1.

SCOPE

This Procedure defines general safety and health procedures for crew to avoid injury illness that can compromise crew health and consequently the ship with cargo, the environmental and the quality of service. Procedures regarding security that can also compromise crew and ship will be collected in the SSP and in the Company Security Manual.

3. 3.1

PROCEDURE Personnel for the safety/health of crew

On board all vessel is appointed a Safety Officer for the safety activities on board and an officer for the first aid and the keeping of surgery and ships medicines (see also dedicated OP-ORG-03). Company philosophy is to classify the personal incident/accident into three categories: a) no-lost time accident (NLTA): where no working time is lost as consequence of the accident/incident; b) lost-time accident (LTA): where some working time is lost as a consequence of the accident/incident; c) death accident. Company will also appoint for each vessel a SSO as per SSP. 3.2 Medical fitness of crew members

All crew members undergo a periodical medical examination accordingly to national and international (STCW Code 2010 Mania Amendments) requirements. Each crew member is required to pass a pre-enrolment medical visit in order to get the a Medical Fitness Certificate for the sea service; the above original Certificates for every seafarers are to be maintained in a dedicated file on board for the whole duration of contract, until the personnel disembark.

Medical Certificates shall remain valid for a maximum period of two years unless the seafarer is under the age 18, in which case the maximum period of validity shall be one year. If the period of validity of a medical certificate expires in the course of voyage, then the medical certificate shall continue in force until next port of call where a medical practitioner recognized by the Party is available, provided that the period shall not exceed three months. In urgent cases the Administration may permit a seafarer to work without a medical certificate Until the next port of call where a medical practitioner recognised by the Party is available, provided that : .1 the period of such permission doesnt exceed three months; and .2 the seafarer concerned is in possession of an expired medical certificate of recent date. Manning Managers (V-Ships) will ensure the regulation is duly followed and above procedures will be successfully pursued with evidence in case of requested exemption. On Italian Flag vessels, all crew members (accordingly to the law 271/99) shall be submitted to a particular medical scheme in order to ascertain the individual fitness for the rank for which the seaman will be assigned on board (above report is maintained in the Manning Managers office ashore). It is Manning Managers responsibility to have all crew enlisted on Company vessel comply with the above requirements as applicable to vessel of Italian and/or other flags. 3.3 Hours of rest of crew members

All crew members must always have sufficient hours of rest to allow them to perform their duties safely. Specific requirements are defined within STCW 95 and are therefore a legal requirement. A schedule for the resting hours and the working hours are to be planned and posted both for port and sea activities and must be recorded in the log WORKING AND RESTING HOURS RECORD BOOK (Italian vessels only). Additional details in the dedicated WIN-CRW. 3.4 Medical assistance

All ships are required to carry medicines and medical equipment to a minimum standard prescribed by the Flag State Authorities. It is the responsibility of the Master, that: the requested medicines (including narcotics) and medical equipment are always available on board and in validity; medicine are dispensed to the crew by his delegated officer after his approval. Medicine Chest Certificate is valid inventory of narcotics and their custody are properly maintained. The Medical Guides for Ships are on board, for information and advice on such matters as illness, accidents, food poisoning, etc.. In addition another guide edited by CIRM ROME containing detailed instructions on keeping the surgery and medicines and 1st aid will be available on board Italian vessel. The Master should not hesitate to ask for advice and, if necessary, assistance by radio from the nearest ship with a doctor on board, or from medical authorities ashore through the most appropriate means of communications. In the case of language difficulties, the Master should use coded messages. The International Code of Signals has a special Medical Section for this particular purpose which gives details of all countries which provide medical advice by radio. For any medical assistance ashore, the Crewmembers have coverage according to their national collective bargaining agreement. For a serious medical problem involving the life of the crew, the DPA must be informed soonest. For any strange and/or abnormal behaviour of crew members Master to report to Crew Policy Manager, DPA, Fleet Director for due consideration and immediate assistance and/or action wherever deemed necessary. 3.5

Cargo hazards to health

When the Master receives information on the cargo to be loaded, he must provide to post copies of the Data Sheets in those relevant locations indicated by the WIN-SAF related to the Material Safety Data Sheets. These data sheets describe the physical characteristics and hazards of the cargo and supply instructions to the personnel in case of accidentally contact or inhaling the cargo or cargo vapours. A "Medical First Aid Guide" (MFAG), containing instructions on first aid for people accidentally contaminated by hazardous substances, is available on board all ships as IMDG Code Supplement (IMO 210E). 3.6 Company drug and alcohol policy

The procedure OP-CRW-01 Company Drug and Alcohol Policy shall be maintained. 3.7 3.7.1 Prevention of piracy, terrorist and armed robbery Company Policy

The Company shall provide ships with information, documents, pamphlets concerning pirates terrorist and armed robbery so that the ships command are updated on the development of this matter. SSO/Master will refer to the SSP. 3.7.1.1 Piracy The procedure for the prevention and manage an act of piracy against the vessel and her crew is detailed in the dedicated SSP for SSO/Masters use. 3.7.1.2 Terrorism/sabotage For the prevention and the management of any act of terrorism or sabotage against the vessel and her crew. See dedicated SSP for SSO/Masters use. 3.7.1.3 Armed robbery For the prevention and the management of any act of armed robbery against the vessel and her crew and cargo. See dedicated SSP for SSO/Masters use. 3.7.2 Master Responsibility

