere detectors shall be manufactured with 316 SS trim
The prover pipework shall be specially selected for concentricity and will be free from
defects that may influence the accuracy or repeatability of the prover. The internals of the
prover shall be coated with baked phenolic finish.
AII vents and drains shall have positive isolation; double block and bleed, or other visible
method of leak checking.
3.4 Samolina Svstem
A Continuous fast loop liquid sampler shall be provided. It shall be capable of maintaining
the sample in liquid form. The sampling system shall be designed in accordance to ISO
3 71 and API chapter 8.
Sample will be filled into cylinders during the period of export. The sampling period shall be
adjustable from the metering supervisory computer.
The body material of the sampling facility shall be of stainless steel material, weatherproof
construction and shall be Eex d suitable for hazardous area use, classified as Zone 1, gas
group IIA, temperature class T3. Supply voltage shall be from the metering system cabinet.
The sampling system shall be designed to include:
Adequate stream conditioning of pipeline contents
Reliable and effective sampling, ensuring iso-kinetic conditions are maintained.
Adequate conservation and transporting of the sample
Static mixing facilities shall be provided
Resistance to methanol

The sampling system shall include but not limited to the following items:
A single iso-kinetic grab sampler installed in pumped bypass loop. The pump used shall
be redundant
Sample shall be taken over the whole batch loading based on a standard volume flow
proportional basis.
Each container shall be provided with weight sensor or level sensor, a pressure gauge
and a relief valve.
3 off 10 litre stainless steel sample cylinders are required.
Sampling system shall be housed inside a sampling/Analyser 316 SS cabinet.
Sampling probe and isolation valves
The sampler and collection system shall be fitted installed in a pumped bypass loop, and
shall act on i m p s e s from the metering PLC and collect a standard volume flow
proportional sample whose composition is representative of the total fluid flowing through
the metering system.
The sampling timing shall be flow proportionate, driven by the metering PLC through a
solenoid valve. The solenoid coil power requirements shall be kept to less than 8 watts. The
solenoid coil shall be provided with built-in diode suitable for 24VDC supply.
Permanently mounted detectors which provide volt-free contact signals of the piston
position shall be furnished with the sampler and shall be wired to the metering PLC for
alarm and status indication. The high-high alarm shall prevent sampling action by inhibiting
the grab command pulse signal.
In addition to the automatic sampler, provision for manual sampling at the upstream
common inlet header of the skid near to the automatic sampler shall be provided to enable
manual spot sample taking in the event of the automatic sampler fails
Factory Acceptance Test shall be required for the sampling system. Wet functional test shall
be performed as part of the sampling system FAT
3.5 Stream Flow ComDuters
The flow computers shall provide custody standard metering data which shall inciude but
not limited to the following -liquid flow rate and gross, net, standard volume flow rate, gross
volume total and rate and current batch totals.
The flow computer shall be capable of having multiple meter factors and capability of its
linearity curve downloaded.

The flow computer shall be capable of performing retro-active calculation (one back
calculation only) upon acquiring a new Meter Factor
The stream flow computers shall be capable of performing pulse interpolation.
Stream switching shall take into account batch start-up, batch loading at full flow, meter
proving and batch top-off. In the event of a fault being detected which indicates that any
stream is unable to carry on metering to the required standard, the faulty meter run will be
isolated automatically
Manual selection of any in service stream shall be possible to facilitate operational and
maintenance requirements.
The system shall be designed to ensure that cavitations cannot occur.
Flow computer displays shall be alphanumeric LCD for display of variables and constants
giving name, current value, engineering units, alarm messages and status as applicable.
Alarm handling shall be as per PTS 32.30.60.19
AlD Conversions shall be as per PTS 32.32.00.11
Each flow computer shall have a minimum display and input of all configuration parameters
as per PTS 32.32.00.11 including but not limited to:

The proving computers shall be configured as per PTS 32.32.00.11. In addition. Proving
Computers shall incorporate the following functions:
To operate the 4-way valve as required during automatic or semi-automatic proving.
Monitor its position and whether it is sealed when seated.
Shall be capable of performing pulse interpolation. The prover computer should be able
to incorporate pulse interpolation in its proving calculation.
The prover computer shall be of similar hardware design to the Stream Flow Computer. The
prover computer shall be responsible for computing the meter Correction factor using
average prover temperature and pressure. The prover computer shall provide all
prover sequence control

