Por qu el encuentro?
Porque aspiramos a crear un cuerpo de interpretacin especfica para una regin singular: la Patagonia. Hoy, muchos de los mecanismos con que los arquitectos contamos para proyectar suelen no ajustarse a la realidad y a las necesidades de la regin, ya que usualmente provienen de una cosmovisin cultural urbana distante y extraa al espacio patagnico. Este encuentro se propone, en consecuencia, encontrar los instrumentos que interpreten las peculiaridades de este territorio sureo y develen la ms amplia informacin acerca de sus mejores posibilidades espaciales, cualidades climticas, potencialidad en comunicacin, demografa, materiales propios, etc. El debate que nos proponemos tiene como punto de partida la cultura entendida como la expresin de las actividades del hombre y sus actos, nos conducir, esperamos a desentraar la manera en que se construyen los conceptos y por qu, a veces, no son ajustados a la realidad. Es posible que con el aporte y los puntos de vista de otras disciplinas se logre establecer un vnculo novedoso y ms rico entre la cultura as entendida y su implicancia en el paisaje y en el territorio. En tanto exploremos poniendo en tela de juicio nuestros (pre)conceptos y los contrastemos con la existencia concreta y fsica del lugar, como tambin habilitando la ms amplia libertad para cuestionar y preguntarnos es que paulatinamente encontraremos las respuestas y las claves de este mbito patagnico.

Why such an encounter?


We have the aspiration to create a body of interpretation for a region. Many of the mechanisms at our disposal, when we plan, do not adjust to the reality and the requirements of Patagonia, because they usually derive from an urban culture that is foreign to the zone. Through a collection of material we hope to produce tools for later interventions that adapt to the particularities of the site. These tools would have to draw information about the territory from its spatial possibilities, its capacities of communication, its climatic qualities and its characteristic materiality. For this purpose it is necessary to start a discussion on the perception and appreciation of these components. The cultural aspect is a fundamental filter of our views, essential in order to grasp these elements and to transform the way we see them. In order to understand how our perceptions are formed we want to involve the disciplines that take part in this construction. Is it possible to experiment a new relation between culture (as expression of human activities and actions) and its implications in landscape and territory, if we explore our (pre)conceptions and contrast them with the physical presence of the place? In the first instance we have to begin to ask ourselves, and from there, with time, find answers.

Por qu la Patagonia ?
La Patagonia est signada por una fuerte identidad en la que convergen la idea de vaco, la hostilidad del clima y la lejana de las grandes urbes, y aunque esta valoracin parezca negativa puede ser utilizada positivamente como manera de diferenciacin y recualificacin.. As, anhelamos imaginarnos una nueva conciencia del paisaje, un deseo de vivirlo que traern aparejadas situaciones inditas, desconocidas y nuevas experiencias en la relacin del hbitat y su entorno. Una mirada extranjera converge en un encuentro con otra mirada nativa y se suman en una original percepcin. Se trata, entonces de explorar, sugerir y repensar sobre aquello que hace que este vasto espacio sea singular, descubriendo sus posibilidades para ser vivenciadas y utilizadas por los que la habitan y por los que la visitan. Actualmente existe un creciente inters por parte de la economa nacional para el desarrollo de la zona y un exclusivo atractivo, casi de curiosidad, por parte de inversiones forneas para emprendimientos en estas tierras. El intento de re-pensar la oposicin natural-artificial a todas las escalas conlleva una bsqueda que no es otra sino la de redescribir a travs de la forma de hbitat nuestra posicin en el mundo.

Why Patagonia?
We propose to work in a place that is apparently still untouched, but full of projection, a place that offers a particular attraction, a place that is surrounded by a myth that exceeds its limits, creating an imagination in the world, a place that still waits to be explored from numerous points of view. Our search is about exploring its reality and its imaginary load and suggesting critical views on the way they are conceived. Patagonia is a place of myth and a place of reality. A foreign view meets another one, that of the resident. The strong identity, given by the characteristics of nature an "emptiness" always associated with difficulty and hostility of climate, and with a distance from (urban) civilization offers itself to be employed as a means of differentiation and qualification. There is a growing interest of the national economy and a renewed attraction for foreign investment in Patagonia that produce a demand for intervention, which is met hastily by repeating familiar typologies. We want to imagine a new awareness of the landscape and a desire to experience it that create unknown situations and new experimentations of the relations between habitat and environment. The intent to undo the contradiction natural-artificial at all scales leads to an attempt to rewrite our position towards the world in the way we inhabit it.

