I LOVE TACLOBAN Movement, re-launched to focus on God, family and country


TACLOBAN CITY Valentines Day was made special to 5,000 Taclobanon when they celebrated the significant day with Mayor Alfred Romualdez at the Astrodome on the afternoon of February 14. The event was attended by six sectors across Taclobans constituency comprising urban poor homeowners, farmers, fisher folk, informal vendors, women and transport groups. Barangays were also well represented. The event was the re-launch of the I Love Tacloban Movement. It will be recalled that the movement was formally launched in December 18, 2009, a year after Taclobans status was changed from a chartered to a highly urbanized city. The launching activity was a big event as civic organizations, students, professionals, families, religious groups, urban poor groups and the business community participated in the day long activities that manifested the euphoria of people across sectors during the first HUC anniversary. The re-launch got a new direction as the mayor himself steered the movement to include a new meaning that challenged every Taclobanon who profess, I Love Tacloban, with deeper involvement and commitment. Paypayon, Oras, Eastern Samar, alleging that he was threatened by the suspects. When the team arrived in the area and while moving towards the house of Norombaba, the suspect fired a .38 caliber revolver to the approaching law enforcers prompting them to returned fire. Land Transportation Office (LTO) Regional Director Edgardo Catarongan said they will start the strict enforcement of the EWD Law or the Letter of Instruction No. 299 requiring the use of EWDs on motor vehicles and Memorandum Circular No. VPT-2012-1609, or the Revised Rules on the Implementation of EWDs. TACLOBAN CITY The Regional Tripartite Industrial Peace Council (RTIPC) emphasized the need to train labor union officials on the proper use of internal funds to avert organizational conflicts. Department of Labor and Employment and RTIPC chair Exequiel Sarcauga said there has been clamor for in-depth union funds administration training for presidents, treasurers, and auditors. We emphasize the necessity to maintain its existence and financial stability. We also want union officers to learn that the funds and other property of the group should be properly administered and accounted for by its accountable officers in order to achieve the objective for which it was organized, Sarcauga said.

The official confirmed that there are complaints of funds misuse in the past, which is a root of many disagreements among union members. The training yesterday at the Ritz Tower de Leyte attended by about 100 officers of organized employees union highlighted the importance of Article 241 of the Labor Code, which sets guidelines on the rights and conditions of union members. A manual on trade union financial administration was earlier produced by the labor department for distribution to labor unions. It contains duties of accountable officials, imposition of funds, collection of funds, disbursement of funds, expenses for union officers, financial reporting requirements, RTIPC vice chair Rene De los Reyes, president of the Energy Development Corporation Tongonan Workers Union, confirmed that fund misuses had been unfolded in different establishments especially when there are changes of sets of officers. We want to strengthen financial administration because for us, industrial peace cannot be measured by just absence of labor strikes but absence of organizational conflicts, De los Reyes said. Officials take its pride for achieving nine years of zero labor strikes this 2013 due to conciliation and mediation process. Eastern Visayas has 38 organized labor unions with almost 3,000 members. DA set to launch NYR


TACLOBAN CITY- The Department of Agriculture (DA) together with the Philippine Rice Research Institute (PhilRice) is set to launch the National Year of Rice (NYR) and info caravan in the province of Samar this coming February 21, after having a successful launching in Borongan City. DA-8 Regional Executive Director Antonio Gerundio said the NYR 2013 is a national government program led by the DA that aims to encourage everyone to help the country achieve rice self-sufficiency, promote better health among the crops consumers and improve the income of farmers. It is also part of the Food Staples Sufficiency Program, which focuses on rice as the Filipinos staple food. Rice for better health means eating brown rice and consuming a onefourth cup of the staple per meal, Gerundio said. He also said that 2013 has been declared as the countrys National Year of Rice through Presidential Proclamation No. 494 with the theme Sapat na Bigas, Kaya ng Pinas which seeks to increase public awareness on responsible rice consumption, encourage farmers to adopt modern technologies and enjoin policymakers to set ordinances that would help the country achieve rice selfsufficiency in 2013. PhilRice statistics show that each Filipino wastes two tablespoons of cooked rice every day. The rice not wasted could result in import savings of as much as P6.2 billion, as well as feed 2.6 million Filipinos in a year, Gerundio said. Gerundio added that eating brown rice thrice a month would decrease rice importation by an average of 50,000 metric tons a year because of its higher milling recovery. Councilor Jerry Uy said he does not even consider himself as part of a political dynasty. Were only two in the family that is involved in politics. We should not be blamed for getting into important posts if this is what the public wants. We are duly elected by the people, Uy told Leyte Samar Daily Express. Uy is the brother of Councilor Wilson Uy of Palo, Leyte. People can scrutinize our track records. At the end of the day its still them who will vote. If they want our brand of service, we are willing to work for them, Uy added. He emphasized that there is no law defining political dynasty and even if there is a provision in the Constitution about it, there should be an enabling law defining it. Under Section 26 of the 1987 Philippine Constitution, it stipulates that The state shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law. Jom Bagulaya, son of Leyte Governor Mimiette Bagulaya, does not perceive himself as part of a growing political family. For me, political dynasty exists in one particular place like here in Tacloban, if Im running for councilor and a member of my family is also running here, then thats probably political dynasty, the young Bagulaya said. Its only me and my mother who are running. I see many members of one family running for various positions in one place, and thats real dynasty. Also, my mother is running in the third district, she is far from Tacloban City, Bagulaya added. He said people would always have a choice when it comes to the issue of the so-called political dynasties so it should not be an issue anymore. Raissa Villasin, another member of a political family, said there is nothing wrong with political dynasty that has a legacy. Its the people that decide and they could judge for themselves based on the progress of the place where these so-called political dynasts rule, Villasin said. Villasin is the daughter of former Leyte second district board member and later vicegovernor Nestor Villasin, who is now the general manager of Leyte Metropolitan Water District. She is also the brother of incumbent Leyte second district board Member Nico Villasin. I think voters nowadays are smart enough to choose their candidates by looking through the track records and not those from political families free ride, Villasin added. Newcomer Ace Young, meanwhile, said it may be a normal occurrence for children to take after their parents and follow their career choice. Young said children of businessmen, lawyers, doctors and even actors follow their parents footsteps, and added that it is same with politicians. I dont belong to any political clan but it is unfair not to vote for candidates just because they have politicians as relatives, Young said. A bill has already been filed in Senate by Sen. Miriam DefensorSantiago providing that no spouse or person related within the second civil degree of consanguinity or affinity could run in the same province in the same election. PDEA to open satellite office in Baybay City


