Gang Man Murdered: Father Holds No Grudge


A father and a former Fiji resident is shattered after the loss of his only son who was allegedly stabbed to death by his partner in Petone, New Zealand.. Rajesh Verma has been thrust back into fatherhood, taking charge of his only son's baby, after the gang member was stabbed to death. The grieving father says he holds no grudge against the accused killer, Jessica Keefe, 29, who has been arrested in connection with the death. Ambulance and police staff found Sean Verma, 30, a patched Mongrel Mob member, in the stairwell of the Housing New Zealand-owned Altair flats in East St, Petone, on Tuesday night. He had a stab wound to his chest and emergency services spent an hour trying to revive him before he died. Keefe was seen crying, with a bleeding nose and cuts and scratches on her arm, before she was handcuffed and taken away. Police said that a 29-year-old woman had been charged with murder and would appear in the Lower Hutt District Court. The pair had been drinking before the incident. At the time of his death, Verma was serving a 10-month home detention sentence for attacking a man who texted his partner asking for sex. Rajesh Verma, 57, was coming to terms with the fact that he would have to look after his 18-month-old grandson. "Sean is gone but he gave us a present," Rajesh Verma said. Keefe's 8-year-old son and 6-year-old daughter were being looked after by her family. Only hours before his son was stabbed, Mr Verma received a text from him simply saying: "Bye."

Being a patched member of the Mongrel Mob did not stop "Sean being Sean", she said. East St resident Sheralean Lamb said she saw Keefe sitting on the grass outside her apartment after the stabbing. She was crying and had a bleeding nose and scratches on at least one of her arms. "She was in hysterics." Mongrel Mob associate Peter Paul said he was shocked to hear of his friend's death. Gang members gathered at the scene early and performed a haka. "I was with the bro yesterday [Tuesday]. We were having a drink having a good time. "He was a good man. He loved his kids and he loved his computer too," Paul said. Preparations are being made for Verma's funeral, which is likely to be on Monday.

The $16-million Packages 5G Suva Point Sewerage and Suva Point Sewage Pumping Stations project is ahead of schedule, the company doing it says. Indian company Technofab Engineering Ltd was awarded the project by the Water Authority of Fiji. The New Delhi-headquartered engineering and construction company is now also bidding for more projects in Fiji, including with Fiji Sugar Corporation and Fiji Electricity Authority. A significant percentage of the Suva point project had been completed, confirmed Technofab Engineering manager project Amit Ranawat. We have already finished 70 to 80 per cent of works and maybe within next two months we are going to complete this project before the time, Mr Ranawat said. This is for the whole Suva Point area, Laucala Bay area and the line is about a 32-kilometer new pipeline we are installing. Our work is only with the installation of pipe and making the connection with the various pump stations. Pump stations The 5G project involves the installation of a centralised sewerage pipe system that will connect to four different pump stations in various areas within the proposed locations. These pump stations will then be connected to the main Kinoya Sewerage Treatment Plant. It is intended to prevent the seeping of

Pilot On Gun Charges Denied Bail


A Pacific Sun pilot, charged in relation to the death of a six-year-old New Zealand national in an alleged shooting incident, appeared in the Lautoka Magistrates Court. Mohammad Rizwan Khan, 33, has been charged with - one count of failing to maintain arms in safe and secure custody and - one count of manslaughter by negligence or breach of duty. It is alleged that on January 26, at Sabeto in Nadi, Khan failed to take reasonable care in keeping arms in his possession securely and in safe custody. He was allegedly the licensee of the mentioned arms. It is also alleged that Khan, failed to take reasonable care and precautions in securing his Marlin 12-gauge goose gun. It is alleged that this led to the death of six-year-old Mohammad Salman Khan. Khan was represented by Suva lawyer, Vishal Pillay, who made a bail application, which was denied. In his submission, Mr Pillay stated that Khan was not a direct offender and had no previous convictions and that he belonged to a reputable family. He told the court that Khan had now lost his job effectively and had wife and a son to support, who were in Australia. In his bail application Mr Pillay requested Khans bail on strict bail conditions and that his passport would be surrendered to the court. This was objected to by the prosecution, who told the court that Khans family was in Australia and that he was related to the family of the deceased and the main witness in the case. He said Khan was likely to communicate with the state witness and interfere in the current investigations in which a 10-year-old was currently under Police investigations. Magistrate Sujeewa Nishanka refused the bail application stating that in Fiji firearm offences are rare and it was a dangerous offence. No plea was taken.

Sugar Gets Extra $20Million For Mechanization


Government will inject an extra $20 million into the sugar industry, including helping efficiencies through mechanization. The help will be in the form of investment in equipment to assist farmers cultivate and harvest their sugarcane. Farmers would have access to a pool of equipment for both cultivation and harvesting. In a statement Prime Minister Commodore Voreqe Bainimarama said practical steps are being taken to restore Fijis sugar industry to prosperity. Commodore Bainimarama - the Sugar Minister - also said that costs would be reduced and an increase in efficiency and sugar production were assured. The industry needs to be sustainable, well managed and properly equipped, Commodore Bainimarama said. Sugar farmers must play their part in these vital reforms. That is why a cane quality payment system was introduced this year, with an allocation of $4.4 million. Ministry of Sugar permanent secretary, Manasa Vaniqi, said in view of the restructure put in place by Government in the last two years the cane payment to farmers had been significantly higher compared to the recent past. Things looking up We have managed to make a turnaround for the industry in two years when the Deloitte Report was predicting that it would take more than seven years for the industry to resurrect itself, for Lieutenant-Colonel Vaniqi said. He said the industrys dependence on Government through budgetary allocation, injecting funds to help it survive, was slowly being phased out. This is reflected through the declining allocation, which will eventually lead to the industry standing on its own two feet. He said predictions had placed the recovery figure to be more than $170m but Government had helped the industry recover with only $142m. Support for the initiative Sugar Cane Growers Council chief executive Sundresh Chetty said all industry stakeholders supported this initiative to move to mechanization. It is high time Fiji joined other sugar producing countries in the move towards mechanization. It will ease the problem of labour and cane shortage in mills during the harvesting season, Mr Chetty said. Government has also allocated $600,000 for the acquiring of cultivators, ploughs and other farming implements for 2013. The challenges Director Sugar, Viliame Gucake, said the concept of an equipment pool included the purchasing of tractors, trucks and mechanical harvesters in preparation for the harvesting season. One of the challenges faced during the last two seasons was that iTaukei farmers did not cut cane on Sundays and Indo Fijian farmers did not cut cane during the soccer season, Mr Gucake said. It affects the supply of cane to the mill so this decision to come up with the strategy of an equipment pool was taken, he said. The pool notion includes the training of cane cutters because growers previously hired cutters from the maritime islands. The director also confirmed that a team recently visited Queensland to see how the equipment pool was utilised by farmers there. In addition, the equipment pool strategy is part of the sugar industrys Strategic Action Plan 2013-2022 which has been broken down to a five- year focus beginning this year until 2017.

Increase In Indian Tourists


FIJI is targeting high-end tourists from India considering the number of visitor arrivals from the subcontinent tripled since 2010. Ministry of Tourism permanent secretary Elizabeth Powell, during the tourism road show in New Delhi, India, said tourist arrivals from India last year was around 3000. Ms Powell said the number of visitor arrivals from India had increased after the road show started in 2011, "The Indian market is growing exponentially. It is a very strong growth," she said. In 2010, the number of tourists from India was 1800, in 2011 2200 and more than 3000 last year. But the tourism stakeholders are not focusing on any ordinary Indian traveler. "Fiji is not for every Indian traveler. We are targeting high ends," she said. Ms Powell said most tourists from India arrived in the country for weddings, honeymoon and family packages. Recognizing that, tourism stakeholders in India for the road show made sure the focus was on luring the visitors to Fiji. Ms Powell commended the Tourism Fiji office in Mumbai for its effort in marketing Fiji. "They have been doing very well and I'm so pleased with them," she said. The number of property representatives at the road show had also increased since 2011. "In 2011, we had six reps, nine reps in 2012 and now we have 12," she said. And some of those reps were representing more than one property. The tourism stakeholders were in Ahmedabad, Bangalore, Mumbai, Delhi and Kolkatta.

