Bayan intensifies drive vs cable theft


Seeks partnership with city govt, law enforcement and media to address issue

As part of Bayans intensified anti-cable theft operation, the company has reported several arrests of individuals believed to be engaged in this activity. Last January 17, a suspect named Erwin Ronda y Cahinde was arrested in Brgy. Candahug in Palo. The suspect has been charged at the Leyte Provincial Prosecutors Office, and is presently detained at the municipal jail. Another group of suspected cable thieves, believed to be responsible for series of cable thefts in Hilongos has likewise been charged at the Assistant Provincial Prosecutors Office last January 30. A resident of Brgy. Santarin in Barugo, believed to be responsible for four separate cable theft incidents in the area last month, has been identified. Filing of charges against the said suspect at the prosecutors office is currently being readied. While all the above cases are awaiting proper disposition by the court, Bayan has not let up on its mission of seeking to address the rampant cable theft. The company is also seeking the assistance of the media in helping abate the proliferation of this nefarious criminal activity through information dissemination and help TACLOBAN CITY --- Bayan Telecommunciations Inc. (Bayan) has sought the assistance of the City Government of Tacloban in pursuing its active campaign to minimize cable theft incidents in the area which have recently caused unnecessary inconvenience to its subscribers due to frequent service disruptions. In a letter sent to Tacloban City Mayor Alfred Romualdez, Bayan through its local office, have asked the help of the local government by proposing that the cable theft issue be tackled at the Citys Peace and Order Council meeting. Jose Adolfo Cornelio, Bayans head for Eastern Visayas, said the company is intensifying its anti-pilferage operations in the region to help guard against the theft of telephone cable wires, as this contributes to connection problems experienced by Bayan subscribers. Telephone service disruptions cause a lot of inconvenience and even loss of money and people become more aware of the detrimental effects of cable theft to the community. With the support of media, we hope that people will become more vigilant, help provide assistance to law enforcement personnel and cooperate in helping go after and prosecute perpetrators of this crime, for after all, it is the community and its people who will be at a loss if these remains unresolved, said Cornelio.

anic and fear swept the country as tsunami warning was raised following the quake that jolted Solomon islands. The warnings were raised after the reported wave rising about a meter high resulting from the tremor. Places along the pacic side of the country were alerted for people to take precautionary measures in case the tsunami will affect the shorelines of our islands. The warning was made to ensure that people will move to safe grounds in the event that waves hit the country. But the warning may have been a jerky reaction that people were pushed to anxious and worried situation as they scamper for safety.

The warning may have been lacking in details or a product of unveried information regarding the real situation. It brings us to aftermath reports portraying people in the affected area as keeping their composure while the rest of places in the pacic region were already in panic. The experience brings us to new challenges in accurate reporting. The issuance of tsunami alerts must be done with great caution in order to protect the people from unwarranted panic that may result in tragic results. While the warning was lifted in

The newly-invited Ambassadress of Habitat for Humanity is one of the most beautiful faces in town. As a City councilor, wife and mother, Cristina Gonzales Romualdez has done well. Govt urges Filipinos to diversify their diet


TACLOBAN CITY The government is encouraging Filipinos to diversify their diet to include more root crops and corn as studies have shown that root crops are good sources of carbohydrates and contain dietary fiber, Vitamin C, calcium, phosphorus, and iron, while corn is a good source of dietary fiber, B-Vitamins, folate, and phosphorus. Antonio Gerundio, the Department of Agriculture (DA) regional executive director, said the department has initiated programs to encourage the planting of high-value and indigenous crops such as cassava (kamoteng kahoy), taro (gabi), yam (ube), and sweet potato (kamote). Root crops are good substitute staples when rice is not available. Calcium-rich kamote and cassava are essential for bone growth, iron-rich taro helps body fights infection, and tannic acid-rich yam has anti-bacterial, anti-enzymatic, and astringent properties, Gerundio said. If we consume more food staples and eat it together with rice, then our need for rice will be lessened, Gerundio said. These staples are good substitutes for rice as they are also carbohydrates.

DepEd-Leyte prepares for NAT


TACLOBAN CITY The Department of Education (DepEd) in Leyte is preparing for the conduct of an orientation conference on the administration of the S.Y. 2012-2013 National Achievement Test (NAT) for Grades 3 and 6 and fourth year students for both public and private schools. The said orientation will be conducted on different dates and venues, Area I is on February 25, 2013 at Leyte Division Gym, Area II is on February 26, 2013 at Leyte Division Gym also, Area III and IV is on February 27, 2013 at the Villaba Gym, and Area V is on February 28, 2013 at Baybay National High School Gym. According to Manuel Albao, schools division superintendent, the purpose of the orientation is for the participants to know the standard administration of NAT and also to know the plan for strategies to ensure security of the test materials. VSU complies with reports needed for PBB fund release


