April 28, 2008 at approximately 1326 hours: Lieutenant Seagraves will send binder with Chief Young for Tuesday or Wednesday, (Felbab portion may not be complete). April 28, 2008 at approximately 1337 hours: Lieutenant Seagraves called back concerned about her place in the investigation (if principal or witness, or lead) April 28, 2008 at approximately 1406: Will bring book. April 29, 2008 at approximately 1045 hours: Book brought in by Young turned over to Luth. My notes: Monday, May 12, 2008 at approximately 1200 hours: Sergeant Luth turned over the Admin Case (08 080) to me. He provided me a white three ring binder containing documents provided to him from Lieutenant Seagraves (through Deputy Chief Young). Also provided me with a disc marked on the outside as 08 080. CD contains list of questions drafted by Luth. Also scanned in images of memos on other matter. Did not read the memos on the other matter pending authorization. Also contains audio recordings of phone contact between Luth and Seagraves. Tuesday, May 20, 2008 at approximately 0840 hours: I met with Chief Freeman in his office regarding clarification on this investigation. I asked Chief Freeman to describe the goal of the investigation. Chief Freeman explained that the goal was to determine if cases were not worked when they could have been and should have been. Chief Freeman explained that he was not so concerned about the decision of what cases were to be turned over or who made that decision. Chief Freeman suggested that the investigation be initiated with Captain Whitney and then worked downward. Chief Freeman was asked about providing Captain Whitney with a notice and Garrity. Chief Freeman stated that he should be provided this information, although he was likely not a principal. Monday, June 02, 2008 at approximately 1400 hours: I made telephone contact with Captain Whitney and advised him that I would need to meet with him to conduct an interview. We agreed to meet at his office on Tuesday, June 3, 2008 at approximately 0930 hours for the interview to be conducted. This call was not audio recorded. I reached Captain Whitney at a contact telephone number of (602) 876 4817. Tuesday, June 03, 2008 at approximately 0930 hours: I conducted an interview with Captain S. Tuesday, June 03, 2008 at approximately 1639 hours: I attempted to contact Lieutenant Henry Brandimarte at a contact office telephone number of (602) 876 5457 in reference to scheduling him for an interview. This call was audio recorded by the use of a Sony brand digital audio recorder. I was not able to speak with Lieutenant Brandimarte. I did receive his voice mail system. I left Lieutenant Brandimarte a message identifying myself and advising that I needed to speak with Lieutenant Brandimarte in an official capacity in reference to an Administrative Investigation in which he was a witness. I requested that Lieutenant Brandimarte contact me at my desk contact telephone number of (602) 876 2271. Wednesday, June 04, 2008 at approximately 1333 hours: I again attempted to contact Lieutenant Henry Brandimarte at a contact office telephone number of (602) 876 5457 in reference to scheduling him for an interview. This call was audio recorded by the use of a Sony brand digital audio recorder. I was not able to speak with Lieutenant Brandimarte. I did receive his voice mail system. I left Lieutenant Brandimarte a message identifying myself and advising that I needed to speak with Lieutenant Brandimarte in an official capacity in reference to an Administrative Investigation in which he was a witness. I requested that Lieutenant Brandimarte contact me at my desk contact telephone number of (602) 876 2271 or on my cellular telephone of (602) 390 3158. Wednesday, June 04, 2008 at approximately 1500 hours: I received a call back from Lieutenant Brandimarte regarding my calls for an interview. Lieutenant Brandimarte called me on my cellular telephone and therefore the call was not audio recorded. I agreed to meet with Lieutenant Brandimarte at his office located at the old training building on Thursday, June 5, 2008 at approximately 0900 hours for the interview to be conducted. I again reminded Lieutenant Brandimarte that he is a witness in this investigation. Thursday, June 05, 2008 at approximately 0932 hours: I conducted an audio recorded interview with Lieutenant H. Brandimarte at his office located at the Central Investigations Division located at 3225 West Durango, Phoenix, Arizona. The interview with Lieutenant Brandimarte was audio recorded by the use of a Sony brand digital audio recording device and was subsequently submitted for transcription. Monday, June 9, 2008 at approximately 0950 hours: I received the transcript of the interview with Captain S. Whitney from Teresa Turgun. Wednesday, June 11, 2008: I received the transcript of the interview with Lieutenant H. Brandimarte from Teresa Turgun. Thursday, June 12, 2008: I reviewed and corrected both transcripts of Lieutenant Brandimarte and also Captain Whitney. Thursday, June 12, 2008 at approximately 1500 hours: I called District Seven and asked to speak with Lieutenant Seagraves. I was advised that she was not in. I was provided with her voice mail. I left a message identifying myself and explaining that I was calling in attempt to schedule an interview with her. I provided my contact information and requested that she call me on Monday. Monday, June 16, 2008 at approximately 1100 hours: I incidentally met with Chief Freeman leaving the building. He advised that he had received additional documents from Captain