New Zealand recorded its biggest December month trade surplus since 1991 as imports, particularly of aircraft, fell more sharply than exports. The trade surplus was $486 million in December, equal to 12 per cent of exports, roughly 10 times the average surplus of $49 million for December in the previous five years, Statistics New Zealand said. The headline result masks an underlying fall in exports for the month of December, led by receipts from dairy products, Traders expected a $105 million deficit but the NZ dollar sat unchanged at 83.30 US cents after the data was released in a market awaiting an official cash rate announcement on Thursday. Exports fell 5.1 per cent in the December month compared to December 2011, reflecting a 5.3 per cent fall in the value of exports of milk powder, butter and cheese, a 17 per cent fall in exports of logs and wood and wood products and a 97 per cent fall in exports of prefabricated buildings. The picture was lumpier on the import side where an 89 per cent fall in the value of imports of large aircraft and helicopters from France helped reduce imports in December by 10 per cent. The value of imports of petroleum and products fell by 31 per cent but the value of vehicle imports rose by $49 million.

So we are providing a new allocation of $1 million to set up a National Sports Commission to oversee and coordinate sporting development throughout the country, the Prime Minister said.

Mrs Rounds-Ganilau was the Minister for Labour, Tourism, Industrial Relations, Productivity and Environment in the early Bainimarama Government. She said it was time for young people to stand up and make their voices heard. I am very impressed and amazed with the work young people have been doing in this country. With the political climate we are in it is essential that we need young minds with ecological wisdom and sustainability, Mrs Rounds-Ganilau said. Young people are doing amazing things nowadays and they need to further extend that by running for elections which will be a great thing. The leader of the Green Party, which was formed in 2008, said they were interested in the young of tomorrow and would like them to consider taking part in the next election. As for Mrs Rounds-Ganilau and her party she said it was too early to make a comment as things were changing all the time. The decree has come as a shock for the party because of the time constraints, but things are changing all the time so we will wait for the 28-day period of registration. Mrs Rounds-Ganilau served in 2000 and 2001 in the interim government of former Prime Minister Laisenia Qarase as Assistant Minister for Social Welfare. From June to December 2006, she was deputy leader of the opposition and chairperson of the Public Accounts Committee of the House of Representatives. She contested and won the Suva City General Communal Constituency seat for the United Peoples Party (UPP) in the 2006 General Election, defeating Cabinet minister Kenneth Zinck. She was one of two UPP candidates returned in the election. Upon accepting office in the Bainimarama Government in January 2007, however, the leader of the now dissolved UPP, Mick Beddoes, asked her to resign from the party.

The Fiji Police Force is seeking the publics views about setting up a sexual offenders register. Officerin-charge of the Juvenile Bureau, Inspector Orisi Tukana says the main reason behind this is to let the public know of sexual offenders living in their midst. We have a Facebook page called Fiji Guardians and on it I have posted questions to the people on how do the people of Fiji feel about having a register for sexual offenders and letting them know that a sexual offender lives in their compound or community. But that is something that we need to build on. We will see if the legislation allows for us to do that then we will pursue. Tukana adds the comments in the

The joy of a birthday celebration turned tragic Wednesday for a 43-year-old man who met his horrific death after getting hit and dragged by a bus into a nearby drain at Bau Road in Nausori. Jiten Prasad's family celebrated his birthday on Monday and the party atmosphere was still prevalent in their home until Wednesday morning as he prepared to go to work just like on any other normal day. His wife, Vandhna Mala Karan, 36, could not come to terms with the news of his passing when approached by the reporter and said her husband will be missed forever. "I just could not believe that it was him (Prasad) that was trapped and buried under the bus when the news was relayed to me. I kept calling on his cell phone but there was no answer. I did not know that he was gone and had

left all of us forever," she said as tears freely rolled down her cheeks. "He will be missed as he dearly loved me, his children, his mother and other family members. We never had any problems in life and were always staying happily as a well bonded family." His last words to me were- "Vandhna take care of our little one"- he said that because our little daughter is sick." Karan added that her husband was a very hardworking man and was recently awarded the Best Employee award by his employers for his commitment and dedication at work. He was also the sole bread winner in the family and always ensured that his two daughters, aged 15 and 6 always got what they wanted and could never see them or their mother sad or in pain. "Life without him will be difficult for us and I just want the authorities to get harsh with careless drivers as another life has been lost on our roads. He was innocent and was not expecting his death. It has happened to my family today and can happen to another family tomorrow. Drivers have to be more responsible because their carelessness breaks families makes life difficult for all," she added. Metuisela Ratabua,36, who was first to be at the scene said he heard the

noise and ran to the roadside where he was told by the driver of the bus that someone is trapped under the bus. "I went underneath and saw a man wearing blue jeans trapped under the gear box of the bus. He was dragged about 5meters from the roadside by the bus which had veered off the road." "There was only one passenger and the driver in the bus. I asked the driver what happened and he said he had lost control of the bus and bumped into the deceased," said Ratabua who lives opposite the deceased's home. Meanwhile, Police spokeswoman Ana Naisoro said the bus driver is currently in police custody while the body of the deceased is at the Wainibokasi mortuary awaiting post mortem. Police is again pleading with drivers to be vigilant and cautious at all times. The national road death toll now stands at seven.

Sitiveni Rabuka Steps Down


FORMER Prime Minister Major General Sitiveni Rabuka has quit politics, labeling his departure a nonregrettable one. The Soqosoqo Vakavulewa ni Taukei (SVT) party founder and leader said it was time to move on and step aside from politics. He will not contest next year's general election. "I leave with no regrets, except for the way I entered, for which I have publicly apologised," Maj-Gen Rabuka said. "I am stepping out of all political activities. I am very grateful for all the support I received from a large part of the Fiji population while in party politics." Maj-Gen Rabuka, who will continue to live in Suva, said he had informed close friends and party members of the SVT about his decision. Describing his term as prime minister from 1992 to 1999, Maj-Gen Rabuka said he did his best for the people and didn't regret any changes made during his term. "I changed what I wanted to change," he said. Maj-Gen Rabuka is pleading with aspiring and future politicians to act justly and walk humbly before God. The disbanded Great Council of Chiefs severed links with the SVT party in 2001.

FIJI'S request to export fresh ginger to Australia has been granted following the release of the final import risk analysis report by the Australian Department of Agriculture, Fisheries and Forestry this week. Biosecurity Authority of Fiji (BAF) acting chief executive officer Waisiki Gonemaituba said Fiji exported about $6million worth of processed or baby ginger annually. He said this additional market for fresh ginger would further boost export earnings, providing a significant trade benefit for our local economy. "This new market for fresh ginger in Australia will not only bring substantial benefits for large numbers of farming communities and their families but will also boost Fiji's ginger exports and bring more foreign exchange into the country," he said. The approval would allow Fiji to export fresh ginger to Australia for the first time since the initial request for access was made in 2003. Describing new market access for fresh ginger as a significant win for Fiji, he acknowledged the technical assistance of the AusAID-funded PHAMA (Pacific Horticultural and Agricultural Market Access) program. Mr Gonemaituba said without the assistance, uncertainty would remain on its approval process. The next step for BAF, the Department of Agriculture and stakeholders from the local ginger industry was to develop the operational protocol for exporting fresh ginger from Fiji. He said the opportunity to export ginger to Australia would give added confidence and incentive for farmers to grow the crop. "We are already working on this. The PHAMA program has developed a draft handbook with planned farmer and exporter in-field training programs that will help meet conditions set by the Australian authorities. "Fiji's ginger was of high quality with a unique flavour and low in plant fibre. We are confident that it will gain wide acceptance in the Australian market." He said the final IRA report for Fiji ginger identified the yam scale insects (Aspidiella hartii) and burrowing nematode (Radopholus similis) as quarantine pests of concern to Australia. The report recommended a combination of management measures including the registration of farmers and exports, growing crops with in-field management controls, and fumigating, inspecting and certifying consignments by BAF.

The villages of Vunatovau and Nadromai located nine kilometers from Sigatoka town can now have access to commercial activities and schools following the development of the roads by New Zealand contractors, Higgins Group. The request for improved road access over the years were finally answered when the Fiji Roads Authority completed the clearing of the roads to the village and built two slip ways costing more than $20,000. For Vunatovau village head man, Josefa Kidi, the new road to his village will give villagers improved access to health services and schools for women and children from the village.

