Career of Excellence
Kenneth Snaggs Eng Kenneth Snaggs graduated with a BSc (Civil Engineering) from the University of Wales, UK, (Upper 2nd Class Honours) and later went on to complete his MSc in Community and Regional Planning at the University of British Columbia, Canada. Eng Snaggs career can be broken into three sectors; public, state enterprise and private. In the public sector he was a Civil Engineering responsible for design, construction and management. From there he moved on to the Design Engineers office and later as District Engineer, Victoria West and Tobago in the Ministry of Works and Hydraulics. He also worked in Planning in Ghana, West Africa for 3 years on various planning assignments including comprehensive planning and development for the Volta River Resettlement Project. His last job within the public sector was in Town and Country Planning Division, GovTT. Director for eight of thirteen years. He directed a wide range of planning and other studies. Some of these are as follows: the National Physical Development Plan, the Re-development of the Central Business District of Port of Spain, the Re-development of East Port of Spain, the Chaguaramas Development Plan, the Scarborough Re-development, the National Transportation Study, 1967, the East-West Corridor Transportation Study, 1973 and the Piarco Airport Study, Crown Point Airport Study.

In the State Enterprise Sector he was a member of the Coordinating Task Force for Point Lisas and the Chief Executive Officer of PLIPDECO. He handled the management of several development projects: large-scale maritime estate and industrial complex for energy-based industries, initially iron and steel, fertilizer, methanol and urea; largest complex of its kind in Trinidad and Tobago and comparable worldwide 600 hectares of developed industrial land plus 200 hectares reclaimed, deep water (12.8m) harbor, port facilities and supporting infrastructure. In the Private Sector he was Director of Home Construction Limited (Special Projects) from 1991-2001. He was responsible for comprehensive planning of housing projects, strategic planning, project development, feasibility studies and special development projects. He worked as a consultant in Tobago housing projects, Cove Industrial Estate, Site Selection Study for new Industrial Estates, strategic development plans for the Tamana InTech Park, Piarco International Airport and Petrotrin. He also held other positions; First Board of the Institute of Marine Affairs, Delegate for Trinidad and Tobago at UN Conferences on the Human Environment, Habitat I and Habitat II, Chairman, Housing Task Force and Committee on Urban Development and First Chairman of UdeCott .

George C. Preddie Eng. George Preddie first started his career at Grant Construction Company in 1967 where he worked as a trainee draughtsman assistant to the Surveyor and Engineer. He then went on to Trintoplan where he worked his way up from Engineer II to Senior Engineer. He was responsible for leading the draughting, land and survey and site inspection services as well as lead design on several projects. From there he moved o to be a Senior Civil Engineer at the Trinidad and Tobago Electrical Commission (T&TEC) where he was responsible for the design and project management of several sub-stations. Upon leaving T&TEC in 2000 Eng. Preddie worked as a private consultant for number of companies/ organisations for example Eastern Credit Union, Gasco Ltd, East POS Development Company and DeLeon Construction Co. Ltd. He is currently working as a consultant to Heritage Limestone and is responsible for providing the design and construction services for land development at Sangre Grande as well as the upgrade of the gravel plant at Valencia and the establishment of a limestone quarry at Heights of Guanapo. Eng. Preddie is currently a fellow of the Association of Professional Engineers of Trinidad and Tobago as well as a registered Engineer of the Board of Engineering of Trinidad and Tobago.

Young Engineer
Shawn Bedecee Shawn Bedecee graduated from Hillview College in 2002 as a National Scholar and was conferred his B.Sc. (Hons) in Mechanical Engineering from the University of the West Indies, St. Augustine in 2005. He is presently pursuing a Master of Science degree at the same institution. Upon graduation, Mr. Bedecee commenced his professional career at Engineering Consultants (ENCO), one of the foremost Electrical & Mechanical consultancy firms in T&T and the wider Caribbean. He is presently a Project Engineer under the stewardship of Engineer Fellow Frank Teelucksingh and Engineer Fellow Cavallo Sebastien. Mr. Bedecee has undertaken beyond 1.5 million square feet of intricate MEP design and construction administration. He has managed and executed copious multi-scale projects, while simultaneously maintaining the credibility of his company and forming invaluable associations. Mr. Bedecee maintains his philosophy of sustainable building design, exemplified by his key credential as a LEED Green Associate. When he is not zip lining in Kuala Lumpur or sky diving in Florida, he portrays true dedication to his profession and a strong work ethic rare to young engineers of today.

