Invitation for Bids on Structured Cabling (Without Active Devices) in


BTRC Premise

Bangladesh Telecommunication Regulatory Commission plans to install new


communication infrastructure at the new site in Dhaka to facilitate BTRC’s
Local Area Network.

BTRC now invites sealed bids from eligible bidders for Supply, Installation,
(Maintenance in warranty period) of Structured Cabling and Installation of IP
Phone systems in BTRC premises.

The proposed price offerings to be provided to BTRC in the following order:

1. Pricing for Structured Cabling only (without active devices)


2. Price for Active devices only which supports specified number of users.
3. Pricing for IP Phone solution for supporting 100 Users.
4. Complete solution should be on turnkey basis.

The pre-bid meeting will be held on 05 June, 2008 at 04:00 PM at BTRC


Premises. Queries on Group – GHA will be entertained there.

Implementation Methodologies for BTRC Structured Cabling:

1. Supply, install, connect, test, commission Multi- Service Network as per


the requirements and specifications including all necessary equipment,
accessories, parts and services needed to provide BTRC with state of
the art network solution that is fully functioning.
2. Selected service provider will establish the structured cabling and Local
Area Networking in IEB building on 5th, 6th and 7th floor (total 3 floors)
and in front desk in ground floor.
3. Supply, install test the Core switch with necessary accessories along
with supervisor engine for connecting this multi-service network.
4. The unique connection points will be 200+ initially and all points to be
duplicated (400 ports). The 200 ports need to be on Power over
Ethernet (PoE).
5. The extra 200 ports are kept for redundancy, where all the IP phones
have secondary data port to connect the desktop pc.
6. All the floors should have separate switch cable rack panels for
horizontal connectivity in each floor.
7. All the separate switch cable rack panel needs be connected back to
back with fiber and it should have redundant fiber connectivity should
the primary fails.
8. The building offers duct between the floors.

9. All the 3 floors will have to have a Wi-Fi blanket coverage for 50
concurrent laptop users.
10.Installation and operations of the cabling system for data and IP phone
systems (hardware and software for IP-PBX) will undergo rigorous
testing.
11. The access control systems installed in the ground floor should be
connected to the data center located in the 6th floor. The space for data
center is nearly 600 sqft.
12. The Spectrum monitoring station installed on the top floor (8th) needs
to be connected with 40 ports.
13.Maintain and operate the facility for a period of two year after
deployment of hardware/software of cabling and IP Phone systems.
Initial 1/2 years will be covered by warranty period time as proposed
by vendor. New maintenance contract will be done after that period.
14.The IP Phone architecture should be Cluster/Failover Capable to
withstand the network downtime. The IP Phones should support G.711
& G.729 Codecs.
15.BTRC requires 10 limited mobility IP Phones accessible to WiFi Network.
16.The 4 core fiber optic connectivity to be installed between Ramna
BTTB exchange and IEB building with 4 E1 initially.
17.Implement security features and policy for protection of information
technology facilities.
18. Supply, install and configure the firewall device with all relevant
modules and accessories to protect this BTRC multi-service network.
(Active Device)
19.BTRC will mandate the supplier for testing, commissioning and
certification of Voice & Data network installation for BTRC multi-service
network.
20.The supplier will do the detail labeling of the network installation.
21.Spare parts for the above as per manufacturer’s recommendation has
to be for 2 years. Warranty of the said equipment complete in all
respects as per manufacturer recommendation including replacement,
spare parts, labour, installation, related materials, etc to the approval
of the owner.
22.Routine / Preventive Maintenance of the all the said equipment
complete in all respects as per manufacturer recommendation
including replacement, spare parts, labour, installation, related
materials, etc to the approval of the owner.
23.Turn around time should not exceed four hours in case of any problem
is reported to the vendor.
24.Full compliance with the Contract Documents and addendums is
required.
25.The supplier should submit detail Design with the offer. During the
selection process BTRC might ask the vendor to present the solution in
front of technical committee.

26.Vendor should perform a site survey to check the locations of the data
center/cabling installation before submitting a bid on its own cost and
conveyance.
27.It should be noted that there is a penalty associated with non
compliance with above schedule, 5 % of total charges will be incurred
if the project is late by 2 weeks, 10 % if the project is late by 4 weeks,
any further delay would mean discontinuation of contract.
28. Installation, testing, commissioning of this structured cabling should be
done in 6 weeks latest by 4th Week of July, 2008.