I advised that I would contact him later in the day to discuss the additional documents. Monday, June 16, 2008 at approximately 1425 hours: I received a call back from Sergeant Seagraves. She advised that she would be available all day on Thursday this week for an interview. She asked if this was in reference to the El Mirage matter and I indicated that it was. I advised that I would get back with her in the near future to confirm on the date of the interview and the time. Sergeant Seagraves provided her contact information as Office (602) 876 7324 or her cell (602) 525 1021. Monday, June 16, 2008 at approximately 1430 hours: I called Chief Freeman both on his cell and his desk. I left messages for Chief Freeman regarding the additional documents from Captain Holmes and requested that he contact me. Monday, June 16, 2008 at approximately 1550 hours: Chief Freeman came to my office to discuss this case. He indicated that he received an E mail forwarded to him from Captain Holmes. The E mail originates from Sergeant Bocchino and discusses cases that were turned over to El Mirage from Sex Crimes. He further indicated that Lieutenant Riddle is currently conducting a two year review of all sex crimes to determine their status and workability. Riddle has learned that several cases were cleared inactive and should have been worked for various reasons. Wednesday, June 18, 2008 at approximately 1050 hours: I met with Chief Freeman in my office regarding this investigation. I asked for clarification regarding the direction of the investigation as matters were being examined by another group. Chief Freeman stated my directions are as follows: 1. What cases did we turn over to El Mirage? 2. Of those cases, which of the those cases were not worked? 3. Why were those cases not worked? Wednesday, June 18, 2008 at approximately 1350 hours: I called Chief Freeman and discussed with him my concern regarding identifying Lieutenant Seagraves as an IL as apposed to a Principal. He stated that absent information that Lieutenant Seagraves has violated policy, then identify her as an IL until such time that information develops. Should Seagraves provide information that identifies policy violations, stop the interview and advise that concerns of possible policy violations have been disclosed that may warrant investigation and I will be consulting with the Chief regarding the potential policy violations. Tuesday, June 17, 2008 at approximately 1523 hours: I sent Lieutenant Seagraves a written E mail regarding a delay in scheduling an interview with her. (I was delayed to the Phoenix FOIA request). Within the text of my E mail, I wrote: Hi Kim, I have not forgotten to call you back. Unfortunately, I have been busy with other matters. Please be patient with me and I will touch bases with you soon. Bruce Tuesday, June 17, 2008 at approximately 1526 hours: I received a response from Lieutenant Seagraves regarding my e mail to her. Just so you are awareLieutenant Burden called me a few ago-in reference to an El Mirage case that Detective Weege had. I did not have an answer for him and he asked about the log book that I had which I turned over to IA. I told him that I had a copy but I did not want to say anything because of my situation- So if he calls that is what he is asking about. I am not sure if the case that he is looking for is even one of the items that is outlined in that book. Talk to you soon (unfortunately) No offense! Kim Wednesday, June 18, 2008 at approximately 1355 hours: I attempted to contact Lieutenant Seagraves in reference to scheduling an interview with her. I received her voice mail at her work contact telephone number. I left a message identifying myself and requesting a call back. I then called her cellular telephone and received no answer. Wednesday, June 18, 2008 at approximately 1404 hours: I sent Lieutenant Seagraves another E mail about scheduling an interview with her. I wrote the following text: Hi Kim, Please call me when you can about setting something up. Hopefully for tomorrow (anytime, at your place Cave Creek / Carefree if OK with you). Thanks, Bruce Monday, June 23, 2008 at approximately 0851 hours: Lieutenant Seagraves called my cellular telephone and confirmed our appointment for 1300 hours, today at District 7 (Cave Creek, Carefree) for an interview. Monday, June 23, 2008 at approximately 1340 hours: I conducted an audio recorded interview with Lieutenant Seagraves at District 7 headquarters. Tuesday, June 24, 2008 at approximately 0900 hours: I met with Chief Freeman to brief him on the interview of Lieutenant Seagraves. I expressed that she took actions when realizing that DRs were not being sent to SVU and that she had a general list of cases from El Mirage but, not a specific list of cases turned over to El Mirage. Chief Freeman expressed that Chief Knight was meeting with El Mirage today to discuss their concerns and might have additional information for me later. I advised that I would be requesting the open DRs from Lieutenant Seagraves list to be produced by records and that I would review those records after they were produced. Tuesday, June 24, 2008 at approximately 1500 hours: I provided records with a list of DRs that I need pulled and copied in reference to this investigation, for the review regarding status and amount of investigation conducted.