Basharat Ali Senator Eng. Basharat Ali B.Sc. (Tech.) (Hons.) R.Eng. CMT was born in San Juan, Trinidad in 1933 and is the second of fourteen siblings. He received his primary education in his home town and his secondary education at St. Marys College, Port of Spain where he obtained his Cambridge Higher School Certificate and was a runner-up for the Open Island Scholarship in Science in 1951. He was awarded a Scholarship by Shell Trinidad Limited in 1953 and read Chemical Engineering at Manchester College of Science and Technology (UMIST) where he graduated with Upper-Second Class Honours in 1957. In that year, he returned to Trinidad and did his Graduate Training at the Shell Refinery at Point Fortin. He later went on to commission and start up several projects within the oil industry. He soon took on the position of Senior Advising Technologist where he was responsible for process technology, project development and communication with the Faculty of Chemical Engineering of the University of the West Indies, St. Augustine. From 1973 on he worked in several government posts; the Ministry of Petroleum and Mines as a Consultant in the field of crude oil taxation, as an Adviser to the Government Team for the purchase of Shell Trinidad Limited and as a Member of the Government Team for the acquisition of Texaco Trinidad Inc. He also worked as a Director of Energy Planning, Ministry of Energy and Energybased Industries and took the lead in the development of a number of projects.

Martin Andrews Martin Andrews obtained his BSc (Civil Engineering) from UWI in 1977 and MSc in Geotechnical Engineering from the University of Manitoba in 1986. Upon graduation from UWI he worked at Trintoplan Consultants Ltd from 1977 to 1980. He then joined the firm of Geotech Associates from its inception in 1980 to the present time. He has been the Managing Director of Geotech since 1987. At Trintoplan he was responsible for supervision of the Geotechnical Laboratory. During this time he was involved in the execution of a number of geotechnical investigations including the newly emerging industrial plants at Pt Lisas. He also served as Resident Engineer for the piling at for the Direct Reduced Iron facility on the ISPATT steel plant (formerly ISCOTT). This involved the driving of 3200 steel H piles to depths of 30-35m. At Geotech, Mr Andrews has had full responsibility for a wide range of geotechnical projects in Trinidad and Tobago and the wider Caribbean. His interests include forensic geotechnical studies.

Jesse Awai Eng. Jesse Awais 41 year career as an Engineer has been satisfying, purposeful, stimulating and entertaining. He graduated from UWI in 1971 with a BSc Degree in Mechanical Engineering with Honours. He worked in WASA from 1971 to 1993, and is one of its legends. Before 29 Jesse became competent in the practice of personnel management and industrial relations, always mindful to balance the rights of the worker, authority of the employer and welfare of the public. He challenged Executive Management, Boards, Ministers to adopt stances based on meticulously researched and analytically sound recommendations and was selected for a Chief Engineer position at Shell, an opportunity to soar in the energy industry to which he refused. He judged their management culture monarchic and colonial. He was the Chief Engineer in the Public Service before 30. He obtained a MEng. in Civil Engineering from Mc Master University, 1982 and in 2012, an Executive Management Certificate in Conflict Management, University of Windsor Law School. Jesses current interest is transformation of conflict, through mediation, negotiation and arbitration, into opportunities for growth and improved relationships.

John Camacho Eng. John Camacho left Trinidad in 1967 to attend university in USA after achieving his GCE O Levels and A Levels from the St Marys College. He achieved his undergraduate and postgraduate degrees in Chemical Engineering, at the University of Southern California (USC), specializing in Wastewater, Water Treatment and Air Pollution and worked for one year as a consultant for the Environmental Protection Agency (EPA). He then returned to Trinidad in 1974 and worked for Trintoplan Consultants for ten years. In 1984 he established his own engineering and design company, called Alpha Engineering and Design Ltd. Alpha was unique in that it offered both engineering designs and commercial building construction. This in fact, proved to be the success of Alpha as there was always a very flexible staff, able to work in both engineering and construction, depending on the projects which had been awarded to Alpha. In Trinidad & Tobago, John has worked on all of the major water and wastewater projects.

Michael Fortune Eng Michael Fortune was born 18th October 1951. He went to Barataria Boys RC and then on to St Marys College in Port of Spain. He then went on to complete his tertiary level education at the University of the West Indies in 1974 and then further on to complete a post graduate diploma in Management at the same university in 1989. His experience includes extensive work within the oil industry with Texaco, with re-stressed concrete, in construction management and practice at Trinidad Contractors Limited and Lewken Construction. He has worked in several government agencies; as a Project Manager for the NPDSL Embacadere Housing site in San Fernando, as the Estate and Construction Manager at Plipdeco and as a part time Project Consultant with Kairi Consultants Limited doing development work in the Caribbean. He is also the Managing Director and principal shareholder of F&H Engineering Services Limited from 1990 to present. The company itself has been involved in several construction and consultancy services throughout Trinidad and Tobago.

