The rate includes giving training to the
nominated Railway personnel(s),
maintenance of the software for 06 (Six)

any minor modifications required within
the maintenance period. The rate also
includes all labour, materials, consumables
connected with development of software,
conveyance of contractor’s pesonnels,
taxes etc complete

Note:-
(1) Completion Period for this work is 02 (Two) months from the date of issue of letter of
acceptance.
(2) The maintenance period starts after completion period.
(3) Special Terms & Conditions is placed at Annexure-A.
(4) The conversion of files to *.xml format from *.doc format and vice versa shall be done by
Railways.
(5) Each page should be signed by the quotationer/firm in token of acceptance while submitting
the same.

Annexure-A
Special Terms & Conditions

1. Scope of work : Preparation and installation of software development of

tender document.

2. Activities : i) Understanding with Engineer or his representative (s)

regarding development of software.
(ii) Understanding with Engineer or his representative (s)
regarding different steps involved in preparation of tender
document.
(iii) Study of various formats of Tender Document viz. Top
Sheet, Rate Sheet, Schedules, Contractor’s Familiarization,
General Conditions of Contract, Special Conditions of
Contract etc.
(iv) Study of different variables in different formats such as
Cover Sheet, Vendor Mandate Form, Top Sheet, Details of
Tender Notice on website and Notice Board, Letter PRO
regarding Publication Matter, Declaration by the tenderer
which defines Designation of Chief Engineer (Con), Tender
Notice No., Date of opening, Amount of Earnest Money,
Name of work, Estimate No., Allocation etc.
(v) Identifying and declaring variables.
(vi) Preparation and Installation of software.
(vii) Generation of Final Tender Document in soft copy.
(viii) Procedure of adding new files in the software.
(ix) Giving training to nominated Railway personnel for the
above activities for generation of tender document in soft copy.
(x) Procedure for storage/saving of already prepared tender
documents.
(xi) Executing any minor modifications as suggested as per
requirement.
(xii) Loading and handing over of final software in CD.
(xiii) Completing above activities within 02 (Two) months
from the date of issue of letter of acceptance.
(xiv) Maintaining the software for 06 (Six) months after
completion period.

3. Completion Period : 02 (Two) months from the date of issue of letter of

acceptance.

4. Maintenance Period : 06 (Six) months after completion Period.

5. The tenderer’s performance should be certified by Engineer in charge of tender

section of Railway or his representative, while preparing bill.

6. Stage Payment:-
(i) 90% of the accepted value will be released after successful completion of
activities vide Sl. No. (i) to (xii) of Sl. No. 2 i.e. Activities of Special Terms &
Conditions.
(ii) Balance 10% of the accepted value will be released after successful completion
of the work i.e. after maintenance period.

7. Security Deposit: The tenderer shall have to deposit 10% of the accepted value
towards Security Deposit in any acceptable form before execution of the agreement.
The same should be endorsed in the name of FA & CAO(Con), South Eastern
Railway, Garden Reach, Kolkata. The Security Deposit shall be released to the
tenderer after successful completion of maintenance period.

8. Conditional quotation is liable for rejection.

9. In case of non performance as per the conditions the security deposit shall be
forfeited. In this regard Engineer’s decision shall be final.