Eight Fijians have been convicted of passport fraud in New Zealand over the last decade. Samoans, Indians, Somalians and Kiwis are the other nationalities listed in the 145 cases released by the New Zealand Immigration Department. According to the media, 22 people from Samoa have been convicted in the past 10 years of using fake immigration documents. That is 15 per cent of the 145 successful prosecutions. Government helicopters were used to rescue 18 people from the roofs of their homes in Bundaberg, which has a population of 98,000. As well, several tornadoes struck at the weekend in the central and south-east areas of the state, causing widespread damage. Mrs Chand said rainfall was continuing accompanied by strong winds. "There are floodwaters everywhere. All roads are closed and power supply has been intermittent," she said. Mrs Chand, who lives with her family, said they were safe but were worried about what could happen in days to come as heavy rainfall continued unabated. Weather watchers have dubbed the flood as one of the most severe in the history of Australia, and south-east Queensland and northern New South Wales are struggling with an unfolding weather disaster as floodwaters force more evacuations. Mrs Chand said roofs were ripped off by strong winds and majority of the power supply and phone lines remained cut. "Many Brisbane residents have been told to leave their homes due to the intensity of flood waters. The most affected is Bundaberg and Gympie where people had to be evacuated and majority had left their houses with their families because of the fear of dying," she said. Mrs Chand said earlier in the day she spoke with her son Naresh Chand, a former Fiji citizen who stays in Goodna, Brisbane. "Naresh, who is from Nausori said they were without power supply since Saturday. He said he was okay and his family was safe as well. He said everything was closed nobody was suppose to go outside because of the flood waters," she said. Mrs Chand said in the path of the disaster, thousands of people were told to leave their homes. "We have bought all the necessary items such as food and are keeping a close watch on the weather conditions and adversaries in the media," she said. Mrs Chand said the flood was very similar to the one that hit Australia in 2011 and heavy rainfall and flood waters have also started to hit the New South Wales in Sydney. Permanent secretary for Information Sharon Smith-Johns said the best thing for any Fijian citizen in Australia should do was to listen to advisories and take shelter because the situation there was shocking. Further attempts to get comments from the Ministry of Foreign Affairs regarding the safety of Fijians in Queensland were unsuccessful.

49th APCC Opens In Nadi


The 49th Asia and Pacific Coconut Community (APCC) Ministerial meeting got under way at the Novotel Hotel in Nadi. Prime Minister Commodore Voreqe Bainimarama was the chief guest at the meeting which is being hosted by the Ministry of Agriculture. APCC Executive Director Romulo Arancon Jnr in his opening remarks said, The APCC member countries account for about 85-90 percent of total world coconut production and exports involving millions of small holder, farm and factory workers and their families who are directly or indirectly dependent on coconut for their livelihood. As the first commodity based organization the APCC as an intergovernmental organization has brought about the strong foundation for cooperation, coordination, exchange and sharing of technologies and experiences, specifically in our respective policies, strategies and development programs for the coconut industry including resources from the member states for the benefit of farmers and various stakeholders. He said, the member countries will present their annual country statements and review their coconut industry roadmap for the calendar year 2012 in their respective countries. They will highlight the new policy measures as well as short and long term coconut development programs. As in the previous years we will give special attention to the progress reports on the country accomplishments related to the PNG Declaration in 2006, in terms of investments in the coconut planting and replanting program, and concrete indicators such as the budget and other investments allocated by our respective members states for coconut replanting and rehabilitation programs. We believe that documenting and monitoring the achievements of our members states related to the PNG Declaration is very important in view of the need to address the problem of low coconut productivity and low farmers income in member states. We recognize that is a need for strong political will and commitment by government policy makers such as our guests today and participants in the meeting to accelerate the coconut replanting, planting and rehabilitation programs. Under the PNG declaration, governments of the APP member countries agreed to support their coconut industries, in addressing the issue of senility through their own national coconut rehabilitation programs The 4 day meeting will be held at the Tanoa International Hotel and will included field visits to small holder coconut plantations and programs as well as the launch of the 1 million coconut replanting and planting program in Sigatoka.

Australian Priest Ordered To Leave Fiji

Father Kevin Barr says he was the subject of abusive communications from Commodore Frank Bainimarama. An Australian Catholic priest who has worked in Fiji for 32 years has been ordered to leave the country by Sunday. Fiji's immigration minister Joketani Cokanasiga has declared Father Kevin Barr a prohibited immigrant due to a breach in the terms and conditions of his work permit. The department has given the 76-yearold until Sunday to leave the country. Father Barr claims he has been the subject of abusive communications from the interim government's Prime Minister, Commodore Frank Bainimarama. Father Barr has a long history of social advocacy in Fiji. He has also worked in Papua New Guinea for more than 10 years.

A Fijian living in New Zealand still visits his homeland frequently to touch base with relatives and people in need. Sam Achary, Taveuni-born but residing in Mangere Bridge in Auckland, has helped many Fijians at home. The latest is his partnership with Radio Tarana in New Zealand for the collection of relief assistance in the form of food, clothes and temporary shelter for Fijians affected by tropical cyclone Evan late last year. They were sent to the Government as part of the cyclone relief works. The containers were sent on December 27. Five containers were organised by Radio Tarana which contained new and used clothing, food items. My family contributed water and food items, canned fish, biscuits, noodles, baked beans, rice and spaghetti to a value of over $1500, Mr Achary said from Auckland. Mr Achary is a partner and founder of the New Zealand-Fiji Community Services Support and Projects Trust. He helps people in funerals, financial aid, school fees for needy children, and donations of computers and educational aids to schools. This year we would like to donate

Red Alert For Underage Drivers


Police are warning parents and vehicle owners not to allow people under the age of 18, who do not have driving licenses, to drive. This comes after another accident involving an underage driver who bumped two people while being sent to buy yaqona in the weekend. Police said the 15-year-old, of Nadera, Nasinu, was being questioned after allegedly hitting two women accidentally in a driveway. The two received minor injuries were treated and sent home. A 14-year-old, alleged to have caused an accident while driving a vehicle earlier this month, off the Kings Road in Ra, has been charged with three counts. The accused has been charged with one count of dangerous driving, one count of driving without a license, and the third count was for contravening the conditions of the Third Party Policy. The owner of the vehicle has also been charged with two counts. One count was for permitting another person to drive without a license. The second count was permitting another person to drive contravening the conditions of the Third Party Policy. The two will appear in court at a later date.

Nabukalou Creek - Fishing Ban


The Suva City Council (SCC) is urging members of the public to refrain from using the Nabukalou Creek as a source of food. This was reiterated by the council's special administrator Chandu Umaria on Tuesday afternoon after statistics showed high levels of pollution in the creek. This was also worrisome given that the council had put up signs advising the public against such activities. "We've put up notices along that creek way which state that people should not be fishing there, but obviously these are being disregarded. "We really cannot stress enough that this creek is not in good condition and that food should not be sourced from it," Mr Umaria said. He added however, that the public needed to try and understand the different scenarios experienced by different families. "The problem is that the question of hardship always comes in. Many people are unemployed but at the same time have families to feed," Mr Umaria revealed. He said with this being an issue, the council was seriously considering cleaning the creek to make it less of an eyesore and more useful to the public. "Not only to make it more useful, but we've noticed that with the King Tide, many shops along the creek's stretch experience severe flooding. This issue also needs to be addressed," he said. Marine biologist Dr Edward Anderson said the creek should not be used as a source of food given its pollution levels. "Pollution in Nabukalou Creek is obvious. We can all see grey water, indicating sewage and floating rubbish," Dr Anderson said. "Over the last 18 years, students at the University of the South Pacific have regularly monitored fecal coliform bacteria (FC) in Nabukalou Creek. "The average these measurements indicate is that FC in this creek has at least 500 times the recommended limit for recreation," he revealed. Given the statistics, Mr Umaria confirmed that the council was working on a solution to the creek problem - including the idea of dredging the creek to make it useable again. leave, sick leave, bereavement leave, public holiday and overtime pay." Over 240,000 illegal Indian immigrants in the US could be soon on their path to obtaining citizenship under a "big deal" reached by a bi-partisan group of influential Senators but uncertainty remains for the tens of thousands of highly skilled Indians seeking a Green Card. Described by the White House as a "big deal", the compromise announced by the group of top eight Senators proposes a path to citizenship for 11.5 million illegal immigrants of which more than three-fourths (77 per cent or 8.9 million) are from North America, including Canada, Mexico, the Caribbean and Central America. "We have come together on a set of bipartisan principles for comprehensive immigration reforms that we hope can pass the Senate in an overwhelming and bipartisan fashion," Senator Charles Schumer said after he and a bi-partisan group of seven influential Senators came up with set of principles for comprehensive immigration reform legislation. Mexico alone accounts the maximum 6.8 million illegal immigrants. The Department of Homeland Security in its report released in March 2012, estimated that there were 240,000 illegal immigrants from India in 2011, which are now going to benefit from this immigration reform. Among the Asian countries, India is ranked third when it comes to illegal immigrants after China (280,000) and Philippines (270,000). India has registered quite an increase in illegal immigrants, which was about 120,000 in 2000, said the report of the Department of Homeland Security. It was way back in 1986 that the US had last come out with a path to citizenship for an estimated three million illegal immigrants. However, neither the Senators and the