El encuentro.
Se trata de un evento de mltiples actividades, cuyo objetivos especficos responden, tambin, a distintos pblicos. La ciudad de Trelew brindar, para los participantes externos el espacio para la reflexin y el trabajo del taller de proyectos, y, a su vez, se generar el espacio para la interaccin y reflexin colectiva con el pblico local. Se encuentran dos miradas, una local y otra externa que subyacen al segmento de la realidad que se aborda.

The encounter.
The event consists of multiple activities, whose specific objectives answer to different publics. The city will offer space for discussion and work on the tasks proposed in the project, accommodation for "foreign" participants, and at the same time a space will generate itself for interaction and collective reflection, in contact with the local public. Two viewpoints that underly the segment of reality to be treated are brought together: one local and another foreign.

Para que exista un paisaje no basta que exista naturaleza, es necesario un punto de vista y un espectador; es necesario, tambin, un relato que de sentido a lo que se mira y se experimenta; es consubstancial al paisaje, por lo tanto la separacin del hombre y del mundo... . ... La mirada paisajstica en efecto, es siempre una mirada esttica, en el sentido amplio de la palabra, indica una conexin inescindible entre forma percibida y sentido. "For there to be a landscape it is not enough that there is nature, a point of view is necessary and a spectator; also an account is necessary that gives meaning to that which one sees and experiments; therefore, cosubstantial to landscape is the separation of man and nature . In fact the view of landscape always is an aesthetic one, in the widest sense of the word, it implies an inseparable connection between perceived form and meaning." A travs de su encuadre el ambiente natural se transforma en paisaje, es decir, en un conjunto de relaciones visuales cualificadas por el recorte de la cultura y puestas a disposicin de aquellos que tienen la posibilidad de disfrutarlo. El mundo natural no es paisaje hasta que el gesto huma-no lo instituya en un partido de a dos, con y con-tra la naturaleza. Podemos pensar el paisaje sin el encuadre, sin el recorte dado por accidentes topogrficos o hechos humanos? hay que inventar otra palabra para esos espacios que se niegan a ser marcados y convertidos en imgenes?. Through "framing", natural environment is transformed into landscape, that is, a unity of visual relations qualified through the section performed by culture and placed at disposal for those that have the possibility to enjoy it. The natural world is no landscape until human gesture introduces it by a "parting in two", with and against nature. Can we think landscape without such a framing, without those sections produced by topographic accidents or human action? Or will we have to invent another name for those spaces that refuse to be framed into images, like the vastness of Patagonia? Toda intervencin humana en el ambiente, toda relacin e intercambio fundada en bases culturales pone en funcionamiento algo de artificial. La historia de la humanidad y de lo artificial resultan ser prcticamente coincidentes. Igual todava podemos considerar natural una hilera de rboles, olvidndonos que la naturaleza nunca ha dispuesto rboles en lnea recta. Durante mucho tiempo lo artificial ha sido un conjunto de pequeas islas en un mar de naturaleza. A lo largo de los ltimos dos siglos todo ha cambiado: la extensin de lo artificial hoy en da corresponde a la de todo el planeta. Algunas acciones concientes de esto defienden ciertas zonas con el fin de preservar su carcter natural. El mapa se ha invertido: son islas de naturaleza natural que se encuentran en un mar de "paisajes" construidos. Esos segmentos de preservacin no son "naturales", porque son creados por medio de una restriccin artificial. Any human intervention in environment, any relation or exchange founded on cultural bases put into function something artificial. The history of humanity and artificiality practically coincide. And still we are capable of considering natural a row of trees, of forgetting that "nature" would never have arranged trees in straight line. For long times the artificial has been a connection of little islands in a sea of nature. Over the last two centuries that has changed; the extension of the artificial today corresponds to the whole planet. Some actions conscious of this defend certain zones so to preserve their natural character. The map has been inverted: islands of natural nature find themselves in a sea of constructed "landscape". These segments of preservation cannot be "natural", because they are created by an artificial restriction.