Tucker # 975 Internal Affairs # 08 080 Tuesday, June 24, 2008 at approximately 1615 hours: I met with Sergeant Cassidy who pulled the RMS status for cases on the records request list. All but one of the cases, were cleared on November 21, 2008 with a Exceptionally Cleared status. I called Chief Freeman during this process of review and advised that it appeared the cases would most likely be cleared exceptionally on November 21, 2008. Tuesday, June 24, 2008 at approximately 1700 hours: I received the completed package of printed RMS reports on the cases that I submitted a request to records for. The completed package indicates that all but one of the cases were cleared on November 21, 2008 as exceptionally cleared. Wednesday, June 25, 2008 at approximately 0900 hours: I received a voice mail message from Alan Quackenbush of Maricopa County Sheriff's Office Records advising that the package of reports had been copied and were ready for pick up. A short time later, I responded to Records and collected the written reports from Mr. Quackenbush. Wednesday, June 25, 2008 at approximately 1330 hours: Chief Freeman came down to Internal Affairs and met with me in reference to this case. Chief Freeman was shown the binder containing the twenty case reports collected from Records along with the associated RMS printouts associated to the twenty case reports. Chief Freeman requested that we meet with Chief Knight upstairs. Wednesday, June 25, 2008 at approximately 1345 hours: Chief Freeman Chief Knight and I met in Chief Knights office. We discussed the findings of the twenty case reports requested from records on the SVU unit. A decision was made to examine all case reports that should have gone to the SVU from El Mirage from the date that the contract was initiated to the date it was terminated. This would involve a review of RMS, CAD, the spreadsheet kept by Bocchino and the information kept by Lieutenant Seagraves records and the logs that Seagraves turned over to Sergeant Lugo upon her departure. Subsequent to this collection and review, a determination would be made regarding contact with El Mirage PD. Wednesday, June 25, 2008 at approximately 1430 hours: I made telephone contact with Sergeant Greg Lugo the current SVU Sergeant. He is presently in Training in Flagstaff Arizona. Sergeant Lugo explained that he would not be returning until Friday. Sergeant Lugo stated that I could enter his office with any access from a supervisor and obtain the documents. He described their location and suggested that I could take them. Wednesday, June 25, 2008 at approximately 1442 hours: I called Chief Knight and requested that I have his consent to obtain the items from Sergeant Lugos office in his absence. Chief Knight stated, I do not have a problem with that. Wednesday, June 25, 2008 at approximately 1545 hours: I met with Captain Babb at General Investigations Division. She allowed me access to Sergeant Lugos office. I collected two (three ring) binders from the office. One binder was marked as, Assignment Case Log and the other binder is RMS Stats by week and by month.

