VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES MEETING November 15, 2010 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels and Quinn, and Mayor Kitching. Also present Village Attorney Todd Hayden. Absent: Trustee Daddona. MAYORS REPORT: Mayor Kitching read into the record a Proclamation declaring the first week in December, 2010 as Crossing Guard Appreciation Week in Alsip, Illinois to recognize the hard work and dedication of those individuals who brave extreme weather conditions and often encounter dangerous situations while diligently performing their duties to ensure a safe journey to and from school for Alsip children. Police Chief Radz reported the Village will continue to honor Crossing Guards each year with Appreciation Week during the first week in December. Crossing Guards will be in attendance at a Board meeting to accept this recognition. CLERKS REPORT: Clerk Venhuizen reported: a) Request for approval of an Ordinance Correcting the Special Uses in the I-2 Industrial-Medium District to Add Permitted Uses in the B-2 Business District as Special Uses. This is an Ordinance to correct previous Ordinance No. 2009-11152-3 that mistakenly left off wind energy systems (added with Ordinance No. 2009-5-152-1). This is a correction only. b) Request for approval of the October FOIA Report. c) Presentation of the IDOT Motor Fuel Tax allotment for October, 2010 in the amount of $34,787.73. d) Reminder there will be no meeting on Monday, November 22nd. The next Committee meeting will be on Monday, November 29, 2010. ATTORNEY REPORT: No report. ENGINEER REPORT: Tom Lang, Village Engineer, presented: a) Request for approval of a Resolution of Intent for the Resurfacing of Various Streets in the Village of Alsip MFT 09-0008703-RS. (4th contract under the bond issue program) b) Request for approval of a Resolution of Intent for the Reconstruction of 128th Place in the Village of Alsip-MFT-09-00087-04-FP (reconstruction of 128th Place). There is no specific dollar amount attached to either resolution because they fall under the umbrella of the original general bond issue. FINANCE REPORT: Trustee Godfrey presented: a) Request for approval of a list of bills dated November 15, 2010 totaling $621,599.34. b) Request for approval to accept the proposal from Kane, McKenna Capital, Inc., to provide Financial Advisor services related to the 123rd Place and Cicero TIF District project at a fee not to exceed $10,000. FIRE DEPARTMENT REPORT: Trustee Michaels presented: a) Request for approval of holiday pay for the fiscal year 2010/2011 in the amount of $36,960.64. b) Letter from Jeannette Huber, Alsip resident and Director of Parks and Recreation, Alsip Park District, commending the Alsip Fire Department for having the foresight to take part in the Child Safety Seat Certification Program and Firefighter Chad Freitag in particular, for assisting with the proper installation of a child safety seat. Mayor Kitching commended the Fire Department personnel for their quick and efficient service provided when responding to a fire at his residence. POLICE DEPARTMENT REPORT: Trustee Shapiro presented: a) Request for approval of the October, 2010 Monthly Police Department Activity Report. b) Request for approval to hire a candidate from within the Village of Alsip, AFSCME union, for the position of Records Clerk to replace a retiring employee. PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) Request for approval of the October, 2010 Monthly Public Works Department Report. b) The 2010 Christmas decorations have been installed. BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) Request for approval of the October, 2010 Building Department Monthly Report. b) Request for approval of an Ordinance Granting a Fence Variance for the Property Located at 5100 West 123rd Street.

Board of Trustees meeting November 15, 2010 Building Department Report continued: c) Request for approval of an Ordinance Waiving and Suspending Fifty Percent (50%) of the Applicable Building Permit Fees, Except for Inspection Fees, for an Energy Efficiency Project at the Property Located at 4343 West 123rd Street. Trustee Shapiro tabled this item until the next committee meeting (Item G on the Consent Agenda), for further discussion, with the explanation that contrary to Board discussion at the last meeting no permit fees have ever been waived for organizations such as Sertoma, Park Lawn, in the past. HEALTH & POLLUTION: No report. SEWER & WATER: Trustee Godfrey presented: a) Request for approval of the October, 2010 Water Department Report. LICENSE REPORT: Trustee Quinn presented: a) Request for approval of a list of licenses dated November 8, 2010. PLANNING & ZONING REPORT: Trustee Michaels presented: a) Report that the Planning and Zoning Commission will be holding a Special Use Public Hearing on November 24, 2010, for a request by Jason DeSanto, of Windy City Jay Truck Sales, for the sale of used trucks for the property located at 5250 W. Plattner Drive. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTIES: Trustee Michaels presented: a) Report that the Board voted at the November 8, 2010 Committee meeting to approve an agreement with EZ Hauling/Paving, Worth, Illinois, for 3 areas of asphalt repair at Alsip Heritage II, for $11,896.50. INSURANCE COMMITTEE: Trustee McGreal presented: a) Report the Insurance Committee met this evening and a recommendation for renewal of the Villages Workers Compensation policy will be made at the next meeting. ORDINANCE & LEGISLATION: Trustee Godfrey presented; a) Request for approval of an Ordinance Amending Chapter 2 (Administration), Article IV (Board of Trustees and Mayor), Division 3 (Rules of Order and Procedure), Section 2-73 (Rules Prescribed) of the Municipal Code for the Village of Alsip and by Adding a New Section 2-75 (Public Participation). Trustee Quinn questioned the attorney on changing item (d) on page 4, to not require any person wishing to speak during the public forum to state their address. Attorney Hayden responded the Board sets the parameters. Trustee Godfrey reported on an article in the November 22, 2010 Village View where Village of Midlothian adopted rules for speaking at public meetings that included a speaker giving his name and address. Trustee Quinn felt requiring this information could be a deterrent for some people. Discussion followed. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: No report. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. Mayor Kitching asked if there were any items to be removed from the Consent Agenda. Trustee Shapiro removed Item G and Trustee Quinn removed Item H. Board of Trustees meeting November 15, 2010 Motion by Trustee Quinn to amend the motion to approve AN ORDINANCE AMENDING CHAPTER 2 (ADMINISTRATION), ARTICLE IV (BOARD OF TRUSTEES AND MAYOR), DIVISION 3 (RULES OF ORDER AND PROCEDURE), SECTION 2-73 (RULES PRESCRIBED) OF THE MUNICIPAL CODE FOR THE VILLAGE OF ALSIP AND BY ADDING A NEW SECTION 2-75 (PUBLIC PARTICIPATION) by deleting the verbiage and provide their current address on page 4, Section 2-75, Public participation, section (d) of the draft ordinance; seconded by Trustee McGreal. On the motion to amend the original motion Roll #3:Voting aye: Trustees Quinn and McGreal. Voting nay: Trustees Shapiro, Godfrey, and Michaels. Motion to amend failed. On the motion to approve an Ordinance Amending Chapter 2 as written Roll #4: Voting aye: Trustees Shapiro, Godfrey, Michaels and Mayor Kitching. Voting nay: Trustees Quinn and McGreal. Motion carried. Ordinance No. 2010-11-4. UNFINISHED BUSINESS: None. NEW BUSINESS: Trustee Godfrey spoke on behalf of the Alsip Falcons Association inviting all residents and Board members to support the Widget Team who will be playing their first Super Bowl on Saturday.