Por eso es necesario, para hablar del intercambio entre lo natural y lo artificial re-interpretar su significado. Para poder pensar otras calidades de intervenciones artificiales, hace falta que dicho adjetivo pierda
sus connotaciones negativas, y pueda ser repensado. Therefore, in order to speak of an interchange between natural and artificial, it is necessary to reinterpret their meaning. To be able to imagine other qualities of artificial intervention the way we would like them to be or the way they seem right we have to achieve that the adjective artificial looses its negative connotations, and that it opens up to take on different colourings.

Entender el planeamiento, ya no implica pensar nicamente en la distribucin de los recursos fsicoeconmicos y en el ordenamiento funcional del espacio urbano y de su tiempo, sino tambin la imagen y el significado que tiene dicho territorio. La construccin de esta imagen, que sin dudas es una construccin cultural, define el proceso de apropiacin y uso del territorio por sus habitantes. Tambin el paisaje puede ser un instrumento para descubrir y actualizar potencialidades no desarrolladas. Sin embargo, por varias razones el paisaje puede sufrir graves distorsiones en circunstancias particulares, como ocurre con las propias de zonas tursticas desarrolladas o con aquellas que tienen esa potencialidad, cuando situaciones de necesidad de desarrollo socio-econmico coinciden con la existencia de hitos de valor patrimonial histrico o natural. Es un deber poder armonizar los conflictos consiguientes cuando se propone intervenir en zonas de ese tipo. A way of understanding territorial planning accepts that it is not only the distribution of physicaleconomical resources and the functional ordering of urban space and time, but also that of structuring and constructing the image and meaning of its territory. The construction of that image without any doubt a cultural construction defines the process of appropriation and use of territory through its inhabitants. Besides, landscape can be an instrument to discover and actualize potentials that are not developed, for example, applying it practically: to identify and establish images that operate and increase the tourism to a determined place. For various reasons landscape and territory can suffer grave distortions in the circumstances typical for developed touristic areas or those with potential to be developed, when a demand for socio-economic growth coincides with the existence of historical or natural sights. But at the same time tourism can become a motor for preservation. How to harmonize the ensuing conflicts when intervening in zones of that kind?

For the natives of the dutch Indies (), animals and plants die, but not the stones. They are for earth what bones are for the body. They therefore participate in nature and have a right to the same respect. From there the uneasiness and disquiet these natives experiment when they see how the Europeans tear out stones and rocks with hammer blows and in other ways ()." La formas de la naturaleza componen un complejo sistema geomtrico, las pautas de esa geometra que ordena el paisaje estn obviamente contenidas en las formas de la misma naturaleza, aunque la propia dimensin esttica de un arte de la tierra deber sonsacarlas y apropiarse de ellas, del mismo modo que deber ser capaz de captar su esencia . Y al igual que en la civilizacin occidental el gobierno de la abstraccin obliga a unas operaciones y manipulaciones que mediaticen al mximo posible el material de origen, tambin en la construccin de estos paisajes habr que forzar operaciones y maniobras que den pie a un universo geomtrico que hable el mismo lenguaje de la tierra, el lenguaje de la esencia. The forms of nature compose a complex geometrical system. The rules of geometry that structure landscape are obviously contained in the same forms of nature. A proper aesthetic dimension of an art of the ground has to poach and acquire them, as it has to be able to capture its essence. And just like the rule of abstraction, in western civilization, obliges to operations and manipulations negotiating to a maximum the possibilities of this material, in the construction of these landscapes we will have to "force" operations and moves that rely on a universe of geometrics that speaks the same language as the ground, a language of essence.