Tucker # 975 Internal Affairs # 08 080 Wednesday, June 25, 2008 at approximately 1700 hours: I began to create a spreadsheet table with all the report numbers that I could identify from the documentation provided by Sergeant Seagraves, the documentation from Sergeant Bocchino and the documentation collected from Sergeant Lugos office (left there by Seagraves). Thursday, June 26, 2008 at approximately 0900 hours: I received a spreadsheet table created by Sergeant Cassidy of the cases that she identified from RMS involving 261 or 262 complaints from El Mirage. Thursday, June 26, 2008 at approximately 0915 hours: I merged the spreadsheet table that I created of all known cases with the spreadsheet table created by Sergeant Cassidy. Thursday, June 26, 2008 at approximately 1044 hours: I spoke with Scott Jefferys (876 1033) in reference to conducting a CAD data pull for all 261, 262, 263 and 264 type crimes that involve a report being taken by an El Mirage Police Officer or a Deputy. These radio codes cover sex related crimes that might have been sent to the SVU for follow up, such as rape, child molest, sex abuse, and voyeur related cases. Jefferys indicated that I could expect the report in my inbox of E mail later today. Sunday, June 29, 2008 at approximately 1500 hours: I completed a combined DR spreadsheet with all known possible DRs that were taken from El Mirage that might have had a need for follow up. Monday, June 30, 2008 at approximately 1239 hours: I sent Scott Jefferys a spreadsheet with the possible DRs that were recorded on logs that were not reflected on the spreadsheets that Jefferys had previously sent over to me. I asked Jefferys to research these DRs to determine what type of calls these incidences were identified to be closed out as. July 7 11, 2008: Out of the office on vacation Monday, July 14, 2008 at approximately 0800 hours: I arrived in my office and noted that the CD-Rom of the recorded interview with Lieutenant Seagraves was on my chair indicating that Teresa Turgun had completed the written transcript of the audio recorded interview with Lieutenant Seagraves. Monday, July 14, 2008 at approximately 1315 hours: I met with Chief Freeman and Chief Knight regarding this matter and the completed combined table of cases that might have been submitted to the Maricopa County Sheriff's Office Sex Crimes unit for investigation (from El Mirage). I presented the Chiefs with my table of cases (totaling 188 cases). I explained that I was considering pulling all of the 188 cases from records for review of their content and actions taken. Both chiefs agreed with this plan of action. Chief Knight explained that Captain Babb would be having a gathering of investigators conducting a complete audit of the cases. I requested to be included in this meeting if the eventual goal would be to incorporate their audit with my investigation. Chief Knight stated that I would be allowed to participate in this meeting.

Tucker # 975 Internal Affairs # 08 080 Monday, July 14, 2008 at approximately 1330 hours: I realized that I had made a mistake in advising the Chiefs that I would be asking for 188 reports. I had condensed the table to rule out duplicate listings and made a new table that contained approximately 135 reports. I sent an e mail out to both chiefs explaining my oversight and updating them to advising that I would be pulling approximately 135 reports. Monday, July 14, 2008 at approximately 1400 hours: I met with Alan Quackenbush (Records Section) and provided him with the list of requested reports. Alan responded that he would have the list prepared for pick up in approximately one to two and a half weeks. Alan stated that he would call me when the reports were ready for pick up. I provided Alan with my contact office and cellular telephone numbers. Wednesday, July 16, 2008 at between approximately 0908 hours and 0938 hours: I received three e mails from Scott Jefferys. The e mails included the CAD data printouts from each of approximately 30 actual calls for service, based upon a request that I placed to Scott (refer to the June 30, 2008 entry) to research calls that were listed on log books, but not listed a sex crimes according to the list of calls for service that Scott had previously provided to me. Thursday, July 17, 2008 at approximately 1100 hours: I attended a meeting at the General Investigations Division. Present at the meeting were Chief Freeman, Chief Knight, Captain Babb, Lieutenant K. Riddle, Sergeant Lugo and myself. We discussed the current administrative investigation being conducted at the division level regarding the entire SVU. I learned that the division level investigation is being conducted back through 2005 cases. I also learned that there was not a real tracking system of any kind regarding the cases assigned to the unit. Examples of problems included cases that were cleared due to weather, cleared by order of