GOVT CENTER, Palo, Leyte In compliance with the reporting for the issuance of performance based bonus (PBB) scheme of the national government, only one agency in Eastern Visayas had already complied with the reports needed for them to release the special allotment release order (SARO), said Department of Budget and Management Regional Director Imelda Laceras. PBB is given to outstanding employees who were able to help in reaching their respective department targets through complying the requirements set for said scheme that includes; government employees will have to obtained at least 90 percent of major final output (MFO) and priority targets imposed by the key result areas specified in Executive Order No. 43 and achieve good governance conditions set by the interagency task force created by Administrative Order No. 25 or the inter-agency task force on the harmonization of national government performance monitoring, information and reporting system. It is chaired by the Department of Budget and Management (DBM) and co-chaired by the Office of the Executive Secretary (OES) with members National Economic and Development Authority (NEDA); Presidential Management Staff (PMS); and Department of Finance (DOF). The PBB will range from P5,000 to P35,000, depending on individual and collective performance. Informing members of the Regional Development Council in this region, Laceras said that Visayas State University is the only government agency in the region that had submitted their report and their agency is now ready to release P8.2 million funds for the PBB scheme. This would be availed by 742 regular employees and more than 70 casual employees of the university, said Laceras. However, not all employees will get the full P35, 000 bonus from the government said Laceras. Only nine people belong to the 10% of the maximum working unit of VSU will get the maximum bonus of P35 thousand, Laceras informed. This is because each employee together with their delivery units, department and offices are ranked if who are better, best and good, according to Laceras. Aside from VSY, seven other state universities in the region are currently being evaluated by the DBM, said Laceras. Other government agencies and local government units submitted their report late which is why they had not yet received their PBB incentives, Laceras stressed.

Leyeco II director says electric coop not ready to become CDA member
TACLOBAN CITY The board of directors of the Leyte II Electric Cooperative said that they are not closing their door to the possibility of having the electric cooperative be a member of the Cooperative Development Authority(CDA) but this might take some time before this would materialize. BOD member Allan Surpia, in a press interview with Leyeco II BOD and management, said that it could happen in the future but decision would depend between them (the directors) or from the member consumers. We are not closing our door and we are not ready, said Surpia. Leyeco II membership with the CDA is being pushed by members of the Nasecore(National Association of Electricity Consumers for Reforms) headed by Pete Ilagan. Nasecore members even asked for the Sangguniang Panlalawigan of Leyte to help them convince the management of the electric cooperative to be part of CDA however, members of the provincial board said that such moves should be carefully study first especially that its possible implications not only to the electric cooperative but also to the consuming public. Surpia added that at present they are still enjoying more benefits from the National Electrification Administration(NEA), which gives them technical support that CDA cannot provide to their cooperative members. We already have electric cooperatives that are members of CDA which are now losing, and this scenario should be studied first by the electric cooperative before making final decision if whether we will succumb to this call of NASECOR or not, added Surpia. The BOD member added that Ilagan through a series of talks had not cleared everything to the public and only concentrated his talks on stock extension, lower rates, freedom from taxes and transparency. It could be possible the if we become member of CDA, rates will be lowered but if you will have to ask me if this is true, I would say that this is partly yes, he stressed. Furthermore, Macel Avestruz, the new general manager of Leyeco II informed that three years ago consumers of Leyeco II had passed a resolution stressing that Leyeco should remain under the supervision of NEA. PhilHealth aims to accredit all municipal LGUs in E. Visayas


TACLOBAN CITY The Philippine Health Insurance Corporation (PhilHealth) is aiming to accredit all municipal local governments in Eastern Visayas as collection agents in the bid to make premium payment more convenient for members. As of end of 2012, the PhilHealth has allowed 75 local government units to collect premiums from PhilHealth members. The figure is the highest among all 17 regions in the country. Next to Eastern Visayas is Region 4-A with only 7 accredited LGU collecting agents. The region has 143 towns. All cities have been accredited as collection agents of the government health insurance firm. We believe that some self-employed have no health insurance because it is really inconvenient to travel to cities to pay premiums. Employers and sponsors can also remit contributions through local government units, said PhilHealth Regional Vice President Walter Bacareza. The members, who used to pay at designated banks and PhilHealth offices, can pay at their respective municipal treasurers offices if the local government unit is an accrediting collection partner. Through LGU collection, premium payments will always be updated to ensure continuous coverage, Bacareza said. The PhilHealth has doubled this year the incentive for local government units from 1.5% to 3% share of the total amount it will collect for PhilHealth every quarter as service fee. This is to encourage more participation to this income generating activity for LGUs but the most important here is bringing PhilHealth closer to the people, he added. Although, the state health insurance firm has already tied up with banks, pawnshops, and courier service providers on collection, LGU accreditation is more crucial. The hunger to make premium payment on time is there because it will be local chief executives problem if poor families without health insurance will get sick, he claimed. Bacareza said they are also making their presence stronger in malls and department stores by setting up PhilHealth Express kiosks, wherein members can make transactions outside PhilHealth offices. The first kiosk was opened last year at Robinsons Place Tacloban, providing services such as PhilHealth Identification Number (PIN), indentification cards, Member Data Record (MDR) generation, data amendment, premium collection and information kiosk for walk-in inquiries.. PhilHealth offices is also being planned to be established at Robinsons Place Tacloban, and Gaisano stores in cities of Tacloban, Ormoc and Maasin and in Sogod town. We will maintain a regional office but our field offices will be operating inside malls and shopping centers where there is high foot traffic, Bacareza said. The region has 4,322,712 PhilHealth members last year, which is 102% of the regions projected 4,227,384 population. About 60% of its total membership or 2,930,030 belong to poor households. Poll: Nancy Binay, JV Ejercito among top 5 senatorial bets