An October 2011 analysis by the National Foundation for American Policy concluded wait times for wait time for Indians under the existing plan could be up to 70 years, while that for the Chinese could be two decades. New York Mayor Mike Bloomberg has been one of the most ardent advocate of lifting of country specific quota on Green card and elimination of Congressional mandated limit on H-1B visas. "Right now, the cap on H1-B visas and Green Cards is much too low. And caps on Green Cards are set by countries, so Iceland actually gets the same number of visas as India. That may be fair to those two countries, but it's certainly not fair to American business and to Americans," Bloomberg had said recently. More than two dozen people have been killed, injured or are missing as a result of a landslide caused by heavy rain on the Indonesian island of Sumatra. As of Monday night, 14 people had died in the muddy landslip, a further nine were injured and six were still missing. The side of a hill in Agam, west Sumatra, slid away on Sunday, wiping out homes, rice paddies and an orchard. Government news wire Antara has put the economic damage at $800,000 and says rescue efforts have been hampered by poor access to the area. With a small road being the only way to get to in, heavy equipment has not been able to reach the region to help dig for more victims.

Police, military and rescue workers are searching with sniffer dogs. Meanwhile, disaster authorities are hoping a massive cloud-seeding operation will prevent more major flooding in the capital, Jakarta. The cloud-seeding operation involves scattering salt in heavy rain clouds to get them to dump water on the ocean before they reach the capital and areas upstream. Sutopo Purwo Negroho from the National Disaster Management Centre says the operation is aimed at avoiding the record-breaking flood which was forecast to hit by now. He says he is not sure whether the same technique would work in Australia, as weather patterns are different, but an assessment could be done.

A young doctor was sentenced to life imprisonment by a local court for raping a 30-year-old woman patient in the ICU of a hospital at Navi Mumbai. Thane Additional Sessions Judge R D Sawant handed out the punishment to Dr Vishal Vanne (26), who was also fined with Rs 1,000 along with another threemonth imprisonment in the 2010 case. Additional Public Prosecutor Sandhya Bacchav told the court that it was on October 16, 2010 the victim and her family including children, husband and a relative came to the Modern College grounds for Durga Pooja when she suffered uneasiness and was taken to the nearby Lotus Hospital in Vashi. That night she was admitted to the ICU as her condition worsened. According to the complaint, the accused doctor was on night duty in the ward, where she was left alone with a staff nurse after a medical examination. The prosecution further told the court that after about two in the morning, the accused locked the door of the ICU from inside and molested the victim and also raped her repeatedly. The victim, in her statement to the court said as she was not well that night, she could not shout or scream for help. Next morning, when she narrated the incident to her husband, Vanne was handed over to the police. The woman's husband told the court that on two occasions in the night he wanted to enter the ICU to check on the condition of his wife but could not do so as the door was locked from inside and also curtains were drawn. Also, another patient in the ICU was fast asleep in the room when the incident took place. The staff nurse, in her deposition, said she entered the ICU next morning around 5.30 AM after she was driven out the night before.

President Obama Lauds Clinton As She Prepares To Leave


President Barack Obama lauded Secretary of State Hillary Rodham Clinton as one of his closest advisers and said their shared vision for America's role in the world persuaded his one-time rival and potential successor to be his top diplomat while he dealt with the shattered economy at home. During a joint interview that aired Sunday, Obama and Clinton chuckled as they described their partnership and stoked speculation that Obama may prefer Clinton to succeed him in the White House after the 2016 elections. Clinton is leaving Obama's Cabinet soon, and speculation about the former first lady and US senator has only grown more intense after a heated appearance last week on Capitol Hill in which she was questioned by lawmakers about the Sept. 11 attack on the US diplomatic mission in Benghazi that killed four Americans, including the US ambassador to Libya. Both Obama and Clinton batted away questions about future campaigns, but the joint interview the president's first with anyone other than first lady Michelle Obama was only likely to increase the fascination with Clinton's future. "The president and I care deeply about what's going to happen for our country in the future," Clinton said. "And I don't think, you know, either he or I can make predictions about what's going to happen tomorrow or the next year." Obama, who suggested the joint interview as Clinton prepared her exit from the State Department, lavished praise on his rival for the 2008 Democratic presidential nomination. He called her a friend and an extraordinary talent, and praised "her discipline, her stamina, her thoughtfulness, her ability to project." A millionaire Muslim businessman in Britain has been ordered to remove an Islamic message from the side of his luxury house as council officials say it is like advertising, a British daily reported. Mahmood Ali, 54, painted the Arabic saying "There is no god but Allah and Mohammed is his messenger" in two-foot-high green lettering outside his eight-bedroom home in Newport, South Wales. But the city council said he did not have the right planning permission to display the message across the home's stone archway. Ali is now facing a legal battle with planning officials, who classed it as the same as an advertising hoarding. "The message is simply there to bless the house. The symbols are not an advertisement in any sense of the word's use in daily life," Ali told the daily. Ali has also applied for permission to illuminate the sign in low voltage lighting. A family member said: "It's our home and we should be free to do whatever we want." "We're suppose to have freedom of speech in this country and be allowed to express our faith however we please." The Newport Council guidelines say an advertisement includes any word, letter, model, sign, placard, board or notice used for advertising, making an announcement or direction. A council statement read: "The property is domestic property and is not a mosque where such signs might be expected." The Royal Australian Mint has unveiled a new 20 cent coin to celebrate Canberra's centenary. The first of the coins were struck at the Royal Australian Mint by Member for Canberra Gai Brodtmann and ACT Chief Minister Katy Gallagher. The coin features the blueprint for Canberra as designed by Walter Burley Griffin and his wife Marion Griffin. Spectators at Tuesday's Prime Minister's XI cricket match at Manuka Oval were among the first to see the new money. The coin will be used for the coin toss and then the mint will hold a coin swap for spectators keen to get their hands on the coin. ACT Chief Minister Katy Gallagher says the coins will be circulated nationwide over the next month. She says she hopes they will draw attention to the capital's 100th birthday. "Five million 20 cent pieces with a centenary of Canberra stamp on them will go out into circulation," she said. Australia Day celebrations are taking place across the nation, with more than 17,000 people taking the pledge to become an Australian citizen. Prime Minister Julia Gillard personally welcomed 22 new citizens at a ceremony on the shores of Lake Burley Griffin in Canberra. The ceremony began with the traditional raising of the three flags, followed by a RAAF flyover and a 21 gun salute. "This is your new country, and you'll never want for another," Ms Gillard told the ceremony. "Whether yours was a flight across the Tasman that lasted hours or a flight from persecution that lasted years, those journeys measured in time and distance are over now. A new journey, a journey of the heart and spirit can begin. "Welcome to citizenship; welcome to Australia; welcome home." Among the new Australians was English-born actress Miriam Margolyes. "I'm just very happy to be here and I will be with friends, and the rest of my life will be joyous," she said. As celebrations got underway across Sydney, the Aboriginal Flag was seen flying with the Australian flag on the

Storms Leave Two Dead In Georgia And Tennessee

A local broadcast station showed a lorry overturned in the town of Adairsville A sprawling storm system has brought havoc to a swathe of the US, leaving two people dead and thousands of households without electricity. One person died when an apparent twister hit the state of Georgia, overturning cars on a motorway. Bartow County Fire Chief Craig Millsap said at least 10 cars had been flipped over on Interstate 75. A man died in Nashville, Tennessee, when high winds toppled a tree on to a shed he had been taking shelter in. The storm system also brought mayhem to parts of Mississippi, Arkansas, Kentucky and Indiana. More than 60,000 customers have lost electricity from the Gulf Coast to Ohio as a result, it is estimated. Footage showed a funnel cloud tearing through the Georgian town of Adairsville, 60 miles (97km) northwest of Atlanta. Interstate 75 was closed in both directions after vehicles were flipped and tossed on to the grassy shoulder. The Atlanta Journal-Constitution reports there have been numerous emergency calls of trauma and injuries. The National Weather Service (NWS) warned of "major structure damage" in Adairsville. Reports said people were trapped in homes and businesses and aerial news footage showed widespread damage at a factory. Elsewhere: In Arkansas, one man was wounded by lightning In Kentucky, two people were injured when their mobile home was blown off its foundations In Mississippi, power cuts and damaged homes were reported in at least 10 counties In Indiana, piles of debris and downed power lines blocked roadways The NWS is reporting golf-ball sized hail stones in some areas. Meteorologists say warm weather from the Gulf of Mexico collided with a cold front from the west, creating volatile conditions.