TACLOBAN CITY A new satellite office of the Philippine Drug Enforcement Agency (PDEA) is set to be opened in Baybay City. This was according to PDEA Regional Director, Gil Pabilona, in an interview with Leyte Samar Daily Express. Pabilona explained that the satellite office that soon to be opened in Baybay has been requested by the local government unit since 2009. We ask the help of the chief executive, Mayor Carmen Cari, to put up satellite office in their area for us to be able to put our personnel. They already requested us since 2009, but this is not yet realized because we do not have the resources. We ask them to provide us an office space, he said. The PDEA-8 director revealed that they have monitored some drug operations in the city and said that the operators present on said area also do the same illegal act in its nearby city, which is Ormoc. Pabilona said that PDEA prioritizes on opening satellite office at different cities in the region, where drug operation is rampant and is classified by the management as consumer area. At the present, PDEA have an office in Ormoc an Calbayog and we also eyed to open offices in Maasin, Catbalogan and Borongan, he said adding that the LGU concerned has an urgent request to the office on putting up of satellite offices on their areas, to solve crime rate as well as to protect the life of their constituency most particularly the students. Meanwhile, Mayor Cari in a separate interview said that the LGU is so happy that for a long period of time, their request has been granted. We have been requesting PDEA to open an office here, but up to now, it is still not realized. The city needs to have all the necessary amenities that should not to be present in the municipality, she said. The chief executive added that drug operation on said area is not being controlled despite the presence of the Philippine National Police, for they concentrate on other matter. The resignation of the Pope

he brave act has stunned the world. It was unexpected, unprecedented in many years. The resignation of the reigning pope is considered an ultimate sacrifice but to the faithful around the world, it is a demonstration of extreme humility. It is not easy to abdicate a throne, the source of power that makes men feel invincible. It is never easy to accept ones vulnerability, or physical and mental weakness and the incapacity to adequately fulfill the job. The act gets complicated and hard not only because of the cessation of perks and clout but the concern over pride or Amor propio. When a person get used to the titles attached to his name and the corresponding power that goes with it, it is difficult to withdraw. How many leaders all over the world hang on to power even if they can no longer perform as they should? Many ordinary leaders would kill and maim just to stay in power. They employ deceit and all forms of exploitation to be able to hold on. Many

friendships, alliances and partnerships have crumbled down because people in power no longer want to step down and be replaced. They want to stay on until the end, not willing to give chance to others. Dictators are born this way. The resignation of Pope Benedict XVI is therefore one for the books. Though hard to accept, it is a source of reflection for humanity. The lessons we get from the sacrifice, inspires. It is a lesson to be learned, something that we all have to reflect on. The popes acceptance that he can no longer dispense the ministry given to him is seldom seen among people. Whatever other reasons he had for the resignation, and in whatever circumstance it was given, he must be admired if not for the humility, at least for the supreme sacrifice. Many are sad at the turn of events but people can hardly