MANILA -- Reelectionist senators continue to dominate the list of possible winners in the May polls but the son and daughter of two influential leaders of the United Nationalist Alliance (UNA) are now among the top five candidates, results of the latest Pulse Asia survey show. The results of the survey conducted from January 19 to 30, 2013, showed re-electionist senators topping the list with Loren Legarda (58 percent) and Francis Escudero (54.3 percent) sharing the first and second places, while Alan Peter Cayetano landed in third place (48.9 percent). Nancy Binay, daughter of Vice President Jejomar Binay, got 43.6 percent of support from a sample of 1,800 registered voters aged 18 years old and above. She is tied for fourth to ninth place with San Juan City Representative JV Ejercito, son of former President Joseph Estrada, who got 43.5 percent. Vice President Binay and former President Estrada, who is running for mayor of Manila, formed UNA, which is a coalition of Partido Demokratiko Pilipino Lakas ng Bayan and Pwersa ng Masang Pilipino, for the midterm elections in May. Ranked fourth to 12th are Senator Antonio Trillanes IV (41.1 percent), Senator Aquilino Pimentel III (40.7 percent), Cagayan Representative Juan Ponce Enrile Jr. (40.4 percent) and former Las Pias Representative Cynthia Villar (39.1 percent). Enrile is the son and namesake of Senate President Juan Ponce Enrile, also a leader of UNA, while Villar is the wife of incumbent Senator Manny Villar. Completing the top 12 are former senator Juan Miguel Zubiri (37.6 percent), Aurora Representative Juan Edgardo Angara (37.1 percent), and Senator Gringo Honasan (36.8 percent), who all share sixth to 12th places. Poe shared the 10th to 11th place with Trillanes in the SWS survey, but was only ranked 13th to 16th in the Pulse Asia poll, together with former Senator Richard Gordon. Of the 12 possible winners in the Pulse Asia survey, four are from UNA, five from the Liberal Party coalition or the so-called Team PNoy, and two are common candidates of the two major political parties. In a statement, Team PNoy campaign manager Senator Franklin Drilon said the survey result showed public confidence in the administration slate. It is beyond doubt that President Aquinos endorsement of his senatorial team is very effective and has been taken positively by the people who clearly manifest support for the team the President has chosen to help him carry out his reforms in the next three years, he said. As for other Team PNoy bets who did not make it to the top 12, Drilon is confident that once they get the needed exposure during the campaign period, they will catch up. Student in video asks NBI: Identify culprit


CEBU CITY -- To stop a sex video from circulating and identify who uploaded it on the Internet, the woman in the clip asked for the National Bureau of Investigations (NBI) help Friday morning. Marie (not her real name) was accompanied by her mother; Fr. Amado Bolilia, the University of San Jose-Recoletos (USJR) vice president for academics; lawyer Jesus Velez, the student affairs director; and lawyer Elaine Bathan, the assistant dean of the college of law. The mother really wants to pin down the perpetrator, the one who uploaded the video in the social networking sites, Fr. Bolilia told reporters. A 2009 law against photo or video voyeurism punishes culprits with a fine of P100,000 to P500,000 or a jail term of three to seven years. Both penalties may also be imposed, but the challenge lies in identifying those who made the materials public or copied them. Fr. Bolilia said the student and her mother decided to approach the NBI, which they believe has the technology to track down the person. Preventing the copying and sale of the video will put a closure to the controversy, he also said. If they will still ask for our assistance, we are more than willing to assist (with her) psychological, clinical, and academic needs, he said. We will gladly offer our services. Fr. Bolilia also thanked University of Cebu (UC) Chancellor Candice Gotianuy for calling on UCs students to show respect to USJ-R and to take a stand against bullying. NBI to provide security to Jun Lozadas family


JUSTICE Secretary Leila de Lima ordered the National Bureau of Investigation (NBI) to help secure Rodolfo Jun Lozada and his family in light of reports that poser agents wanted to arrest him on graft charges pending at the Sandiganbayan. De Lima said Friday that she received a text message on Thursday night from the Association of Major Religious Superiors of the Philippines (AMRSP) reporting the incident in Lozadas house in Pasig City.