command staff, lack of suspect information when they knew a description or partial plate of a vehicle, etc.. Wednesday, July 23, 2008 at approximately 1515 hours: I received the copied and printed reports requested from Maricopa County Sheriff's Office Records. I received the written reports from Mr. Quackenbush of the Maricopa County Sheriff's Office Records Section. According to Mr. Quackenbush, he was able to provide a total of 87 case reports from the retained records of the records section. Mr. Quackenbush stated that many of the requested case report numbers are cross referenced on the same case report. Wednesday, August 6, 2008 at approximately 1606 hours: I received the blank case file audit review worksheet created by Sergeant Lugo and in use by General Investigations Division for the review of cases by the SVU. I will be using the same sheet to maintain uniformity. Wednesday, August 13, 2008 at approximately 1530 hours: I completed the review of cases (photocopied reports received from Records on July 23, 2008) and I notified Chief Freeman of the completed review. Chief Freeman advised me that Detective Ward and Detective Weege had submitted resignations, effective in two weeks. Thursday, August 14, 2008 at approximately 0750 hours: I have finished copying the sorted cases and prepared a copy for those cases that may not have been worked or may need some form of attention, to be provided to Chief Freeman. Tucker # 975 Internal Affairs # 08 080 determined to have no documented investigative actions such as supplements or a clearance sheet, 12 cases were cleared without documented investigative actions in the form of supplements (they possessed clearance sheets with brief explanations for clearance), three cases had some for of odd action (such as clearance based upon compromise of investigation by CPS, evidence of physical abuse but not sex abuse therefore cleared, or synopsis did not match to child molest with no supplements and only clearance sheet), 2 cases appear possibly partially worked, and 1 case seems to be a complaint that a woman awoke after becoming intoxicated with her hand on a mans penis and her pants unbuttoned with fear that she may have been assaulted (not particularly a sex crime). A total of 49 cases. Thursday, August 14, 2008 at approximately 0920 hours: I met with Chief Freeman and Chief Knight in my office. I was advised that there had been some developments regarding the employment of Detective Weege and Detective Ward. I was advised by Chief Knight that Detective Weege and Detective Ward had resigned yesterday (Wednesday, August 13, 2008) effective immediately. Chief Knight explained that concerns existed regarding access of computer files for Detective Weege and Ward. As a result of those concerns, Detectives Weege and Ward were transferred to Transportation for the remainder of their initial two weeks of employment with the Maricopa County Sheriff's Office. Upon receiving the news that they were transferred, both Detective Weege and Ward resigned effective immediately. Chief Freeman asked that I prepare to interview both former Detectives as soon as possible regarding the administrative investigation. Chief Freeman asked that I contact both Detectives by telephone in an effort to determine if they would be willing to voluntarily provide an interview. Chief Knight took possession of the photocopied cases that I suggested be reviewed and considered from activation and further investigation. A total of 49 cases. Monday, August 18, 2008 at approximately 0951 hours: I received faxed copies of the resignations of former Maricopa County Sheriff's Office Deputes Mary Ward and James Weege. Detective Wards resignation indicates an effective date of August 13, 2008 and Detective Weeges memorandum indicates an effective date of August 13, 2008. Both memorandums only indicate being received and signed by Sergeant Lugo. I called and spoke with Chief Knight and he indicated that their resignations have been accepted and processed with their assigned equipment having been returned. Monday, August 18, 2008 at approximately 1115 hours: I attempted to contact former Maricopa County Sheriff's Office Detective Mary Ward by telephone. I called her listed contact home telephone number (based upon Phred records) and after approximately six rings received her voice mail. Former Detective Wards voice and verbal announcement of her name indicated that I had received Detective Wards voice mail. I left a message identifying myself and requesting that former Detective Ward call me in regards to her willingness to provide an interview regarding this Internal Affairs investigation. Monday, August 18, 2008 at approximately 1130 hours: I attempted to contact former Maricopa County Sheriff's Office Detective James Weege by telephone. I called his listed contact home telephone number (based upon Phred records) and after approximately four rings received his voice mail. I left a message identifying myself and requesting that former Detective