La segunda mitad del siglo XIX implic para un vasto sector de la Argentina una profunda transformacin de su estructura social y productiva. La Patagonia form parte de ese proceso, como consecuencia de ello sobrevino la mutacin de su espacio, por un nuevo escenario que paulatinamente fue incorporando a su paisaje los matices de tierra cultivada, la explotacin ganadera y la extraccin de minerales. Los cambios modificaron la configuracin del territorio y su fisonoma comenzando asi un proceso de cambio que aun continua. Dos fenmenos concurrieron y pueden reconocerse como causantes de estas metamorfosis: la afluencia de colonos europeos y, como producto de ello, el establecimiento y desarrollo de colonias agrcolas (explotando especialmente la ganadera ovina) y en segundo lugar la introduccin de maquinas de la modernizacin, como el ferrocarril y la maquinaria agrcola. Cmo vieron el paisaje los pobladores originarios de la regin los Indios Tehuelches y como lo vieron recin llegados y viajeros, ajenos no slo por cultura e idioma, sino tambin por provenir de una geografa diferente? The second half of the nineteenth century meant for a huge part of Argentina a profound transformation in its social and productive structure. Patagonia formed part of that process, in so far as production and mining was introduced into its territory. As a consequence its space mutated into a new scenery that gradually incorporated the traits of cultivated ground, of stock breeding and of the extraction of minerals into its landscape. These changes modified the configuration of the territory and its features, thereby starting a process of change that has not come to an end yet. Two phenomena coincided and can be recognized as reasons for this metamorphosis: the influx of European settlers and, as a result, the establishing and development of agricultural colonies (especially exploiting sheep breeding), and in second place, the introduction of the machines of modernization, like railway and agricultural machinery. How did the original inhabitants of the region the Tehuelche Indians perceive the landscape, and how did the newly arrived settlers see it, foreigners transplanted and strangers not only by culture and language the first settlers came from Wales, later other nationalities joined them - , but also by a different geography?

"Landscape may be represented by painting, drawing, or engraving; by photography, film, and theatrical scenery; by writing, speech, and presumably even music and other "sound images". Before all these secondary representations, however, landscape is itself a physical and multisensory medium (earth, stone, vegetation, water, sky, sound and silence, light and darkness, etc.) in which cultural meanings and values are encoded, whether they are put there by the physical transformation of a place in landscape gardening or architecture, or found in a place formed, as we say, "by nature". landscape is already artifice in the moment of its beholding, long before it becomes the subject of pictorial representation." W.J.T.Mitchell, Landscape and Power "El paisaje se puede representar por medio de pintura, dibujo, o grabado; por medio de fotografa, pelcula y escenario teatral; por escritura, palabras, y supuestamente hasta por msica y otros "imgenes de sonido". Antes de todas esas representaciones secundarias, sin embargo, el paisaje mismo es un medio fsico y multisensible (tierra, piedra, vegetacin, agua, cielo, sonido y silencio, luz y oscuridad, etc.) en donde significados y valores culturales estn codificados, o que sean puestos por la transformacin fsica de un lugar por paisajismo o arquitectura, o encontrados en un lugar formado, como decimos, "por la naturaleza". ...el paisaje es artificio ya en el momento de ser contemplado, mucho antes de que forma sujeto de representacin pictrica." It is this multisensoriality of landscape that we want to explore together with persons that are involved in the production of an art that takes natural space and territory as its object of representation or its place of intervention: plastic arts, music, photography, film-making, literature and, as one of them, architecture. These disciplines can contribute revealing points of view. The intention of the encounter is that from within their production ways are offered of viewing and showing landscape, sharing their experiences and strategies for capturing it. They can emphasize the possibilities of creating an imagination and propose visions of the expressive potential of the landscape we are occupied with. Es esa multisensibildad del paisaje que queremos explorar juntos con personas involucradas en la produccin de un arte que toma el espacio y el territorio natural como el objeto de representacin o como lugar de intervencin: artes plsticas, msica, fotografa, pelcula, literatura y arquitectura. Estas disciplinas pueden aportar miradas muchas veces reveladoras. Es intencin de este encuentro que las mismas aporten diferentes maneras de ver y mostrar el paisaje, compartiendo sus experiencias y sus estrategias para captarlo. Ellas pueden hacer hincapi en la conformacin de un imaginario y proponer visiones que develen posibilidades expresivas del paisaje que nos ocupa.