Donald Gibbon CEng Donald V. Gibbon was born in 1952. He did his BSc in Engineering at the University of Manchester (UMIST) in Civil/Structural and later went on to complete his MSc. in Engineering for Construction Project Management at the University of Technology in Loughborough, UK. Eng Gibbon is experienced in the design of structural/civil engineering, design management, construction and construction management of large and medium scale, industrial, commercial and institutional construction activities in Trinidad and Tobago. Expertise in the design of reinforced concrete structures, steel structures, reinforced masonry, the repair and rehabilitation of reinforced concrete structures and concrete technology. He is currently the director of Gibbon Consulting Engineering Ltd. He is currently a member of The Association of Professional Engineers of Trinidad & Tobago, the Board of Engineering of Trinidad & Tobago, the Institute of Civil Engineers, UK, the Engineering Council, UK and an Associate of the Institute of Structural Engineers, UK.

Clarence Harnanan Clarence Harnanan graduated with a BSc in Electrical Engineering from the University of the West Indies in 1966. He went on to work in Texaco Trinidad Inc. as an Engineering Assistant in the Electrical Department. He then went on to complete a MEng in Control Systems from the University of Sheffield, England in 1970 and a MSc in Industrial Administration from the University of Aston, England. In his career to date, he has worked in several companies. They include but are not limited to Trinidad Cement Limited as a Project Manager and Lee Young and Partners as a Principal Engineer. He currently works at the National Gas Company of Trinidad and Tobago where he is the Project Director. Mr. Harnanan is a member of the Institute of Engineering and Technology, United Kingdom, the Chartered Management Institute, United Kingdom, the Association of Professional Engineers of Trinidad and Tobago and the Board of Engineering of Trinidad and Tobago.

Khalid Hassanali Mr. Khalid M. Hassanali was appointed President of Petroleum Company of Trinidad and Tobago Limited (PETROTRIN) effective 2012 May 01. His career spans over a period of 38 years, having held 27 positions of increasing responsibilities, including more than 25 leadership positions in the local energy and industrial development sector, starting as a Trainee Engineer at one of Petrotrins predecessor companies. During this period, Mr. Hassanali was seconded on three occasions to Trinmar Limited, National Energy Corporation of Trinidad and Tobago (NEC), during which time he was assigned to the General Electric International Business Division and finally to Evolving TecKnologies Enterprise Development Co. Ltd (eTecK), where altogether, he was responsible for country branding, investment promotion and industrial development of Trinidad and Tobago. Mr. Hassanali graduated from the University of the West Indies in 1974 with a BSc. Degree in Mechanical Engineering. He later obtained a Diploma in Engineering from Queen Mary College and a MSc., with Distinction, in Systems Planning and Optimization from the University of London in 1975. During his professional life, Mr. Hassanali also earned a Bachelor of Laws (LLB) Degree from the University of London in 1994. Throughout his career, Mr. Hassanali served as a board member on several private, state and charitable organizations.

Timothy Lewis Professor Timothy Michael Mike Lewis studied Civil Engineering at Liverpool University, obtaining his BEng in 1968 and MEng by research in 1970. He then went to work with Sir Alexander Gibb and Partners, with whom he worked on economic feasibility studies mainly for the World Bank. As a result he was sent to undertake an MSc in Technological Economics at the University of Sterling. This MSc was awarded in 1976, and Mike was persuaded to join the University to research the impact of North Sea Oil on Scottish industry. The first phase ended in 1978, and Mike left to join UWI, as a lecturer in Construction Engineering & Management. He was awarded his PhD in 1990 for a study on technology and development. Mike became a Professor in 2005. In 1999 he became Fellow of the American Society of Civil Engineers, and in April 2012, Fellow of the British Institution of Civil Engineers. He was a founding Member and Chairman of the West Indies Local Association of the Institution of Civil Engineers. In January 2012 he was appointed Regional Representative for the West Indies by the Institution of Civil Engineers. Mike has published 9 Books, Chapters or Monographs, 21 Journal Papers, 49 Papers in Refereed Conference Proceedings, 19 Theses, and Occasional Papers etc. He wrote a weekly article for the Guardian in 1980/90s. Mike played squash for Trinidad & Tobago for 5 years in 1970/80s including one year as Captain. He owns and races a Farr-30 sailing sloop.