Tucker # 975 Internal Affairs # 08 080 Weege call me in regards to his willingness to provide an interview regarding this Internal Affairs investigation. Tuesday, August 19, 2008 at approximately 0800 hours: I was speaking with Lieutenant Rich Burden on an unrelated matter. Lieutenant Burden mentioned that cellular telephones were collected from former Detectives Weege and Ward and that the cellular phones had text messages on them that might be of interest. Tuesday, August 19, 2008 at approximately 1130 hours: I received a call back from Chief Knight regarding a call that I had placed to him earlier in the day. I had left a message asking if I should look into text messages and e mails sent by and received by Mary Ward and James Weege. Chief Knight indicated that he believed such text should be reviewed for content as related to this investigation. Tuesday, August 19, 2008 at approximately 1145 hours: I called Mr. Steve Levinson of the Maricopa County Sheriff's Office IT section regarding obtaining the E mails of Mary Ward and James Weege. Mr. Levinson stated such a request must be placed through Chief Shelly Bunn and the CCd to Mr. Levinson after appropriate approval. Tuesday, August 19, 2008 at approximately 1205 hours: I sent an E mail to Chief Shelly Bunn regarding a request for all e mails from the accounts of Mary Ward and James Weege. The E mail was ccd to Chief Knight and also to Steve Levinson. Tuesday, August 19, 2008 at approximately 1400 hours: I met with Sergeant Lugo in the Wells Fargo Bank Building in regards to collecting Detective Ward and Detective Weeges cellular telephones (for the purposes of examining the content of their text messages). I collected both phones from Sergeant Lugo at this time. Wednesday, August 20, 2008 at approximately 1300 hours: I began to review the content of the text messages on the cellular telephones. I began by examining the text messages on Detective Weeges phone and then the messages on Detective Wards phone. I wrote out a document that contains the messages found, the recipient or the sender and the date and time sent / received. Wednesday, August 20, 2008 at approximately 1400 hours: I met with Chief Knight in his office regarding the findings of the messages recovered from Detective Weeges and Detective Wards cell phones. I provided Chief Knight with a copy of the document that I made consisting of the messages, such that he might brief Chief Freeman. Thursday, August 21, 2008 at approximately 1230 hours: I sent Chief Bunn an e mail inquiring about the status of my request for E mail access to Detective Wards and Detective Weeges e mail accounts. Chief Bunn responded that she had forwarded the request to the county on Monday and had not yet heard a response. Chief Bunn stated that she would check back early next week if no response had still not been received.

Tucker # 975 Internal Affairs # 08 080 Wednesday, August 27, 2008 at approximately 1015 hours: I read an E mail that I received today at 1010 hours. The E mail was from Chief Shelly Bunn. The e mail indicates that the requested e mail records from Detective Ward and Detective Weege are ready and available for pick up and to contact Mr. Steve Levinson. Wednesday, August 27, 2008 at approximately 1017 hours: I called Mr. Steve Levinson and advised him that I had received the e mail notice from Chief Bunn of the E mail records being available for pick up and collection. He indicated that he did have the e mails and that I could pick them up when ever I was ready. Wednesday, August 27, 2008 at approximately 1230 hours: I picked up the disc from Mr. Levinson containing the e mail records from both former Detectives. Wednesday, August 27, 2008 at approximately 1550 hours: I finished reviewing the E mails contained in both former Detectives accounts. The records do not indicate direct issues. Seagraves does forward an e mail from Lugo regarding any potential addendum to Weeges evaluation and in Seagraves forward, she states, Ive got your back. Seagraves also sends an E mail to Weege regarding hating the fatc that IA is on their way to talk to me. Monday, December 1, 2008: Sergeant G. Lugo and I were transferred to the Organizational Development Bureau together. Tuesday, December 16, 2008 at approximately 0800 hours: I was speaking with Sergeant Lugo when he explained to me that he had requested a listing of the cases received by the El Mirage PD. Sergeant Lugo also added that Chief Frazier at El Mirage had reportedly written a negative letter to Sheriff Arpaio. Wednesday, January 07, 2009 at approximately 1515 hours: I finished reviewing the transcript of the interview of Lieutenant Seagraves. Monday, January 12, 2009 at approximately 0900 hours: I finished the spreadsheet of the cases turned back over to SVU by me of my review of EMPD cases