Aspiring British citizens will face a revised general knowledge test, including an appreciation of Monty Python, in their bid to join the nation's ranks. The British Home Office has updated its 2007 handbook, Life In The UK, and subsequent exam, shifting the focus to cover events and people "who have contributed to making Britain great". The profile of former prime minister Margaret Thatcher has been given a boost. Described in the last edition as a "divisive" figure that caused "massive industrial decline", the Iron Lady is held in high regard in the new handbook. Stars of the London Olympics also feature in the latest citizenship guide, with heptathlon gold medalist Jessica Ennis among those named. Along with politics and sport, the 45-minute citizenship test will also touch on the arts, science, history, inventions, landmarks and a section titled "unique", which features comedy group Monty Python and aims to highlight the British sense of humour. "The new book rightly focuses on values and principles at the heart of being British," Immigration Minister Mark Harper told British tabloid the Daily Express. "We have stripped out mundane information about water meters, how to find train timetables, and using the internet." Previously migrants were not tested on British history. Questions about public transport, credit cards and job interviews will be removed from the new publication, which is already on sale and will form the basis for exams from March. Bollywood's Shah Rukh Khan 'Happy And Safe' In India

Shah Rukh Khan: "My safety has genuinely never been a matter of concern to me" Bollywood superstar Shah Rukh Khan has said he is "extremely safe and happy" in India, rebutting claims that he needs extra security. A Pakistani minister suggested Delhi provide security after Khan wrote an account of how it felt to be a Muslim in India. Khan said the article had been given an "unwarranted twist" and he could not understand the controversy. Khan is one of Bollywood's biggest stars with fans all over the world. The actor wrote in Outlook Turning Points - published by India's Outlook magazine in association with the New York Times - that sometimes he became the "inadvertent object of political leaders who choose to make me a symbol of all that they think is wrong and unpatriotic about Muslims in India". He wrote that he has been "accused of

bearing allegiance to our neighbouring nation than my own country - this even though I am an Indian whose father fought for the freedom of India". Following the article, Pakistani Interior Minister Rehman Malik requested that India provide security for the actor. India on Tuesday dismissed Mr Malik's suggestion and advised him to look after the security of Pakistani citizens. 'Irksome' Reacting to Mr Malik's remarks, Khan told reporters: "I would like to tell all those who are offering unsolicited advice that we in India are extremely safe and happy. "We have an amazing democratic, free and secular way of life. In the environment that we live here in my country India, we have no safety issues regarding life and material. As a matter-of-fact, it is irksome for me to clarify this non-existent issue." Khan said many people were reacting to his article without reading it. "Ironically, the article... was actually meant to reiterate that on some occasions my being an Indian Muslim film star is misused by bigots and narrow minded people who have misplaced religious ideologies for small gains... and ironically the same has happened through this article... once again," he said. Khan has appeared in more than 70 films, anchored TV shows and done innumerable advertisements. He also owns the Kolkata Knight Riders team of the lucrative Indian Premier League cricket tournament. Khan has family roots in the Pakistani city of Peshawar and has a huge fan following there too.

United States President Barack Obama says the time has come for a comprehensive overhaul of American immigration laws. Mr Obama says he wants undocumented immigrants to pass background checks, pay taxes, pay a penalty, learn English and then "[go] to the back of the line behind all the folks who are trying to come here legally". He says the US should also tighten border security and establish a national system so employers can quickly verify the immigration status of workers. There are an estimated 11 million undocumented immigrants in the United States. In a speech at a high school in Las Vegas, Mr Obama said it was "only fair" to give illegal immigrants a path to citizenship. "The question now is simple. Do we have the resolve as a people, as a country, as a government, to finally put this issue behind us? I believe that we do," he said, "I believe we are finally at a moment where comprehensive reform is within our grasp. Now is the time." Mr Obama is seeking to harness signs of consensus in Washington after the last attempt to overhaul the system, six years ago, ended in failure. Tuesday, a bipartisan group of senators, including Republicans John McCain from Arizona and Marco Rubio from Florida and Democrat Robert Menendez from New Jersey, unveiled their own guidelines for legislation on the issue. Both plans would broadly: Offer illegal immigrants a long path to permanent residency and citizenship,

requiring them to pay back taxes, learn English, have background checks and demonstrate familiarity with US culture. Include efforts to strengthen US borders and visa systems and speed a path out of limbo by young people brought to the country illegally by their parents. Improve worker verification systems that deter illegal immigration and dismantle barriers to highly skilled foreign workers entering America to catalyse future economic growth. But there are some major and politically problematic differences: The Senate plan makes the scheme offering a route to citizenship contingent on the completion of certain enforcement measures. Mr Obama's would not. The president's plan also treats samesex couples the same as straight ones, that is, a US citizen's same-sex partner would have the same rights to come to America as another person's straight spouse. The differences are enough to raise concerns among Republican politicians who are trying to frame a package that can pass the Republican-led House of Representatives. Senator Rubio has warned Mr Obama not to ignore his party's concerns about border security. "I think that would be a terrible mistake," he told Fox News. "We have a bipartisan group of senators that have agreed to that. For the president to try to move the goalposts on that specific requirement, as an example, does not bode well in terms of what his role's going to be in this or the outcome."

Australia Battles Floods In Two States


Australia is battling flooding in two states, as rescue teams worked to evacuate people from inundated areas. In Queensland, more than 1,000 people were plucked to safety in the city of Bundaberg as the Burnett River burst its banks, flooding 2,000 homes. In New South Wales there are concerns that the Clarence River, at a record high, could flood the city of Grafton. Tropical Cyclone Oswald, which triggered the flooding, is now heading out to sea south of Sydney. Four people are now known to have died in the severe weather, after a toddler who was hit by a falling tree in Brisbane died on Monday. It comes two years after severe flooding in southern Queensland, including in the state capital Brisbane, that left 35 people dead and tens of thousands of homes flooded. 'Dangerous situation' In Bundaberg the Burnett River was at 9.475m and rising slowly, the Bureau of Meteorology said in a statement, with a peak up to 9.6m expected later in the day - more than 1.5m above the December 2010 flood level. "Those flood levels will be one of the highest levels recorded for the whole of the Bundaberg and Burnett region," said Queensland Police Minister Jack Dempsey. "The main priority at the moment on the ground is life and we really do implore people to go to the highest points, listen to the emergency service workers and their directions." Some 7,500 people are reported to have been displaced across the city, with more than 1,500 in evacuation centres. Helicopter teams have picked up more than 1,000 people stranded by flood waters amid fears that houses could be washed away. "I think the bravery of the air crew and the helicopters, both civilian and defence force who worked all afternoon and into the night evacuating people in quite difficult circumstances is what saved the day," said Queensland State Premier Campbell Newman. Two air force transport planes are evacuating patients from the local hospital and Prime Minister Julia Gillard said 100 military personnel were being sent to help out. In Brisbane, low-lying parts of the central business district were flooded but the impact on residential areas was less than expected, ABC News said. In New South Wales, parts of which saw torrential rain on Monday as the cyclone moved south, 2,500 people were told to evacuate in the city of Grafton, where levees were threatened by rising water. "We are in a dangerous situation that requires a timely response and I think the best thing to do is to evacuate," said Mayor Richie Williamson.

The provincial government says major work on the extension will begin next month
A consortium led by SNC-Lavalin has been awarded an $889-million contract to design and build Metro Vancouvers latest rapid transit line the Evergreen Line from Burnaby to Coquitlam. The provincial government says major work on the SkyTrain extension will begin next month and the line should be running by the summer of 2016. The consortium is called EGRT Construction, and besides SNLLavalin, it includes Graham Building Services, International Bridge Technologies Inc. and Jacobs Associates Canada Corp., as well as other companies. The government says the consortium will build the elevated and groundlevel guideways, a two-kilometre tunnel, seven stations, power stations and train operating systems. A community outreach team has also been set up to keep local residents and businesses informed about the progress of the project. Construction of the regions last major transit link the Canada Line to Vancouver International Airport sparked a lawsuit from store owners who claimed their businesses were hurt when the street in front of their operations was dug up to bury the line.