Hoy podramos entender el paisaje ya no como un escenario para la arquitectura sino como un instrumento, donde pasa del fondo del cuadro a la sustancia de accin. Ya podemos entender el paisaje no como una actividad complementaria con vagas connotaciones medioambientales, prioritariamente volcada al ajardinamiento embellecedor. La rotundidad de manipular la idea del paisaje estriba en su capacidad para cobrar nuevas dimensiones, para traspasar los lmites, para difuminar las siluetas y retrazar los perfiles familiares de lo que se entiende como arquitectura. Existe un traspaso desde una construccin proyectual obsesionada por la relacin arquitectura y ciudad, hacia una tendencia que busca establecer una nueva relacin con la naturaleza, en la que el elemento pico, mestizo y salvaje, prepondere sobre lo domestic y lo buclico. Una valoracin espacial del vaco, de lo ausente lleva a las grandes superficies, sus suelos, horizontes, vegetaciones, texturas, transparencias, rugosidades, pliegues, etc. La diferencia fundamental entre las dos posturas sera una superacin de lo icnogrfico como mero motivo figurativo, esteticista, ornamental, para dar pasa a un uso programtico de la imagen. Los elementos de trabajo son construcciones plsticas, geometras de orden topogrfico, materiales reciclados, uso combinado de materia prima y manufacturada. La idea no es cubrir el paisaje con otro sino crear elementos que se insertan en el terreno, acciones que integran de un modo artificial los movimientos y momentos de la naturaleza. Nosotros entendemos el paisaje como una prctica proyectual explcita y especfica, como la construccin de una lectura particular del entorno, dirigida a un observador-receptor-consumidor, dado que tiene una intervencin arquitectnica especifica como producto y una intencin esttica o expresiva subyacente. No es algo que existe independientemente de la mirada construida. Creemos que muchas miradas aun no han sido propuestas. Today we can understand landscape not as a scenery for architecture but as an instrument: it changes from background to substance of action. We can understand landscape as more than a complementary activity, with vague connotations of environmentalism, mainly devoted to beautifying gardening. The proposal to manipulate the idea of landscape is grounded on its capacity to gain new dimensions, to exceed limits, to blur silhouettes and re-trace the familiar profiles of what is understood as architecture. A pass has been made from the construction of projects obsessed by the relation of architecture and city towards a tendency that seeks to establish a new relation with nature, a nature that is epic, ambiguous and savage rather than domestic and bucolic. A valoration of spatial emptiness, of absence leads us to the great expanses, their ground, horizon, vegetation, texture, transparency, roughness, folds, etc. The fundamental difference between these two positions is an overcoming of the iconographic, as a merely figurative, aesthetic and ornamental motive, and a move towards a programmatic use of the image. The elements of these works are plastic constructions, geometries of topographic order, recycled materials, a mixed use of raw and manufactured material. Their idea is not to cover existing landscapes with new ones, but to create elements that insert themselves within a terrain, actions that integrate the movements and moments of nature in an artificial manner. We understand landscape as a projecting practice, explicit and specific, the construction of a particular lecture of ones surroundings, directed towards an observer-receiver-consumer. Its product is a spatial intervention and its motive an aesthetic or expressive intention. Landscape emerges with design, it is a conscious product, a proposal of one possible way to perceive a place. If it does not exist independently of a constructed view, we believe that there are many views that still have not been proposed. El fin de los talleres es construir un cuerpo de metodologas adecuadas a un entorno territorial como la Patagonia a partir de una suma de proyectos ejemplares, de imaginarios personales, de recoleccin de material in situ como inspiracin y pauta. Por eso el evento se plantea como el primero en una serie cada uno persiguiendo diferentes problemticas en esta ocasin nos ocuparemos del ocio , otro potencial de habitar el paisaje, pero siempre con esa misma bsqueda: la de ver, de entender lo que est y proyectar una forma de habitat que surge de las condiciones intrnsecas del ambiente, tanto de las invisibles y ocultas como de las obvias y visibles. The aim of the workshops is to construct a body of adequate methods for an environment like Patagonia, from a sum of exemplary projects, personal imaginations, collections of material on the spot as inspiration and guideline. Therefore the event intends to be the first in a series of similar encounters, each concentrating in one problematic like that of leisure, other potentials of inhabiting landscape will be introduced , but always part of the same search: that of seeing, of understanding that which is there, and of projecting a form of habitat that arises from the intrinsic conditions of this environment, invisible and hidden ones, as much as obvious and visible ones.