Robin Osborne Dr. Robin Osborne was born in Roseau, Dominica, but spent most of his adult life in Trinidad and Tobago. He is presently based in Florida, USA. From 1972 to 1979, he was a civil engineer in the Materials Testing and Technology at CARIRI, and served for a time as Head of that department. He received his Ph.D.(1990) in Civil Engineering from the Faculty of Engineering of the University of the West Indies at St. Augustine. He was a founding member of the postgraduate programme in that Faculty and taught there from 1977 to 2005. From 1994 to 1998 he was Deputy Dean (Postgraduate and Research) of the Faculty of Engineering, and had oversight of approximately 300 postgraduate students. He has consulted on many of the largest construction projects in the region, and successfully supervised two PhDs, one in Civil Engineering, and (jointly) another in Chemistry (which was awarded with high commendation). Dr. Osborne is well known among engineers in the Commonwealth Caribbean, having delivered papers at conferences and guest presentations intended to upgrade levels of engineering knowledge and practice.

Hardutt Punwassee Born on July 6th 1944 and having both primary and secondary education in a village with the most basic infrastructure and witnessing the struggles of everyday life, it is not surprising to appreciate my career choice. It was born out of a desire to improve the quality of life of our fellow human beings. I knew early on, having arrived in the UK and witnessing the stark contrast that the pursuit, not withstanding the exhilaration of gaining the knowledge, was not going to be smooth. Despite the trials, I persevered and graduated with a BSc in Civil Engineering from the University of London in 1972. I promptly secured employment with Town of Lambeth but always longed to return to the Caribbean to make a difference. Fortunately, after having worked about six years in the UK, I was offered and accepted a job at Trinidad Engineering & Research (1978) Limited in 1978. I subsequently left to incorporate my own company VIKAB Engineering Consultants Limited in 1985.

Bill Ramrattan Bill Ramrattan graduated from the University of the West Indies in 1974 with an Upper Second Class Honours Degree in Civil Engineering. His employment commenced as a Civil Engineer with Texaco Trinidad Ltd. Bill then joined deceased friend and Engineer Imtiaz Hosein to manage and develop several medium and small contractors. In 1988, he moved to Lake Asphalt as General Manager where he worked on emphasising research and market development thus making Lake Asphalt environmentally friendly. Throughout his engineering practice he was involved in many key changes in the industry for example introducing High Density Polyethylene Pipes in the water distribution system at Freeport and Mayaro Water Works. He continued to innovate in the construction industry by as well as pioneering the use of Post-Tensioning Technology as an ideal solution for foundations in highly expansive clays. Today, Mr. Ramrattan is the CEO of CPML Contractors Limited where he is deepening his involvement in Value Engineering and PostTensioning Technology. At present he is the secretary of T&T Golf Association, Chairman of the Prime Minister Golf Charity, Founding member and Past President of the Rotary Club of Chaguanas and a former Vice President of APETT.

Richard Saunders Engineer Richard Saunders is the Managing Director of Vicar Enterprises Limited, a company providing services in Property Development, Project Management, Design Build of Sports and Recreational facilities and Real Estate services. He received his secondary education at St. Marys College, Port of Spain and pursued a first degree at the University of the West Indies, where he graduated in 1976 with BSc Honours, Electrical Engineering. He obtained his MSc in Electronic Instrumentation at the University of Wales, Swansea and a Diploma in Public Enterprise Management at the Indian Institute of Management Ahemadabad, India. His thirty five year career is mutli-disciplinary with executive level involvement in Project Development, Project Implementation and Engineering Management. His professional experiences bridge the industrial, public and private enterprises as well as academic institutions. He is currently the President of the Trinidad and Tobago Group of Professional Associations Limited and a past president of APETT.

Simon Westcott Eng. Simon Westcott is a Chartered Civil and Structural Engineer, with 30 years engineering and management experience on projects in the energy, commercial, industrial and municipal sectors of the construction industry in Trinidad & Tobago, the UK and overseas. His career traversed many borders with posts starting as Voluntary Service Overseas Unit Engineer in Malawi; Engineer in Pakistan and Botswana and Project Manager in Cambridge, UK and Mott MacDonald Group, Mozambique. At present, he is a Director and the General Manager of the largest steel fabrication company in the Caribbean, Yorke Structures Limited, in Trinidad & Tobago. His service to the profession is noted in his involvement on engineering bodies - current Vice-Chairman of the Caribbean Division of the Institution of Structural Engineers (IStructE); former VicePresident of the APETT; member of the APETT CPD committee and Corporate reviewer and examiner for the Part 3 exam of the IStructE. Eng. Westcott is married and has 3 children.