Alberta To Allow Sikhs To Wear Religious Knives In Court


Sikh wearing kirpan banned from Calgary court in 2008 Alberta has come up with a policy to allow Sikhs to wear a ceremonial religious dagger called a kirpan in courthouses. Under the Justice Department policy, a person must tell security officers they have a kirpan and wear it in a sheath, under clothing. The blade of the kirpan can be no longer than 10 centimetres. The World Sikh Organization says Alberta is the first province to bring in such a policy, which is partly based on rules developed for courts in Toronto. The organization says Ontario is now working on a provincewide policy. The Alberta rules stem from a human rights complaint filed in 2008 where a man wasn't allowed inside a Calgary court because he was wearing a kirpan.

Wireless providers would face limits on early termination fees and must unlock phones under "reasonable terms" under new draft guidelines released Monday by Canada's telecommunications regulator. The Canadian Radio-television and Telecommunications Commission is asking the public for feedback on its draft "wireless code" via an online discussion that will remain open until 5 p.m. Feb. 15, the last day of a public hearing in Gatineau, Que., on the code. The hearing begins on Feb. 11. Some of the proposals in the draft code, based partly on 3,500 comments submitted by Canadians to the commission in writing and 600 posted in an online discussion forum, include requiring that: Customers receive a personalized summary of key terms and conditions in their contract, such as how much they would pay in cancellation charges at different times during their contract and what tools are available to help them monitor their usage of different services. Wireless providers be required to unlock customers' wireless devices under "reasonable terms." Options for those terms include fees and time frames. Customers be given tools to monitor their usage compared to the limits of their plan in order to be aware of extra fees they might incur if they go above the limits. Customers be allowed to restrict features that could incur additional fees, and the ability to specify a cap to their monthly bill. Once the user hits the cap, the service provider would suspend services that could result in extra fees. Early termination fees can only include subsidies on the price of phone or other mobile device and discounts the customer received for signing on to a contract of a specific length. Under advertising guidelines in the draft code, wireless providers would still be able to advertise plans with some limits as "unlimited," but would have

to explain "whether there are limits to the 'unlimited' plan and whether the service provider retains the discretion to move the consumer to a 'limited ' plan if usage limits are exceeded." 'Good first draft' Consumer groups and wireless providers alike gave the plan an initial thumbs up. "This draft code is a good start to work from," said Shawn Hall, a spokesman for Telus. He added that the company will provide input once it's had a chance to review the draft in more detail and it thinks a national wireless code of conduct is "the right thing to do." Lindsey Pinto, as spokeswoman for Open Media, a Vancouver-based public advocacy group that has campaigned for better treatment of wireless consumers by their mobile service providers, called the document a "good first draft." The group, which will testify at the upcoming hearing, was particularly happy that the guidelines specify that they won't prevent customers from benefiting from provincial laws concerning wireless contracts that benefit the consumer. Pinto noted that some provinces, such as Quebec and Manitoba, have existing rules that are good for consumers. One of the group's only concerns, she added, is that it would like the code to specify that termination fees can be made as monthly payments rather than a lump sum. The draft code allows wireless providers to charge a customer for the amount their mobile device was subsidized by the service provider when they signed a term contract such as an iPhone that is "free" with a three-year contract. Pinto wants assurances that consumers don't get "slapped with the $700 cost of a phone" all at once. "The more specific the code is the less room big telecom companies have to basically go around it and apply what is a defacto termination fee." BC Hydro confirmed Wednesday that it is not going to install smart meters without the permission of residents, but it's not clear what the Crown corporation's long term plan is. The power company says it has already installed 95 per cent of the high-tech devices, and it is going to take some extra time to work with the remaining 85,000 customers who have refused the new meters. "We think its important to take some extra time to work with customers who still have concerns with getting a new meter. In the meantime we will not install a new meter for these customers unless we have their permission," said a statement issued by BC Hydro spokesman Greg Alexis. All of the meters were supposed to be installed by the end of last year, but thousands of customers objected, citing health, safety and privacy concerns. Alexis says about 9,000 customers who originally objected to the new meters agreed to have them installed after meeting with BC Hydro reps. Another 35,000 have yet to be installed because of other issues, such as construction delays, say officials. The delay will likely mean nobody will have a smart meter forced upon them before the upcoming provincial election in May, but it is not clear what is BC Hydro's long term plan for the hold-outs. Previously, Hydro has said all customers will have to have the meters installed because the system won't work if people opt out. "With the new system in place, we have no way of getting information from the old meters without setting up a separate, expensive customized system," according to the BC Hydro website. "If you don't want a smart meter on your house, you have the option of moving the meter to a different location on your property." Minister softened stance last week

"During this time, BC Hydro will not install a new meter without the homeowners consent and will work directly with customers to address their individual concerns." That led NDP energy critic John Horgan to call on the government to clarify the situation for the public. One week customers are receiving threatening letters saying the meters will be installed no matter what. The next week the energy minister pens an opinion piece saying B.C. Hydro wont install a new meter without the homeowners consent, said Horgan. Which is it? You cant have it both ways ... This is a government initiative, it's a BC Hydro initiative and we haven't heard categorically and clearly just what the expectations are for people who don't want a smart meter today." Pre-Paid Phone Cards Give Poor Value, Break Alberta Law


Long-distance cards carry fees, charges and conditions that reduce advertised value The first card, called Good Call, didnt work at all. Penalties under the act include a maximum $100,000 fine or three times the amount profited from the offence whichever is greater and up to two years in jail. Newcomers can often be targets of a lot of unscrupulous business practices, said Manmeet Bhullar, minister for Service Alberta. There has been confusion about whether prepaid long-distance phone cards are governed by Albertas Fair Trading Act. Initially, they were specifically exempt because the provincial government believed telecommunications was a federal responsibility. According to Mike Berezowsky, spokesman for Service Alberta, a subsequent legal opinion convinced the province to include phone cards in the legislation last year. However, until contacted by Go Public Edmonton, Service Albertas website still said the phone cards were exempt. That information has since been corrected, though Group of Gold Line Vice-President of Operations, Shawn Reyhani, believes the law still has to be tested. We will right away modify the cards and give refunds (if the cards are found to violate Alberta law), he said. Bhullar says customers who feel theyve been ripped-off should not be dismissive of the low cost of the cards, and he encourages people to complain to Service Alberta if they believe a phone card didnt deliver what it promised. In 2008, the federal Competition Bureau warned providers of prepaid phone cards to be honest about their actual rate-per-minute and Pre-paid long-distance phone cards that deliver only a fraction of the calling time they promise are still being sold in Edmonton-area stores. A sample of cards bought by CBC News had extra fees, charges and conditions that reduced their advertised value, in violation of Alberta law. The cards, different from those from major phone companies, are sold in convenience stores and are especially popular with recent immigrants. When I first moved here I had no internet, and was totally dependent on my calling cards, said Poushali Mitra, Program Coordinator at Edmonton Immigrant Services Association. I work with newcomers from all over the world. They use cards a lot. For $5 sometimes they promise you 50 or 100 minutes. But the next time you try and dial a number, you just dont know how 40 minutes got lost. Yolande Lawson-Body at Edmontons Mennonite Centre for Newcomers says clients frequently complain that phone cards dont deliver what they promise, but they buy them because theyre inexpensive. A card that costs $5, or even $2.50, ensures the user keeps their calls short and avoids high long-distance charges. The product is not good, LawsonBody said. If it works, it works. If not yeah, its a gamble. You dont complain, that's what happens with many people, (they say) It's only $2.50. Extra charges cut value of cards Go Public Edmonton watched as Lawson-Body tried calling her sister in West Africa using two phone cards. to stop using fine print to hide extra charges. In 2009, the bureau ordered Ontariobased Phonetime Inc. to offer refunds to consumers who bought some of its phone cards, and pay a $300,000 fine. However, federal interest in regulating phone cards has diminished since. The Competition Bureau has not announced any rulings since 2009, and bureau spokesman Bryan Parker would not say whether it was conducting any new investigations. In 2011, Service Alberta ordered a refund on a Yak pre-paid card that expired before the balance was used. And Alberta is currently investigating cards sold under the Vox brand name for having extra fees that arent allowed under the Fair Trading Act. Three years ago, a study by the Consumers Council of Canada on the prepaid phone card industry found per-minute rates were higher than advertised on most cards. Two-thirds of the cards it sampled contained extra fees and charges not mentioned on the card itself. However, Ken Whitehurst, the councils executive director, said the report also concluded that the industry was small and in decline. A problem that might go away on its own may not receive much attention (from the federal government), he said.

