REPORT ON OPEN ACCESS MECHANISM FOR THE STATE OF RAJASTHAN

OPENACCESSCUSTOMERmeans:
(i) (ii) (iii) A consumer permitted by the State Commission to receive supply of electricity from a person other than distributionlicenseeofhisareaofsupply,or Ageneratingcompany(includingcaptivegeneratingplant)or Alicensee,whohasavailedoforintendstoavailofopenaccess.

1. Categorization of Open Access Customers

Subject to the provisions of Regulations, the open access customers shall be classified into the following categories: (i) Short-term intrastate open access customer An open access customer availing open access for a period of one year or more but less than five years shall be the short-term open access customer. Long-term intrastate Open Access customers An open access customer availing open access for a period of five year or more shall be the Long-term open access customer. Open access for a period of less than one year shall be allowed from such date and on such terms and conditions as the Commission may notify.

2. Allotment Priority

The priority for allowing open access to persons shall be decided on the following criteria: (a) A distribution licensee shall have the highest priority in allotment of open access capacity; (b) Other long-term open access customer shall have the priority over the short-term open access customer; (c) An existing open access customer shall have the priority over new open access customer under respective category provided he applies for its renewal 30 days prior to the expiry of exiting term of open access. (d) Subject to clauses (a) to (c) above the decision shall be based on the basis of first come first served;

3. Procedure Open Access customer

(i)

An open access customer shall file an application to the State Transmission Utility with details such as capacity needed, generation planned or power purchase contracted , point of injection, point of drawal, duration of availing open access, peak load, average load and any other additional information that may be required by the state Transmission Utility; A consumer intending to avail open access shall also submit a copy of his application to the distribution licensee who is supplying electricity to him; The State Transmission Utility shall issue guidelines, procedures and prescribe an application form for Appling for open access within 30 days of issue of these regulations; The application shall be accompanied by a fee of Rs. 50000/- in the name and in the manner laid down in the guidelines by the State Transmission Utility; The State Transmission Utility shall, in consultation with State Load Dispatch Centre, Transmission and Distribution licensees and based on system studies by the concerned licensee or otherwise, assess the capacity available and communicate the decision to the applicant within 60 days of the receipt of the application; If, in the opinion of the State Transmission Utility, further system strengthening is essential before providing long-term access, the applicant may request the State Transmission Utility to the carry out system studies and preliminary investigation for the purpose of cost estimates and completion schedule for system strengthening; The State Transmission utility shall carry out the studies immediately on receipt of request from the applicant and intimate result of the studies within 90 days of receipt of request from the applicant; The applicant shall reimburse the actual expenditure limited to Rs. 50,000/- incurred by the state Transmission Utility for system strengthening studies.

4. Open Access Agreement

(i)

An open access customer shall enter into commercial agreements with the transmission and distribution licensees, generators, traders and other , as applicable for use of their transmission and distribution systems; The agreement shall provide, amongst other things for the eventuality of premature termination of agreement and its consequences on the contracting parties. After agreements have been entered into and and copies furnished to State load Dispatch Centre. The State Load Dispatch Centre shall inform the open access customer the date from which open access will be available which will not be later than 3 days from the date of furnishing of agreement.

5. Non- Utilization of open access capacity

(i)

In case an open access customer is unable to utilize, full or substantial part of the capacity allotted to him, he shall inform the State Transmission Utility and state load Dispatch Centre along with reasons for his inability to utilize the capacity and may surrender the capacity allotted to him by serving a notice of 30 days. The State Transmission Utility may , in accordance with guidelines framed by it in this regards and approved by the Commission , reduce or cancel the allotted capacity of an open access customer when such a customer frequently under-utilize the capacity allotted to him and An open access customer, whose capacity has been reduced or cancelled, in addition to discharging his contractual obligation, pay full charges for scheduling and systems operation, on full open access capacity for the remaining period of allocation . Where such reduction or cancellation is effected, such charges shall be for the revised capacity

6. Scheduling and system operation charges

(i)

The scheduling and system operation charges payable to state load Dispatch Centre by long-term/ short term open access customers shall be such as determined by the Commission; The scheduling and system operation charges collected by the State load Dispatch Centre In accordance with clause (i) above shall be in addition to the other fees and charges approved by the Commission.

(ii)

7. StateLoadDispatchCentre(SLDC)feeandcharges
SLDC fee and charges including scheduling and operating charges shall be payable as specified in the Rajasthan ElectricityRegulatoryCommission(LevyoffeeandchargesbySLDC)Regulations,2004.

Case Study for 1MW plant


Lets say there be Power developer in the state of Rajasthan and through the Open Access mechanism generated power sold to any industry within the state. Now following are the charges which are applicable for Intra-state transmission of energy under this mechanism for Rajasthan state. Calculating Per kWh Charges: Lets say total power transmitted be 1,40,000 kWh in a month of 30 days from 1MW Power plant @ the cost of Rs. 5 per kWh. Hence total charges for a month excluding 1 time application fee will be: [ Rj (t.c. + w.c. + o.c. + RSLDC + c.s.s.) ] Rs. [(28.74*1,40,000)/100+4.2%(1,40,000)}*5+(1*1,40,000)/100+4.24*1000+24,000+(15*1,40,000)/100] Rs. [40,236 + 29,400 + 1,400 + 4,240 + 24,000 + 21,000] Rs. 1,20,276 Rs. Hence charges per kWh for Open Access will be: [1,20,276 / 1,40,000 ] Rs.