that might have need for additional work or need closure. Spreadsheet section entitled, Reviewed DRs sent back for further on the overall Total Combined DR list w CAD numbers. Monday, January 12, 2009 at approximately 1015 hours: I began to compare the list of cases that I had placed into a spreadsheet as possibly needing additional work, to the list of cases kept by and maintained by Seagraves. Monday, January 12, 2009 at approximately 1345 hours: I finished comparing the above table to the log kept by Seagraves. I determined that 24 cases were not identified in the log kept by Seagraves. Tuesday, January 13, 2009 at approximately 1026 hours: I submitted to Alan Quackenbush a request for copies of additional written reports. The additional written reports were based upon the newly provided list of cases that EMPD had issues with. I added the list of cases to the list of cases previously known to exist and identified additional cases that were not identified as a result

Case Activity Log Possible Incompetence: General Investigations Division, Sex Crimes Lieutenant B. Tucker # 975 Internal Affairs # 08 080 of my research of CAD, Bocchinos listing, Seagraves listing. Thus, I requested the newly added cases from records, to determine their status and the progress of those investigations. March 10, 2009 at approximately 0900 hours: Sergeant G. Lugo provided me with hand written logs that were identified as the individual case logs of Detective J. Weege # 1291 and Detective R. Rojas # 871. The logs were binder clipped by two binder clips, one had the name, Weege written on a yellow sticky paper and the other had, old case log found in Rojas office. Monday, March 30, 2009 at approximately 1600 hours: I briefed Captain Whitney regarding the status of this investigation and we agreed to meet with Chief Knight regarding the scope. Monday, March 30, 2009 at approximately 1506 hours: I sent Sergeant G. Lugo an e mail request that he forward to me the electronic mail that he received from EMPD identifying the cases that they had an issue with. Monday, March 30, 2009 at approximately 1517 hours: I received a response from Sergeant Lugo by e mail. The e mail contained the requested e mail with the pdf document regarding EMPDs identified cases. Monday, March 30, 2009 at approximately 1842 hours: I sent Sergeant Lugo another e mail requesting the copies of the property sheets that he had created while storing and securing the various items of evidence that were identified to exist within the various Detectives offices. Tuesday, March 31, 2009 at approximately 0714 hours: I received an e mail response from Sergeant Lugo regarding the requested property sheets. Sergeant Lugo indicated that he would try to get them over to me this week. Tuesday, March 31, 2009 at approximately 0930 hours: I noted that I had missed one DR in the last set of requested DRs from records (regarding the final list of DRs on record with EMPD). This DR was identified as DR 06 0192732. I called Alan Quackenbush at (602) 876 1080 and requested that he send me the DR by fax to General Investigations Division if this was possible and the DR was not too long. Mr. Quackenbush stated that if the DR was lengthy, he would call me and advise that another method of conveyance of the DR would be necessary. Tuesday, March 31, 2009 at approximately 0932 hours: I still need to evaluate all the EMPD DRs received as part of the final listing of the DRs (requested from records on January 16, 2009). Tuesday, March 31, 2009 at approximately 1500 hours: I finished reviewing the other 19 cases identified after the final comparison of the list from EMPD to the already established list from CAD, Bocchino, and Seagraves. 18 of the cases need to be examined for potential reactivation. Wednesday, April 01, 2009 at approximately 1030 hours: I met with Sergeant Lugo and he provided me with photocopies of the property sheets from the left over property that was found

Thursday, April 2, 2009: I finished placing the copies of the reviewed police reports into binders for organizational purposes. Monday, July 13, 2009 at approximately 0900 hours: I began the summary of Detective Wards specific case book after all of her known cases had been identified. Friday, July 31, 2009 at approximately 1100 hours: I attended a meeting with Chief Hendershott. After the meeting at approximately 1430 hours, I was driving Chief Hendershott back to the Wells Fargo Building when he advised me that he wanted to move me to work with the Attorneys defending the mcso on the Civil law suit by Dowling. He asked what might be impacted by such a move and I explained that I was tasked with this IA investigation. He asked about the IA and what information had been learned thus far. I provided answers regarding such information and he advised that he wanted this investigation placed on hold and to focus my attention and energy to the law suit.