Caring For A Baby With A Rash


Rashes in the diaper area are fairly common. Most are due to wetness, friction and irritation from urine and stool. Your baby may be sensitive to a specific brand of disposable diaper or laundering method on cloth diapers. Neither kind of diaper is better at preventing diaper rash. If your baby gets a rash, the key to treatment is keeping the diaper area clean and dry. Leave his bottom exposed to air as much as possible. Cleanse the diaper area with warm water, using a mild soap after a bowel movement, if necessary (rinse well). While diaper wipes rarely cause rashes, they can irritate broken skin. Use water at home and wipes for trips. Allow the area to air-dry. The stools of diarrhea can make the skin of the buttocks and anus become shiny red and painful. Don't use a washcloth if the area is raw; instead, sit the baby in lukewarm water to cleanse away stool. Expose the baby's bottom to air as much as possible, and apply a soothing diaper cream to put a barrier between the skin and future stools. As the diarrhea lessens, the skin will begin to heal. If a diaper rash doesn't respond in two to three days and the baby was recently on antibiotics, you might be dealing with a yeast infection. A yeast rash tends to extend into the skin creases; it can be a solid red area with a little peeling or prickly rash at the edges. Apply Lotrimin Cream (now available without prescription) two to three times a day. Yeast thrives in a moist environment, so again expose the skin to air as much as possible. Continue the cream for several days after the rash fades. Infant skin can be sensitive to soap, detergent, fabric softener, even metal snaps on shirts. Use the mildest possible soap and detergent. Before you call your healthcare provider for advice on a rash, notice the following: * Is it flesh-colored or red? * Flat or raised? * In one place or all over the body? * Is there a fever or other sign of illness? * Does the rash bother the infant? * Is it only in the diaper area or everywhere but the diaper area? * And for diaper-area rashes, is it only on the skin that touches the diaper or does it extend into the creases and skin folds? * Then ask yourself whether there is anything new in the baby's diet. * New medication? * Have you changed your soap, detergent, fabric softener? Be sure to tell your healthcare provider. When to Contact Your Healthcare Provider * The rash is accompanied by fever. * Your baby is acting sick. * Your child has blisters or open sores. * The rash doesn't respond to simple measures in a few days. * The rash is painful.

The humble turmeric or `Haldi`, an essential ingredient in Indian cuisine also has substantial health benefits and medicinal properties that can fight diseases like cancer, diabetes and inflammation, Indian-origin doctors in the US have claimed. Curcumin, a phenol responsible for making turmeric yellow, does much more than provide numerous Indian dishes with that particular tint, according to Saraswati Sukumar of Johns Hopkins Medicine, who, along with colleague Anirban Maitra, is studying the organic compound`s health benefits. Turmeric has been used widely in Indian cooking for thousands of years, and, in the past two decades, hundreds of studies have determined curcumin helps fight arthritic inflammation, reduces cancer risk and slows the onset of diabetes. Curcumin is a potent inhibitor of inflammation, which can exacerbate rheumatoid arthritis and spur cancerous growths. The compound inhibits a molecule called NF-kB that plays a key role in initiating inflammation. "What curcumin does is blunt this pathway. That`s how it is able to mediate its effect," Sukumar said. Consuming curcumin also has been shown to repair skin damage caused by radiation therapy for cancer, she said. Maitra, Sukumar`s colleague, began working a few years ago on a watersoluble form of curcumin that can be taken in pill form. That formulation is still in the experimental stages. The body doesn`t readily absorb curcumin so a person has to consume several grams of curcumin a day to get the health benefits, Sukumar said. Pills containing unaltered curcumin are on the market. "The other way, the preferable way, is to add (turmeric) to everything you cook," Sukumar said. "The spice doesn`t add a lot of taste to the food, but it adds a colour," she said. To get the full benefits, dissolve turmeric in warm oil and add it to foods, she said. With an estimated 26 million people diagnosed with diabetes, Sukumar said curcumin can also be a great benefit in fighting the metabolic disease.

Self-compassion is, in essence, cutting yourself some slack. It's being willing to look at your mistakes or failures with kindness and understanding - without harsh criticism or defensiveness. People to think about the "big picture" - Thinking big picture about the work you do can be very energizing in the face of stress and challenge, because you are linking one particular, often small action to a greater meaning or purpose. Or think about the progress that you've already made - It can be enormously helpful to take a moment and reflect on what you've accomplished so far before turning your attention to the challenges that remain ahead. Know whether optimism or defensive pessimism works for you. Some people think of their jobs as opportunities for achievement and accomplishment -- they have what psychologists call a promotion focus. For others, doing a job well is about security, about not losing the positions they've worked so hard for. This prevention focus places the emphasis on avoiding danger, fulfilling responsibilities, and doing what feel you ought to do. Promotion motivation feels like eagerness - the desire to really go for it -- and this eagerness is sustained and enhanced by optimism. Believing that everything is going to work out great is essential for promotion-focused performance. Heres how you can whip up your own all-natural cough and coldfighting mixtures. 1. Honey, onion and garlic syrup The mixture: half-cup of water. Add in one whole chopped onion and one chopped clove of garlic. Add a dash of sage, thyme or oregano and allow to steep overnight at room temperature. Strain and use the liquid as a cough syrup. Store in your refrigerator. Why it works: Honey, onion and garlic are all naturally antimicrobial, says Dr. Solomonian. Honey also acts as a demulcent, meaning it relaxes the cough reflex and soothes the throat. Not cooking the mixture helps preserve the full antimicrobial properties of the onions and garlic, which lose some of their potency when heated. Finally, herbs like sage, thyme or oregano add even more antimicrobial benefits. Tip: If you cant wait overnight for your syrup to steep, simmer the mixture for five to 10 minutes until the onions soften. Although youll lose some antimicrobial properties, you will get some relief before heading to bed. 2. Castor oil chest rub The mixture: Start with a half a cup of good quality, cold pressed castor oil. Crush one or two cloves of garlic and stir them into the oil. Add a tablespoon of freshly grated ginger, three or four drops of eucalyptus oil and about half a teaspoon of cayenne pepper. Rub on chest. Horseradish promotes perspiration, making it useful in the treatment of fever, says Dr. Jean-Jacques Dugoua, naturopathic doctor and director of clinical pharmacology for Newtopia. When mixed with honey, it can be an effective remedy for hoarseness and cough from colds and flu. Horseradish also stimulates appetite and promotes digestion. However, just a small amount does the trick. Eating large amounts may cause stomach upset. Tip: Although you may be tempted to add essential oils to a homemade cough syrup, its best to stick with whole foods as ingredients. Essential oils are very concentrated and can be very hard on the liver if ingested. Instead, reap the antimicrobial benefits of essential oils by adding them to a steam inhalation. Simply boil water, add in a few drops of the essential oil of your choice, place a towel over your head and breathe deeply. This will help dilute mucus and clear the nasal passages.

Amitabh Bachchan In Trouble Over Religious Issue

As India celebrated its 64th year as a Republic, the nation honoured some of its leading talents with the Padma awards. President Pranab Mukherjee approved the names of the 108 awardees, which includes four Padma Vibhushan, 24 Padma Bhushan and 80 Padma Shri. Leading the Bollywood brigade at the awards was late Rajesh Khanna who was awarded the Padma Bhushan. Following him were the likes of Sridevi who made a stunning comeback to films with English Vinglish, 62-yearold Nana Patekar, who began his career in 1978 with the movie Gaman, carved a niche for himself in the Hindi films

with the 1989 film Parinda for which he even won a National Award and the celebrated filmmaker Ramesh Sippy. The Padma Bhushan awardees include Late Rajesh Khanna and Sharmila Tagore, Late. Amitabh Bachchan had been in trouble over a religious issue. A petition had been filed by Mudassir Hussan Khan of the district of Jhansi. The superstar of Bollywood had been accused of referring to a religious book in a slighting manner while hosting an episode of Kaun Banega Crorepati. For the television show KBC, it has been accused that Amitabh Bachchan passed a derogatory remark with malicious intention about the religious book- Holy Quran. The manner in which he referred to the book had thus been hurtful to the feelings of a particular community. The episode had been aired two years back. The petitioner took exception to Amitabh Bachchans use of the words, racha gaya, in reference to the holy book. The episode had been aired on the 28th of September, 2011. This has been the cause of all the trouble for the actor. The petitioner opposed the actors saying this and said neither written nor created by anybody, rather it came into existence/revealed by Allah (God) Himself. Thus his words racha gaya was the same as a serious offence. This had more gravity as Amitabh Bachchan is a popular figure and words used by him affects all communities. However, the Justice disagreed with the accusation and also added, To say

