TheobjectiveoftheOfficeofPlannings (OPs)SmallAreaPlanistorevitalize NorthCapitolStreet,RhodeIsland Avenue,NewJerseyAvenue,NewYork AvenueandFloridaAvenueasthriving retailandpedestrianfriendlycorridors, andpreservetheindividualcharacterof adjoiningneighborhoods.Concurrently, theDistrictDepartmentofTransportation (DDOT)isinitiatingaLivabilityStudyto improvepedestrianandbikesafety, transitandvehicularflowinthearea.OP, DDOTandaconsultantteamwillwork withagencies,communitymembers, propertyownersandbusinessesto: Realizethecollectivegoalsofthe planningarea,stitchedtogetherby majorcorridorsanddevelop revitalization,neighborhood conservation,landuse, transportation,zoningandpublic realmrecommendationsthatwill TheStudyAreaisintricatewithmanycommonassetslikeunifiedneighborhoods, improvethequalityofindividual affordablehousing,schoolfacilities,aswellaschallengeslikeunderutilizedsites,auto dominatedcorridors,increasinghousingcosts,andlimitedopenspaces neighborhoods.

ThegoaloftheMidCityEastPlan:FortheneighborhoodsofNorthCapitol,FloridaAvenueandRhodeIslandisto providepublicandprivatestakeholdersarevitalizationandneighborhoodconservationstrategyinorderto: Renewcommercialcorridorsandenrichphysical connections: Improvetheurbandesigncharacterthroughfuture infillandrenovation Increaseopportunitiesforstrugglingretailersto improvetheirbusinessandattractnewcustomers andimproveretailvitality Improvethepublicrealm,asasafeplacefor bicyclistsandpedestriansalike Supportneighborhoodconservationandrevitalization: Increasethequalityofopenspaces,creatinglively andsafeenvironmentsforresidents Advancedevelopmentopportunitiesfor underutilizedsites,bothpublicandprivate Preserveaffordablehousingoptionsandquality housingstock Retainandreinforceneighborhoodcharacter

Scope
Basedonaninitialreviewofexistingplans,studiesand reports,OPsSmallAreaPlanandDDOTsLivability Studywillincludethefollowingcomponents: Marketstudy,retailanalysisandcommercial assessment,utilizingOPsVibrantRetailStreets Toolkittodevelopacommercialrevitalization strategy Identificationofkeyredevelopmentsites, includinganalysisofDistrictownedpropertiesand keyprivatelyownedpropertiesthatare underdevelopedand/orunderutilized Landuseandzoninganalysis,withurbandesign guidelines Historicresourceassessmentthatidentifies potentialhistoriclandmarksandincludesabroad overviewofpotentialhistoricneighborhoods evaluatedintermsofcommonbuildingtypes, emphasizinggeneralneighborhoodlevelresearch andassessment Publicrealm,parksandopenspaceassessment includingpotentiallowimpactdevelopment(LID) strategies Nearterminfrastructureassessmenttoimprove pedestriansafety,transitandvehicularflow Creativestakeholderengagementmethods, includingearlyimplementationactivitiesand ongoingmarketingandoutreachmaterials