The Master is responsible for: a) holding a "crew meeting" to inform on risks, behaviour and suggested preventive measures; b) ensuring that all the necessary preventive actions are implemented; c) immediately reporting, working with the SSO, any act of piracy or terrorism either suffered or escaped as detailed in the SSP; d) preparing the ship, liaising with the SSO, for piracy, armed robbery or terrorist attack, as per SSP. 3.8 3.8.1 Accident prevention General

A copy of the MCA publication Code Of Safe Working Practices For Merchant Seamen and the ILO code of practice "Accident Prevention On Board" or an equivalent publication is available on board every ship (in addition there is also M ANUALE DI GESTIONE SICUREZZA AMBIENTE DI LAVORO). Masters and Chief Engineers are requested to give instructions to departmental crew members so that all the recommendations outlined in this code, in particular those concerning protection of the personnel and the precautions to be adopted. For serious or repetitive accidents and whenever deemed necessary, the Master and/or the Chief Engineer shall carry out a formal investigation of accidents and reports will be prepared to be discussed during the subsequent meeting of the Ship Safety Committee. The above reports are to be attached to the minutes of the meeting of the Safety Committee.

3.8.2

Permits system

The system consists of "Permit" forms and "Check-lists" which are to be filled in and signed by the responsible ship personnel whenever need arises. Permits describe the activity to be carried out and, by means of "check-lists" allow an evaluation of the working conditions and relevant risks and specify the precautions to be taken to avoid danger to the people performing these activities. Entry permits for enclosed spaces and work permits do not in themselves make an activity or work safe, as they do not consider anomalous and unpredictable events which may in any case occur, but they constitute an efficient means to prevent accidents if those who must enforce them observe conscientiously and intelligently the established procedures. A Senior Officer upon request of Master/Ch. Eng. will perform a safety check for the area and/or equipment as per check list/permit form for the selected work. At the end of checks the Senior Officer shall sign the permit and submit it to the Team Leader for the activity to be carried out. The Team Leader after having verified that the safety measures are appropriate will complete the permit and sign it. Master after evaluation of work to perform and after the reading of filled permit will sign it (if he is satisfied) giving the permission for the work to the Officer in charge responsible for the work that will supervise that all the requested safety measures and conditions reported on the permit are maintained until the end of work. The Officer responsible for the work, accepting the work permit accept all the conditions contained and that must be maintained, at the end of work will sign the permit that will be filed in the Work Permit file. Superintendents shall check the "WORKS PERMIT" files. 3.8.2.1 Entry permits Entry permits are to be issued every time a person is requested to enter an enclosed space with no exception. For the purpose of classifying the risk of the internal atmosphere of compartments the following factors are to be evaluated: actual ventilation type of ventilation (natural or forced) effectiveness of the ventilation means adjacent compartments containing dangerous substances presence of sediment or substances which may cause lack of oxygen (i.e.: water, humidity with presence of dust, etc.), volatile substances and flammable or toxic substances, gases or vapours and rust (detailed information in the dedicated WIN-SAF). When information on the space to be entered is not certain, the space is to be considered as a high risk space. Under no circumstances shall a person enter an enclosed space if the Officer in charge and, where requested, the competent person, are not present. Nobody shall enter a high risk enclosed space to help persons in danger without taking adequate precautions for their own safety. This is to avoid risking their own lives and to avoid compromising the condition of those in danger. If difficulties arise during the stay in the enclosed space the space is to be immediately cleared. 3.8.2.2 Work Permits Work permits are to be issued every time a person is requested to perform the following activities: working aloft, overboard, on staging or in exposed positions (see detailed information in dedicated WINSAF) hot work (gas or electric welding) or burning or cutting (see detailed information in dedicated WIN-SAF work on the electric system including lift and cranes inspections and repairs on sea lines underwater inspections and repairs work on high pressure systems PREMUDA

3.8.2.3 Divers underwater inspections and repairs Divers services must always be authorized by the Company unless an emergency situation exists where the delay would be unacceptable. Before starting an underwater inspection or repair, a specific work permit is to be issued. The underwater work permit form to be used. The permit is in addition to any safety assistance or precautions required by the Diving Company, and must be signed for acknowledgment by all personnel involved. A copy of the form, duly filled in and signed, shall be sent to the Company Safety Superintendent every time an underwater Survey/repair is carried out. 3.9 Stowaways

Master should ensure on sailing from any port that all crew is on board and that no stowaway is on board. See dedicated SSP for SSO/Masters use. 3.10 Educational and entertainment for crew

Company is aware that some entertainment on board contribute to maintain the safety and helps the life on board. 3.11 Hygiene on board ship

The Master should ensure that hygienic precautions are taken in crew accommodation, in galley spaces, refrigerator rooms, dry store rooms and hygienic public service, to verify that international standards of hygiene are maintained. Weekly inspections are carried out by the Chief Officer and the Chief Engineer using specific check lists (on Italian vessels the inspection is performed by the Rappresentante alligiene e sicurezza ambiente di lavoro). The results of the inspections are to be reported to the Master and recorded in the dedicated file. 3.12 Personal protective equipment

All crew must be properly dressed and in order to be ready for all the work requested on board and for all the climatic zones that can be encountered during the navigation. Nobody can start any work on board if not properly dressed and not wearing personal protective equipment. Safety Officer has the duty to check above and stop any work without all safety measures taken including the personal protective equipment.