'racha gaya' does not necessarily imply that the Koran was written by some person. Justice Mishra also added saying, The phrase can also imply that the Holy Book was composed by Allah Himself, which is another way of saying that it is a revealed scripture. The High Court of Allahabad this Monday dismissed the petition that had been filed. This verdict has been delivered by Justice Manoj Mishra. Through this petition to the High Court, Mudassir Khan also defied the orders of that of the District and Sessions Judge of Jhansi and the Chief Judicial Magistrate that were passed earlier. He had plead to direct the police to record an FIR against the actor under the sections of the Indian Penal Code (IPL) that dealt with offence caused to the religious sentiments. His pleas had been denied. He then submitted that the CJM had turned down his complaint illegally and without application of mind. He also added that the District Judge dismissed his successive criminal revision labeling it as frivolous and vexatious. The District Judge also submitted that there had been neither any protest raised by any school, institution or the Mohammedan community, nor was there any fatwa dispensed against the actor.

Beautiful Catherine ZeetaJones coyly plays the philandering woman who on the surface seems to be having her way with more than one good man. I Had Declined Ae Mere Watan Ke Logon: Lata Mangeshkar


Reminiscing about the song that continues to resound at patriotic celebrations in the country, veteran singer Lata Mangeshkar, who sang it live 50 years ago to an audience comprising leaders of India's freedom struggle, says she had initially refused to be a part of it. "Who thought this song would turn out so famous," asked Lata Mangeshkar, talking about the song that became a regular hit at gatherings to celebrate patriotism in India. "I recall vividly that cold winter evening in Delhi in 1963 when I sang the song as part of Republic Day celebrations in front of an audience comprising President S Radhakrishnan, Prime Minister Jawaharlal Nehru, Indira Gandhi and so many other distinguished guests. "It was Pradeepji, (also known as Kavi Pradeep) the poet, who wrote the immortal lyrics, who came to me and asked me to sing the song. I declined, because there was no time to rehearse. You see, at that time I was working round-the-clock. To give special attention to one song seemed impossible. But Pradeepji insisted," she added. The song was written shortly after the 1962 India-China war and served to unite the masses. Ms Mangeshkar revealed that she wanted to sing it with sister Asha Bhosle, but that didn't happen. the distinguished gathering. "Pradeepji told C Ramachandra, who was composing the tune for the song, about my predicament. C Ramachandra informed us he had to be in Delhi at least four days ahead of the performance. So he was unable to rehearse the song with me. Instead he gave me a tape of the number. I picked up the tune from the tape and flew to Delhi on January 26, 1963," she said. "I was listening to the tape with C Ramachandraji's rendition of Ae Mere Watan Ke Logon all through the flight from Mumbai to Delhi, accompanied by my best friend Nalini Mhatre," she added. Ms Mangeshkar recalls how nervous she was before the performance. "When we reached Delhi in the night, I had a stomach ache. I asked Nalini how I'd sing in my condition. She told me not to worry, everything would be fine. On January 27, we reached the venue. I sang two songs. The bhajan (devotional song) Allah Tero Naam followed by Ae Mere Watan Ke Logon," she said. "I was much relieved to get it over with. After I finished my two songs, I went backstage to relax with a cup of coffee. I heard Mehboob Khan sahab calling for me. He caught hold of my hand and said, 'Chalo, Panditji (Jawaharlal Nehru) ne bulaya hai'. (Panditji has called us.) "Panditji said he liked the song very much, and my eyes welled with tears. While the rest of the entourage spoke eagerly with Panditji, I stood in a dark corner hesitant to make my presence felt. I heard Panditji ask where I was. "Then Mrs Indira Gandhi came and took my hands saying: 'I want you to meet two of your little fans.' She introduced me to little Rajiv and Sanjay Gandhi. They did 'Namaste' and ran away. Then Panditji again asked for me. Mehboob Khan sahab came and took me near Panditji. Panditji asked, 'Are you going to go back to Mumbai and sing Ae Mere Watan Ke Logon? I replied, 'No, it was meant to be a one-off thing'. He wanted a picture with me. We posed for a keepsake and then I quietly left." Lata Mangeshkar never thought the song would become so popular. "Since it was not part of a film, I thought it would have a limited impact. Ae Mere Watan Ke Logon became my signature tune. No show of mine, no concert or event is complete until I sing it," she said. "My regret is that Pradeepji had not been called for the Republic Day function where I sang the song. If he was there, he would have seen with his own eyes what impact Ae Mere Watan Ke Logon had," she added.

"I suggested we format the song into a duet with me and my sister Asha (Bhosle). But Pradeepji wanted it to be a solo. Asha too opted out. I tried to convince her to change her mind arguing that her name had even been printed in the newspapers as one of the singers," said the 83-year-old. "Composer-singer Hemant Kumar had actually orchestrated the whole Ae Mere Watan Ke Logon project. I told Hemantda about Asha's decision. Hemantda also tried to convince Asha. But she would not agree. Then it was left to me to rehearse alone for the song," she added. The legendary singer reveals that she couldn't even rehearse for the song properly before performing it in front of

The Ford Mustang sure might look and sound much like the pony cars of the past, but it definitely lives in the present. 115-Pound Division in UFC Will 'Eventually Happen' - Dana White


Dana White recently told UFC Tonight his plans to implement a strawweight division in the UFC. A strawweight, for those unfamiliar with the division, is a small dude. Not Urijah Faber small, not even Demetrious "Mighty Mouse" Johnson small. Smaller than that. The strawweight division will host 115-pound fights, and according to White, the start of this division is a near-inevitability. "As the sport continues to grow and we go into other markets like Latin America and Asia, yes, we will eventually open up a lighter weight division, which is a great thing," White said. "It's an amazing opportunity for fighters all over the world." Right now, this seems like a questionable move. The flyweight division is by far the UFC's thinnest division, and even hardcore fans would be hard-pressed to name 10 strawweights, let alone 10 elite 115 pounders worthy of the Octagon. Still, White confirmed the division will happen at some point in the future on UFC Tonight: "I don't know how soon it's going to happen," White said. "But yes, it will eventually happen." Personally, this is not a move I can get behind just yet. Thankfully, White used

terms like "will eventually happen" and "as the sport continues to grow," so hopefully that means such a move is not right around the corner. With the reports of stellar ratings for Mighty Mouse's title defense at UFC on Fox 6 against John Dodson, I can see why White is pondering the move, but I still have trouble supporting the notion at this time. A guy named "Rampage" was on that Fox card, as wellmaybe you have heard of him? This is not to suggest lighter-weight fighters cannot carry a card in the future; I just do not think now is the time to dive even further into the already-scarce pool of fighters under 135 pounds. Make the divisions you currently promote stronger first, then think about adding more. If White continues to dilute the product, we will be left with a mess of uninteresting, watered-down bouts containing fighters we have never heard of and do not care about. No thanks. With that said, I have faith in White and the UFC to properly scout fighters, develop a reasonable and cohesive plan and then announce the division when the time is right. The organization has a knack for making their business plans work, and I expect this one to be no different.

The Vancouver Canucks might have to keep star goaltender Roberto Luongo until the offseason after learning that top prospect Eddie Lack underwent hip surgery this week and will not be able to play for six months. Lack was the top candidate to back up No. 1 goaltender Cory Schneider if Luongo was traded, but now that Canucks general manager Mike Gillis doesn't have a reliable goalie to give Schneider a day off or replace him if he gets hurt, Luongo could spend the entire season in Vancouver. There aren''t any quality goaltenders on the free-agent market either. It would also be difficult to trade for a backup, since teams are less likely to give up goaltenders during a shortened season, when depth at this position is even more important than it is during a normal 82-game schedule. With Lack unable to play for the rest of this season, trading Luongo makes very little sense. Trading Luongo and getting a backup as part of the return package would not help the Canucks, because if Schneider gets injured or fails to impress as a starter, Vancouver would be in trouble. The 33-year-old veteran has already played in three games this season and will make his third start of the year on Wednesday night against the Colorado Avalanche. Luongo has played well thus far, even though his stats don't look amazing. He has a 0-0-2 record with a 2.21 GAA and .917 save percentage this season.