The Metering Supervisory computers shall be configured as a main and standby. In the
event of the main computer failing. system control will revert to the backup computer.
Switch over shall include all control. monitoring and communications functions and shall be
bumpless (i.e. without loss of data or control).
The metering supervisory computer shall be configured as per PTS 32.32.00.1 In addition.
the Metering Supervisory Computer shall also perform the following functions:
Shall control and display the automatic sampler.
Shall set up and format all data for serial transmission to PMCS via dual redundant link
(TCPIIP).
To compute density from densitometer.
The Metering Supervisory Computer shall have the following specifications as a minimum:

3.8nterfacina Reauirements
The metering system shall interface with PMCS via dual redundant link utilising TCPIIP. The
metering system shall also be subjected to system integration test with PMCS during FAT
and SAT. During FAT metering supervisory computer shall be shipped to PMC8 vendor for
this integration test.
3.9 Technical Reauirements for Field Mounted Components
3.10
In general , field mounted instrumentation shall conform to PT8 32.3 09.3 , PTS
32.32.00.11 , and other relevant PTS installation standards as listed in section 2.
AII field electronic instruments shall be provided with surge protection device compatible
with the type of instrument (i. e. , compatible with HART transmitter)
Motor Ooerated Valves (MOV)
The metering run inlet MOVs shall be gate valve type.
The metering run outlet MOVs and prover inlet MOVs shall be double expanding plug valve
type. The valve cavity shall be monitored for valve leaks via pressure transmitter
3.11 Meterina Control Panel
The Metering Control Panel shall be installed inside the Instrument room at substation n
2. Ingress Protection shall be IP 51 minimum.
Other Cabinet requirements shall be referred to 80GT-IN-DB-5001.
In general , all the essential flow signals (i. e, flow meter signal , pressure and temperature
compensations signals) shall be connected directly to the respective flow computers. In
addition, all essential proving signals shall be connected directly to the proving flow
computer. The non-essential signals (e.g. MOV close/open command/status, differential
pressure signals) shall be connected to the metering PLC
The metering cabinet shall be complete with the following as a minimum:
Metering PLC (Redundant)
The 110 modules with 1. 8 barriers (i.e. Galvanic isolator), Non-18 110 modules.
Communication Cards (Redundant)
Analogue and digital , 18 and non-18 termiriation rails.

AII spare inputs (30% wired spares) and outputs shall be completely pre-wired to terminal
blocks. 30% spare terminals shall be provided for all terminal strips for future expansion.
The cabinets shall be selected from cabinet manufacturer5 standard such as RITT AL or
equivalent.
3.12 Pioina/Mechanical Reauirements
The metering runs shall consist of all piping, and fittings pre-assembled. The layout of the
meter runs shall be defined by equipmentlpiping layouts and plans. AII piping, valves and
t h e r fittings shall be designed in accordance with project piping specification and P&IDs. A
qualified meter tube fabricator shall fabricate the meter runs.
The system shall be complete with drain system, atmosphere vent, drip pans, etc. suitable
for all operational requirements under worst case facility movement and inclination. AII
piping and metering equipment shall be installed to permit f I draining.
Maintenance items which cause oil spillage, such as the samplers and strainers and prover
launch chamber, shall have individual drip pans to localise the spilled oil.
Manual vents shall be plugged and direct to atmosphere.
AII ventldrain valves installed downstream of the meter must be fitted with block and bleed
facilities or some other form of positive isolation (i.e. blinds).
3.13 Structural Reauirements
The structural analysis of the skids shall be provided to confirm that the skids are suitable
for in-place, transportation and lifting conditions.
The package shall be provided with maintenance access and walkways for all areas where
access is required for operation or maintenance. AII equipment shall be orientated to permit
servicing without undue dismantling and to have good access and maximum safety. The
Metering Skid shall be designed with access to equipment without climbing over pipe works