The new I Love Tacloban campaign: For God, family and country
It started with a single seed of love; a love that pushed a man to dream big for Tacloban City. No one believes him at the time. Many said that it is not yet the right time but the love that he kept in his heart emboldened him to push through with his vision for the city he loves. On December 18, 2008, the seed bore fruit. Tacloban City, through the overwhelming support of the people became a highly urbanized city. Its fate has altered, Tacloban was ripe after all, even the Asian Institute of Management Policy Center in its extenfruit; Tacloban is now number six (6) among highly urbanized cities in the archipelago. No less than nineteen (19) awards and recognitions from international, national and regional bodies have been received by the City government since 2008. After being sole winner of the Pamana ng Lahi Award in 2012, it is again aiming for the gold this year. So in 2009, during the First HUC Anniversary, the I Love Tacloban movement to page 5

that required the extraction of her ovary. She could not bear another child. Julia and Dante were pleased with the blessings God provided them. Forty-nine years of joy and laughter, pain and tears went by and four grandchildren gave gladness and surprises to the couple. Every weekend was a weekend to long for as Julia and Dante s children and grandchildren would frequently gather around. Until one day, weeks after Julia and Dante celebrated their golden wedding anniversary, the call came. One had to bid farewell, but gradually, a sadness more gripping than seeing a favorite pet being devoured by a beast. Julia, who was ten years older than Dante, was in their frontyard garden nipping flowers for the sofa tripped into a rolled up water hose, fell to the ground and hit her head against a pile of broken earthen pots. She fell badly and was placed in a coma for a week. With prayers all said for her recovery, Julia finally came back but paralyzed. Worse, her sickness developed some complications that weakened her kidney and liver. The therapy did not work and she was brought back to the hospitals intensive care unit for a total of ten times with an average of one week stay in the ICU each time she was rushed brought there. She remained at the ICU in comatose the last time she was rushed. So frail and almost dying, Julia was apparently in the last of her days. Thus the family circle thought of resorting on euthanasia for her. They did not, however, as it was against their religious faith. On Good Friday, the doctors said Julias heart collapsed and she would not make it anymore. So they waited until the heart finally stopped beating. But Julias heart never stopped pumping, although slow and erratic. She apparently refused to die, even if there was no more artificial life support attached to her body. Near midnight of Black Saturday, Dante went to the ICU and talked to Julia, though she could not reply as she was in coma. In melancholic voice, Dante, a handsome and hardworking family man, said to Julia, Mommy, if you must go then go. I promise you, I will love only you till God takes my breath away. I promise I will not marry

Once there was this love that vowed to live till the end of time. Time, not for man to hold, passed swiftly for the lovers until every sweet moments sneaked to memory. It was a kind of love that people could only think good merely for paperbacks like Mills and Boons and lowly so-called komiks like Wakasan. The Precious Romance-like love story has ended with the passing of the loved one in a freak accident, it would seem. It is not a dot at the end of the sentence, though, but continuous dots that meant the story would go on. Julia and Dante met in an outreach program jointly organized by the groups that each of them belonged to. Like any love affair, their started with the candy-coat-

ed smile but without malice or lust. They never thought that it was the smile that would transform their world into a bed of roses which flowered into a romantic relationship. Roses, in its pristine nature are not without thorns, so was their relationship which was always visited by some bees that burdened them, but on the other hand affected others in a positive way and helped their relationship to blossom even further. The friendship bloomed into a happy union blessed by the Divine Creator in a religious ceremony through their church pastor. Julia bore a girl and a boy but the third was not theirs to possess because Julia suffered a miscarriage. She was so sick and weak and needed to undergo a major operation

Five Thousand people coming from the masses to include farmer groups, fisher folk, transport groups, informal vendors alliance, urban poor homeowners alliance and women groups came together to raise the battle cry among their ranks. They signed the Pledge of Commitment, their guide as they continue to commit, follow and guard the sustained progress of the City of Tacloban. Mayor Alfred Romualdez has consistently motivated Taclobanons to rise above. He urged everyone to continuously grow, succeed along the progress of the City. He encourages Taclobanons never to allow anyone from pulling back the city to where it used to be.

TACLOBAN CITYThe Department of Environment and Natural Resources (DENR) with the help of other government agencies such as the Department of Education (DepEd) and Department of Agriculture (DA) would continue to implement programs geared towards the reduction of carbon emissions and climate change mitigation as a way of dealing with extreme weather events and other impacts of global warming. According to DENR8 Regional Executive Director Manolito Ragub, addressing climate change remains a top priority of the department considering that the Philippines is among the countries in the world most vulnerable to this global phenomenon given the number of deadly typhoons that

visit the country every year. Ragub said that mitigating and adapting to climate change have long been inherent in the mandated functions of the DENR since the country has been considered as one of the most vulnerable to its adverse effects. The 2013 Global Climate Risk Index shows that the Philippines placed fourth among 190 countries around the world that have suffered the most extreme weather events such as flooding and storms over the past 20 years, Ragub said. Ragub also said that their office has undertaken initiatives to reduce carbon emissions through reforestation and other tree-planting projects, and anti-air
